„Generelle Indikatoren haben die Funktion, Entwicklungen aufzuzeigen, die sich problemübergreifend auf die verschiedenen Umweltbelastungen auswirken.
Darüber hinaus sollen sie im Pressure-Bereich auch zusätzlich als Ersatz für eventuell noch nicht identifizierte Problembereiche stehen, sodaß ihnen zusätzlich auch die Funktion zugesprochen wird, frühzeitig problematische Veränderungen bei noch nicht als wichtig erachteten Wirkungen anzuzeigen.“

Simon Kuznets had deep reservations about the national accounts he helped to create. In his very first report to Congress, in 1934, he tried to warn the nation of the limitations of the new system. "The welfare of a nation," the report concluded, can "scarcely be inferred from a measurement of national income as defined above."
"Distinctions must be kept in mind between quantity and quality of growth, between its costs and return, and between the short and the long run," he wrote. "Goals for 'more' growth should specify more growth of what and for what." (1962, The New Republic).
