編輯的話

九月的大學校園出現頗多令人側目的事件。首先是一些校園出現宣揚港獨的條幅，繼而在政府某官

員不幸遇上喪子之痛時，有人毫無人性，張貼幸災樂禍的字句。

前者有學生承認是他們做的，後者則有人敢做，沒有人敢承認。無論前者還是後者，對一個有家國

情懷，有人倫道德的人來說都是一種叛逆和污辱。

中華民族今天能夠傲立世界之林，與國家的地大物博，中華民族的團結共融和聰明才智有著莫大的

關係。分裂中國可以說是與全中華民族為敌，這樣的行為在歷史上的下場也絕不會好的。對於後

者，更屬於無耻的行為。

更難想像的是，有院校高層竟以輕俏口氣，要人們 “政治歸政治，教育歸教育”。此種令人不齒的

行為還夠不上 “政治”，離受過應有的 “教育”的人的行為還差十萬八千里。

如果那些幸災樂禍的字句是學生張貼的，校方又如何去教育呢?

September has seen Hong Kong's universit ies affl icted by some outrageous incidents. First , banners advocating Hong Kong independence appeared at one of the insti tutions. Then there was a callous message displayed on a university campus taunting a senior official over the tragic death of her son.

Some students have claimed responsibil i ty for the former, but the person(s) who dared to put up the latter does (do) not have the courage to take responsibil i ty. In the eyes of those who have national sentiments and prize morali ty and decency, such sayings are transgressive and deeply disrespectful.

That the Chinese nation can now stand proudly among all nations around the world is attr ibutable to China being a big country with abundant resources and the solidarity and wisdom of i ts people. Advocating spli t t ing the country will make oneself enemy of the whole nation. Any such moves are destined to fail , as proven by history.

As for the latter case, i t was a totally shameless act . Much to one's surprise, a member of a university 's governance team, when speaking about the case, just asked people “not to mix education with polit ics” in a witty tone. Such a despicable act , which cannot even be regarded as having anything to do with “polit ics”, is a complete deviation from behaviour befit t ing an educated person.

If i t turns out that the message expressing a disgraceful gloat over another 's misfortune was indeed put up by some students, how is the university concerned going to educate them?

各位會員

倫敦音樂學院

9月9日晚上8:00本協會與倫敦音樂學院香港分

會，於莊月明文娛中心5樓月明劇院合辦了一場

1 3 0週年紀念音樂會暨頒獎典禮。是晚冠蓋雲

集，全院共400個座位，不到五分鐘便告全院爆

滿。的確是座無虛席。

是晚節目非常精彩，相繼有歌手張敬軒以純正的

英語發表了一番講話後，在著名指揮家呂曉一帶

領大管弦樂團伴奏下，演繹了一首充滿感情的歌

– 青春常駐。會上，他獲頒授音樂碩士榮銜。

同台有一對男女唱歌家以意大利文對唱了著名歌

劇 “塞維利亞理髮師”- 真的是我嗎? 各人的

唱功及藝術水平極高。最後，由殿堂級鋼琴大師

劉詩昆彈出他的成名作 – 黃河鋼琴協奏曲，沉

重的鋼琴聲演繹出名曲澎湃的氣勢和黃河的萬馬

奔騰!

主禮嘉賓朱慶虹博士非常客氣，特別委託司儀，

對是晚音樂會的順利演出，表達對本人及本會的

衷心感謝。難得的是，張敬軒的發言，情心款款

地追訴孩時在廣州生活時，父母對他的教導和關

懷，使他永不遺忘!

體育館將免費開放

9月15日本人應體育館助理館長陳美莉博士的邀

請，與足球隊隊長勞耀富一同往沙灣體育館開

會。陳博士開門見山，立即表示對本人在6月份

的會刊會長報告中，對她的有關報導有欠公道，

並與事實不符。

本人在深入了解後，發現本人於5月19日回應她

5月5日的電郵，竟然錯誤地送到大學另一個部門

的同事。由於電郵地址很相似，就連陳博士本人

也表示她亦曾經送錯過。由於電郵送出多時一直

未獲回覆，加上與有關同事會議中，對陳博士的

有關信件內容有錯誤理解，尤其是對她提出，要

求我們多吸收會員參加足球活動，能有兩隊人互

相作賽，便可減少邀請外隊作賽。

在討論中我錯誤理解為她反對我們邀請外隊作

賽，以致 “報告”一文中的造詞容易引致人們誤

以為陳博士專橫，不尊重傳統，不容許我們邀請

外隊作賽。在當天的會議上, 我對錯誤理解她的

意思，一再表示歉意。在此，我再一次向陳博士

致歉! 事實是；陳博士在找我澄清時，函件中仍

然表示會照原來安排行事，直至會議後再作新安

排。

會上，我十分同意作為體育館領導她有責任依法

監察使用者有否依法使用體育館設施。確保設施

正確及充分使用! 會上，我們的代表亦澄清了一

些歷史遺留下的比賽安排，亦表示會進一步按規

則及條例，登記及補充正確資料，亦會勸喻一些

有資格使用場館的會員，依足規矩填寫及使用設

施。我們有信心，大家可以進一步合作，可以做

到既符合埸館的規則，又可以合情合法地使用場

地!

在討論中，陳博士還建議我們一併檢討另外兩項

體育活動，乒乓和羽毛球。我們十分重視體育館

有關意見，會盡快召開有關會議，檢討如何依照

有關條例，充分使用有關設施。本人希望日後會

有充份溝通，使有關設施更能為會員充分使用，

更希望這一事件很快平靜下來，大家亦會鬆一口

氣。

為促進員工工作效率，體育館將免費開放給全體

職員。據悉，在行政副校長帶領下的一項大學員

工工作效能檢討(SMARTER)，將會建議豁免員工

的體育館有關收費。以便員工充份使用館內各項

體育設施，増強體質，提高工作效率。對此，我

們正與校方求證，並表示歡迎有關決定。希望盡

早落實，呼籲各位同事擠出更多時間多做運動。

遴選新校長

緊接著剛完成的非教學員工代表選舉後，最後一

個選舉就是學生代表的選舉。相信遴選校長的委

員會很快便可以運作。本協會對此項遴選工作十

分重視，會從多方面以多種形式參與。希望在末

來數月便可以為我們找到一位更合適的掌舵人，

帶領我們再啟航!

近日，在剛獲選非教學員代表徐詠璇女士主動邀

請下，本協會部分代表與她召開一次座談會，彼

此進行有關溝通，將我會對新校長的一些訴求與

她分享。她亦表示明白我會的要求，會盡力與我

們配合，希望能找到一位善於傾聽員工意見的校

長。我感謝徐女士的主動及虛心聽取意見，相信

她可以做好代表的工作，期望日後能與她彼此多

交換意見。

中秋佳節展銷會

第三屆中秋展銷會於 9月 2 0 日中午舉行了一

個簡單而隆重的開幕禮，接著是連續三天的

展銷活動。今年共有七個攤檔，分別有；

海生行、新記、天安利貿易公司、鈞君貿

易、Joshin、PCCW及新加入的AIA財富管理，

是為會員提供財務管理諮詢服務。正如本人在開

幕禮上所說，展銷會是為會員提供價廉物美的過

節購物服務，為會員提供方便，希望受到大家歡

迎。

秋風起三蛇肥

每年一度的蛇宴將很快展開，今年將於11月17日

於中環洋務公會舉辦，筵開23席，獲職業性失聰

補償管理局資助，會員每位$190，非會員$220。

請大家密切留意有關購票消息，以免向隅!

午間茶座 – 有請前天文台台長林超英教授

1 0月25日的午間茶座，我們邀請了前天文台台

長林超英教授為我們主講 – 氣候變化，希望能

從他的講話中，略知近日之風雲為何變幻得那麼

快? 那麼急? 請大家開始報名。

繼去年在陸佑堂的茶禪，法鼓山香港道場再接再

厲與本協會於10月18日於陸佑堂舉辦另一次茶

禪，希望有興趣的會員留意，查詢報名情況。

各位會員，嬌陽似火的夏日已變得稍稍溫柔，很

快秋風一起，早晚便會轉涼。大自然總是按它的

規律演變，人類社會也不例外，不能脫離常規做

事，只能因勢利導，逐步改變!

London College of Music

On 9 September evening, our Association and the London College of Music Hong Kong Centre jointly held a 130th anniversary concert and award presentation ceremony at the Yuet Ming Auditorium on 5/F Chong Yuet Ming Amenities Centre. All the 400 seats were occupied when the concert began at 8 pm.

It was an evening of enthrall ing performances. Singer Hins Cheung, after giving a short address in English, sang a sentimental song “Eternal Youth” with orchestral accompaniment conducted by the celebrated conductor Lv

Xiaoyi. Cheung was awarded a master 's degree in music at the event.

A male-female duo sang an excerpt from the famous opera “The Barber of Seville” in Italian, which was a bril l iant rendition. Lastly, the great piano master Liu Shikun performed his signature piece the “Yellow River Piano Concerto”, bringing out forcefully the tremendous momentum of the great r iver with his powerful playing.

The officiating guest Dr. C. H. Chu, showing immense courtesy, asked the MC to convey his deep grati tude to me and our Association for helping to make the event so successful. I t is also worth mentioning that in his speech,

Hins Cheung recollected his childhood days in Guangzhou and how his loving parents taught and took care of him – memories indelibly engraved in his heart .

IHP facilities free of charge

On 15 September, at the invitation of IHP Senior Facil i ty Manager Dr. M. L. Chan, I and Mr. W. F. Lo, captain of our football team, had a meeting with her at Stanley Ho Sports Centre on Sha Wan Drive. Dr. Chan pointed out that my remarks concerning her in the President 's Report published in the June issue of our Newsletter were unfair and did not tally with the facts.

After looking carefully into the whole matter again, I found that my email dated 19 May, in response to Dr. Chan's 5 May email , had been mistakenly sent to another colleague in another department. The error probably arose from the two email addresses looking quite alike (Dr. Chan said she had made a similar mistake before). As a result I did not get a reply to my 19 May email .

Then at one of our Association's meetings on the issue, we misinterpreted the contents of Dr. Chan's email , especially her suggestion that we should organise a second football team by recruit ing more members interested in the sport , such that we would have two teams playing each other, hence less need for invit ing external teams for matches. I wrongly took that as an opposit ion to our invit ing external teams, and the way in which I described the matter in my report would easily lead the reader to think Dr. Chan authoritarian and disrespectful of tradit ional practices.

At the 15 September meeting, I offered her my apologies for misunderstanding her meaning, which I would l ike to reiterate here. In her email invit ing us to the meeting, Dr. Chan

stated that exisit ing arrangements would sti l l be in effect , and new arrangements would be explored only after the meeting.

During the discussion, I acknowledged that as one responsible for sports facil i ty management, she has the duty to monitor whether users observe the rules to ensure proper and optimal use of the facil i t ies.

After clarifying some tradit ional practices in arranging matches, we underscored our commitment to comply with all the rules, and promised to remind our members using the facil i t ies to do the same – to register with the facil i ty management and provide accurate information as required. I have confidence that both sides will cooperate well , and our Association and members will continue to enjoy use of the facil i t ies with all rules complied.

In addition, Dr. Chan suggested that we should also review arrangements for our table tennis and badminton activit ies. Taking her opinion seriously, we will hold meetings to follow up as soon as possible. Hopefully all issues surrounding the use of IHP facil i t ies will be sett led satisfactorily before long.

As part of an effort to improve staff morale and performance, IHP is going to let all staff use i ts facil i t ies free of charge. We understand that a review of staff efficiency (SMARTER) led by the Executive Vice-President will propose exempting staff from IHP facil i ty charges to encourage them to spend more t ime on physical activity. We fully support such a move, as good health is certainly conducive to higher job performance.

Selection Committee for New Vice-Chancellor

After the election of a non-teaching staff representative, there will be the election of a student representative, the last of a series of elections to the Selection Committee, which will probably start working very soon. Our Association places great importance on the matter, and is prepared to get involved in the selection work in a variety of ways, thereby helping with the efforts to ensure the appointment of a good new leader who will take HKU to greater heights.

At the invitation of the newly elected representative of non-teaching staff Ms. Bernadette Tsui, we had a meeting with her to share our expectations of the new VC. Showing an understanding of our views, she said she would do her best to support us in this regard, with the hope that the University would appoint someone with an unfail ing will ingness to l isten to staff . We have to thank Ms. Tsui for taking the init iative to seek our opinions. I have no doubt that she is a competent representative of staff , and look forward to more opportunities for exchanging views with her.

Mid-Autumn Festival Bazaar

Our third Mid-Autumn Festival Bazaar opened at noon, 20 September after a brief ceremony. It ran for three days and had seven vendors: 海生行, 新記, 天安利貿易公司, 鈞君貿易 , Joshin, PCCW, and a new participant AIA Wealth Management, which offered financial management advice. As I said in my opening remarks, this kind of bazaars are staged to provide members with opportunities to do discounted festival shopping. Hopefully they will continue to enjoy the support of members and colleagues as in the past .

Annual Snake Dinner

This year 's snake dinner, sponsored by Occupational Deafness Compensation Board, will take place on 17 November at the premises of Hong Kong Union of Chinese Workers in Western Style Employment in Central . There will be 23 tables. The fees are $190 per person for members, and $220 for non-members. Interested parties please pay close attention to our notice for t ickets.

Lunch Talk by Former Director of Hong Kong Observatory Professor Lam Chiu-ying

We have invited Professor Lam to be the speaker of our lunch talk on 25 October, the theme being climate change. His talk will probably enlighten us on the abrupt weather changes that we recently experienced. You may sign up for the event now.

Tea Meditation

A Tea Meditation was organised for us by the Dharma Drum Mountain Hong Kong Centre last year, the venue being Loke Yew Hall . The Centre is now staging another session for us on 18 October at the same venue. Interested members and colleagues please pay attention to our notice.

It seems that summer heat is beginning to relent. Soon autumn breezes will bring us cooler mornings and evenings. Please take better care of yourself during the coming seasonal transit ion!

再訪雲南後隨想 (四) 張保羅

2008年7月上旬，我到雲南的大

專院校交流 1，順道觀光。2017

年3月中旬，我與內子參加旅行

團，再訪雲南。在麗江，我們

參觀東巴的文化聖地――玉水

寨。

玉水寨位於麗江白沙鎮的北

部，海拔 2 5 0 0 米，在玉龍雪

山南面的山腳下。雪山上的積

雪，融化成泉水，滲透入岩石

後，從石逢中湧出。當地的納

西族人喜歡把有泉水冒出的地

方，看作拜祭神靈的聖地，

所以這裡曾被稱為「神泉」

。1997年，麗江玉水寨生態文

化旅遊有限公司，在當地投資

開發，經過九年的努力後，如

今玉水寨已成為熱門的旅遊景

點。 2

納西族的先祖是活躍於中國西

北地區的古羌人。公元前五至

四世紀，古羌人一支南遷至四

川省西部大渡河流域，生息繁

衍，逐漸成為磨些族群。秦漢

時期，磨些先民南遷至雅礱江

和金沙江曲流地區，形成星羅

棋佈的部落。魏晉時期，鹽源

等地的磨些人經濟較為發達，

政治組織漸趨成熟。3

6 6 4年，部分納西族人南渡沙

江，在現今大理州賓川縣，

建立了唐代洱海一帶六詔中的

城邦政權「越析詔」。 1 2 5 3

年，蒙古人南征大理國，經

過納西族人居住的地區，納西

族人歸降。忽必烈採取招撫政

策，1276年授予納西族土酋地

方官員的官職。

1384年，這些地方領袖，又被

明太祖朱元璋冊封為世襲的麗

江府知府，賜姓木氏。清雍正

元年( 1 7 2 3年 )「改土歸流」

後，隨著在民間開辦學堂，中

原的儒佛道文化，深入麗江民

間。3

納西族的傳統信仰稱為東巴

教，創始人是東巴什羅，經文

講師被視為東巴什羅的傳人，

稱作「東巴」，意指有智慧的

人，集歌、舞、經、書、史、

畫、醫於一身，是納西族民間

的知識分子。據說他們知天曉

地，善測禍福，能鎮鬼驅邪，

求吉祛災，是人、鬼、神的媒

介。東巴教沒有專職的神職人

員、宗教場所或統一的宗教組

織。東巴是世襲的「兼職」，

傳男不傳女，雖然受人尊敬，

但沒有特權，平日跟普通人一

樣勞動生活。東巴並無高低貴

賤之分，只有修為和能力的差

別。過去，東巴約佔納西族總

人口的10%，現在造詣深厚的東

巴已很少。3, 4, 5

傳說東巴什羅從天界取得經

書，以此教導族人的生活準則

和行為模式。東巴教徒相信萬

物有靈，崇拜天、地、山、

川、木、石、鳥、獸……，認

為人和自然是同根同源、唇齒

相依的關係。3, 4

東巴經中說：人與「署」(自然

神)是同父異母的兄弟，起初互

尊互敬，相處融洽。後來，人

類逐漸變得貪婪，沒有節制地

盤剝和侵擾自然、污染河流、

亂砍濫伐，獵剎野獸、觸犯

了「署」的利益，結果兄弟成

仇，人類遭到大自然的報復，

人間出現洪水橫流，百病叢

生。

人類在驚恐無奈中，只好祈求

神靈、東巴教祖師和大鵬神鳥

來調解。最後人類與「署」約

法三章，人類可以適當地開墾

一些山地，砍伐一些木料和柴

薪，但不可過量；在家禽牲畜

不足食用的情況下，人類可以

適當地捕獵一些飛禽走獸，但

不可過多；人類不能污染泉溪

河湖、劈山炸石，在此前提

下，人類與自然神又重續舊

好。 6

從此，在納西族形成了祭「

署」的禮俗，每個村寨都有固

定的祭場和祭祀時間。有些地

方，祭祀由村民輪流主持，整

個習俗反映了人們力圖與大自

然和諧相處的願望。過去，不

少地方的納西族在砍伐用來建

房的木料及採山石後，也要舉

行小型的祭「署」儀式，向自

然神表示感謝和抱歉。 6除了

體現人們對大自然敬畏的禮俗

外，東巴教亦深受藏族的苯

教、佛教和漢族的道教、佛教

影響。

東巴教是一個多神宗教，共有

2 4 0 0 多個神靈，沒有至上掌

管一切的神靈。宗教活動形式

有祭天、喪葬儀式、驅鬼、禳

災、卜封等，可歸類為祖先崇

拜、鬼神崇拜和自然崇拜。 3,

4, 7 雖然東巴教是納西族人的

傳統信仰，但他們亦不抗拒其

他宗教，甚至西方傳來的基督

教、天主教也能包容，所以麗

江從來沒有發生過宗教或教派

衝突。

東巴文化包括作為祭司的東

巴、東巴文字、經書、工藝美

術、音樂、舞蹈、宗教儀式等

等。嚴格來說，東巴文包括

兩種古文字，一種是象形文字

東巴文，一種是標音文字格巴

文。前者被譽為世界上唯一仍

然使用著的原始文字。 3

今天，整理出來的東巴文字，

共有 2 0 0 0 多個，同甲骨文和

古埃及文一樣，也是用簡單的

線條，描繪出事物的形狀和特

徵，內容多是植物、動物、人

的行為、動作等客觀存在的事

物。古埃及文有 5 0 0 0 多年歷

史，甲骨文也有3000多年，東

巴文則只有1000多年。

不過，前兩者留下的只是單字

和簡短片斷，早已成為歷史文

物，東巴文則留下多部長篇經

書，而且由於紙張的出現和這

些經書在宗教生活中的作用，

它們一直被書寫和誦讀。在過

去千多年間，東巴文本身也經

歷了變化，最初是寫在木頭或

石頭上，後來才以紙為媒介，

並得以保存下來。5

東巴經書除了宗教的內容外，

還記載了大量納西族的古典文

學作品，包括神話故事和敘

事詩等。其中最負盛名的是創

世史詩《崇搬圖》、戰爭史詩

《東埃朮埃》和愛情悲劇

長詩《魯搬魯饒》，合

稱納西族的三大史詩。

現存的東巴經有兩萬餘冊，其

中三分之一流散到美國、德

國、日本、意大利等國家圖

書館。 81 9 9 9 年 9 月，百卷本

《納西東巴古籍譯注全集》問

世。2 0 0 3年8月，東巴古籍文

獻，被聯合國教科文組織，列

入「世界記憶遺產名錄」。 3

有人說：東巴文像寫意的印象

畫，誇張、大膽、簡約、微妙

生動，又像古老的兒童畫，稚

拙、無拘無束。這些文字是如

此形象化，憑直覺就能猜出它

的意思，但文字背後又蘊涵了

意味，充滿聯想與象徵性。這

種寫意的風格，可說是一種高

逸境界―― 言有盡，意無窮。9

法國啟蒙運動思想家盧梭

( J e a n - J a c q u e s R o u s s e a u

1712-1778) 在其《論語言的起

源》一書中，指出人類有三種

書寫方式，對應三種不同的文

化發展狀態：描畫物體，適合

於野蠻民族；使用字句式的符

號，適合於原始民族；使用字

母，適合於文明民族。雖然這

種說法，今天已不合時宜，但

研究象形文字，無疑是探索人

類社會演進的重要課題，無怪

乎過去幾十年間，不少中外學

者，專程來到麗江，研究東巴

經書。導遊說麗江仍然有教授

東巴文的學校，不過學生絕大

部分是外國人。

在這個東巴文化聖地裏，有一

個類似佛教大雄寶殿的廟宇，

名叫玉水緣，是麗江唯一的東

巴神殿。過去，納西族人沒有

恒常的寺廟，每次做完祭祀活

動後，臨時搭建的祭祀場地，

隨即被拆除，玉水緣的建成，

可以彌補這方面的不足。 2

玉水緣前面有一個台階，正中

矗立著一座柱狀石塔，五米多

高，上面扎著五條不同顏色的

彩帶，名為天香爐。祭祀時，

在爐內燒香。信徒向東巴神祈

求福澤，也先在這裡燒香。若

有不如意、不愉快的事情，可

將身上帶來的小物件，當作不

順心的根源，投進香爐中焚

燒，以求內心寧靜。 2 這個天香

爐的形狀，酷似男性的生殖器

官，或許生育是一個族群得以

持續繁衍的基本要求，所以在

原始社會中，崇拜陽具，十分

普遍。

景區內其他的宗教設施，還有

東巴廟、金身神像和祭天、祭

「署」、祭風等祭祀活動的場

所。金身神像閃閃生輝，在整

個景區中，最為觸目。神像背

後就是被納西族人稱為「夫妻

樹」的兩株千年古樹。這兩棵

樹名叫「五角楓」，樹底下有

清泉湧出，是景區內玉水潭的

源頭，被稱為「麗江源」。景

區內有一個壁畫廊，頂棚掛上

用作祈福的東巴風鈴。壁畫融

合漢、藏和納西的文化，色彩

鮮艷、構圖生動，講述東巴經

典的神話故事，展現了納西族

人的世界觀、價值觀和日常生

活。 2

這處還有三位「東巴大師」主

持日常事務，教授東巴文、東

巴舞蹈、東巴藝術和東巴祭祀

儀式，著力將景區辦成培訓新

一代東巴傳人的基地。從2001

年起，每逢農曆三月初五，各

地東巴匯聚在玉水寨東巴什羅

殿，舉行傳統法會。2, 3

除了反映東巴文化的建設外，

玉水寨還有一個獨特的自然景

觀――「神龍三疊水」。這是

一個梯次疊成的瀑布群：偌大

的一股泉水，順著山坡而下，

折成三大疊。人們稱第一疊為

「出龍瀑」，第二疊為「戲

龍瀑」，第三疊為「送龍瀑」

。瀑布流進玉水潭裡，嘩啦嘩

啦，冰涼清澈，水草肥美，飼

養了過百條鱒魚。「神龍三疊

水」與納西人傳統文化密切相

關，他們把日常生活的用水，

修成「三眼井」(分三疊)，目

的是為了合理用水。 2

寫到這裡，我想到國內早年奉

行馬克思的共產主義，鼓吹無

神論思想，說「宗教是人民的

鴉片。」文化大革命( 1 9 6 6 -

1976)期間，紅衛兵展開「破四

舊」的運動，反對舊思想、舊

文化、舊風俗、舊習慣，對傳

統文物，大肆毀壞……。

今天，隨著改革開放帶來的商

機，麗江市政府因著發展旅遊

業，不惜重建寺廟，傳承舊有

的習俗，培訓宗教神職人員。

正如「玉水緣建設記事碑」上

所說：「信仰東巴教的東巴及

其祭祀儀式、儀規、習俗和場

所，是東巴文化的本體，也是

納西民族的重要歷史傳統……

玉水緣的建成，是納西東巴文

化傳承史上的一件盛事。」畢

竟，宗教信仰，有助洗滌心

靈，祛除戾氣，導人向善。

在今天禮崩樂壞、環境汙染的

年代，或許有需要重拾前人跟

大自然和諧共處、敬虔節約的

生活。最後，送大家一句納西

族的民間諺語，彼此互勉。

今次再訪雲南，主要遊覽大理

和麗江的旅遊景點……在昆明

逗留的時間最短，但在眾多景

點中，最叫我驚嘆的，就是位

於昆明東南90公里的九鄉自然

風景區。(不妨留待下一期，再

與大家分享。)

A small success in fighting for better staff medical benefits

As a member representing HKUSA serving on the University Health Services Committee (UHSC) and its Working Party to consider the priority of UHS services (WP), I am pleased to share with you on the recent success in fighting for improvements of staff medical benefits.

You may have noted from a recent e-mail of the HR Section that there have been some changes to the Staff Medical Benefits Scheme (SMBS) with effect from July 1 this year. These changes are: upward adjustment of reimbursable amounts for consultations/treatment at public hospitals; reimbursable amounts for specialist consultation; and charges for physiotherapy service.

For the private specialist consultation benefit, all staff can now benefit from this benefit with amount ($400/$800 per visit) of reimbursement varied according to their salary level. Allow me to humbly claim that it is the result of my repeated petition and lobbying to the University administration and, in particular, the UHSC Chairman (Dr. Steve Cannon) and the Secretary (Ms. Christina Ng).

At the onset of the SMBS, only those staff whose salary are at or over Point 21 of Salary Scale II (currently $37,710) are eligible for private specialist consultation benefit. We have been urging for years for reviewing and increasing the reimbursable limit of $640 per visit and, at the same time, extending the benefits to more staff.

Thanks to the Chairman (Dr. Steve Cannon) and Secretary (Ms. Christina Ng) of the UHSC who had accepted and put forth our repeated request at a UHSC meeting held in March 2016. Later in the same year, Dr. Cannon set up the WP (led by himself) on which I eagerly volunteered myself as a member to look into priority of resources on medical benefits and health services provision.

In June this year, the UHSC endorsed the two proposals in the Report of the WP on (i) specialist consultation and (ii) on physiotherapy service; and the proposal of the Director of University Health Service (Dr. M. K. Cheung) on upward adjustment of reimbursable amounts for consultations/treatment at public hospitals.

The upward adjustment of reimbursable amounts for public medical services is arisen from the revision of fees and charges for such services by the Hospital Authority(HA) namely on A&E, In-patient admission as well as specialist clinic services.

The revision of the physiotherapy charging system was intended to bring the charges in line with the market rates especially those of the HA clinics. Medical evidence has revealed that physiotherapy works more effectively in the first 6 to 10 treatment sessions which are charged currently at $60 per session.

Aside from the private specialist consultation benefits, the UHSC is seriously considering the feasibility of our requests of upgrading the staff medical benefits. These include:

(a) Chinese Medicine consultation To offer an option of Chinese Medicine consultation; and to further negotiate with potential service providers in HKU School of Chinese Medicine and HKU SPACE;

(b) Medical check-up To provide free annual medical check-up for staff at age 45 or above; and

(c) Primary care for retirees To provide primary health care at HKU UHS for all “retirees” on fixed term contracts; and to study further our proposal on eligibility of having 10 years of service prior to “retirement “. I have strongly suggested that it is a humble and reasonable request for our loyal employees many of whom may be in financial difficulty after “retiement” and have health problems.

爭取改善員工醫療福利的一點成果

作為職員協會在大學保健服務委員會（UHSC）的代表，也是其屬下研判服務優次的工作小組（WP）成

員，我樂意向大家報告最近在爭取改善員工醫療福利上的一點成績。

大家該已從人力資源部近日發出的電郵知悉，「職員醫療福利計劃」 (SMBS) 有一些改動，從本年7月1

日起生效。這些改動是：調高公立醫院診治費用津貼、專科診治費用津貼、和物理治療費用收費。

在私家專科診治福利方面，現在所有員工均可享用，津貼（每次$400/$800）則根據薪級水平有不同定

額。我得指出，這是我多次向管理層，特別是UHSC 主席（康諾恩博士）及秘書（伍淑嫺女士）提出有關

要求和努力游說的成果。

在SMBS實施之初，只有在相當於第二類薪級表第21點（現為$37,710）或以上的員工可享用私家專科診

治福利。多年來，我們不斷要求檢討及提高每次 $640 的津貼限額，同時將這項福利普及，惠及更多員

工。

很感謝UHSC 主席（康諾恩博士）和秘書（伍淑嫺女士），他們接納了我們多次提出的要求，並安排在

2016年3月的UHSC會議上討論。同年稍後，康諾恩博士成立WP（由他本人領導）。我主動要求加入，參

與研判醫療保健服務的輕重緩急，及如何按此分配資源。

本年6月，UHSC通過WP報告內有關 1）專科診治及 2）物理治療的兩項建議；以及 3) 大學醫療保健處處

長（Dr. M. K. Cheung）有關調高公立醫院診治費用津貼的建議。

提高公立醫療服務津貼，是因應醫院管理局調高各項服務收費而實施，包括急症室收費、住院費用、及

專科門診收費等。

調整物理治療費用津貼，是讓津貼額追上市場收費水平，特別是醫管局診所的收費。醫學證據顯示，物

理治療在首6至10次的治療最有效，而首6至10次的治療每次收費為＄60。

除了私家專科診治方面的福利，UHSC 也在認真考慮我們有關其他員工醫療福利建議的可行性。這些福利

包括：

1) 中醫診治

使中醫診治成為一項服務選擇；並繼續與港大中醫藥學院及港大專業進修學院的潛在服務提供者磋商。

2) 身體驗查

為45歲或以上的員工提供免費周年體檢服務。

3) 為退休員工提供基層醫療服務

於大學醫療保健處為「退休」合約員工提供基層醫療服務；認真考慮本會要求為「退休」前服務滿10年

的合約員工提供退休福利的建議。我要強調，這是為我們的忠誠員工所提出的合理而卑微的要求；他們

當中，有不少在「退休」後可能有經濟困難和健康問題。
