Dear IACP members and friends,

At the beginning of the Chinese New Year, the International Association for China Planning (IACP) board of directors would like to send our best wishes to you in the New Year!

In 2018, IACP has organized many academic events and made substantial achievements. On June 27 and 28, the First International Conference on Harmonious Development and Sustainable Habitat in China was successfully held at Yunnan University. Fourteen international planning experts were invited to discuss with Chinese scholars on international collaboration on various urban planning topics such as sustainable habitat, ecological safety and historic heritage. Between June 30 and July 1, 2018, the 12th IACP Annual Conference, was held in Xi’an University of Architecture and Technology. The conference theme was “Globalization vs Regionality: International Experience and China Practice in the New Era”. Basing on the strong regional characteristics of Xi’an, the event attracted scholars all over the world to discuss issues, challenges, and experiences in urban and rural planning and development in China. In addition, the 6th International Forum of Urban and Rural Planning Dean/Chair was held in Xi’an with deans and department heads of planning schools discussing the topics of planning education and practice, international exchange, curriculum, and integration of research. On Oct 26, the IACP annual business meeting was held at the ACSP conference in Buffalo, New York. In meeting, we reported IACP’s activities and achievements, as well as the financial status, sharing the good news that the IACP account is in good standing and membership has steady growth.

In 2018, the IACP board members continued with efforts of promoting planning research in China. The IACP board members have visited and presented at more than twenty universities in China, sharing the most recent research methods and results. The members have also organized special issues in international

在2018年，学会组织了丰富多彩的学术活动并取得了丰硕的成果。2018年6月27日至28日，第一届中国城乡融合发展与理想人居环境国际研讨会在云南大学举行。来自美国、英国和香港地区高校的14位规划界国际专家参加了这次研讨，专家们对于人居环境、生态安全、历史遗产保护等议题的讨论深化了国际合作与交流。2018年6月30日至7月1日在西安建筑科技大学举办了第十二届国际中国城市规划学会（IACP）年会。会议以“全球化VS地域性：新时期的国际经验与中国实践” 为主题，以具有强烈地域特征的西安为基地，吸引世界各地学者共同探讨中国城乡发展的经验，挑战及应对，以及发展方向。会议同时还举行了第六届城乡规划院长/系主任国际论坛。学者们围绕规划教育与实践的结合、规划学界的国际交流与教学实践、规划学科设置与人才培养、规划教学研究四个主题展开了研讨。2018年10月26日在纽约州布法罗市召开的美国规划院校年会上，学会举行了会员大会并向会员通报了学会财务状况良好，会员数量持续增长。

过去的一年里，学会理事会成员继续努力推动中国的规划研究。理事会成员访问了二十多所大学，为各校师生带去最新的研究报告。理事会成员及朋友们持续在国际知名学术杂志中推出专栏。这些专栏更好的为华人规划学者提供了一个在国际学术舞台上展示研究成果的机会。

最后，衷心感谢您对我们的一如既往的支持和帮助！也感谢前几任理事会主席和成员对学会工作一如既往的支持。

June 30, 2018 - July 1, 2018, the 12th Internation-al Association for China Planning (IACP) Annual Conference, hosted by IACP and co-organized by the School of Architecture, was held in Xi’an Uni-versity of Architecture and Technology.

The conference theme was “Globalization vs Re-gionality: International Experience and China Prac-tice in the New Era”, focusing on urban and rural planning and development in the new era, and bas-ing on the strong regional characteristics of Xi’an, to examine the background, problems and causes of China’s urban and rural development, and to ex-plore China’s future urban and rural planning re-sponse and development direction. The conference attracted more than 530 experts and scholars from 13 countries or regions, more than 50 overseas uni-versities, more than 60 mainland universities and more than 20 domestic and foreign design consult-ing organizations. The conference presented 7 key-note speeches, 10 parallel forums, and an academic feast of nearly 300 academic exchange papers. In addition, the 6th International Forum of Urban and Rural Planning Dean/Chair of and Paper Writing Workshop were held.

2018年6月30日-2018年7月1日，由国际中国规划学会（IACP）主办，西安建筑科技大学建筑学院协办的第十二届国际中国城市规划学会(IACP)年会（2018）在西安建筑科技大学召开。

本次会议 “全球化VS地域性：新时期的国际经验与中国实践” 为主题，以新时代下的城乡规划与建设问题为焦点，以具有强烈地域特征的西安为基地，来检视中国城乡发展的背景、问题与成因，共同探讨中国未来城乡规划的应对手段和发展方向。会议吸引了来自全球13个国家或地区、50多所海外或境外知名高校、60多所大陆地区高校以及20多个国内外设计咨询机构的530余名专家学者参会，是一场包括了7个主旨报告、10个平行论坛，近300篇学术交流论文的学术盛宴。此外，还同时举行了第六届城乡规划院长/系主任国际论坛和论文习作研讨会。会议于6月30日上午8:00拉开帷幕，由西安建筑科技大学建筑学院常务副院长雷振东教授主持。西安建筑科技大学校长刘晓君教授，国际中国规划学会主席、美国北卡罗莱纳大学教授宋彦教授，中国工程院院士、同济大学副校长吴志强教授分别致开幕词。

开幕式后，进入主旨演讲环节，由西安建筑科技大学建筑学院城乡规划系主任任云英教授主持，上半场有中国工程院院士、同济大学副校长吴志强教授，加利福尼亚洛杉矶分校Evelyn Blumenberg教授、深圳市雷奥规划设计咨询服务有限公司常务副总经理叶树南和北卡莱罗纳大学Noreen McDonald教授，下半场有日本国立金泽大学环境设计学院课程主任沈振江教授、宾西法尼亚大学建筑系主任Frederick Steiner教授和西安建筑科技大学副校长王树声教授，分别就国内外规划续学者关注的重大议题进行精彩的学术报告。后续的平行论坛分为6个议程、10个会场，由Jonathan教授、潘启生教授、王树声教授、毕林岚教授等专家主持，近300人进行论文宣读，内容涉及城市发展理论、土地利用、乡村发展、老龄化、城市安全、城市文化、城市生态环境、历史保护与更新、公共政策、公共空间、公共交通、未来城市、高铁时代、一带一路研究、GIS等主题的汇报与交流。

在论文习作研讨会环节中，《国际城市规划》、《规划师》、《城市规划学刊》等期刊编辑及相关专家针对学术论文写作进行了报告和研讨。该研讨会为青年学者与国内外专业期刊之间提供一个学术交流平台，提升了青年学者在国内外专业期刊上发表文章的能力。

本届年会，通过“新常态和新的全球化背景下中国城乡规划的发展路径”的探讨，为来自中国和世界各地的学者、规划师和政府管理人员，为国内外不同语境下、不同发展进程下关注中国城乡规划发展的研究者建构一个交流与讨论的平台，获得了与会专家的高度好评与赞许。

After the opening ceremony, Professor Ren Yu-nying, the director of the Urban and Rural Planning Department of Xi’an University of Architecture and Technology, chaired the keynote speech session. In the first half, the keynote speeches were given by Professor Wu Zhiqiang, Academician of the Chinese Academy of Engineering, Vice President of Tongji University, Professor Evelyn Blumenberg of Los Angeles, California, and Leo Shenzhen Ye Shunan, executive deputy general manager of Planning and Design Consulting Services Co., Ltd., and Professor Noreen McDonald, from the University of North Carolina. In the second half, the keynote speeches were given by Professor Shen Zhenjiang, Director of the School of Environmental Design at the Na-tional Kanazawa University, and Professor Freder-ick Steiner, Head of the Department of Architecture at the University of Pennsylvania, Professor Wang Shusheng, Vice President of Xi’an University of Ar-chitecture and Technology. The keynote speeches gave a wonderful report on major issues of concern to domestic and foreign planners.

The follow-up parallel forum is divided into 6 agendas and 10 conference venues. Nearly 300 scholars presented their studies. The presentation topics included urbanization, urban security, urban culture, urban ecological environment, historical

protection and renewal, public policy, public space, public transportation, future cities, high-speed rail era, Belt and Road research, and GIS.

In the Writing Workshop, the journal editors and related experts of International Urban Planning, Planner, and Urban Planning Journal talked and discussed academic paper writing. The workshop provides an exchange platform between young scholars and professional journals at home and abroad, and enhances the ability of young scholars to publish articles in professional journals at home and abroad.

The annual conference, through the discussion of the development path of China’s urban and rural planning under the new normal and new globaliza-tion background, have constructed a platform for exchanges and discussions for scholars, planners and government managers from China and around the world and have received high praise and praise from the participating

The First International Conference on Harmonious De-velopment between Urban and Rural Areas and Ideal Habitat Environment in China was successfully held at Yunnan University — Chenggong Campus June 27-28, 2018. Hosted by IACP, the conference was collabora-tively organized by Heriot-Watt University and Yunnan University, and sponsored by the School of Architecture and Urban Planning, Yunnan University. Fourteen urban planning experts, professors, and researchers from the United States, the United Kingdom, mainland China and Hong Kong attended the conference.

The theme of the conference is integrating urban and rural development. Core topics include collaborative planning for urban and rural integration and co-develop-ment; planning for better life quality and built environ-ment in urban fringe areas; planning for environmental, ecological, and cultural heritage protection. Presenta-tions, speeches, and heated discussions were surround-ing these core topics and received extensive interactions and feedbacks. The success of the conference has facili-tated international collaboration and communication on various urban planning topics and has advanced urban planning research, practice, and education in China.

2018 iACP AnnuAL meeting And ACtivities At the buffALo ACsP ConferenCe

国际中国规划学会（IACP）在布法罗美国规划院校协会的年会和活动

The IACP annual business meeting was held at the ACSP conference in Buffalo, New York on Friday 10/26/2018. IACP Conference Chair Professor Lingqian (Ivy) Hu stated the mission of IACP, reviewed past IACP chairs and annual conferences, summarized IACP’s activities and achievements in the past year. Professor Rui Wang, IACP treasurer, gave the financial report. The IACP account is in good standing and membership has steady growth. After that, Professor Lingqian (Ivy) Hu stated the vision of the coming years and introduced the Board of Directors and its organizational structure. Professor Hu also announced the 13th IACP Annual Conference will be held in Chengdu, China from June 15 to 16, 2018. Southwest Jiaotong University will be the local host. The conference theme is “Sharing Cities: Challenges and Responses to New Urban Planning”. Conference committee includes professors Lingqian Hu, Hongwei, Dong, Yiping Fang, and Junfeng Jiao.IACP hold a business meeting and a formal reception at ACSP. Nearly a hundred students, professors, and researchers attend the reception. IACP also organized a visit to Univ. of Buffalo and a gathering at Prof. Li Yin’s home.

国际中国规划学会（IACP）一年一度的会员大会于2018年10月26日在美国纽约州布法罗市举行的美国规划院校协会（ACSP）年会上举行。学会会议主席胡伶倩教授发表讲话，回顾了学会的发展历程，并感谢了历任主席做出的贡献，最后总结了学会在过去一年里举行的活动和取得的成就。学会财务长王锐教授作了财务汇报，表示学会财务状况良好并且会员数量持续增长。之后，胡伶倩教授介绍了理事成员以及组织结构并提出了今后的工作目标。胡伶倩教授宣布明年的IACP年会将于6月15-16日在成都西南大学举行，会议主题为“共享城市：新城市规划面临的挑战与对策”。会议筹备委员会成员包括胡伶倩教授、董宏伟教授，方益萍教授和焦峻峰教授。

IACP在本届ACSP年会上成功的组织了工作会议和招待会。近百人参加了工作会议和招待会。IACP也组织了学生老师去参观纽约州立大学布法罗分校，并且在教授Li Yin家中享受聚餐，分享收获。

Christopher J Webster 教授，院长，香港大学Webster教授于2018年发表了多篇学术文章，探讨城市建成环境和健康的关联(具体文章信息请见对应英文部分)。Webster教授也获得了多项学术基金，包括平台科技基金（Platform Technology Funding），中国国家自然科学基金，香港医疗卫生研究基金(HMRF)，和香港RGC General Research基金。Webster教授在2018年开始担任中国城市科学研究会健康城市委员会的副会长，香港大学Centennial Distinguished Chinese Scholars Scheme的荣誉会员，Humanities and Social Science panel (Joint Research Schemes) Research Grants Council, Hong Kong University Grants Council 的荣誉会员Professor Christopher J WEBSTER, Dean, Faculty of Architecture, The University of Hong KongProfessor Webster published multiple articles in 2018 to explore the impact of urban built environments on health, including “Are exposures to ready-to-eat food environments associated with type 2 diabetes?” (The Lancet Planetary Health); “Cities for Global Health” (British Medical Journal); “Measuring high-density built environment for public health research: Uncertainty with respect to data, indicator design and spatial scale” (Geospatial Health), etc. Webster was also granted several major research funding including Platform Technology Funding (2017-2018); National Science Foundation China (2017-2020); Hong Kong Medical Research Fund (HMRF) (2016-2018); and Research Grant Council General Research Fund (2016-2018). Prof. Webster serves as the Vice-Chairman, Healthy City Academic Committee, Chinese Society for Urban Studies 2018 – 2023. He is also a member of the Sub-Committee on HKU Centennial Distinguished Chinese Scholars Scheme (2018-2021) and Humanities and Social Science panel (Joint Research Schemes) Research Grants Council, Hong Kong University Grants Council (2018-2020)

Facing various types of disasters, such as a possible 9.0 subduction zone earthquake, landslides, floods, and wildfires, the Portland region is a living laboratory for advancing her research on community disaster resilience. Dr. Xiao continues to serve on Learning from Earthquakes (LFE) Committee of the Earthquake Engineering Research Institutes (EERI), a U.S. national, nonprofit, technical society of engineers, geoscientists, architects, planners, public officials, and social scientists. She is co-chairing an interdisciplinary group composed of engineers and social scientists to develop data collection strategies for EERI’s post-earthquake reconnaissance in order to monitor business impact and recovery as an approach to understanding community resilience. Dr. Xiao published a paper with her doctoral student Maria Watson (currently on the job market) on “Guidance on Conducting a Systematic Literature Review” in the Journal of Planning Education and Research. Literature reviews establish the foundation of academic inquires. However, in the planning field, we lack rigorous systematic reviews. This article categorized a typology of literature reviews, discussed steps in conducting a systematic literature review, and provided suggestions on how to enhance rigor in literature reviews in planning education and research. Nick R. Smith is Assistant Professor of Urban Studies at Yale-NUS College in Singapore. Recent research outputs include “Planning Powers as Property Rights in Contemporary China,” published in the Journal of Planning Education and Research, and “One Village, One Product: Agro-Industrial Village Corporatism in Contemporary China,” published in the Journal of Agrarian Change. Over the past year, Smith has also been at work on a forthcoming special issue of the International Development Planning Review, which looks at emergent community development and planning practices in China, and on a book manuscript that investigates China’s urban-rural coordination and new-type urbanization programs. In an ongoing research project based in Shenzhen, Smith is exploring the origins of Chinese planning and development practices in the 1980s.

In China, he has continued his visiting appointment as Oversea Dean of the School of Architecture and Design at Southwest Jiaotong University, working in Chengdu for one month during the past year. This past summer, he participated in the annual IACP conference at Xi’an University of Architecture and Technology and a research symposium at Yunnan University in Kunming, and presented his current research at Southwest Jiaotong University, Tongji University (in both the College of Architecture and Urban Planning and the College of Transportation Engineering), and Peking University-Shenzhen Graduate School. Asian Geographer, now indexed in the Emerging Sources Citation Index (ESCI), is pleased to announce two-day symposium, “Highlighting Asian Geographies” during the AAG Annual Meeting in Washington D.C., which will be held from 3-7 April 2019. The symposium will be organized by the Asian Geography Specialty Group (AGSG) of AAG, and co-sponsored by Asian Geographer and The AAG International Research & Scholarly Exchange Committee (IRSEC). It will highlight Asia’s importance in the 21st century, inter-regional connections within and outside Asia, and cross-disciplinary and cross-scalar approaches to understanding the region. The symposium will occur on two days (April 4 – Thursday and April 5 - Friday) of the 2019 AAG meeting in Washington DC, gathering sessions that focus on Asian geographies together in a specific area of the conference space. Paper sessions and illustrated paper sessions will be accompanied by a series of keynote lectures and panel sessions that attend to the pressing issues related to Asia’s role in the world.

Co-hosted by Peking University—Lincoln Institute Center for Urban Development and Land Policy, College of Urban & Environmental Sciences, Peking University, the Department of Urban Planning and Design, The University of Hong Kong, and the Regional Science Association of China, the 2019 International Conference on China Urban Development will be held June 28-29, 2019, Beijing, China.
