Explanations concerning Draft

The present Draft European Standard EN 303-5 has been submitted to CEN members for voting. In case of a positive result of the voting as required by CEN/CENELEC regulations, this Draft will be published as EN.

Like all member organizations of CEN, Austrian Standards Institute is basically obliged to implement Euro-pean Standards in Austria and to withdraw conflicting standards.

Austrian Standards Institute herewith submits this Draft of a European Standard as Draft ÖNORM to public enquiry and information.

Comments on this Draft

Please find below some practical instructions intended to offer you and the responsible committee assistance for the processing of comments and proposals for modification:

Form For your comments/proposals for change, please use the relevant form available from Internet. Download under http://www.as-institute.at/norm-kann-mehr/normen-entwickeln/loesungen-bieten/stellungnahme/ or use the Draft Standard Portal http://www.as-institute.at/development/normenentwurfportal/

Structure Please use a new line for each comment. This facilitates the attribution of the comments received to the different clauses and chapters of the re-spective Draft.

Language Please formulate technical comments on European Standards if possi-ble in English, since English is the common working language of the most European standardizing bodies. Editorial and/or linguistic proposals for change/improvement of Ger-man versions of European Standards shall (certainly) be submitted in German.

Foreword

This document (prEN 303-5:2010) has been prepared by Technical Committee CEN/TC 57 “Central heating boilers”, the secretariat of which is held by DIN.

This document is currently submitted to the CEN Enquiry.

This document will supersede EN 303-5:1999.

According to EN 303-5:1999 the following fundamental changes are given:

the scope was extended to a nominal heat output of the heating boilers for ≤ 500 kW;

usable fuel to non-wood biomass and further solid fuels extended;

requirements for materials, weld joints and wall thicknesses revised;

mandatory risk analysis implemented;

general and electrical safety requirements revised;

emission class 1 and 2 deleted and new emission class 4 and 5 added;

tests revised and new tests for safety requirements added:

annexes new structured;

consideration of the essential requirements of the Machinery Directive 2006/42/EC.

The following structure is intended for the European Standards for heating boilers:

EN 303-1, Heating boilers ― Part 1: Heating boilers with forced draught burners ― Terminology, general requirements, testing and marking

EN 303-2, Heating boilers ― Part 2: Heating boilers with forced draught burners ― Special requirements for boilers with atomizing oil burners

EN 303-3, Heating boilers ― Part 3: Gas-fired central heating boilers ― Assembly comprising a boiler body and a forced draught burner

EN 303-4, Heating boilers ― Part 4: Heating boilers with forced draught burners ― Special requirements for boilers with forced draught oil burners with outputs up to 70 kW and a maximum operating pressure of 3 bar - Terminology, special requirements, testing and marking

EN 303-5, Heating boilers ― Part 5: Heating boilers for solid fuels, hand and automatically stoked, nominal heat output of up to 500 kW ― Terminology, requirements, testing and marking

1 Scope

1.1 General

This draft European Standard applies to heating boilers up to a nominal heat output of 500 kW which are designed for the burning of solid fuels only and are operated according to the instructions of the boiler manufacturer.

Solid fuels in this standard are:

1.2 Biogenic fuels

Biomass in natural state in form of:

a) A log wood with water content w ≤ 25 %;

b) B1 chipped wood (wood chipped by machine with and without bark, usually up to a maximum length of 15 cm) water content from w 15 % to w 35 %;

c) B2 chipped wood as under B1, except w > 35 % moisture;

d) C1 compressed wood (pellets without binding agents, made of wood and/or bark particles; permitted are natural binding agents such as molasses, vegetable paraffins and starch); Pellets according to EN 14961-2 (under development);

e) C2 compressed wood (briquettes without binding agents, made of wood and/or bark particles; permitted are natural binding agents such as molasses, vegetable paraffins and starch); Briquettes according to EN 14961-3 (under development);

f) D sawdust up to w 50 % moisture;

g) E non woody biomass such as straws, reeds, kernels and grains.

1.3 Fossil fuels

a) bituminous coal;

b) brown coal;

c) coke;

d) anthracite.

1.4 Other solid fuels (e.g. peat)

The boilers can be used with natural draught or forced draught. The stoking can be manual or automatic.

This standard contains requirements and test methods for safety, combustion quality, operating characteristics and maintenance of heating boilers and covers also all external equipment that influences the safety systems (e.g. backburn safety device, integral fuel hopper).

This standard covers only boilers including burners as a unit. A matching of a boiler body with a burner according to EN 15270 is only possible if the whole unit is tested to this standard.

The regulations of this standard apply to heating boilers which are to be tested on a boiler test stand by a third party meeting the EN ISO/IEC 17025 requirements.

Heating boilers in accordance with this standard are designed for central heating installations where heat carrier is water and whose maximum allowable temperature is 110 °C (safety temperature limiter) and which can operate at a maximum allowable operating pressure of 6 bar. For heating boilers with a built-in or attached water heater (storage or continuous flow heater) this standard only applies to those parts of the water heater which are necessarily subject to the operating conditions of the heating boiler (heating part).

The standard does not apply to:

central heating boilers and other heating appliances which are also designed for the direct heating of the place of installation;

cooking appliances;

the design and construction of external fuel storage and transportation devices prior to the safety devices of the boiler;

room sealed applications;

condensing boilers.

The purpose of this standard is to specify the necessary terminology for solid fuel heating boilers, the control and safety related requirements, the design requirement, the technical heating requirements (taking into account the environmental requirements) and testing, as well as the marking requirements.
