Notizen zur Jugend-EM August 2012 in Bukarest-Rumänien Samstag 25. 08.2012 Die Anreise zur EM-Jugend erfolgte von gemeinsamen Treffpunkt Flughafen Frankfurt 11:50 h, mit einer Maschine der rumänischen Fluggesellschaft TAROM. Da nicht alle Plätze im Flieger ausgebucht waren, konnten auch Schwergewichtler einen bequemen Platz finden. kurzer Flug ca 2 Std. ; alle Koffer auf Laufband in Bukarest wiedergefunden; ein für mich überraschend sehr moderner Flughafen in der Landeshautptstadt; Temperatur ca 38 Grad Celsius; am Flughafen-Bank-O-Mat schnell noch ein paar rum Lei geholt; Wir wurden von einem freundlichen, deutschsprechenden Organisationshelfer abgeholt und nach kurzer Wartezeit zu einem glücklicherweise klimatisierten Bus gebracht, mit dem Ziel: Complex Olympic“Sydney-2000“ ca eine halbe Auto-Stunde von Bukarest entfernt. Die Akkreditierung dauerte ! Unser Chef Bernd Grabsch mußte einige Zeit investieren

um alle Formalitäten abzuwickeln. Wie vermutet muß der deutsche Kampfrichter (Unterzeichner) in eine anderen Hotel einquartiert werden, also hieß es raus aus dem Buß und Koffer schleppen; Unsere Mannschaft und die Trainer fuhren dann zu ihrem 4 Sterne-Hotel &Resort “ Mirage Snagov“ ca 15 km entfernt.

Auf dem Weg zu meinem Hotel begegnete mir der Superschwergewichts-Olympiasieger von Atlanta1984 Nicu Vlad, der selbst auf dem Weg zum Akkreditierungsbüro mich freundlich begrüßte. Mit einem Zimmerschlüssel ausgestattet nutzt ich einen gläsernen Aufzug, der nur knapp für mich und mein Gepäck Platz bot um ins dritte Obergeschoss zu kommen. Nachdem ich mit diesem Schlüssel die Zimmertüt nicht aufgebracht habe und ich schon wieder den Weg nach unten antreten wollte, öffnete mir ein bärtiger, schwergewichtiger Finne, der für die folgenen Tage mein Zimmerkollege sein sollte. Wie sich später herausstellt, auch Kampfrichter und in Helsinki (Finnland) mit zuständig für den Bereich Jugend-Gewichtheben. Nach dem Verstauen des Gepäcks und einem ersten Ausblick vom Balkon des Hotels auf die Umgebung habe ich mir einen Cappucino und „Una Sticle ape Minerale“ genehmigt mit der positiven Überraschung „kostet nichts“

GGeewwiicchhtthheebbeerrvveerrbbaanndd--RRhheeiinnllaanndd--PPffaallzz Sonntag 26.08.2012: Für heute steht auf dem offiziellen Programm der EWF „Final Entry“(12.00h) und Technical Conference. Alle Informationen wurden nur in englisch gegeben. Für viele Anwesende haben sich dadurch Kommunikationsschwierigkeiten ergeben. Für Lars und Bernd waren die vom EWF-Sekretariat vorbereiteten Teilnehmerlisten schnell kontrolliert und dieser offizielle Teil umgehend beendet. Unsere Trainer fuhren wieder in ihr Hotel zurück und ich vertrieb mir die Zeit mit dem auskundschaften des „Olympic Complex“ Bei der Technischen Konferenz (17.00 – 18.30 h) gab es keine Besonderheiten, durch Benny Johanson (SWE) wurden die jeweiligen Aufgaben der Kampfrichter in den einzelnen Funktionsbereichen erläutert. Eine schriftliche Ausfertigung in englisch wurde ausgeteilt. ( für Interessierte in der Anlage). Montag 27.08.2012: Beim ersten Wettkampftag wurde es ab 15.00 h für unser „Küken“ Claudia Dombrowska (SUS Derne) in der Gewichtsklasse -44 kg ernst. Ergebniss 7. Platz. Um 18.00 h war der erste Kampfrichtereinsatz für den „Berichtschreiber“. Center Refery mit einer rumänischen Kollen und einem aserbaidaschanischen Kollegen stand in der Kampfrichtereinteilung. Die ofizielle Eröffnung der Meisterschaft fand vor der 18.00h-Versnastaltung statt. Begrüssung durch den Präsidenten des rumänischen Gewichtheber-Verbandes Nicu Vlad und den EWF-Präsidenten Dr. Antonio Urso mit anschliessenden „Flaggenhissen“ und Abspielen der rumänischen Nationalhymne. Dienstag 28.08.2012: Freier Tag, keine Sportler und Kampfrichter im Einsatz. Wetter wieder bei normalen 25 Grad Celsius. Da eine Berichterstattung wie oben begonnen den Umfang sprengen würde , verweise ich auf die geplante Diashow bei der Kampfrichtertagung und die noch beigefügten Fotos. Fazit: Am Sonntag den 02.September 2012 ist der Flieger mit dem deutschen Team in Frankfurt gelandet und eine interessante Woche in Rumänien ging zuende.

A.Technical gfficials

1. Definition

I A technical Official is defined as any person who controls the ptay of acompetition by applying the rules and regulations of the sport to makejudgements on rule infringement, performance, time or score.

' A technical Official acts as an impartialjudge of sporting competition. Thisinvolves an obligation to perform with accuracy, consistency, objectivity andthe highest sense of integrity.

2. Roles and responsibilit ies

1. To ensure that the field of play (the Competition area which includes theWarm- up area etc) is safe for competitors and officials

,\. 3. To apply (not interpret) the Rules without fear or favour

4. To use a degree of "common sense" when confronted by non-technical' issues' This last item is -may be- the most important of atl. lt doesn't matter

how well you know the rules, vou muit atso -and always- use "common

sense" !

3. Technical officials must:

. Be present at their respective assigned position/working locations

latest 30 minutes prior to their duty roster

. Conduct themselves in a professional manner

r Present a good image

. Being and remaining attentive

o Assisting whenever and wherever possible in any area if required

o Being friendlY and courteous

. Be aware of, and sensitive to, language, cultural and religious

differences. These factors are also very important !

. Make every effort to promote a safe and harassment free environment

where participants are treated with respect

o Be firm and decisive

o Disaffil iate themselves from Team responsibilit ies (some officials

sometimes doesn't seen to understand that !)

B. The Jurv .

t. Statement

r The function of the Jury is to ensure that the lwF Technical and

competition rules are beins followed and applied.

o The Jury has uttimate control over all aspects of the Competition

The Jury is not a JurY of APPeal.

The Jury may be composed of five (5) members or three (3) members in

accordance with the decision of the relevant authorities. One of the

members being the President

In maior events Reserve Jury Members may be appointed

2. Role and Responsibilit ies

o AllJury members must be category 1 Referees. All Jury members must

be from different countries.

o The Jury must be ptaced in the correct position, behind and between

the Centre and Side referee in a slight diagonal line (and maximum 10

metres from the centre of the platform). This position provides iury

members a clear line of vision to the Field of Play. We often notice.'....

o The Jury has a special Supervising Panel on the Jury table. That panel

witl atlow the Jury members to exercise their own decisions

(White/Red); enabling the Jury President to monitor, at a glance, if the

Jury, in its majority, disagrees with the decision of the Referees (this

must not be considered that the Jury is another instrument of

judgement, but a good help to consider if there is a disagreement

between the Jury members and the referees.)

o tf the Jury in its maioritv (three or more of the Jury) agrees that a lift

should have been passed or failed and that differs from a maiority of

the Referees decision the President of the Jurv must:""""

a) order that the competition be stopped

b) call the Referees in question for an explanation

c) if the explanation is accepted by the Jury, no action is taken and the

competition is ordered to restart

d) if the explanation is not accepted, the Jury will discuss the situation

q'

e) if an unanimous decision is reached the Jury can reverse the referees

decision, must then request the Technical Controller (or any other

official) to communicate the decision -and its reason- to the

Athlete/Coach concerned, and to the Speaker requested that such

decision -and its reason- should be announced to the public.

f) must order the restart of the competition

o In events where the composition of a three member Jurv is appointed (i

e at European Championships), unless unanimitv is reached in the first

instance, the Jury cannot take any actions even if the decision of the

y Referees appears to be totally incorrect. Please observe: "the first

instance" is not the referees decision !!!

r During the course of the competition and after a first warning, the Jury,

by unanimous vote, may replace any Referee whose decisions prove

him or her to be incompetent. The impartiality of the Referees is not to

be doubted, however, a mistake in refereeing may occur involuntary. In

such an event, the Referee is allowed to explain his or her decision.

Lucki ly, this happens extremely seldom !!

o Jury members should inspect the Warm up room before the start of the

competition -but after the presentation- and during the break between

the two lifts.5 / l

CeremonY.

o Jury members must at all time present a good image and reflect a

degree of authoritY.

o Reserve members may not sit at the Jury table

c.Technical controlfers

o The role of the Technical controller (TC) is often described as "the eyes

and ears of the lury" or the "conduit" between the Jury, the Marshals

tabte, the Competition Management and the Warm-up area.

o I e. the jury president is very much depending of the work of the

Technical Controllers and the cooperation between these two

functions.

o The TC role is one of the most critical among all other TO:s at any

event, the responsibilit ies are manv and so varied and for that reason

the role of the TC is quite demandins both mentally and psysically

Before competition

Inspect the field of play and ensure all equipment and requirements

are in place and in accordance with the Technical Rules.

Be punctual and alert at all times and ensure that all other appointed

TO:s are present at the comPetition

Ensure that the TO:s wear the correct uniform (if not.....)

Start of comPetition

Assist with the line up and presentation on stage of Athletes and To:s

After presentation instruct the TO team to the Jury table to present

their Referee Card to the Jury President

Ensure that only the correct number of coaches or Team staff with

warm up-passes are in the warm up area.

During the remaining time of the 15 minutes interval, inspect the

Athletes for correct outfit, wraps and bandages'

During comPetition

Be act ive ! ! !

Ensure that the correct lifter goes on stage according to his/her

startnumber (bib)

Check the information on the attempt board, then allow the athlete to

go on stage when the announcement is complete (athletes are

welcome on stage even if the loaders are not finishing loading of the

bar)

Keep eye contact with the Jury President at the completion of each

attempt -act on advice or request of the Jury

Ensure only Doctors on duty go on stage when an Athlete suffers an

injury

Ensure all TO:s to remain in their positions during the Victory

Ceremony. lf necessary assist with the line up before Victory

Ceremony.

Ensure atl TO:s go to the Jury to collect their Referee Card and receive

feed back from the JurY President

TC must not:

Disturb the Athletes concentration in any way

Act like a Police Officer

Touch the Athlete, instead use words or signs

Go on stage (unless absolutely necessary)

Appear as if wanting to be on camera

D. Time keeper

. The only -and very important role- is to operate the timing clock, !g

Techn d Com Rul

o The Time keeper must work in close cooperation with the Speaker, the

- Technical Controller and the Jury President

. TK must start the countdown clock 15 minutes before the start of the

competition and start the 10 minutes after the snatch competition

o One or two minutes: the time must be started the moment the Speaker

has finished the announcement of the attempt in the English language

or the barbelt is loaded, whichever is the last

TK must stop the clock immediatelv when the barbell is raised from the

platform.lf the Athlete returns the barbell to the platform without the

barbell reaching the height of the knees the TK must restart the clock.

TK must always note who the previous Athlete was and who is the next

Athlete is in order to start the clock at I or 2 minutes
