Vorwort / foreword / PrefACIo

Ever since the Swabian regional government approached us with the request to accommodate asylum seekers in the untenanted former Paul-Gerhardt-Haus at Springergässchen 5 in Augsburg, we have been thinking about how to integrate this housing within the existing environment of social facili ties and the prosperous residential area in the heart of Augsburg, since we would like to respond to the administration’s request. Since the Diakonie Augsburg itself does comprehensive work in the field of refugee services, we are well aware of the striking scarcity of suitable spaces as well as of the hardships of asylum seekers. We would, therefore, like to help, and we believe that the former Paul-Gerhardt-Haus is a compara-tively well-suited building for this purpose.

At the same time, we want to show the way toward a modern urban society in which extremely diverse groups

can live together peacefully in a relatively densely populated space. For these reasons, the Diakonie Augsburg was im me-diately open to discussion when a group of creative minds suggested combining their own ideas for living and working with the wishes of the Diakonie.

The result of this project group’s voluntary commitment is a concept that combines the social task of accommodating asylum seekers with civil engagement, cultural diversity, and an artistic approach.

The Diakonie is willing to adopt this concept as its own, especially since it could serve as a role model. If we want to avoid living in a future society in which we reside in districts that are ever more strictly separated, where we are surrounded only by people like ourselves, and instead create an open society that is open to dialogue beyond the borders of social,

We now whole-heartedly invite the citizens of Augsburg – especially the inhabitants of the Cathedral Quarter (“Dom-Viertel”) – to turn this concept into a reality along with us, so that it ends up benefiting all of us: the Cathedral Quarter, Augsburg “city of peace”, the artists and individuals involved in the cultural sector, visitors to our city, and, of course, also asylum seekers.

cultural, and religious milieus, we then have to provide space for this communication.

The fact that asylum seekers should be included in this dialogue is compelling from the point of view of the Diakonie, since there will be also asylum seekers tomorrow, perhaps even many more than today. For this reason, we feel there is much promise in practising co-existence in a place like the former Paul-Gerhardt-Haus.

the neighbourhood.) Along with other institutions (Caritas, Tür-an-Tür),

the Diakonie provides social support and acts as a “lawyer” for asylum seekers and refugees in the field of refugee counselling, and so it considers itself responsible for helping to provide suitable accommodation for asylum seekers.

This will allow the building to be used as a multi- functional establishment with the following aims:) to offer the owner a reasonable interim solution that

will be non-commercial, ) to create a place of exchange for people engaged

in culture in the city,) to provide a limited number of asylum seekers with

accommodation for a specific period of time and the opportunity to become involved in the project, and ) to give the neighbourhood a new impulse and the

possibility to contribute to the project.

u S EThis will be achieved with a mixed use of the following components:

) studios (idea factory / agency, free academy) for people engaged in culture,) temporary accommodation for people staying

in the city for various periods of time,) restaurant and events as a connection

to the city’s society, and) asylum seeker accommodation.

D i E PA R T i z i PAT i O nSie ist die Grundlage für das gesamte Projekt.

E F F E c T SIn addition to the above-mentioned offers, this project provides the following synergistic effects as a result of its special conditions:) Augsburg can be true to its motto of “Friedensstadt”

(city of peace).) As a cultural institution, it enriches urban cultural life

in a unique way.) The normal hotel operations facilitate networking with

the world. It is essential for a city like Augsburg to be in a position to provide simple and individual accommodation.) Interaction between hotel residents with and without

asylum will deliberately stimulate discussion of this topic and create possibilities for cultural exchange.

PA R T i c i PAT i O nThis is the basis for the entire project. The “Grandhotel” will only be able to exist through active participation. For culturally engaged individuals, the incentive will be the rent-free housing.

hotel residents with asylum can become involved based on their personal possibilities in the cultural activities and hotel operations going on during their stay/residence. Hotel guests who are in transit will experience their stay as part of a unique project.

The mixed system of participation and consumption can give rise to surprising novel “services”, such as those that were common in the Grands Hotels of years gone by.

T h E S i T u AT i O n i n T h E c AT h E D R A L Q u A R T E RFor historical reasons, the Cathedral Quarter is even today not really seen by the population as a true part of Augsburg’s city centre. For some time, it has been undergoing radical change and is increasingly becoming a residential area with high-quality buildings. The former youth hostel has been demolished, and flats are being built in its place, as also on the site of the former “St. Barbara” hospice. At the same time, Frauentorstraße is being abandoned.

here, the “Grandhotel” would like to send a positive urban planning signal. It aims to become a nodal point for the quarter that is also accessible to the quarter’s residents.

Fruitful interaction with local residents is expressly desired, and they will be offered diverse opportunities to participate in the creative process. The kiosk-café, the restaurant, and an intercultural garden with a playground will be the first points of contact for residents of the quarter. They are described briefly below.

exchange between international guests and local residents.A city’s residents would make use of the hotel facilities, whether while dancing together, having an after-work drink at the hotel bar with piano music in the background, meeting in the high-quality restaurant, or reading the international press in the lobby.

These places were, then, important multicultural meeting centers which gave local residents access to the flair and glamour of the “big wide world”. We use the term “Grand-hotel” to stand for a positive, lost lifestyle and a quality of life in the post-industrialized era.

in the 21st century, such hotels have either disappeared or are no longer in any way affordable for the general public. The vast majority of hotel accommodation has become standardized, uniform, high-rise dormitories – automated and impersonal.

The name “Grandhotel” is meant to reawaken emotions and memories. But in the use suggested here and with the standard of furnishings possible, it is a playful and ironic alienation of the conventional term and relies on a creative implementation of the “good old” values of the classical hotel concept. The name is consciously intended to put visitors on a glamorous and “elitist” wrong track – since this location combines not only accommodation for guests with a restau-rant and kiosk-café, but also a cultural centre with studios and a gallery/event space, as well as the required accommo-dation for asylum seekers. This reinterpretation is meant to send a strong initial signal for an institution that is currently considered to be a burden and a disruptive factor. In recent decades, our society has become significantly international. With a 42 % proportion of migrants, Augsburg holds a top spot in comparison to other cities in Germany.

culturas.

This has to be better understood as a positive potential. Accommodating asylum seekers needs to move away from being seen – also by taxpayers – as merely a question of “custody”.

This is the starting point for our idea. Interactions between the various user groups – citizens, hotel guests, creative individuals – and the integration of asylum seekers in the hotel operations create a positive atmosphere. Spatial proximi-ty is seen here as an opportunity and a basis for human interaction and community.

in certain rooms, the Diakonische Werk Augsburg and its part ners will offer general social counselling for asylum seekers and foreign refugees, providing assistance on questions regarding the asylum acceptance procedure, as well as assisting in contact with official governmental authorities and lawyers and advising on everyday and vital issues. In doing so, it will be supported by

volunteers. There will be rooms provided for the care of the children of asylum seekers (play, homework support, supervision).

The “Grandhotel” and its residents are meant to become a part of the dormant Cathedral Quarter, and contribute to adding value to the neighborhood rather than being a foreign body. It is an open meeting point that – because of its diverse synergistic elements – will have an active effect on the urban community, contributing to lively exchange and communication: a district community centre, multi-generational house, cultural centre, and local restaurant all in one.

As part of the development process, the “Grandhotel” will be remodelled by artists. Instead of common standardised fittings, we want to have lovingly designed, unique rooms, allowing the “Grandhotel” to set itself apart from other facilities that are solely functional and practical.

T h E R E S TA u R A n TThis venue plays a significant role as a strengthening link with life outside of the hotel . It is intended to be a meeting point, melting pot, and place of communication for the quarter. With reasonably priced lunch and dinner menus and affordable beverages, we aim to provide a contrast to the prevailing fast-food blandness of convenience eating. In addition, we can also f ill a gap for schools and employees in the quarter.

We are convinced that gastronomy needs not more choice but more investment in time and loving craft: skills, recipes, and herbs instead of than “Hurry up!” and MSG. We have already tested the idea of an international “Volks küche” (people’s kitchen) on a temporary basis and it was received very well in Augsburg. Although we will offer only a reduced

choice of dishes, everything will be fresh. It may also be that there is only one daily dish as a result of our philosophy of using organic ingredients from smaller local farmers as much as possible, of not throwing away anything, and of placing a necessary emphasis on providing vegetarian meals.

The restaurant is located in the basement, which used to be the canteen kitchen of the building and has its own entrance through the garden. The direct view from under-ground into the garden and the ramshackle charm of the tiled canteen kitchen is seen as a “unique selling point”. The kitchen is the centre of the restaurant and will be seen by guests as an experience. Tables and chairs are grouped around the kitchen island in several structurally determined niches. The kitchen is the place for encounters and exchange in the hotel. Small cultural events such as poetry readings,

T h E c R E AT i V E m i n D SSeveral workspaces and studios are planned for the “Grand-hotel”, because many individuals involved in cultural activities in this city have expressed the wish to have a lively place of exchange where they can work, live, and perform. Use of the offices does, however, have to be compatible with the charac-ter of the hotel. This means noisy workspaces or rehearsal rooms for bands are out of question. The tenants of these office rooms are startups (creative minds who are trying to make a living from art as small-scale entrepreneurs or artists),

who only will be provided with a room if they are willing to participate in the internal exchange within the hotel. This will be the key criterion in the distribution of the spaces. The artists are also expected to contribute special offers for the functioning of the hotel. The incentive for the artists is the rent-free accommodation. Within this context, there is also a plan to establish a free academy that offers the opportunity to organise workshops and seminars for already existing as well as newly formed networks. Cooperation with art academies and universities is also under discussion.

searching for an apartment Thanks to its central location, the “Grandhotel” can serve as a starting point for people who want to get their bearings in Augsburg while looking for somewhere to live. In this regard, we are thinking of the students at the two universities looking for accommodation. As a result of the double class that was graduating in 2011, still a larger number of students can be expected in the city.

L A PA R T i c i PA c i ó n c O m O P R i n c i P i O F u n D A m E n TA LLa base del proyecto es la participación.

c O m u n i c A c i ó n A B i E R TA , T R A n S PA R E n c i A E i n T E R A c c i ó nEste enfoque orientado hacia los procesos requiere la comunicación.

PA R T i z i PAT i O n A L S G R u n D L A G EPartizipation ist die Grundlage für das gesamte Projekt.

O F F E n E KO m m u n i K AT i O n, T R A n S PA R E n z & i n T E R A K T i O nDie prozesshafte Vorgehensweise lebt von Kommunikation.

PA R T i c i PAT i O n A S A F u n DA m E n TA L P R i n c i P L EParticipation is the foundation of the entire project. The “Grandhotel” will only be able to exist through active participation. For culturally engaged individuals, the in-centive will be the rent-free housing. Hotel residents with asylum can become involved based on their personal possi-bilities in the cultural activities and hotel operations going on during their stay/residence. Hotel guests who are in transit will experience their stay as part of a unique project. The mixed system of participation and consumption can give rise to surprising novel “services”, such as those that were common in the Grands Hotels of years gone by. Barter adds another incentive for local residents to get involved, to bring their own ideas into being, or to donate materials or equipment.

Our “Tauschmarken” (barter currency) comes for instance in the form of meal vouchers, free tickets for cultural events, or a pair of strong hands to help carry a washing machine onto the second floor – you scratch my back, I’ll scratch yours. All of this gives rise to perceptible, emotional bonds, and to acceptance and identification with the location.

O P E n c O m m u n i c AT i O n, T R A n S PA R E n c y, A n D i n T E R A c T i O nThe process-oriented approach requires communication. Experience gained in the earlier projects has shown that open and simple communication via social networks such as facebook can lead to a large mobilisation of engaged and creative individuals.

a place for real communication will be developed through the “showroom” – later the lobby. This is where – even prior to the actual construction work – insight will be given into how the location will change. For this purpose, the future entrance area of the lobby will be remodelled and redesigned. The project will be presented here, and printed flyers about the project and its aims displayed. In addition, this space will serve as a starting point for informational events in the early phase of the hotel.

The creative minds who are first to move move in to the offices / studios will by virtue of being part of the project’s development become communicators of its idea to various sections of society. Through this we want to create a sense of anticipation and excitement about the development of the project.

For the opening of the restaurant, the idea is to start a media campaign to appeal to local residents, interested individuals, and sympathisers to bring tableware donations as an opening gift. These dishes will later be used in the restaurant.

u S E O F R E S O u R c E S i n A T h R O WAWAy S O c i E T yA fundamental premise of the entire project is to move away from the mechanisms of a throwaway society through the way it operates and the equipment it uses. The furnishings of the “Grandhotel” will consist of secondhand furniture. The restau-rant will not use one specific type of tableware. The building’s central rooms are intended for multiple uses. The resource of “culture” should become one of its mainsprings. Creativity, ideas, and engagement become essential resources for the whole idea. In many areas, they even replace a flow of cash.

The project focuses on (re-)using existing resources and wants to identify and make use of potential. In a time of crises with the euro, stock markets, and finance, it makes a creative statement and people can experience a different approach.

S TAT E m E n T A G A i n S T P O V E R T y A n D E x c L u S i O nThe “Grandhotel” is also a social project, offering space to people from all parts of our society. The project makes a stand against poverty and exclusion and for fairer conditions in our community. The goal must always be to value and support the strengths and potential of residents, so they can live in dignity and freedom.

The explicit aim is to enter into an open dialogue with other groups in the city’s society to promote fairness and humanity in how we live together.

T h E P R O c E S S A S A m O T O RThe concept for the “Grandhotel” is based on the principle of constant change. Since it will serve as a temporary home, its inhabitants will rotate in different cycles. This should be a significant plus factor. The “Grandhotel” should and must constantly change and develop.

This is instigated right from the very beginning of the process. In the process of development, the location should not open its doors all at once. The hotel will emerge slowly in different steps. As a result, we will be able to compensate creatively for the lack of funds for complete reconstruction.

T h E D E V E L O P m E n T P R O c E S SIn the starting phase, there will be a nucleus of creative minds who – in exchange for rent-free rooms – start to shape the first parts of the hotel. One first step is the redesigning of the entrance area. It will later serve as the hotel lobby and be renovated accordingly to be able to serve its future purpose in the building. In this “showroom”, it will be possible for neigh-bours, interested individuals, and curious visitors to obtain information about the idea and the concept for the hotel. At the same time, the artists will redesign and set up their rooms and start to renovate the corridor on the ground floor.

in this initial phase, local residents will be invited to visit in order to allay any fears they might have about a classical asylum seekers facility. The project team will be in the building daily (an initial “project office” was set up in the building in September 2011).

Next, “temporary hotel rooms” will be created. Temporary guests will also live in parts of the building even during the construction phase. The income that is generated will help finance the construction work. Moreover, we will start work on the kiosk-café and the restaurant. In the development process, they will function as a basis for further communi-cation and also generate income for the conversion of the building. Finally, we will start redecorating the rooms and the central corridors. In this phase – as already experienced in our earlier projects “Muhackl oder Blutwurst” (2009) and “Jean Stein” (2010) – we expect many volunteers and the use of diverse networks.

in the following phase, the first asylum seekers will move into the building. The other residents of the “Grandhotel” will welcome the new inhabitants and help them to set up their rooms. For this we need a furniture pool. This furniture will

come from social shops, surplus household items, and public donations. We will have to enter into cooperations for this. In principle, at this point in time, all hotel residents will actively be involved in the further development of the “Grandhotel”. At the same time, the hostel rooms will be ready to receive guests and the first guests able to move in.

The location will become increasingly concrete for the public and gradually take on its final shape. More asylum seekers will move in and be integrated into the process. In its preliminary final version, the “Grandhotel” will be booked out by all user groups and start “radiating” more intensively in city society and the neighbourhood.

As already mentioned, our goal is to create a lively location that is not only a place to sleep for its users but also a hub – a creative and loving place that sends out positive signals to the quarter and to the urban core. By being embedded within an overall context, what is currently perceived negatively as accommodation for asylum seekers will become a spirited and positive point of contact. As a result, the “Grandhotel” will develop an impact on its environment, initiate processes, fire the imagination, and set trends.1. For taxpayers: The accommodation in a different environ-

ment and the associated identification of the asylum seekers with their “temporary home” saves tax money. The residents have a connection to their place of accom-modation, care more about it , and this thus lowers the costs for repairs.

2. The Diakonie Augsburg can explore new avenues in implementing its slogan “Stark für Menschlichkeit” (strong for humanity) by carrying out a project that can act as a role model beyond the borders of Augsburg and deals humanely with the accommodation of asylum seekers.

3. For the quarter: the local environment becomes more spirited and loving. The kiosk-café, the restaurant, the gardens, and the playground help to improve quality of life quality in the area.

4. For the urban community: we expect a positive regeneration of the local area, broadened by a cultural lifestyle beyond an established program.

5. For all parties involved: an unprecedented model project can serve as an example of a different, new way for people to live together.
