the country¶s attainment of its MDG targets,

including the prevention of chronic diseases

and the promotion of healthy lifestyle.

RationaleA Global Epidemic

� Noncommunicable Diseases (NCDs or ³Chronic Diseases´)

 ± mainly CVD, cancer, COPD, diabetes ± are rising globally.

� Chronic diseases claim 35 million lives every year, andtogether are the leading causes of death worldwide.

� Around 80% of chronic disease deaths occur in low- and

middle-income countries.

� Men and women are affected almost equally and a quarter of all chronic disease deaths occur in people under 60 years

old.

Rising Trends in the Philippines

� Tobacco-related diseases in the Philippines comprise 6 ±8% of mortality from all causes and that 1 in every 5

students aged 13-15 currently smoke. Moreover, 21% of 

adolescents are currently using tobacco (GYTS 2007), and 35%

of adults are current smokers(NNHeS, FNRI, 2003)

.� 11% of Filipinos 15-74 years old regularly drink alcoholic

beverages (>4 days/week); 24% of Filipinos 15-19 years are

current drinkers. (2001 Survey Results, n=10,240)

� 22 out of 100 adults are hypertensives (NNHeS, 2003).

Hypertension is an important contributing factor to morbidity

and mortality of cardiovascular diseases.

� Stroke kills 61.8 per 100,000 population (Phil. Health Statistics,

2004) but this figure could be much higher and affects 486per 100,000 Filipinos or roughly 500,000 Filipinos (Phil.

Journal of Neurology, 2004). Smoking and Hypertension are

common risk factors.

� 1 in 5 Filipino who will live to age 74 will get cancer. The

top cancer sites in the country are: lung (17,238 cases),

breast (14,023), colon and rectum (8,585), liver, cervix,

prostate, leukemia, stomach, thyroid, and ovary. Lifestyle

modification, early diagnosis and treatment can preventone-third of all cancer sites. (PCS, 2004)

� 1 in 5 Filipino adults (20.6%) is a diabetic. Likewise,

pre-diabetes states are also increasing with 26.2%prevalence of impaired fasting glucose (IFG) and 23%

prevalence of impaired glucose tolerance (IGT). Diabetes

is also one of the most chronic childhood diseases.

(Philippine Cardiovascular Outcome Study on Diabetes Mellitus 1998-2007).

� 6.7 million Filipinos are drug users (DDB, 2005) and that

0.8% of high school students and 0.5% of college

students have been found to be using either shabu or 

marijuana (DOH) .

NCDs and MDGs

� In the 61st World Health Assembly, all member states

(including the Philippines) endorsed a six-year action plan to

tackle NCDs, finally ending the decades of neglect and

unjustified omission of chronic diseases in the global health

agenda.

� The goal, as proposed by the World Health Organization, is

to reduce the death toll from NCDs by 2% yearly until 2015.

MDGmax

� During the 4th Public Health Convention on the Prevention

and Control of NCDs (July 2008), Health Secretary

Francisco T. Duque III introduced the ³MDGmax Initiative´

as a deliberate strategy to reach its MDG targets faster and

using the best available evidence to reach people with the

most cost-effective interventions.

� MDGmax embraces the prevention and control of NCDs

as a priority action to reduce poverty and improve the healthand quality of lives of all Filipinos.

� Raise people¶s consciousness on the different risk

factors for developing noncommunicable diseases;

� Motivate people to adopt and maintain a healthy

lifestyle through counseling and lifestyle intervention

programs; and

� Encourage politicians, media and other stakeholders to

provide Filipinos with environments supportive of healthy

lifestyle.
