Dear Colleagues, The Indo-German Government Negotiations 2012 took place in Berlin on Sep-tember 27-28, 2012. The Indian new Joint Secretary at the Department of Economic Affairs, Mr. Rajesh Kumar Khullar provided ample leadership to conclude the negotiations successfully. The total amount agreed topped the record equivalent of I billion dollars. GIZ will be asked to imple-ment new projects in the fields of: rural insurance, knowledge for climate change, responsible enterprise finance, environmental benefits from NREGA, and human capacity development.

In a separate development, we are receiving special BMZ funds of 5.2 Mio Euro. Thanks to your great efforts in the respective project and administration teams, we are confident that we can successfully implement both the ongoing projects and the additional special funds. This is only possible due to your delivery of excellent results! Once again I would like to take the opportunity to express my appreciation for your great work.

A number of new projects started this year, two projects in the field of Biodiversity as well as the second phase of the Indo-German Forum. NEWS FROM ThE CApiTALthe Indo-German Environment partnership programme organ-ises Environment talk

New Delhi, September 13, 2012: The first in the series, the talk was held on the topic, “How India and Germany can work together on climate change issues?” Dr Kirit S. Parikh, Emeritus Professor and Founder Director of Indira Gandhi Institute of Development Research, Mumbai, India; and Mr Franzjosef Schafhausen, Deputy Director General ‘Environment and Ener-gy’ – Federal Ministry for Environment, Nature Conservation and Nuclear Safety, Germany were the main speakers. They discussed in detail how India and Germany could learn from each other about the means and instruments to go on a low carbon development path. While Mr Schafhausen shared that like Germany, India needs to adopt a strategic mix of several instruments to achieve low carbon growth, Dr Parikh emphasised on the need to focus on reducing the total emissions in India than merely caring about emissions intensity.

Sixth Carbon market Conclave provides an all-inclusive forum for global carbon market stakeholdersNew Delhi, September 12-13, 2012: This Conclave is the largest platform to engage with the Indian carbon market was organised by the Federation of Indian Chambers of Commerce and Industry (FICCI) in partnership with the Ministry of Environment & Forests (MoEF), Government of India, The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) of the Federal Republic of Germany, supported by GIZ-IGEP, The World Bank and International Emissions Trading Association (IETA). India Carbon Market Conclave provided an all-inclusive forum for global carbon market stakeholders to engage with Indian project develop-ers, and for Indian carbon market stakeholders to interface with the global mainstream sharing knowledge on current trends and emerging scenarios of the global and Indian carbon markets, and a forum for deliberations on do-mestic and international policy on climate change and the carbon market.

The different themes covered in the conference were NAPCC; NAMAs; Role of state governments and urban local bodies in climate change action; Technology Mission; Green Climate Fund; South-South Cooperation; Aviation & Maritime; Future of CDM & New Mechanisms; and Interna-tional Negotiations: State of Play from Durban to Doha. A Plan of Action (PoA) master class was organised by GIZ-IGEP and KfW offering project developers from India and other developing country participants an update on PoA development with a special focus on CPA (CDM Programme Activ-ity) management and emission reduction accounting. The master class will present tools, trainings and support programmes for PoA development in Asia.

CCA-rAI organises reflection workshop on trainings on adap-tationNew Delhi, September 11-13, 2012: In mid 2011, the project Climate Change Adaptation in Rural Areas of India (CCA RAI) organised a Train-ing of Trainers (ToT) on ‘Integrating Climate Change Adaptation into de-velopment planning’ that led to the qualification of trainers who were able to carry out four trainings: two practitioner trainings in partner states, one GIZ in-house training, and one training of multipliers. As a follow-up of the ToT, two five-day reflection workshop together with the trainers of the ToT who have been involved in the aforementioned trainings for CCA RAI over the past year.

For the trainers, the workshops helped to reflect on their experiences, deep-en certain training skills and discuss outcomes of past trainings. The nodal officers and Ms. Christine Bigdon assessed the training needs in partner states.

Three of four nodal officers representing CCA RAI’s partner states Mr. Lo-kendra Thakker (Madhya Pradesh), Dr. H. Malleshappa (Tamil Nadu) and Mr. Debal Ray (West Bengal) along with Ms. Christine Bigdon (Director of Human Capacity Development, GIZ India) attended a session on train-ing needs in India which laid the basis for developing a Human Capacity Development road map for the project.

CCAI-rAI conducts training of multipliers “Integrating Climate Change Adaptation into Development planning”

New Delhi, September 3-8, 2012: The project Climate Change Adapta-tion in Rural Areas of India conducted a training programme. The training was conducted by Dr. Thomas Schwedersky from Germany, Ms. Bhawa-na Luthra, a trainer from LEAD India and Ms. Ella Mary, a trainer from Nagaland. The participants included a mix of professionals from NGOs, NABARD, Government employees, consultants, academics and GIZ staff. The participatory training is based on the Harvard case method and aims at delivering a systematic way of integrating the issue of climate change adaptation into development work.

Course participants worked on a fictitious case state named Zanadu that had real life conditions and challenges. This training programme consisted of eight modules covering the concepts of looking into policies with a cli-mate lens, interpreting climate data, vulnerability assessments, identifying and selecting adaptation options, monitoring and evaluation of adaptation projects, integrating climate change adaptation into project cycle and be-ing an adaptation multiplier within an organisation. Overall, the training received positive feedback from participants as it helped them, for exam-ple, to learn more about the tools to implement climate change adaptation projects. GIZ-rSBY Young professionals are ready to work with State nodal Agencies

New Delhi, August 29-31, 2012: As a capacity building measure for Rash-triya Swasthya Bima Yojana (RSBY) at the state level, GIZ initiated the GIZ-RSBY Young Professional Programme. With the conclusion of the final seminar, the first batch of Young Professionals have been prepared through trainings, mentoring and first hand working experience to work with the State Nodal Agencies. The second batch is intended to start in 2013.

GIZ signs moU with Apparel Export promotion Council (ApEC) to implement project DISHA

New Delhi, July 6, 2012: The MoU will further the mutual objectives of building capacities and substantially increasing the number of socially re-sponsible apparel manufacturers in India. The Development Partnership Project (DPP) project, Scaling Up Indian CSR Initiatives, is developing a specialised expertise centre called the Centre for Responsible Business (CRB), which will be the "Knowledge and Implementation Partner” for the DISHA project.

The DISHA Project is a national programme, first-of-its-kind, industry-owned and driven initiative, aimed to facilitate and prepare the Indian ap-parel industry especially, small and medium enterprises, towards becoming more socially and environmentally responsible.

Under the DISHA Project, GIZ is supporting the AEPC in drafting a sector specific voluntary Common Code of Conduct (CCC), to set benchmarks for the Indian apparel industry, and provide capacity building programmes to the apparel manufacturers and exporters in India.

NEWS FROM NORTh iNdiAtraining Consultation meet on SHG-Bank Linkage programme

Lucknow, July 28, 2012: In the effort to constantly improve and increase the capacities of bankers, NGO staff, PRI workers, staff and members of federations and SHGs and other stakeholders involved in the SHG Bank Linkage Programme, NABARD and GIZ have developed a new training and capacity development strategy. On the basis of in-depth focus group discussions and interviews in 11 states with various stakeholders, a new strategy and new training modules have been developed and discussed with selected participants during the national training consultation meet. NEWS FROM EAST iNdiACook stove mission from GIZ Head Office visited India

August 8-24, 2012: To assess the cook stove sector in the three focal states of IGEN-RE (Bihar, Uttarakhand and West Bengal), Heike Volker, GIZ expert on cook stoves from head office, visited India. A team consisting of a national cook stove consultant, Onkar Nath (IGEN-RE) and Ms. Volker visited the three states over a period of two weeks. Apart from meeting the State Nodal Agencies (SNAs) of the Ministry of New and Renewable Energy (MNRE), in all three states, the mission met with 20 different stake-holders such as NGOs, cook stove manufacturers, distributors and users, etc. Synergies with other GIZ projects in India were also explored. The mis-sion has come up with a set of recommendations for IGEN-RE to initiate interventions in the three states, supporting market-based dissemination of improved biomass stoves.

NEWS FROM WEST iNdiAGIZ conducts a workshop on Financial Innovations

Pune, August 28, 2012: GIZ MSME Umbrella Programme, in cooperation with German insulation material manufacturer-KAEFER conducted work-shop on “Energy Efficiency Financing for Bankers”. The workshop raised awareness among Bankers on the need to support MSME in India to access financing schemes that help them to adapt energy efficient innovations and to introduce new technologies.

As part of the workshop series, GIZ conducted a round table. Participants from 52 major Banks from and around Pune, such as Allahabad Bank, Axis Bank, Bank of Baroda, Bank of India, Bank of Maharashtra, etc. discussed the importance of financing MSME energy efficiency projects by banks in India. The participants were keen to gain an overall understanding of En-ergy Efficiency. The workshop had interactive sessions where participants raised number of queries to seek clarifications on topics.

The participants acknowledged the importance of Bankers/ Financial In-stitutions in encouraging SME by providing loans for Energy Efficiency projects. In future, projects on educating bankers on the importance of en-ergy efficiency projects will be taken up. A roll out of about 50 trainings for bankers is planned in cooperation with SIDBI, State Bank of India, Bank of India and Bureau of Energy Efficiency. A first of its kind, these workshops have already been successfully conducted at Muzaffarnagar, Agrar and Fari-dabad. Contact: [email protected]

rural Finance programme holds its Steering Committee meet-ingMumbai, August 7, 2012: The Steering Committee led by Mr V Ram-akrishna Rao, Executive Director, NABARD met to discuss the activities and strategy of the programme. The Steering Committee included all im-plementing and partnering departments of NABARD, the management and implementing team from GIZ. There was a positive feedback from the Executive Director and the involved departments on the past activities and on the new strategic approach being implemented after the project progress review in the end of last year. NEWS FROM SOUTh iNdiAGIZ conducts training of trainers programme for the capacity development of Business membership Organisations

Hyderabad, July 1-8, 2012: MSME Umbrella Programme organised an eight-day Training of Trainers (TOT) programme where trainers were ex-posed to both, content and participatory training methodologies, to help them conduct trainings for building capacities of associations and cham-bers.

The programme covered various important topics such as Business Mem-bership Organisations (BMO) management, income generation, effective advocacy, access to public support schemes and business responsibility. An international team including a German and an Indian Master Trainer con-ducted the training on the basis of trainer manuals developed on these top-ics. The authors of the manuals joined to familiarise the future trainers with the main content of the manual.

This ToT is part of a larger initiative to strengthen the capacities of Indian associations to become stronger in delivering services to their members and to do affective advocacy. The MSME Umbrella programme aims to build a sustainable centre for capacity development of BMOs, which can assist business associations in the long-run to be effective institutions. 28 train-ers from national partner organisation and apex institutes from across the country and other freelance trainers attended the training. gramme seeks to support small and growing businesses to create impacts and strengthens the eco-system around them. Sectoral dialogues and prac-titioners’ workshops have been designed to help these MSME to expand their business activities in low-income markets in India and to improve their business models.

On 21st July, GIZ in cooperation with the Centre for Innovation, In-cubation and Entrepreneurship (CIIE), the Indian Institute of Manage-ment Ahmedabad (IIMA) and Ernst and Young conducted a practitioner’s workshop on “Bringing Products and Services to the Bottom of the Pyra-mid – ICT for Development”. In the workshop, potential entrepreneurs, start-ups and established companies discussed learning opportunities on Information and Communication Technologies (ICTs) as a platform for their distribution or as an enabler of their product or services to the base of the pyramid. During the interactive sessions, the participants reviewed challenges they currently face and brainstormed suitable solutions. About 10 ICT start-up enterprises with four experts and facilitators each par-ticipated in the workshop, along with representations from Incubators and social impact funds.

Another practitioners’ workshop on “Promoting Sustainable & Inclusive Businesses” was conducted on the 27th July 2012 in the North East in partnership with the Indian Institute of Entrepreneurship, Guwahati, with knowledge partners Intellecap and Ernst and Young. The workshop pro-vided information and guidance to enterprises that are looking to scale-up or transform into a sustainable model. The workshop saw 44 participants with representatives from 22 enterprises, as well as sector experts, enablers and observers. The workshop shared knowledge on legal structure options and opportunities on approaching investors and incubators.

With these pilot initiatives, GIZ MSME Umbrella Programme tested dif-ferent initiatives to be up-scaled together with partners such as business incubators in order to strengthen capacities of so-called social enterprises in India. NEWS FROM ABROAdIGSSp organises a workshop on ‘moving towards Universal Health Coverage, Learning through South-South partnerships’

Kathmandu, September 10-12, 2012: As part of the South-South Partner-ship component, the Indo-German Social Security Programme successfully organised a three-day workshop. It identified bi and multilateral possibili-ties of cooperation, to share and learn from each other in order to make a step forward in moving towards universal health coverage. More than 100 participants from 14 countries attended the workshop.

Connecting India & South Africa on Inclusive Business

Johannesburg, September 6-7, 2012: Private Sector Development Pro-gramme in India and GIZ Headquarters (Sector Programme Cooperation with the Private Sector/ CSR) kicked off a close cooperation to promote inclusive business model generation through South-South-Dialogue.

As a first activity in this cooperation, GIZ and its partner, the Centre of Excellence for Sustainable Development of the Indian Confederation of In-dustry (CII-CESD) conducted a Workshop on ‘Business Model Innovation – Sustainable & Inclusive’. CII-CESD’s positive experiences in conducting this workshop in India and GIZ’s interest in encouraging knowledge trans-fer between organisations from Emerging Markets led to this cooperation. The two-day workshop had 23 business representatives from different com-panies such as Dr. Reddy’s, Tata Power and Bayer Material Science. They were introduced to an innovative methodology on business model develop-ment to address sustainability challenges. The majority of the participants perceived the workshop as very helpful for the further development of their businesses.

To encourage South-South knowledge transfer on business model innova-tion more workshops are planned, like in Nepal. With the introduction of this workshop format, the Private Sector Development Programme ac-tivities will go hand-in-hand with the GIZ Sector Programme’s work on Emerging Market Multinationals (EMM). This initiative hopes to develop innovative formats to engage companies from Emerging Markets in further-ing sustainable development. Contact: [email protected]

mr Shrikant Bansal, GIZ IS wins Skills Champion India Award: Emerging Warrior!

The 1st Skills Champion India award in the category of Emerg-ing Warrior was presented to Mr. Shrikant Bansal, GIZ IS by Honourable Shri Kapil Sibal, Minister for Human Resource Development, Government of India in presence of His Excel-lency Mr. Michael Steiner, Ambassador of Federal Republic of Germany in India and Mr. S Ramadorai, Advisor to Hon. Prime Minister for skills development during the 5th Global Skills Summit organised by FICCI in Delhi.

The award recognised his extraordinary contribution in devel-oping technologies, distinctive training solutions, path breaking research and commitment towards the skilling movement in the country.

The Skills Champion awards are a celebration of the exemplary work done by a large number of leaders, businessmen, bureau-crats, and other stakeholders in making skill development the fastest growing industry in India.

GIZ IS signs moU with punjab Government

To support skills development and vocational training in the state. Multi Skill Development Centres will be opened in four districts (Bhatinda, Ludhiana, Hoshiarpur and Amritsar) of Punjab at a cost of Rs 250 crore (6 Mio Euro) as centres of vocational excellence linked up with the existing ITIs upgradation in Hub-and-Spoke model for training of one lakh students annually. Unemployed youth, school leaving candidates who are unable to continue with formal education and others who do not have the opportunity to build alternative careers will be eligible for undergoing training in these centres. Special training modules for the refresher training of employed people will also be made available from time to time.

A glimpse into the European Union State partnership programmeBackgroundThe European Union State Partnership Programme (SPP) with the Government of Chhattisgarh (GoCG) aims to achieve a ‘more equitable delivery of and access to quality health and education services as well as improved forest-based tribal livelihood through governance, institutional reforms and capacity development on state and decentralized levels’. The core to achieving this goal is effective governance.

Accordingly, GIZ IS commissioned a study on Public Financial Management System (PFMS) and provided technical assistance for preparation of Medium Term Expenditure Framework (MTEF) for School Education and Health & Family Welfare Department, which are its priority areas and are significant for poverty alleviation and improvement of basic services.

public Financial management System (pFmS)It suggests initiatives for addressing four major issues – system and procedural, transactional, institutional and capacity building – in order to facilitate the Directorate of Institutional Finance of the Government of Chattisgarh to identify gaps and weaknesses in expenditure tracking for school education and health sec-tors, and to assist to move towards output budgets in the medium term.

Pursuant to these recommendations, the state government has introduced the “Cash Management System” to avoid uneven pattern of expenditure and spending a a large part of the expenditure in a hurry and con-cluding with sums of unspent budget provision at the year end.

medium term Expenditure Framework (mtEF) Orientation workshops were held for officials of the School Education Department and Health & Family Welfare Department to familiarise them with the purpose and process of MTEF and its documents have been prepared for the two departments. The GoCG has now embarked on its institutionalisation in both these departments and GIZ IS is assisting in this exercise through preparation of the working manual, group discussions and organising Training at the National Institute of Financial Management, Faridabad, of the Ministry of Finance, Government of India.

Reliable supply of quality power is as critical as managing costs of heating and cooling.

Energy consumption for air conditioning is in-creasing in buildings and industries. Annually, over Rs 100,000 crore is estimated to be spent on power back-up equipment while an additional Rs 31,000 crore is spent every year as operational expense on generating back-up power. The diesel used for power generation hikes up this cost.

Generally power is sourced from a captive power plant or a diesel generator (DG). DGs are not only a big cause of environmental pollution but are also inefficient. However, improving gas supply to major cities and industries and utilising waste heat from a gas-based generator sets for cooling and heating offer uninterrupted power supply and reduce the cost for cooling and heating. This tech-nology is 80% efficient or more compared to con-ventional power production through DG sets or supply from the grid.

According to a study conducted by the project the size of the heating, ventilation and air-condition-ing (HVAC) market in India was 13.01 Million kW in 2007, of which 14% was for the domestic sector. The market includes sales of centrifugal chiller based units; ductable and split AC units; unitary systems and other AC and refrigeration applications. Based on detailed analysis, it is expected that some of the cooling applications in the building and industrial segments like central chiller-based units -- accounting for 17% of the total HVAC market -- could be met using Trigeneration technology. Trigen is the simultaneous generation of electricity and utilisation of the waste heat for cooling and heating purposes in buildings in India. The potential for Trigen in India is about 4-7% of the total installed capacity.

A Trigen plant uses a gas-based source of energy to power a gas engine or a turbine. The waste heat from the engine is used in a vapour absorption machine (VAM) to produce chilled water. The chilled water can then be used for air-conditioning in a centralised air-conditioning system. The low temperature waste heat from the jacket water is utilised for low temperature requirements e.g. in the kitchen, laundry, swimming pool, etc. Major components of a typical Trigen plant consist of a gas engine, VAM and chiller and a cooling tower to reject additional heat.

Showcasing technology

A pilot plant has been set up at Jai Prakash Narayan Apex Trauma Center (AIIMS) in New Delhi to demonstrate and promote Trigen technology in the Indian building sector that comprises hotels, hospitals, industries, airports, residential societies, IT/data centers, offices, BPOs, etc. The dem-onstration site would showcase the successful running of the plant once it is commissioned in September 2011. The pilot plant would supply electricity up to 347 kW, cooling up to 355 TR through VAM & electrical chiller and heat to the kitchen/laundry. With the existing energy prices and power sup-ply to the project site, the payback is expected to be around 2 years and an annual saving of up to Rs 2 crores. Indraprastha Gas Limited is supplying the gas to the plant. A website (www.trigenindia.com) has been setup to provide a platform to introduce the technology to users, suppliers, manu-facturers, policy makers, engineers and architects, among others.

With natural gas as primary fuel Trigen technology has faster payback com-pared to other fuel-based power generation and supply. The operation and maintenance is less compared to conventional power generation. With the increased availability of gas from the KG basin and the commissioning of a few LNG terminals, there is now renewed interest in the technology fol-lowing the 2008 slump.

Eye on Market & Beyond

According to the market survey, hotels, hospitals, airports, retails, office and integrated residential/commercial complexes have the highest potential for Trigeneration. Most buildings need power and cooling, thus constituting the potential market for Trigeneration. The actual potential that can be targeted for investment depends on market and financial attractiveness of the segment.

The Indian buildings sector offers more than 10000 TR of cooling poten-tial that already exists in India when the cooling demand is met through Trigen. With new buildings, commercial complexes, industry requiring heating and cooling round-the-clock, the concept is very attractive if energy efficiency, power reliability, costs and long term benefits are considered. With the availability of natural gas and the proposed gas pipeline Trigen will prove to be the most efficient and reliable source of power in the com-ing years.

Access to electricity is vital for initiating the development of a region. This fact has been recognised the world over by the governments of various countries. The United Nations declared 2012 the International Year of Sustainable Energy for All, recognising that “…access to modern affordable energy services in developing countries is essential for the achievement of the internationally agreed development goals, including the Millennium Development Goals, and sustainable development, which would help to reduce poverty and to improve the conditions and standard of living for the majority of the world’s popula-tion.”

India has made a remarkable progress in last few years in making electricity accessible to a large number of people. But there are major questions at forefront, can access to electricity bring development on its own and; how sustainable is the infrastructure that has been developed in the areas that were deprived of electricity access? This article highlights the key aspects which are necessary for making access to electricity sustainable and a real boon in the daily life of the people. This is applicable for rural electrification schemes in general but more so for renewable energy based off-grid electrification schemes.

ACCESS TO ELECTRiCiTY – CAN iT BRiNG dEvELOpMENT ON iTS OWN?By Anand Shukla

The Context

With its population of 1.2 billion and the annual economic growth of about 8 percent, India has a number of challenges to sustain this development, sustainable access to energy being one of them. The Government of India launched ‘Rajiv Gandhi Grameen Vidyutikaran Yojana (RGGVY) – Pro-gramme for the creation of Rural Electricity Infrastructure and House-hold Electrification, in April 2005 envisaging access to electricity to rural households. About 576 projects covering electrification of 0.11 million un/de-electrified villages, intensive electrification of 0.35 million partially electrified villages and providing free electricity service connections to 23.1 million Below Poverty Line (BPL) households have been sanctioned under RGGVY. Cumulatively, as on 29 February 2012, the electrification works in 0.103 million un/de-electrified villages, intensive electrification of 0.244 million partially electrified villages have been completed and more than 18.6 million electricity service connections to BPL households have been released in the country under RGGVY.

These numbers show that the targets have been achieved but it has to be seen what development electricity has brought in the electrified villages. Are villagers getting electricity on a regular basis and/or at the time when they need most?; how is the quality of electricity supplied?; what happens when there is a fault and/or, how much time it takes in imparting repair work?; Is electricity providing enough income opportunities to the villagers?. These are some of the questions which need to show a positive answer in order to sustain the targets.

Maximising the benefitsAccess of electricity in rural areas would remain a stand-alone activity if it is not integrated with other needful requirements. Mere doing it to achieve the targets does not bring any desired development for the community. Involving people at the point of conception of the project may reduce the risks of failure during and after the implementation stage. A fundamental starting point is the identification of the actual needs that can be addressed by providing or enhancing access to electricity. This information is essential even for the technical design of the project. The most crucial aspect of any rural electrification scheme is to consider sound technological intervention and the infrastructure which requires least maintenance. In case of renew-able energy based off-grid electrification, it is necessary to assess locally available resource and its utilisation at optimal level.

There is a growing understanding among various stakeholders that electric-ity used for productive applications is equally or sometimes even more im-portant to bring positive impact of local employment and income genera-tion for the people. Planning of the electrification schemes should therefore be implemented taking into consideration the potential of possible income generation possibilities, taking as well the other developmental objectives into account. This would in turn require skill enhancement through train-ings, exposure visits and workshops. This may often be a case when people

are skilled to run an enterprise but in the absence of adequate financial support and/or seed money, their aspirations are hampered and/or delayed before being materialised. This is not an end in itself, any productive ac-tivity based on electricity access would also need to operate regularly with sufficient market linkages in order to generate adequate revenue and sustain the overall initiative.

It is to be noted that the provision of electricity services is only one of the rural development challenges facing the rural areas: clean water, sanitation, and health services could even be higher on the priority ladder, but access to electricity facilitates these services. Various aspects of electricity access in rural areas are reflected in several projects with technical support provided by GIZ-IGEN.

An approachAlthough the provision of electricity does not produce any direct benefit for human well-being on its own, securing access to electricity is today regarded as a crucial human need and a key factor in human development. It offers people many options for shaping their lives. In India, there are several rural development schemes of the government of India which are already in op-eration contributing to the development of rural people. Rashtriya Krishi Vikas Yojna, National innovation Schemes, Tribal welfare schemes, WADI scheme and rural innovation fund of NABARD, etc. just to name a few are benefiting the people in various aspects and contributing in one way or other to the objective of rural development.

As mentioned in the beginning of this article, access to electricity is vital for the development of a region. It is to be noted that in all above mentioned schemes, access to electricity may have been playing its role but operating these schemes with a standalone objective is likely to impart only a narrow impact. It is important that all schemes contribute to a single objective of rural development therefore convergence of all such schemes can help syn-ergising the benefits and enhance the overall impact and sustainability of the access to electricity.

The 4th edition of Indo German Manager Training Programme is underway. After a rigorous selection process, 23 participants have made the grade for this year's programme. Participants have already undergone the Indian leg of training at CII Gurgaon, and will visit Germany in September-October 2012.

The Indian leg of the Indo German Manager training enables orientation for optimizing business benefits during the visit to Germany. The focus is on ways to generate business contacts and to translate them into profitable ventures.

Extended to Healthcare Sector

Following the success of the programme, BMWI (German Federal Ministry of Economics and Technology) has now extended the programme to specific sectors as well. Accordingly, the Healthcare Sector has been chosen for the year 2012, and selected participants from Indian Healthcare sector will visit Germany for the programme during November and December 2012. Intellecap, DFID India, and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH recently announced their collaboration to launch the Sankalp Forum-Samridhi Social Enterprise Recognition to bring forth sustainable and scalable businesses in eight low-income states (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan, Uttar Pradesh and West Bengal). The initiative would focus on creating an enabling and inclusive ecosystem for early-stage enterprises

that are impacting the poor in the selected states. The regional forum would further catalyze a host of services and investments in the under-served region by bringing together several partners and regional stakeholders.

The Sankalp Forum-Samridhi initiative has been established in collaboration with the Sankalp Forum which is India's largest impact investing platform [www.sankalpforum.com] promoted by Intellecap; the Department for International Development (DFID, UK); and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the framework of Indo-German Cooperation funded by the German Ministry of Economic Cooperation and Development (BMZ). Recognizing the immense potential that the eight Low Income States holds for the growth of social enterprises, the forum aims to unlock the potential at the "Bottom of the Pyramid" by supporting high impact

small and growing businesses in the region.

The Sankalp Forum-Samridhi Social Enterprise Recognition is currently inviting nominations from businesses in sectors like clean energy, agriculture and food, and provision of basic services. The initiative has announced a cash grant of INR 5 Lacs to an enterprise that showcases social impact alongside a strong business and an additional cash grant of INR 2 Lacs to an enterprise that produces maximum positive impact for women. The enterprises will be recognized at a Regional Summit scheduled for October 2012 in Patna, Bihar.

Since 2009, the annually held Sankalp Forum has created a community of over 10,000 stakeholders comprising social entrepreneurs, impact investors, corporations, academics and policymakers to catalyze the flow of capital to sustainable and scalable enterprises in India. With the Sankalp Forum-Samridhi Social Enterprise Regional Summit, the forum will bring together active stakeholders to deliberate on and promote a more inclusive ecosystem for social enterprises in the underserved regions. Participating enterprises will have the opportunity to get capacity-building inputs, strategic advice and mentoring from industry experts as well as get exclusive access to key impact investors.

The initiative is supported by DFID through its Samridhi Fund/ Poorest States Inclusive Growth Programme (PSIG) that aims to improve income, and reduce vulnerability, of poor people and small producers in the eight states, by expanding their access to finance and markets. Meenakshi Nath, Deputy Head DFID India said, "The eight low income states face a shortage of infrastructure and their economies have yet to generate sufficient jobs to lift millions out of poverty. Investment in social impact enterprises supports inclusive growth and benefits the poor as consumers, producers or workers to deliver jobs, basic services and infrastructure. We are delighted that Sankalp Forum-Samridhi Initiative will support and encourage those businesses that help the poor people of society."

The initiative is also supported by GIZ (alongside DFID) with the purpose of strengthening the eco-system and support services for small businesses that want to create social impact in areas away from the metros like Delhi and Mumbai. Through its support, GIZ would like to strengthen long-term systematic interventions through partnerships with key stakeholders to source, identify, recognize, capacity-build and help scale, and promising for-profit social enterprises.

BHOPAL: The secretary-level meeting held here on Tuesday in the aftermath of the German company, GIZ, withdrawing its offer to airlift toxic Carbide waste to Germany for incineration remained inconclusive. Sources said that more time is needed to finalize a policy disposal of the 346 MT toxic waste lying in the premises of now defunct Union Carbide India Limited (UCIL) plant here.

Sources said that during the meeting the officials focused on recommendations of a study carried out by National Environmental Engineering Research Institute (NEERI) which had recommended that the incinerable wastes should be disposed off in TSDF at Pithampur while the non-incinerable wastes to be disposed-off in an on-site secured landfill facility to be constructed at UCIL premises.

"It is back to square one after the refusal of GIZ. The government is likely to approach the Supreme Court and ask for more time on the issue of waste disposal," said Purnedu Shukla, member of Supreme Court appointed monitoring committee for rehabilitation of gas victims, who attended the meeting.

He said that Central Pollution Control Board, member secretary J S Kamyotra informed that the Pithampur plant was not currently ready to handle such large quantity of waste for incineration. About 350 metric tonnes of toxic waste lies in the UCIL above the ground, while some 1.5 million metric tonnes is underground.

"We have registered our protest at the hurried nature of the meeting, convened to discuss the modalities for disposal of toxic waste lying at UCIL," said activist Abdul Jabbar. In a letter to the chief secretary R Parasuram, he sought for another meeting on the issue in the next few weeks.

According to government data, over Rs 3,000 crore has been disbursed as compensation in 5,295 cases of death, 4,902 cases of permanent disability, 5,27,894 cases of minor injury and 35,455 cases related to temporary disability due to the gas disaster.

NAGPUR: From the next academic session the central government has proposed a pilot project to introduce Civil Defence Cadet Corps (CDCC) in schools, on lines of the National Cadet Corps(NCC). But the similarity ends there. GS Saini, director of National Civil Defence College said, "The government has agreed to run the pilot project in about 100 schools across the country. In CDCC, the training imparted will be focused on handling emergencies that one is likely to face in daily life."

In Maharashtra, only 10 schools will be part of the project. "Five of these schools will be from Nagpur and the remaining from Mumbai. We have not decided on the specific schools yet but that will happen in due course of time," said Saini.

Saini believes that CDCC will find many takers as the traditional option of NCC offers a limited scope. "A large number of schools across the country have not subscribed to NCC because of its focus on defence service related activities. In order to induce these schools to contribute

towards nation building, an alternative activity for disaster management needs to be offered and starting CDCC will provide an impetus," he said.

CDCC aims to increase the preparedness levels for safety in schools and enhance it through skill development. Training will be provided not only for disaster prevention and mitigation but also to mobilize trained manpower for district administration during actual events. While fire emergency is the area where more schools focus on, CDCC will take this a step further. Students will be trained to help out citizens at large in case of disasters like floods, earthquake or even a gas leak.

With Nagpur being the only city to have a civil defence institute, the training sessions will happen here. "We will work on a three-tier training system. We train the master trainers - school teachers in this case - who will then impart training to students," said Saini.

While the schools for CDCC pilot project are yet to be selected, a special training for teachers is already underway at Saini's institute. They are being urged to start with their own cadet corps so that awareness about disaster management can be increased among students.

"It is a 10-day course that will end on September 7. Our present batch is already full to capacity and teachers are being trained in every aspect of disaster management with latest techniques and equipment. This training programme is being sponsored by GIZ, a Germany-based organization," said Saini.

GIZ is a global organization and has recently partnered with CBSE to promote awareness about sanitation and environment. With GIZ's fundinga special kit costing Rs50,000 will be handed over to each participating school. Saini said, "A special CPR mask, fibre body stretchers and uniforms for cadets are part of the kit."

VARANASI: The city has been facing insanitary conditions in most of the localities, particularly after A2Z, a private company engaged in collection and management of municipal solid waste, stopped work from August 23. Piles of garbage and municipal waste could be seen in various areas.

The city is to host International Buddhist Conclave from September 28 to 30 in which delegates from 35 countries are expected to take part.

The municipal authorities claim that the problem is being handled properly but heaps of garbage belies their claims. Even the divisional commissioner took the issue seriously and asked the municipal authorities to improve the situation. But, it seems that all the instructions are falling flat as most of the localities are still struggling with the problem of unsanitary conditions. In his earlier meetings to discuss about the preparations of the conclave, the commissioner had

also laid stress on making the city clean and beautiful. But, the situation remains the same.

The city was also rated poorly in the ranking of cities on sanitation under the National Urban Sanitation Policy (NUSP). The Rating of Cities-2010, ministry of urban development report stated that Varanasi is on the 331st rank, falling in the red category and needs immediate remedial action.

The municipal corporation has prepared city sanitation plan (CSP) with support from GIZ-ASEM (German International Cooperation),Consortium for DEWATS Dissemination Society (CDD), Bangalore and CEPT University, Ahmedabad in August last year. But, it is yet to see the light of the day.

A2Z had stopped the work due to non-payment of dues of about Rs 3 crore. Additional municipal commissioner Sachidanand Singh said that the company was authorised to collect user charges from the people for door-to-door collection of wastes. The solid waste management was started under a public-private partnership (PPP) between the municipal corporation and the A2Z group in 2009.

The company undertook door-to-door collection of waste, collected user fees, segregated waste and transported to the treatment plants for recycling and composting. The project with A2Z is funded under the Jawarhalal Nehru National Urban Mission (JNNURM). Under this project, the dumping of solid waste at Karsara plant was started from June this year.

After the A2Z stopped work, the municipal corporation returned to the old system of waste management and it was not treated in a systematic and scientific manner. According to JNNURM report, no treatment methods were adopted for disposing the waste. The waste was dumpedwithout segregating biodegradable and non-biodegradable contents. Municipal solid waste mainly comprises waste generated from households, markets, commercial establishments, hotels, hospitals and small-scale industries.

It has been assumed that the local residents generate solid waste of about 425 grams per person per day on an average. Total quantity of waste generated in Varanasi is about 600MT/daily, out of which approximately 450MT/daily of waste is collected.

The rural areas are also facing the problem of insanitary conditions as the performance of the district in rural sanitation under Total Sanitation Campaign (TSC) is just average. In the ranking of Performance Benchmarking of Districts (March 2010) by the ministry of drinking water and sanitation, Varanasi scored average ranking.

The records state that Varanasi has 56 per cent household sanitation coverage by March 2010. The district got projects worth of Rs 4,602.62 lakh in 2001 for the implementation of various components, including individual household latrines (IHHL) and sanitary complex for women (SCW).

Indian municipalities lack understanding of effect of climate change

SHILLONG, Sept. 21 -- Various municipalities in India are responsible for water supply, hospitals, roads, street lighting, drainage, fire brigade, market places and, records of births and deaths and also for Solid waste management. But they do not have link between the climate change and effect of climate change, observes Director for Indo - German Environment Partnership at Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) GmbH, Dr Dieter Mutz.

Speaking to Meghalaya Times on the sidelines of 'Summer School training of trainers on media for disaster risk reduction' here on Friday, Dr Mutz said municipalities in India are only concerned with adhoc issues like water, drainage system, foot paths among others, but not the effect of these elements on climate change.

"The effect of climate change they (municipalities) will realize later," he opines.

In fact, as per Dr Mutz, in the whole of India, only 3-5 percent municipalities are aware of the impact of climate change to municipal infrastructure.

This has been a concerning factor for the largest democracy in the world.

In context of Meghalaya, he is shocked with the traffic congestion in Shillong city. "I was shocked about the traffic; it took me long time to reach from end of city to my hotel," he expressed.

Besides being sensitive, the urban local body will also need to be efficient, especially for Solid waste management, which has a major role to play in climate change. And this is where the problem lies for Shillong.

"With this traffic how can we organize an effective waste management collection system?" wonders Dr Mutz.

NEW DELHI, Sept. 18 (Xinhua) -- A German firm has backed out from talks with India to remove 350 tons of toxic waste from the central Indian city of Bhopal, which was subjected to a huge industrial disaster in 1984.

German company GIZ said in a statement Tuesday that the soil of Bhopal was contaminated with insecticides which were not related to the gas leak which killed thousands of people and handicapped thousands more.

The Indian government approved in June this year the removal of toxic waste at the cost of 250 million rupees (about 5 million U.S. dollars) by GIZ, which is a famous institute for clearing toxic pollution of land.

GIZ formally withdrew its waste disposal offer on Monday after negotiating with the Indian government for three months.

The company backed out following protest from the civil society in Germany. "This uncertainty extended to the German public. Hazardous waste disposal through GIZ is no longer an option," the company said in a statement.

NEW DELHI, June 8 (Xinhua) -- Officials in the central Indian state of Madhya Pradesh Friday approved a plan to dispose of 350 metric tons of toxic waste left over by the American company Union Carbide 28 years ago in Germany, reported Press Trust of India.

According to the decision, the Central government will pay 250 million rupees (5 million U.S. dollars) towards the cost of airlifting the waste which will be removed within a year, said the report. Full story

DFID India, GIZ and Sankalp Forum Collaborate to Support Social Enterprises, Impact Investments in India’s Low-Income States

Initiative to catalyze investments in social ventures in the poorest states in India; Host a Regional Summit in Patna in October 2012

Intellecap, DFID India, and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH recently announced their collaboration to launch the Sankalp Forum-Samridhi Social Enterprise Recognition to bring forth sustainable and scalable businesses in eight low-income states (Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Orissa, Rajasthan, Uttar Pradesh and West Bengal). The initiative would focus on creating an enabling and inclusive ecosystem for early-stage enterprises that are impacting the poor in the selected states. The regional forum would further catalyze a host of services and investments in the under-served region by bringing together several partners and regional stakeholders.

The Sankalp Forum-Samridhi initiative has been established in collaboration with the Sankalp Forum which is India’s largest impact investing platform [www.sankalpforum.com] promoted by Intellecap; the Department for International Development (DFID, UK); and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the framework of Indo-German Cooperation funded by the German Ministry of Economic Cooperation and Development (BMZ). Recognizing the immense potential that the eight Low Income States holds for the growth of social enterprises, the forum aims to unlock the potential at the “Bottom of the Pyramid” by supporting high impact small and growing businesses in the region.

The Sankalp Forum-Samridhi Social Enterprise Recognition is currently inviting nominations from businesses in sectors like clean energy, agriculture and food, and provision of basic services. The initiative has announced a cash grant of INR 5 Lacs to an enterprise that showcases social impact alongside a strong business and an additional cash grant of INR 2 Lacs to an enterprise that produces maximum positive impact for women. The enterprises will be recognized at a Regional Summit scheduled for October 2012 in Patna, Bihar.

Social enterprises could see investments of about $4 billion globally in 2012, with investors continuing to see the market 'in its infancy and growing', according to areport released by JP Morgan and the Global Impact Investment Network.

In India, investors have already pumped in $600 million in the country's fragmented social enterprise sector, with more expected to follow. "By running activities such as awareness campaigns and capacity building workshops, we want to encourage the integration of environment, social and governance criteria into investment decision making," says Stefanie Bauer, Advisor on Sustainable Economic Development for German development agency, Gesellschaft fur Internationale Zusammenarbeit (GIZ ).

GIZ is in the process of setting up a new 3 million Indo-German bilateral programme, starting 2013, to promote small and medium enterprises with a social impact. However, the development agency is planning to go down a different route when it comes to disbursements. Instead of providing grants, GIZ plans on utilising the money through the program to help SMEs with technical assistance spread over three core areas-responsible banking, responsible investments and development of an ecosystem.

According to a recent report published by global consultancy, Ernst & Young, impact investments in India have been largely concentrated in sectors such as healthcare, energy and education, which have been, traditionally, heavily dependent on foreign sources of capital.

However, the global slowdown in financial markets offer a significant opportunity for domestic trusts and foundations to invest in the country's social enterprises, the report points out. But there is a lacunae here as well. According to the E&Y report, investors have largely chosen to operate out of Delhi and Mumbai, with the central and eastern part of India clearly not a preferred base. Bigger causes of concern include the actual amounts invested so far.

Of the 33 impact investors surveyed for the same report, the majority stated their investment range as $100,000 - $1 million. Survey results however show differently. Respondents estimated their actual investment range to be lower, at a range between $30,000 and $70,000.

Chandigarh: The Punjab Government has decided to establish four state-of-arts Multi Skilled Development Centers (MSDC) at Ludhiana, Amritsar, Bathinda and Hoshiarpur and to technically upgrade ITIs with the help of German Company GIZ International Services. An MoU in this regard was today signed between Punjab Government and the German Company, here today.

On behalf of Punjab Government Mr. Anil Joshi, Industry and Technical Education Minister signed the MoU, whereas from the Director, Projects Mr. Chaman Lal Dhanda from German Company put his signature on the MoU.

Divulging the details of the pact, Mr. Joshi said that MSDC would be the centers of international excellence, which would operate as skill training-cum-production centers, creating employment as well as provide requisite skilled manpower to industry as per their requirement. He also said that These MSDCs would work on "Hub and Spoke Model" where Hub would comprise of the main center and 8 to 10 satellite training centers would be attached to the main center. Mr. Joshi further said that 8 to 10 acres of land would be required for each center. He said that these four centers would impart training to one lakh trainees every year.

Director Technical, GIZ Mr. Srikant Bansal said that such type of skill centers has already been set up by Government of Karnataka at Bangluru & Gulbarga after having MoU signed with GIZ International Services. He said that German owned Company providing consultancies to such institutes in 62 countries around the world. Besides that it has been also been decided that 50 ITIs in Punjab would be technically upgraded with consultation of this company.

SHG Livelihood Mapping in Gaya District, Bihar •

On behalf of NABARD, the Rural Finance Programme has commissioned and finalised a recent study, which analyses the major livelihoods of Self Help Groups (SHGs) in one selected district. The three livelihoods in which SHG members are majorly involved (goatery, agarbatti and system of rice intensi-fication) have been analysed throughout the value chain and options for leveraging and scaling-up these activities have been identified. This includes the analysis of support structures and systems that can provide financial and non-financial services to the members in order to increase their involvement in these livelihoods and hence increase their income. Replicating success: IGEN-RE supports the SELCO Incubation Centre•

To support new start-up companies in replicating the model of the successful rural solar company SELCO, IGEN-RE is now assisting the newly-founded SELCO Incubation Centre. The Centre will identify and select promising entrepreneurs, provide them training, on-site mentoring and business support. In the initial year, the Incubation Centre aims at developing business capacities of at least 25 rural entrepreneurs of which the most promising five will be supported in mobilising initial capital investments. Rural Finance Programme starts pilot project to assess organisational feasibility as well as the financial viability of PACS•

In the context of current Financial Inclusion initiatives, operational models are being developed that aim at transforming Cooperative Credit Structure (CCS) institutions into demand- oriented financial intermediaries. While Primary Agriculture Credit Societies (PACS) traditionally play an important role in servicing rural households, their range of financial and non-financial products still has to reach a higher level of customisation towards client’s needs. Owing to their extensive geographical outreach, PACS have been identified as promising channels for implementing a customer-oriented ap-proach. Their integration into branchless-banking model of Business Correspondent (BC) is estimated to broaden PACS’ service and product range substantially, and thus, complement existing efforts in rural business development. A pilot project in cooperation with local apex institutions, including banks on district, state and national level has been designed to assess the organisational feasibility as well as the financial viability of PACS operating as BC. Rural Finance Programme initiates a pilot to work with low-income group•

Under the Master Trainers Programme, the programme has initiated a pilot project with IFMR Rural Channels focusing on forming “Master Trainers”. They will work closely with low-income households and fill the prevailing gap of financial awareness among rural communities. For providing a compre-hensive range of products and services to ensure financial well-being of the household enterprises and households in the remote rural areas, IFMR Trust, Chennai has set up IFMR Rural Channels and developed the Kshetriya Gramin Financial Services (KGFS) model. Social Security Programme holds monthly Social Security Seminars •

The Indo-German Social Security Programme (IGSSP) conducts monthly seminars on issues related to social security in India. These seminars make it possible to exchange news, ideas and knowledge on the topic of social security in India among the practitioners, researchers, development partners and civil society. The Programme has successfully conducted three Social Security Seminars in the last quarter. pROJECT MiLESTONESocial Security Project, Karnataka has set up 235 Worker Facilitation Centres (WFCs) to help improve access of social security schemes for the un-organised workers in Karnataka. The WFCs identify and facilitate registration of unorganised workers, disseminate information on various schemes and provide support to unorganised workers in filling, processing and forwarding applications to the concerned government departments. The Project conducts capacity building initiatives to focus on the stakeholders like department officers at various levels who are implementing various schemes and WFC Facilitators who act as a bridge between the unorganised workers and the government departments. The project provided training on conceptual understanding of social security and built the soft skills among the WFC facilitators.

A robust Management and Information System (MIS) have been developed under the project. The MIS helps in monitoring the various indicators developed under the Result-Based Monitoring (RBM). The software is accessible through internet and is placed on a cloud computing server. The WFC facilitators upload the household data in the MIS. The computer hubs have been set up at the Gram Panchayat level to enable the facilitators to access the MIS. Daily and monthly reports can be generated by the district coordinators and the Project Monitoring Unit (PMU) for monitoring and decision making.

The trainings are based on experiential learning and adult learning principles of engaging the head, heart and hand. It includes action learning, high partici-pation of the learners, field work, mobilisation of all mental resources through group exercises. The participants are given enough opportunities to practice their skills during the training and internalise concepts. All the WFC facilitators have been trained on induction training, facilitation skills, and work ef-fectiveness and in depth knowledge of the schemes like the Rashtriya Swasthaya Bima Yojana (RSBY), National Rural Employment Guarantee Scheme (NREGS) and National Pension Scheme- Lite (NPS-Lite). The facilitators are also trained on the MIS to enable them to upload the data collected in the respective Gram Panchayats and also submit the monthly reports.

The WFCs have completed household survey of 184688 households and facilitated access to 65699 unor-ganised workers to social security schemes of the Government of Karnataka. The mid-term impact study results indicated a positive impact on access to social security schemes, in the project districts.

The Government of Karnataka has decided to expand the Worker Facilitation Centres (WFCs) in all the other districts (24) of Karnataka by the end of December 2012. Under the joint initiative, in the exten-sion phase, GIZ will give Knowledge support through capacity building the various stakeholders and also share the lessons learnt in setting up of the WFCs.
