Open Government Data in Afrika Initiativen in Kenya, Marokko, Ghana und Nigeria

Marokko gilt als das erste Land auf dem Kontinent mit einer bereits ansehnlichen Anzahl offener Datensätze. Das Thema OGD wird allerdings sehr pragmatisch mit bloss drei Webseiten abgehandelt.

Eher programmatisch geht die Kenyanische Regierung mit dem Thema Open Data um, für das sie ein eigenes Portal betreiben. Kenya ist der erste subsaharische Staat mit einem ernsthaften Willen und Angebot. Treiber in Kenya scheint die Weltbank zu sein. Unterstützung erhält Kenya von der in Seattle beheimateten Firma Socrata, die das Portal https://opendata.socrata.com/ betreibt und sich auf Open Data spezialisiert hat. In beiden grossen Volkswirtschaften Ghana und Nigeria ist OGD angekommen. Ghana startete ihr Programm GODI im Februar, während in Nigeria über das Wochende vom 19.-21. März die erste Nigeria Open Data Conference statt gefunden hat. In beiden Ländern ist eGovernment ein Thema und es gibt eHealth-Initiativen, die in der UN-E-Government Survey 2010 Erwähnung fanden.

Open Data Kenya On July 8 2011, President Mwai Kibaki launched the Kenya Open Data Initiative, making key government data freely available to the public through a single online portal. The 2009 census, national and regional expenditure, and information on key public services are some of the first datasets to be released. The website is a user-friendly platform that allows for visualizations and downloads of the data and easy access for software developers. Indeed, tools and applications have already been built to take this data and make it more useful than it originally was.

Kenya is the first developing country to have an open government data portal, the first in sub-Saharan Africa and second on the continent after Morocco. The initiative has been widely acclaimed globally as one of the most significant steps Kenya has made to improve governance and implement the new Constitution’s provisions on access to information. As of November 2011, there are close to 390 datasets that have been uploaded to the site, with a plan currently in place to upload more data over the next year. There have been over 17,000 page views and over 2,500 dataset downloaded and embedded to various websites and portals.

There are now over a hundred requests from the public for new datasets, and there is a clear demand for more data to be made available. Kenya's information is a national asset, and this site is about sharing it. The goal of opendata.go.ke is to make core government development, demographic, statistical and expenditure data available in a useful digital format for researchers, policymakers, ICT developers and the general public.
