    tion on the budget that results in a balanced Federal budget by fiscal

    year 2024, and for other purposes.

    IN THE HOUSE OF REPRESENTATIVES

    Mr. RIBBLE introduced the following bill; which was referred to the

    A BILLTo prohibit congressional recesses until Congress adopts a

    concurrent resolution on the budget that results in a

    balanced Federal budget by fiscal year 2024, and for

    other purposes.

    Be it enacted by the Senate and House of Representa-1

    tives of the United States of America in Congress assembled,2

    SECTION 1. SHORT TITLE.3

    This Act may be cited as the Do Your Job Act.4

    SEC. 2. FINDINGS.5

    Congress finds the following:6

    (1) The Federal debt exceeds1

    $17,000,000,000,000 and continues to grow.2

    (2) It is the responsibility of Members of Con-3

    gress to enact and implement policies that encourage4

    economic growth and job creation, including a bal-5

    anced budget.6

    (3) In 2013, the House of Representatives was7

    in session only 160 days and the Senate was in ses-8

    sion only 156 days.9

    (4) Congressional recess in a time of excessive10

    national debt is a lost opportunity to reach agree-11

    ment about a balanced budget.12

    SEC. 3. NO CONGRESSIONAL RECESSES.13

    (a) IN GENERAL.During the period beginning on14

    the date of enactment of this Act and ending on the date15

    specified in subsection (b), neither the Senate nor the16

    House of Representatives may recess or stand adjourned17

    for a period of longer than 24 hours.18

    (b) BALANCED BUDGET AGREED TO.The date de-19

    scribed in this subsection is the date a concurrent resolu-20

    tion on the budget is agreed to that establishes a level21

    of deficit of $0 or a surplus by not later than fiscal year22

    2024.23

    (c) RULES OF HOUSE OF REPRESENTATIVES AND24

    SENATE.This section is enacted by Congress25

    (1) as an exercise of the rulemaking power of1

    the Senate and House of Representatives, respec-2

    tively, and as such it is deemed a part of the rules3

    of each House, respectively, and it supersedes other4

    rules only to the extent that it is inconsistent with5

    such rules; and6

    (2) with full recognition of the constitutional7

    right of either House to change the rules (so far as8

    relating to the procedure of that House) at any time,9

    in the same manner, and to the same extent as in10

    the case of any other rule of that House.11

    SEC. 4. HOUSE AND SENATE APPROVAL OF REGULAR AP-12

    PROPRIATION BILLS.13

    Section 312 of the Congressional Budget Act of 197414

    is amended by adding at the end the following new sub-15

    section:16

    (g) HOUSE AND SENATE APPROVAL OF REGULAR17

    APPROPRIATION BILLS.18

    (1) POINT OF ORDER IN THE HOUSE OF REP-19

    RESENTATIVES AGAINST ADJOURNING IN AUGUST20

    UNTIL HOUSE PASSAGE OF ALL APPROPRIATION21

    BILLS.It shall not be in order in the House of22

    Representatives to consider any resolution providing23

    for an adjournment period of more than three cal-24

    endar days during the month of August until the25

    House of Representatives has approved annual ap-1

    propriation bills providing new budget authority2

    under the jurisdiction of all the subcommittees of3

    the Committee on Appropriations of the House of4

    Representatives for the fiscal year beginning on Oc-5

    tober 1 of such year.6

    (2) POINTS OF ORDER IN THE HOUSE OF REP-7

    RESENTATIVES AND SENATE AGAINST ADJOURNING8

    UNTIL HOUSE AND SENATE PASSAGE OF ALL APPRO-9

    PRIATION BILLS.Beginning on October 1 of a ses-10

    sion of Congress and during the duration of that11

    session, it shall not be in order in the House of Rep-12

    resentatives or the Senate to consider any resolution13

    providing for an adjournment period of more than14

    three calendar days for the duration of that session15

    until the annual appropriation bills providing new16

    budget authority under the jurisdiction of all the17

    subcommittees of the Committees on Appropriations18

    of the House of Representatives and the Senate for19

    the fiscal year beginning on October 1 of such year20

    have been presented to the President under section21

    7 of article I of the Constitution..22
