Sehr geehrte Damen und Herren

Dieses Jahr feiern wir das 150-jährige Beste-hen des Internationalen Komitees vom Roten Kreuz (IKRK). Die Gründer setzten sich nicht nur zum Ziel, Kriegsopfern zu helfen, sondern wollten auch die Entwicklung von Regeln für das Verhalten in Kriegszeiten beschleunigen. Allerdings werden diese Regeln häufig nicht eingehalten und Zivilpersonen sind die Haupt- leidtragenden bewaffneter Konflikte. Jüngste Beispiele dafür sind Syrien, die Demokratische Republik Kongo und der Irak. Was können wir tun, damit diese Normen eingehalten werden und die Zivilbevölkerung tatsächlich geschützt wird? Welche Rolle kann die Schweiz dabei übernehmen? Wo liegen die Schwierigkeiten für die Kämpfenden und warum ist es auch in ihrem Interesse, die Regeln des humanitären Völkerrechts einzuhalten? Welche Herausfor- derungen stellen moderne Konflikte an den Schutz der Zivilbevölkerung? Um mit Ihnen über die aktuellen Herausfor- derungen und mögliche Lösungen zu diskutie- ren, lädt Sie die Abteilung Menschliche Sicher- heit des EDA zu ihrer Jahreskonferenz ein. Ich freue mich, Sie am 17. Oktober 2013 im Kursaal in Bern begrüssen zu dürfen.

Cette année nous célébrons les 150 ans du Co-mité International de la Croix-Rouge (CICR). Ses fondateurs avaient comme objectif non seulement de secourir les victimes de guerre, mais également de promouvoir la codifica- tion et le développement des règles appli- cables en temps de guerre. Cependant, sou- vent ces règles ne sont pas respectées et les civils deviennent alors les principales victimes des conflits armés. La Syrie, la République Démocratique du Congo ou l’Irak en sont des exemples récents. Que peut-on faire pour que ces règles soient appliquées et que les per- sonnes civiles soient effectivement protégées? Quel peut être le rôle de la Suisse dans ce do- maine? Quelles sont les difficultés rencontrées par les combattants et pourquoi est-il égale- ment dans leur intérêt de respecter les règles du droit international humanitaire? Quels sont les défis que lancent les conflits modernes à la protection des civils? Afin d’en débattre et d’envisager les solu- tions possibles aux défis actuels, la Division Sécurité humaine du DFAE vous invite à sa conférence annuelle qui aura lieu au Kursaal à Berne. Quest’anno il Comitato internazionale dellaCroce Rossa (CICR) celebra il suo 150esimo anniversario. L’obiettivo dei suoi fondatori non era solo di soccorrere le vittime, ma anche di promuovere la codifica e lo sviluppo di regole applicabili in tempi di guerra. Tuttavia, nei con- flitti armati spesso queste disposizioni non sono rispettate e, di conseguenza, la popola- zione civile ne diventa la principale vittima. La Siria, la Repubblica democratica del Congo e l’Iraq sono solo gli esempi più recenti. Cosa si può fare affinché queste disposizioni vengano applicate e la popolazione civile sia effettiva- mente protetta? Quale ruolo può avere in tale contesto la Svizzera? Quali sono le difficoltà incontrate dai combattenti e perché è nel loro interesse di rispettare il diritto internazionale umanitario? Quali sfide comportano i conflitti moderni nell’ambito della protezione della po- polazione civile? Per discutere di questi temi e individuare possibili soluzioni alle sfide attuali la Divisione Sicurezza umana vi invita alla sua Conferenza annuale. Sarà un piacere accogliervi al Kur- saal di Berna il 17 ottobre 2013.

This year we are celebrating the 150th anni-versary of the International Committee of the Red Cross (ICRC). The founders of the ICRC sought not only to provide relief for victims of war, but also to promote the codification and development of rules to be applied dur- ing times of war. However, these rules are of- ten not respected and as a result civilians be- come the principal victims of armed conflict. Syria, the Democratic Republic of the Congo or Iraq are just some recent examples. What can one do to ensure that these rules are ap- plied and that civilians are protected effec- tively? What role can Switzerland play? What difficulties are faced by combatants and why is it also in their interest to respect the rules of international humanitarian law? What are the challenges thrown up by modern-day con- flicts to the protection of civilians? In order to debate and consider possible solutions to current challenges, the Human Security Division of the FDFA is inviting you to its annual conference which will take place at the Kursaal in Berne. I would be delighted to welcome you there on 17 October 2013.
