“There are two general types of ways to view infrastructure, hard or soft. Hard infrastructure refers to the physical networks necessary for the functioning of a modern industry. This includes roads, bridges, rail-ways, etc. Soft infrastructure refers to all the institutions that maintain the economic, health, social, and cul-tural standards of a country. This in-cludes educational programs, parks and recreational facilities, law en-forcement agencies, and emergency services.”

IstanbulThe global city

Through History the settlement on Bosporus has bear many names that affirmed its supreme urbanity : Byzantium, Constantinople and its current name Istanbul. The last one, derived from the Greek phrase Eis Tan Poli, meaning in the city, shows that Istanbul was called only the city and was representing the idea of THE urban settlement for many who would visit, read about it or just listen to the stories about its splendor.

Since those days Istanbul has grown out of its walls and spread further its seven hills, straddling the Bosporus strait and becoming a transcontinental city. Nowadays, it has one of the fastest-growing metropolitan economies in the world, which has lead the city to triple in area over the last 35 years. The urban palimpsest that we are able to read and analyze today is a mixture of glorious pasts, failed futures and opportunistic presents, which creates a complex high dense urban tissue with occasional “detached areas”, as leftovers of an uncontrolled urban planning.

One of these detached areas is the topic for our master project. Located in the center of Istanbul at the mouth of the Golden Horn it is a location that offers rich cultural and historic context. Despite its great possibilities, the area has been neglected by the contemporary aggressive urban interventions focused in the periphery of the city.

Phase 1Master Plan#INFRASTRUCTURE

The Golden Horn is the estuary that separates the historic center from the rest of the city, and forms a natural, sheltered harbour that has historically protected maritime trade ships for thousands of years. The intervention area is a fragment of the estuary. It is a strip of land and water bounded by 3 bridges: the Atatürk bridge, elevated train tracks and the famous Galata bridge where pedestrians, cars and tourist attractions coexist. On land there are several surface parking lots and ferry stations scattered along the coast, informal markets, some historic buildings and a multitude of passers-by. All this remains segregated from the rest of the city, stopping the connection between the center and the water.

As Masterthesis we would like to take advantage of this complexity and turn it into an opportunity. We want to stitch the two sides together and integrate the detached strip of land in its urban context, promoting the creation of quality public space. The idea is to plan one or several infrastructures that respond to the contemporary social, political, ecological and / or economic challenges of the city and allow to provide meaning and identity to a privileged location.

In order to reach this goal, we will work collaboratively in two phases. During the first five weeks a competition will take place between the different student teams in order to define a common strategy for the intervention. The result of this phase will be a Masterplan of the whole area which will be divided in plots or fragments, to be developed individually in the second phase.

Phase 2Individual project#HYBRID

The second phase will be conducted individually and will consist on the further development of a part of the masterplan. For this, each student will be able to choose an area or plot to design a part of an infrastructure, a building, a buildings complex or a public space. Each project will have to take in consideration the commonly chosen structure to meet the requirements of the masterplan and be able to fulfil the needs of the area with an integrative design.

Each student will as well design the program/s that adequately answer the needs of the area in his/her specific site : transportation hub, cultural facility, housing, landscape… Ideally a combination of uses that not only coexist but influence each other to create a hybrid infrastructure.

During these two phases every student is expected to work in different scales from territory to construction and materialization. The particularities and properties of the site have to be taken in consideration in all the stages of the project to produce, through a collaborative process, individual projects that will create a new order for The Golden Horn.
