The statistical data in this report are based on official data from

every country that provided data for each respective year. No

attempt has been made to limit the calculations to countries that

provided data for all or most years or to compensate statistically

for changes in the participating countries (or cities). Therefore,

readers should use caution in interpreting these results. An

apparent trend up or down may be based more on the movement in and out of the database

of a very large country or a shift in the fraction of included populations residing in high-

rate versus low-rate countries rather than real change in fire experience or fire risk but

rather

collection and analysis of fires, fire deaths and fire injuries. These methods can change over

time in individual countries, and this also can affect the results, as can changes in national

veröffentlichten statistischen Berichten verschiedener Staaten

entnommen. Das Zentrum für Feuerwehrstatistik übernimmt

keinerlei Verantwortung hinsichtlich möglicher Fehler oder

Ungenauigkeiten der verwendeten statistischen Informationen.

Die Daten vergangener Jahre wurden im Zuge neuerer

Informationen aktualisiert.

Beim Vergleich der statistischen Daten einzelner Staaten und verschiedener Jahre

muss beachtet werden, dass in einzelnen Ländern spezifische Regeln für die Erfassung von

Bränden, der Brandtoten- und Verletztenzahlen gelten, die sich ggf. auch über die Jahre

hinweg verändert haben.

Introduction

The Center of Fire Statistics (CFS) of International Association of

Fire and Rescue Services (CTIF) presents its latest report №22,

containing fire statistics of many CTIF countries and their larger

cities for 2015 and trends for 2011-2015.

This report includes statistics on numbers and rates of fires, deaths and

injuries due to fires, and on-duty firefighter deaths and injuries whether sustained

at fires or not. The report also includes statistics on numbers of non-fire emergency

responses, by major type of incident, and numbers and rates of firefighters, fire

service apparatus and stations.

The fire and loss statistics for 2015 are based on data from 31 countries and

35 of the cities in the World. Data on fires and losses during 2011-2015 are

provided from 43 countries that have supplied data for one or more of the five

years in 2011-2015. In each table, the number of countries with data shown varies

depending on the number of countries that have reported data for the displayed

statistics at any time in 2011-2015. In addition, statistics on resources of the fire

service are presented for 54 countries.

In table 1, an overview of the fire problem in the World for 1993-2015 is

presented. Statistical data for earlier years are carried forward unchanged from

previous reports, even though countries that join the report for the first time often

provide data for older years. In many years, we welcome the participation of even

more countries. We see this as a sign that more and more countries are developing

national fire statistics and publishing their results in readily accessible documents.

However, the number of participating countries has dropped from an average of 50

per year in 1997-2001 to 33 per year in 2011-2015. We hope that the future will

see even more countries participating and more countries providing current data.

Tables 2-5 provide an overview of other fire and fire-related statistics in the

countries of the World in 2015. Tables 6-9 show trends in fires, civilian fire

deaths, fire injuries and firefighter deaths and injuries in the countries of the World

for 2011-2015. Table 10 shows numbers and rates of firefighters and fire service

apparatus and stations for the fire services of 54 countries in 2001-2015.

Tables 11-14 provide an overview of other fire and fire-related statistics in a

number of cities of the World in 2015. Tables 15-16 show trends in fires and fire

deaths in the cities of the World for 2011-2015. Table 17 shows numbers and rates

of firefighters and fire service apparatus and stations for the fire services in 62

cities for the most recent year of available data.

Table 18 provides the gender breakdown of firefighters in some countries,

table 19 shows number of the young firefighters in the some countries.

пожарно-спасательных служб (КТИФ) предлагает вниманию

специалистов очередной отчет №22, содержащий пожарную

статистику стран и городов мира за 2015 г., а также динамику

пожаров, их жертв и гибели пожарных в странах и городах мира за 2011-2015

г.г.

Статистика за 2015 г. содержит данные о 31 странах и 35 городах мира.

Динамика пожаров, их жертв и гибель пожарных за 2011-2015 г.г.

исследована соответственно в 43 странах, динамика травмированных на

пожарах за 2011-2015 г.г. исследована в 31 странах мира. Кроме того,

собраны данные о противопожарных службах в 54 странах мира. Так

продолжается формирование мировой пожарной статистики, которая не

существовала в ХХ веке.

В данном отчете таблица 1 содержит обобщенные данные об

обстановке с пожарами в мире за 1993-2015 годы, причем данные за все годы

постоянно уточняются и дополняются (по мере поступления новых

источников информации). Это означает, что все больше стран мира

включаются в работу по регулярному анализу национальной пожарной

статистики и ее публикации в средствах массовой информации. Мы уверены,

что и данные за 2015 год удастся пополнить в будущем.

В таблицах 2-5 приведена пожарная статистика за 2015 год в ряде

стран мира. В таблицах 6-9 приводится динамика пожаров, их жертв и

гибели пожарных в странах мира за 2011-2015 г.г. Таблица 10 содержит

информацию о противопожарных службах в 54 странах мира в 2001-2015 г.г.

В таблицах 11-14 приведена пожарная статистика за 2015 год в 35

городах мира. В таблицах 15-16 приводится динамика пожаров и их жертв в

городах мира за 2011-2015 г.г. Таблица 17 содержит информацию о

противопожарных службах в 62 городах мира.

Таблица 18 представляет соотношение женщин и мужчин в пожарной

службе некоторых стран мира.

Таблица 19 представляет информацию о численности молодых

пожарных в ряде стран.

Einführung

Das Zentrum für Feuerwehrstatistik des CTIF stellt der Fachwelt

den aktuellen Bericht № 22 vor, der die Feuerwehrstatistik vieler

Staaten und Städte für 2015 enthält. Weiter werden Informationen

über die Entwicklung der Brandzahlen und der Brandopferzahlen in

der Welt für 2011-2015 vorgestellt.

Die CTIF-Statistik aus 2015 enthält Daten aus 31 Staaten und 35 Städten.

Die Zahlen zur Entwicklung der Brände, deren Opfer und die Anzahl

verunglückter Feuerwehrleute für den Zeitraum 2011-2015 liegen aus 43 Staaten

vor. Informationen zu Verletzten stehen aus 31 Staaten zur Verfügung. Weiter

wurden die statistischen Angaben zu den Feuerwehren aus 54 Staaten in die

Statistik aufgenommen. So setzt sich der Prozess der Formierung der

Weltfeuerwehrstatistik, die es im XX. Jahrhundert so noch nicht gab, fort.

Im vorliegenden Bericht stellt die Tabelle 1 für den Zeitraum 1993-2015 die

zusammengefassten Daten zur Brandsituation in der Welt vor. Die Daten wurden,

je nach Vorliegen neuer Statistiken, ständig ergänzt und aktualisiert. Das bedeutet,

dass sich immer mehr Staaten mit der regulären nationalen Brandstatistik und ihrer

Veröffentlichung in den Medien beschäftigen.

In den Tabellen 2 bis 5 wird die Brandstatistik einiger Staaten und Städte

für 2015 vorgestellt.

In den Tabellen 6 bis 9 wird die Dynamik der Brandzahlen und der

Opferzahlen in den Staaten für den Zeitraum 2011-2015 vorgestellt.

Die Tabelle 10 illustriert die Situation der Feuerwehren in 54 Staaten der

Erde im Zeitraum 2001-2015.

In den Tabellen 11 bis 14 wird die Feuerwehrstatistik für 2015 aus 35

Großstädten vorgestellt. Die Tabellen 15-16 beinhalten die Entwicklung der

Brandzahlen und deren Opfer in Großstädten für 2011-2015. Die Tabelle 17 zeigt

Informationen über die Feuerwehren in 62 Großstädten der Welt.

Tabelle 18 zeigt eine Übersicht zum Mengenverhältnis zwischen weiblichen

und männlichen Feuerwehrangehörigen in ausgewählten Staaten.

Tabelle 19 zeigt eine Übersicht zur Anzahl der Jugendfeuerwehren in

ausgewählten Staaten.

Brief comments

Table 1 shows 1993-2015 fire statistics from 27-57 countries,

collectively representing 0.9-3.8 billion inhabitants of the Earth,

depending on the year of reporting. In these countries 2.5-4.5

million fires and 21-62 thousand fire deaths were reported to fire

services, depending on the year.

Table 2 and fig.1-4 show that in 31 countries, representing 14% of the

World’s population, 41.9 million calls (42.3 calls per 1000 inh.), 3.5 million fires

(8.3% of all calls, 3.5 fires per 1000 inh.), 18.5 thousand civilian fire deaths (1.9

fire deaths per 100 thous. inh.) and 45.0 thousand civilian fire injuries (4.5 fire

injuries per 100 thous. inh.) were reported by fire services in 2015.

The median rate of civilian fire deaths per 100 thousands inh. was 1.1, while

the mean rate was 1.9. (the median rate is the middle rate if countries are arrayed in

order from highest rate to lowest rate, while the mean rate is the average of all fires

and all populations are pooled from all reporting countries.). If applied to the 2015

World population of 7.2 billion (thous. million), then there is an estimated range of

fire deaths in the World of 79 thous. (based on the median) to 136 thous. (based on

the mean). In normal circumstances, the mean provides the best basis for

projection, but the countries shown on table 2 are nearly all from Europe and

North America. The limited data available from the United Nations on fire death

rates in South America, Africa, and the Asia/Pacific region indicate those regions

have rates clustered near or below the Europe median. These countries may or may

not have the infrastructure to collect accurate data. Therefore, both ends of this

range are useful as estimates of the World total.

When the mean is much higher than the median, as is the case here, the

reason is usually that some of the countries with the largest populations have fire

death rates much higher than the median. Among the countries reporting in 2015,

Russia had the second largest population, after the USA, and Russia’s fire death

rate (6.4 fire deaths per 100,000 inh.) was the first highest national fire death rate

and 5.8 times the median fire death rate of 1.1. Only 7 of the 31 countries

providing fire death rates had rates as high as the mean of 1.9.

The highest call rates relative to population are found in USA, France and

Singapore (more than 60% of all calls are medical aid in USA and France) (fig.1).

The highest fire rates relative to population are found in Netherlands, USA

and Latvia (fig.2).

The highest fire death rates relative to population (4.5-6.4 fire deaths per 100

thous. inh) are found in Russia and Belarus and Ukraine (fig. 3).The highest fire

death rates per 100 fires are found in Russia, Belarus and Moldova (fig. 4).

Table 3 and fig.5 show that in some countries where medical aid is provided

by the fire service, medical aid responses tend to dominate total emergency

responses for the country. Four countries show medical aid calls as more than half

of all calls – Singapore, Romania, France and USA. These four countries were in

the top five of call rates relative to population. In contrast – Bulgaria shows

medical aid calls as less than 1% of total calls. It is likely that in the seven

countries where medical aid calls are more than zero but less than half of all calls,

the medical aid service is offered by only a fraction of the country’s fire service.

Table 4 and fig. 6 must be read with caution because of often substantial

differences in reporting categories among countries. For example, some countries

(primarily European countries) report chimney fires separately while others

(including the USA) report chimney fires as part of structure fires. Some countries

(including Belarus and Russia) apparently do not include most wild land (grass and

brush) fires. The USA statistics do not include fires handled by federal or state

agencies.

Table 5 and fig. 7 provide some of the same rate calculations as table 2 but

because calculations are done for structure and vehicle fires only, the results are

more likely to support valid comparisons. There are fewer differences in

calculation rules. There may, however, be differences in the severity of fires that

are reported. Countries in which monitored fire detection systems are common

may have a larger share of smaller fires.

Tables 6-9 show trends in fires, civilian fire deaths, civilian fire injuries and

firefighter deaths in the countries of the World for 2011-2015.

The mean rate of fires per 1000 inh. per year in 2011-2015 was 2.3. The

mean rate of fire deaths per 100 thous. inh. per year in 2011-2015 was 1.9. The

mean rate of fire injuries per 100 thous.inh per year in 2011-2015 was 6.5.

Table 10 and figs. 8-10 show numbers and rates of firefighters and fire

service apparatus and stations for the fire services of 54 countries in 2001-2015.

In table 11 and figs. 11-16, some cities reported the populations within their

formal boundaries, while other cities reported the populations in their larger

metropolitan areas. The authors believe that in each case, the population listed

corresponds with the jurisdiction for which the fires and other calls were reported.

Table 12, like Table 3, shows that medical aid is typically either the

dominant type of emergency response call in a city or not offered as a service by

the fire department.

Table 13, like Table 4, shows distribution of fires by fire origin in the cities

of the World in 2015.

Table 14, like Table 5, shows distribution of cities by number of structure

and vehicle fires and by fire deaths at these fires in 2015.

Из таблицы 1 видно, что ЦПС КТИФ, созданный в 1995 году,

ежегодно обобщал статистические данные из 27-57 стран мира,

в которых проживали 0,9-3,8 млрд. человек. В 1993 г. в 39

обследованных странах проживало 40% населения планеты. В

2008 г. в 31 стране проживало более 50% населения Земли.

В обследованных странах ежегодно регистрировалось 3,1-4,5 млн.

пожаров, при которых погибали 24-62 тыс. человек. Всего за 20 лет в этих

странах жертвами 86 млн. пожаров стали 1 млн. человек.

В таблице 2 и на рис. 1-4 представлены укрупненные показатели

объема работы и обстановки с пожарами в 31 странах мира в 2015 году.

Из таблицы 2 следует, что в 2015 году в 31 обследованных странах, в

которых проживало почти 1 млрд. человек (14% населения планеты) были

зарегистрированы более 41,8 млн. выездов подразделений пожарно-

спасательных служб, из которых 3,5 млн. (8,3% всех вызовов) были связаны с

пожарами. При этих пожарах погибли 18,4 тыс. человек и 44,9 тыс. человек

были травмированы. Это означает, что на каждую 1000 человек в этих

странах пришлось в среднем за год 42,3 выездов подразделений, из них 3,5 -

на пожары. При этом на каждые 100 тыс. человек в среднем при пожарах

погибли за год 1,9 человек и 4,5 человек получили травмы, а на каждые 100

пожаров приходятся в среднем 0,5 погибших и 1,3 человек травмированных.

На рис.1 видим, что больше всего выездов на 1000 человек происходят

в США, Франции и Сингапуре (в этих странах более 60% всех выездов

связаны с оказанием медицинской помощи). Больше всего пожаров на 1000

чел. – в Нидерландах, США и Латвии (рис.2).

Из рис.3 следует, что больше всего жертв пожаров на 100 тыс. человек

приходятся на Россию, Беларусь и Украину.

В таблице 3 и на рис. 5 представлена структура объема боевой работы

противопожарных служб 20 стран мира. При этом в 2015 году

проанализированы более 41,8 млн. боевых выездов.

Доля пожаров в общем числе выездов составляет 6,4%, выезды на

аварии (на оказание технической помощи) 2,5%, выезды на оказание

медицинской помощи составляют 60,9% (в основном, ее оказывают

пожарные Сингапура, Румынии, Франции и США), ложные вызовы

составляют 7,3% и другие 22,9%.

В таблице 4 и на рис. 6 приведено распределение пожаров по местам

возникновения в 21 стране мира. Примерно 38,2% всех пожаров возникают в

зданиях, около 13,1% - на транспорте, 2,1% - в лесах, 20,7% - пожары травы и

кустов, примерно 10,7% всех пожаров - пожары мусора, свалок и 15,2% -

другие пожары. При анализе данных этой таблицы надо иметь в виду, что в

разных странах имеются свои правила учета пожаров по представленным

категориям. Например, в ряде стран не учитываются пожары мусора и травы

(Россия, Беларусь, Украина).

Из итоговой строчки таблицы 4 следует, в частности, что в зданиях (и

дымоходах) и на транспорте в сумме происходит 51,3% всех регистрируемых

пожаров.

Это подтверждают данные таблицы 5 и рис. 7, из которых видно, что в

целом почти 45% всех пожаров в странах действительно возникают в зданиях

и на транспорте, и при этих пожарах погибает большинство (90-95%) всех

жертв пожаров. Исключением являются Румыния, Литва и Латвия, где

пожары в зданиях и на транспорте в сумме составляют не более 20% от

общего их числа. Зато в России и Молдове пожары в зданиях и на транспорте

в сумме составляют более 80 % всех пожаров.

Таблицы с 6 по 9 содержат информацию о динамике числа пожаров,

их жертв и гибели пожарных за 2011-2015 годы в 33-43 странах мира. В этих

странах происходит в среднем 2,9 млн. пожаров, при которых погибают

около 23 тыс. чел. и примерно 70 тыс. чел. травмируются.

В таблице 9 представлены данные о гибели и травмировании

пожарных в 31 странах мира. В 2015 году в этих странах погибли 89

пожарных и 69008 пожарных были травмированы.

В таблице 10 и на рис. 8-10 представлена численность

противопожарных служб 54 стран мира в начале XXI века. Из таблицы 10

следует, что 2,8 млрд. жителей этих стран от пожаров защищают 14,2 млн.

пожарных, из которых почти 12,8 млн. добровольцы.

Из таблицы 11 и рис. 11-14 следует, что, во-первых, в обследованных

35 городах в среднем на каждую 1000 человек в 2015 году приходилось 21,5

выездов, из них 2,1 на пожары; во-вторых, на каждые 100 тыс. человек при

пожарах во всех приведенных в таблице городах в 2015 г. погибли в среднем

1,0 чел. и 5,2 человек получили травмы.

В таблице 12 и на рис. 15 приведены данные о структуре объема

работы противопожарных служб 19 городов мира.

Доля пожаров в общем объеме боевых выездов для 19 городов

составила в среднем 7,2 %; выезды на аварии и оказание технической

помощи в сумме составили 23,9% от всех выездов; выезды на оказание

медицинской помощи составили 52,1% всех выездов; ложные выезды

являются причиной 4,9% всех вызовов и 11,9% приходятся на другие выезды.

В таблице 13 и на рис. 16 рассмотрены объекты и места

возникновения пожаров в 17 городах мира. Обобщая эти данные, можно

сказать, что в зданиях (и дымоходах) возникли 23,6 % всех пожаров, на

транспорте – 6,0 % (т.е. почти 30 % всех пожаров возникли либо в зданиях,

либо на транспорте); пожары мусора, свалок, травы, кустов и др. составили

68,7% всех пожаров.

В таблице 14 представлено распределение 16 городов мира по числу

пожаров в зданиях и на транспорте и по числу жертв таких пожаров.

Из этой таблицы следует, что, как и раньше, пожары в зданиях и на

транспорте составляют, как правило, в сумме больше половины всех пожаров

в городах. На каждую 1000 жителей городов ежегодно в среднем приходится

0,6 такого пожара, и на каждые 100 пожаров в среднем приходятся около 2

погибших.

В таблице 15 приведена динамика числа пожаров за 2011-2015 годы в

45 городах мира. Всего в них в 2015 году насчитывалось 131 млн.чел. и

ежегодно регистрировалось в среднем 218 тыс. пожаров (т.е. 1,7 пожара на

1000 чел.).

В таблице 16 приведена динамика числа жертв пожаров за 2011-2015

г.г. в 46 городах мира. В них в 2015 г. проживали 139,4 млн. человек и

ежегодно при пожарах погибали в среднем 1394 человека, т.е. на каждые 100

тыс. человек в среднем приходилось 1,0 жертв пожаров.

В таблице 17 и на рис. 17-20 представлены данные о численности

противопожарных служб (и их технической оснащенности) в начале XXI

века для 62 городов мира. В этих городах в 2015 г. насчитывалось более 213

млн. человек. Их обслуживали примерно 288 тыс. пожарных, причем на 1296

человек приходится в среднем 1 профессиональный пожарный (рис. 18), а на

одно пожарное депо в среднем приходилось 17,2 кв.км.(рис. 17). Эти данные

должны представлять определенный интерес для специалистов.

В таблице 18 представлены данные о числе женщин-пожарных в 27

странах мира.

В таблице 19 представлены данные о числе юных пожарных в ряде

стран мира.

Kurze Kommentare

Aus Tabelle 1 folgt, dass das Centre of Fire Statistics of CTIF (es

wurde im Jahr 1995 gegründet) jährlich die statistischen Daten aus

27-57 Staaten verarbeitet, in denen 0,9-3,8 Mrd. Menschen lebten.

Im Jahr 1993 lebten in den 39 untersuchten Staaten 40% der

Weltbevölkerung. Im Jahr 2008 lebten in 31 Staaten mehr als 50% der

Weltbevölkerung.

In den untersuchten Staaten wurden jährlich 3,1-4,5 Mio. Brände registriert.

Dabei kamen 24.000-62.000 Menschen ums Leben. Innerhalb von 20 Jahren

kamen bei 80 Mio. Bränden in den untersuchten Staaten fast 1.000.000 Menschen

ums Leben.

In Tabelle 2 und in den Bildern 1-4 werden die verdichteten Kennzahlen

zum Arbeitsumfang der Feuerwehren sowie zur Brandsituation in 31 Staaten für

das Jahr 2015 vorgestellt.

Aus Tabelle 2 folgt, dass im Jahr 2015 in den 31 untersuchten Staaten mit

einer Bevölkerung von über 1 Mrd. Menschen (14 % der Gesamtbevölkerung des

Planeten) mehr als 41,8 Millionen Feuerwehreinsätze registriert wurden. Davon

waren 3,5 Mio. (8,3%) Einsätze mit Bränden verbunden. Bei diesen Bränden

verloren mehr als 18.000 Menschen ihr Leben. Weitere 44.900 Menschen wurden

bei Bränden verletzt. Das bedeutet, dass auf je 1.000 Einwohner dieser Staaten

jährlich im Mittel 42,3 Feuerwehreinsätze entfallen, davon sind 3,5 Brandeinsätze.

Dabei kommen je 100.000 Einwohner im Mittel 1,9 Menschen bei Bränden ums

Leben. Weitere 4,5 Menschen je 100.000 der Bevölkerung wurden verletzt. Auf je

100 Brände entfallen somit im Mittel 0,5 Tote und 1,3 Verletzte.

Bild 1 zeigt, dass die meisten Feuerwehreinsätze je 1.000 der Bevölkerung

auf USA, Frankreich und Singapur (in diesen Staaten sind mehr als 60% der

Einsätze mit dem medizinischen Rettungsdienst verbunden) entfallen.

Die größte Anzahl an Brände je 1.000 der Bevölkerung ist in den

Niederlanden, USA und Lettland festzustellen (Bild 2).

Aus Bild 3 folgt, dass die höchsten Brandtotenraten (je 100.000 Einwohner)

in Russland, Weißrussland und der Ukraine zu beklagen sind.

In Tabelle 3 sowie in Bild 5 wird die Struktur des Arbeitsumfangs der

Feuerwehren in 20 Staaten der Welt vorgestellt. Hierbei wurden im Jahr 2015 etwa

41,8 Millionen Feuerwehreinsätze registriert.

Der Anteil der Brandeinsätze an der Gesamteinsatzanzahl liegt bei 6,4 %, zu

Havarien und Technischen Hilfeleistungen – 2,5%, zu medizinischen

Notfalleinsätzen – 60,9 % (im Wesentlichen wurden diese Einsätze in den

Singapur, Rumänien, Frankreich und in den USA realisiert) sowie zu

„Fehleinsätzen“ - 7,3%. Sonstige Einsätze gehen mit 22,9 % in die Statistik ein.

In Tabelle 4 und in Bild 6 stellen wir die Verteilung der Brandeinsätze nach

den Orten der Brandentstehung für 21 Staaten vor. Etwa 38,2% aller Brände

brechen in Gebäuden aus, 13,1% - im Transportbereich, 2,1% - in Wäldern, 20,7%

sind Brände von Grasland / Sträuchern / Gestrüpp. Schließlich folgen Brände von

Müll / Abfall / Müllhalden - rund 10,7% sowie 15,2% sind sonstige Brände.

Bei der Analyse dieser Daten muss beachtet werden, dass die Regeln der

Brandstatistik in den einzelnen Staaten sehr unterschiedlich sind. Beispielsweise

werden in Russland, Weißrussland und in der Ukraine die Brände von Müll und

Gestrüpp überhaupt nicht in der Brandstatistik berücksichtigt.

Aus der Summenzeile der Tabelle 4 folgt, dass auf Gebäude (incl.

Schornsteine) und den Transportbereich 51,3% aller registrierten Brände entfallen.

Das wird durch die Angaben in Tabelle 5 und in Bild 7 bestätigt. Es zeigt

sich, dass insgesamt gesehen fast 45% aller Brände der Staaten wirklich in

Gebäuden und im Transportbereich ausbrechen. Eben bei diesen Bränden verliert

die Mehrzahl aller bei Bränden zu beklagenden Todesopfer ihr Leben (90-95%).

Als Ausnahme sind Rumänien, Lettland und Litauen, wo Brände in Gebäuden und

im Transportbereich nicht mehr als 20% aller Brände ausmachen, zu nennen.

Demgegenüber beträgt der Anteil dieser Brände an der Gesamtbrandzahl in

Russland und Moldawien mehr als 80%.

Die Tabellen 6 bis 9 enthalten Informationen über die Brandsituation (incl.

der Brandtotenzahlen – Zivilisten und Feuerwehrleute) für 2011-2015 in 33-43

Staaten. In diesen Staaten werden im Mittel jährlich 2,9 Mio. Brände registriert bei

rund 23.000 Zivilisten sterben und weitere 70.000 Personen verletzt werden.

Die Tabelle 9 illustriert die Angaben über die verunfallten Feuerwehrleute

in 31 Staaten. Im Jahr 2015 waren in diesen Staaten 89 tödlich verunfallte und

weitere 69.008 verletzte Feuerwehrleute zu beklagen.

Tabelle 10 und Bild 8-10 beinhalten die Personalstärken der Feuerwehren in

54 Staaten zu Beginn des 21. Jahrhunderts. Aus Tabelle 10 folgt, dass die 2,8 Mrd.

Einwohner dieser Staaten von 14,2 Mio. Feuerwehrleuten, darunter 12,8 Mio.

Freiwilligen Feuerwehrleuten, geschützt werden.

Aus Tabelle 11 und Bild 11bis 14 kann entnommen werden, dass in den 35

untersuchten Städten erstens im Mittel auf 1.000 Einwohner jährlich 21,5 Einsätze

(davon 2,1 Brände) entfielen; und das zweitens je 100.000 Einwohner im Mittel

1,0 Brandtote und 5,2 Brandverletzte (2015) zu beklagen waren.

In Tabelle 12 und Bild 15 werden die Daten zur Einsatzstruktur der

Feuerwehren in Großstädten der Welt vorgestellt.

Der Anteil der Brandeinsätze an der Gesamtanzahl der Einsätze betrug für

19 Städte im Mittel 7,2%; weitere 23,9% der Einsätze entfielen auf Technische

Hilfeleistungen. 52,1% aller Einsätze waren medizinische Rettungsdiensteinsätze;

4,9% aller Einsätze waren so genannte Fehleinsätze. Die restlichen 11,9% waren

sonstige Einsätze.

In Tabelle 13 und in Bild 16 betrachten wir die Objekte der

Brandentstehung in 17 Großstädten. Allgemein gesagt kann man davon ausgehen,

dass in Gebäuden (incl. Schornsteine) 23,6 % der Brände entstanden; im

Transportbereich waren es 6,0% (d.h. 30% aller Brände brachen entweder in

Gebäuden oder im Transportwesen aus). Es folgen Müllbrände, Gras- und

Gestrüppbrände mit einem Anteil von 68,7%.

Tabelle 14 stellt die für 16 Großstädte die Anzahl der Brände in Gebäuden

und im Transportwesen sowie die dabei zu beklagenden Opferzahlen vor.

Aus der Tabelle folgt, wie schon aus der Vergangenheit bekannt, dass

Brände in Gebäuden und im Transportwesen in der Regel mehr als die Hälfte aller

Brände in den Städten ausmachen. Je 1.000 Stadtbewohner ist jährlich im Mittel

mit etwa 0,6 Bränden zu rechnen und auf jede 100 dieser Brände entfallen 2

Brandtote.

Tabelle 15 stellt die Entwicklung der Brandzahlen in 45 Städten für den

Zeitraum 2011-2015 vor. In diesen Städten lebten im Jahr 2015 fast 131 Mio.

Menschen und jährlich wurden dort im Mittel 218.000 Brände, d.h. 1,7 Brände je

1.000 Einwohner, registriert.

In Tabelle 16 stellen wir die Entwicklung der Brandopferzahlen für den

Zeitraum 2011-2015 in 46 Großstädten vor. In den angeführten Städten lebten im

Jahr 2015 mehr als 139,4 Mio. Menschen. Jährlich verloren bei diesen Bränden

etwa 1.394 Menschen ihr Leben, d.h. je 100.000 Einwohner waren im Mittel 1,0

Todesopfer zu beklagen.

In der Tabelle 17 und in Bild 17-20 sind Angaben über die Personalstärken

der Feuerwehren (und ihrer technischen Ausstattung) zu Beginn des 21.

Jahrhunderts für 62 Großstädte enthalten. In diesen Städten lebten im Jahr 2015

rund 213 Mio. Einwohner. Sie wurden von rund 288.000 Feuerwehrleuten

geschützt, wobei auf 1.296 Einwohner im Mittel 1 Berufsfeuerwehrmann (Bild 18)

entfiel. Eine Feuerwache war im Mittel für 17,2 km2 des Stadtgebietes zuständig

(Bild 17). Diese Daten sollten für Fachleute von besonderem Interesse sein.

Tabelle 18 stellt eine Gegenüberstellung des Anteils an Frauen im

Personalbestand der Feuerwehren in 27 Staaten vor.

Tabelle 19 stellt Angaben zu Jugendfeuerwehren in ausgewählten Staaten

vor.
