CChairman KPT Vice Admiral Ahmed Hayat ends his

tenure in Karachi Port Trust

V i c e A d m i r a l A h m e d H a y a t , then

Chairman KPT, retired from KPT on 30th

June 2008, to end his 7 years tenure in KPT.

He joined as Chairman KPT in the year in

the capacity of Rear Admiral and was later

promoted to the rank of Vice Admiral.

During his tenure as Chairman, Karachi

Port has been systematically transformed

in to a land lord Port. KPT also embarked

on city road improvements to facilitate

movement of cargo to and from the port.

He was given a warm farewell at a local

hotel by the KPT management.

Nasreen Haque the first lady to head,

Karachi Port Trust, assumed her current

position as Chairperson on 9th June 2008.

She succeeds Vice Admiral Ahmad Hayat

who was Chairman from 2001 to 2008.

BRIEF PROFILE: Mrs. Haque belongs to the 1976 batch of

the Central Superior Services, Pakistan. In

a distinguished career spanning more then

32 years she has held several senior

management positions. Immediately

before joining KPT she was the Managing

Director of the Karachi Urban Transport

Corporation. In her parent department, the

Pakistan Railways Traffic and Commercial

Group, sh e h a s served as Chief of

Operations, Ch i e f o f Commercial

Management and Chief of Freight Services

controlling the entire Pakistan Railways

network. S h e h a s a l s o s e r v e d o n

deputation with the Export Promotion

Bureau where she established the first

Export Terminal of Pakistan at West Wharf

in coordination with the Karachi Port

Trust. Later she served the Port Qasim

Authority in h e r capacity a s DGM

Marketing, Tariff and Statistics, DGM

Industrial Management and Secretary of

t h e Board. S h e e a r n e d PQA ISO 9002

certification a n d a l s o developed a

comprehensive shipping policy. Along with

5e x t e n s i v e e x p e r i e n c e i n o p e r a t i o n s ,

administration, logistics and shipping her

specialization has been in cargo handling. Mrs.

Haque has also held key positions in many

s o c i a l o r g a n i z a t i o n s a n d h a s w o r k e d

strenuously towards furthering their scope.

Mrs. Nasreen Haque’s Alma Mater was St.

Josephs Convent School and she graduated

from the college of the same name. She did her

LLB from Sindh Muslim Law College, her

post-graduat ion in t ranspor ta t ion f rom

Karachi University and a further Masters in

Defence and Strategic Studies from the

National Defence University. She is a fellow of

the Chartered Institute o f L o g i s t i c s a n d

Transport , London. Besides training in

Pakistan there have been spells of training

with British Rail and the Canadian Pacific

Railway and in 2005 Mrs. Haque did the

executive leader ship development course at

Harvard University.

Born in Lahore, Mrs. Nasreen Haque is

married with one daughter. Her husband, a

Civil Engineer was born in Larkana. Hers is an

educated background with a proud tradition

of service both in the bureaucracy and in

education. Her father, the late Shamsuddin

Ahmed was Collector of Customs. He died at

the comparatively young age of 45. Her

mother who died in 2006 was an MA BT from

the prestigious La Martiniere College of

Lucknow University. She had a distinguished

career in education having taught both at

Aligarh and the Punjab Universities.

VISION

While addressing the KPT management she

pledged to do her best to revitalize KPT and

help it to take its place with the top-ranking

ports of the world. She said its foundation had

to be strengthened and no efforts would he

spared in developing its infrastructure and

streamlining its operations. To achieve these

g o a l s t e a m w o r k an d co-operation were

necessary. She explained that one of the

i n d i c a t o r s o f a p o r t ’s s u c c e s s w a s i t s

responsiveness to current and future market

tr e n d s a n d f o r t h i s t h e r e h a d t o b e a

constructive dialogue with its clients.

She plans to tackle many urgent issues such as

operational management to increase efficiency

b y p r o v i d i n g r a i l , r o a d a n d p i p e l i n e

connectivity to the hinterland which would

relieve both port congestion and speed up the

turnaround of vessels.

She added that the maritime sector was

growing at a breath taking rate with ships of

ever-i n c r e a s i n g s i z e n e c e s s i t a t i n g a n

upgrading of the ports’ infrastructure and

technical capacity.

In the end she said that the commitment

and enthusiasm of all those who work in

the Trust and all officers and staff, past

and present, deserve credit for the results

and success so far. The manpower of an

organization was its bedrock and to fulfill our

vision for the future we need to carry on in a

spirit of dedication, solidarity and hard work.

The Federal Minister for Port and

Shipping Mr. Qamar Zaman Kaira, while

addressing the august gathering at KPT

Head Office on 7th June 2008, highlighted

t h e i mportance of law and order

situation in Pakistan. He presented keys

of 25 mobile vehicle t o IG Sindh

Dr. Muhammad Shoaib Suddle. The

vehicles presented during the ceremony

were Toyota Hilux, 4 X 2 single cabin,

3000 cc cars.

Mr. Qamaruzzama Kaira, while sharing

his views before the question and answer

session by the media opined that the new

vehicles would enable the Police Force to

undertake patrolling, routine checking

and maintenance of law and order in the

coastal city Karachi.

Qamar Zaman Kaira inaugurates the “KPT

Overpass|” at M.A. Jinnah Road on 27th

May 2008. The Minister for Ports and

Shipping Qamar Z aman Kaira unveiled

the plaque to formally inaugurate the

Overpass for traffic on 27th May 2008. The

ceremony was attended by Chairmen of

the three ports of Pakistan, high officials,

diplomats and the media. Speaking on the

occasion, the Chief Guest and Minister for

Ports and Shipping Qamar Zaman Kaira

highlighted the importance of roads and

flyover construction and termed the role of

logistics network pivotal role i n our

economy and complimented the efforts of

KPT management for successfully

completing the project. The Minister was

briefed about the salient features of the

700meters KPT Overpass with a life span

of 50 years and it would provide direct

linkage t o heavy traffic entering the

Karachi Port area.

Khan visited Karachi Port on 12th June 2008

to review the progress made by KPT on

reconstruction of berths of Karachi Port.

During the presentation session, the

Secretary was briefed of the program by

the Korean company Ssang Yong who has

been awarded the reconstruction works of

berths 10 – 14 at East Wharf at the cost

Rs.5.5 billion. Two of the berths would be

ready by next June and the remaining

three by March 2010. These berths are

designed to cater vessels of 16 meter draft.

The Secretary was also briefed about the

Pakistan Deep Water Container Port and

other projects underway a n d those

accomplished.

KKPPTT bbrreeaakkss iittss oowwnn ccaarrggoo hhaannddlliinngg rreeccoorrddCargo handling at KPT registered a growth

of 25% this year. KPT is handling over

101,000 tons of cargo daily and has crossed

the figures of 37 million tons. In its efforts to

facilitate operations of deeper draught ships

KPT has deepened its channel to 12 meters.

By the end of the ongoing fiscal year 2007-08,

KPT aims to handle 61% of the total

container volume of 1.97 million TEU

(Twenty Equivalent Units) handled by the

two ports; of Karachi. The total seaborne

trade handled by both ports during the last

11 months comes to 58.10 million tons, of

which the share of dry cargo exports at KPT

remained 65.39%.

Liquid cargo is growing by 14% at Karachi

Port. The liquid cargo exports, which mainly

comprises Molasses, Ethanol, Naphtha,

other chemicals; has crossed the 2 million

bench mark by registering 2.02 million tons

this year.

As regards the dry cargo, coal handling in

Karachi Port has reached 3.5 million tons. In

exports, the cement handling, through bulk

or bags, has crossed the 2 million tons mark.

This is the first time in history that Pakistan

is exporting cement as a bulk commodity.

Four silos are being constructed at the port

which when completed would further

increase the cement exports. KPT has also

handled 0.9 million tons of clinker exports

during the last 11 months which is another

record achieved by the port.

The container handling at Karachi Port has

remained on the rise throughout the year. So

f a r , i t h a s registered 11% growth by

recording 1.149 million TEU handling till

12th June 2008. Previously, in year 2005-06,

the KPT recorded handling of 1.144 million

TEU. As regards the container terminals,

both PICT and KICT have shown progress.

Presently PICT is handling 39% while KICT

handles 50% of the total container volume.

The remaining 11% were handled at other

berths of KPT.

This Healthy performance is despite the fact

that eight berths at East Wharf were not

utilized due to their reconstruction.

Construction of 16 meters deep quay wall is

already underway by a Korean company

Ssang Yong at East Wharf. KICT has

installed two Super Post Panamax Gantry

Cranes to handle larger ships carrying 5000

TEU containers. Recently, the KICT has

handled 4500 TEU containers from a Post

Panamax ship “Hyundai Admiral” at its

berth. The PICT has also introduced new

Gantry Cranes which were inducted last

months.

Karachi Port Trust achieved a new milestone

when it docked safely a 12 meters container

vessel MV Hyundai Admiral, carrying 4,400

TEU containers, at Karachi International

Container Terminal located at West Wharf of

Karachi Port on 11th May 2008. The berthing

of Hyundai Admiral, a 270 meters long

vessel, was possible as result of extensive

dredging by KPT through its flotilla of

dredgers which includes Trailer Suction

Hopper Dredgers “Abul and Mahmood ul

Hassan”, Backhoe Dredger “Ali” and Bucket

Dredger “Aftab”. The required level of depth

was a challenging job but KPT dredgers

worked round the clock to remove 1.5 million

cubic meters of silt to accommodate Hyundai

Admiral.

This extensive dredging from KPT’s own

resources has enabled KPT to save millions of

dollars there by recovering the capital cost it

incurred on the procurement of two new

dredgers. With dredging KPT will continue

to receive large and deep vessels on weekly

basis to which would benefit the trade and

economy of Pakistan.

FULLQ-7 at open sea when she developed a

hole in its forward hold and came towards

Karachi seeking help on 26th May 2008. The

ship carrying 2676 metric tons coal ash was

on voyage to Doha. Her last port of call was

Kandla Port, India. The ship had a crew of

13 Pakistani and 4 Indians with Captain

Javed Baloch as Master. The Captain

reported during early hours of the morning

that the ship was listing and is likely to

sink. The sinking could have spelled a

material as well as environmental disaster.

KPT mobilized its resources and a team of

experienced officers and pilots reached the

ship to assess the situation. The vessel was

boarded by KPT Pilots at fairway buoy and

after employing necessary safeguards it

was safely brought to the Port for repairs.

MM inister for Ports and Shipping Inaugurates KPT Flyover for Traffic

The Federal Minister for Ports and Shipping

inaugurated the opening of KPT Flyover on

M. T. Khan Road for traffic on 29th October

2007. During the inaugural ceremony, he

appreciated timely completion of the project.

He lauded the efforts KPT has taken in

planning and completing the projects

providing connectivity from and to the port.

The Minister was apprised about the details

of the flyover, which had cost Rs.73 million

and attained completion in the stipulated

time frame. He was informed that the

designed life of the bridge structure was 50

years. It was built on the standards adopted

by American Association of State Highway

Transportation Officials (AASHTO) and was

part of the rehabilitation of MT Khan road

project.

The Computerized Access Control System

(CACS) was convinced by the KPT

Management to monitor and control Port

Access points for vehicles and pedestrians

alike. The access locations being the gates

at both wharves housing pass issuing

outlets. The access system makes use of

hand punch biometric devices for KPT

12employees and use of 2D bar coded cards

as “Passes” generated using original

CNIC. The 2D bar code Pass contains

information of the owner on the “Pass”

and his CNIC for future references and

integration with NADRA. The System has

caters for use of CCTV network on all the

access points that can be centrally

monitored round the clock.

The Port facility is used by different types

of users hence each category of user is

provided a different pass. Passes can be

permanent or temporary. The process for

obtaining permanent cards includes filing

a request with necessary details after

which the application is forwarded for

d a t a e n t r y , q u a l i t y c o n t r o l p r i o r

submission to security and intelligence

departments for clearance and approval.

On receipt of approval online, delivery

process is invoked by requesting user

attendance, a photo and finger print

session are conducted thereafter the pass is

immediately delivered to the user. The

process of temporary passes primarily for

use of daily wages workers at the port is

simple for convenience of the Port users.

The Port user simply submits his original

CNIC along with company letter of request

at one of the outlets and after his photo

and finger prints are registered a pass of 24

hour validation with limited use of one

entry and one exit is provided to the user.

During entry into the Port, the user places

his card in the reader which passes the

card based information to the system for

verification and authentication. On

positive identification, the system displays

the photo of the user on the attached

screen and disengages the turnstiles to

allow entry.

All KPT Employees have permanent 2D

bar coded cards used for identification and

also for use at the access points. A KPT

employees firstly uses his card on the

reader for access into the Port and then

places his hand on the biometric device for

attendance. The use of biometric device by

the KPT employee helps regulate and

monitor the movement of an employee

while entering and leaving the Port

premises.

The system in addition to building a

database, allows KPT to regulate and

monitor the cash inflow, maintain records

of personnel movement, trends analysis,

and provides availability into personnel at

the Port, vehicle use analysis. The CCTV

network provides visual monitoring and

tracking.

The system is first of its kind and was

jointly designed, developed, deployed and

implemented by KPT and M/s Jaffar

Brothers (Pvt.) Limited. The inaugural

ceremony of the Computerized Access

Control System (CACS) was held on 29th

May 2008 at the Central Pass Issuing Office

of the Karachi Port Trust. The ceremony

was attended by officials of Port and the

M’s Jaffer Brothers.

S ad demise of KPT Traffic Manager Traffic Manager Commodore (R) Syed

Husain Bin Khamis breathed his last on

Monday, the 24th March 2008. He was laid to

rest, at Pakistan Navy graveyard, Dalmiah

Road, Karachi on 27 th March 2008. His

funeral proceedings were attended by the

Ex-Caretaker Minister for Ports and

Container Port (PDWCP) in the President

Office Islamabad. The ceremony was well

attended by President General Pervez

Musharraf, Federal Minister for Ports and

Shipping, Cabinet members, Secretary Ports

and Shipping, other Federal Secretaries,

Chairman KPT, General Manager Planning

and Development KPT and senior officials

of Hutchison Port Holdings (HPH).

Karachi Port Trust is setting up a new port

“Pakistan Deep Water Container Port

(PDWCP)” at the mouth of present harbour,

east of Keamari Groyne. In the first phase, a

1500 meters quay wall will be established

with a designed depth of 18 meters. The

concession for Phase-I has been awarded on

Built Operate and Transfer (BOT) basis for

an initial lease of 25 years. This is a green

field project in which the Karachi Port Trust

will undertake infrastructure development

which entails building of three new

breakwaters, extensive dredging works to

the tune of 30 million cubic meters, quay

wall construction works and navigational

aids. The terminal would be capable of

receiving and handling Super Post

Panamax Container Ships and will have an

annual throughput capacity of 3.1 million

TEUs.

The total cost of phase-1 is US $ 1.6 Billion.

It being a public private partnership project,

KPT would invest US $ 1143 Million for

infrastructure development whereas HPH

would invest US $ 457 Million. The contract

guarantees an income of US $ 1.14 Billion to

KPT over 25 years lease period irrespective

of the quantum of throughput container

traffic. KPT plans to hand over the first

berth to HPH by 2009 – 2010 and the arrival

of first ship at the new terminal is expected

to take place by 2010.

The new port will be connected with the

proposed Cargo Village in the western

backwaters of Karachi Port though a bridge.

KKaarraacchhii PPoorrttKarachi Port Trust celebrated the country’s

60th Independence Anniversary with renewed

zeal on 14th August 2007. The Chairman in

his speech reflected on the contributions

made by Karachi Port Trust during the last

sixty years. The port has been the backbone of

Pakistan’s economy since 1947 and at that

time the port had 21 berths, an Oil pier, some

commercial moorings and a 9.3 meter deep

navigational channel. Today the port has 30

berths, three oil piers, commercial moorings

and a 12 meter deep navigational channel.

15The cargo handling at Karachi Port has

grown from 1.5 million tons in 1947 to 37

million tons today. Celebrations of the day

started with Quraan Khawani and special

prayers in all the 11 mosques of KPT. All

ships in the harbour sounded sirens for two

minutes. KPT Head Office and Keamari Boat

Basin buildings remained illuminated during

the nights on 13th and 14th August.

The Chairman KPT performed the traditional

flag hoisting ceremony at KPT Head Office

which was attended by a large gathering of

KPT officers and selected workers. The

Chairman inspected the neatly dressed

squads of Port Security Force, Port Fire

Service, Traffic Supervisors, Port Civil

Defence, Marine Apprentices and Karachi Sea

Scouts ; they presented honors to the

Chairman. As part of the celebration, the

Chairman gave away the prizes to Best

Employee of the Year.

HHaider Ali Khan joins (KPT) as caretaker Squash

Incharge

Haider Ali Khan, on the instructions of

Ministry of Ports and Shipping, visited

Karachi Port Trust on 19th July 2007. He

was assigned the responsibilities of

training and raising KPT Squash Team

for various title events. The new trainer

has the experience of coaching the junior

ranking players of Singapore Squash

Racket Association. KPT plays a key role

in sports promotion within the country

and has raised various players of

national and international repute
