isapagewhichmakesunoaboriginesandpresents

themasdrunksandsocialparasites.Racismis,whether

oor(moreandmoreotenthesedays)online,onthe

increaseinthiscountry.

WeagaineltlikeDavidversusGoliath.Ialargeinter-

nationalcompanylikeFacebookonlyremovesracist

contentromtheirsitewhenministers,statesecretaries

andtheinternetcommunitycreateashitstormabout

it,thenweaskourselveswhatwecandoagainstracism

ontheinternet.Westartedaninitiativelastautumnas

partoouractivitieswithintheInternationalNetworkAgainstCyberHate(INACH)group.Thisinitiativewas

directedtowardstheinternetindustryandcalledor

againstdiscriminatoryanddehumanisingcontenton

Itis,atthesametime,notsoeasytorecogniseracist

attitudesontheinternetrightaway.Variousanti-demo-

craticandright-winggroupshavebeenusingsubtle

meanstomobilizesupportontheinternetoralong

time.TheyuseanimalprotectionsubjectstogetFace-booklikes,whichtheycanthenusetogetcontactand

additionaldataaboutthemanyothousandsosup-

portersorsuchcauses.Theansarethenconronted

withthegroupstrueideologicalcontentinthenext

message,orareinvitedtoareal-worldmeeting.

Onlycompetentpreventiveworkcan,inouropinion,

helpagainstsuchmethods.Workneedstobedoneto

giveuserstheskillsrequiredtorecogniseintentions

andcontentontheinternetandtotakecounteractive

measuresagainstthem.Wewould,withregardstothis

subject,liketoespeciallythankourpartnerorganisa-tionjugendschutz.net,withwhosesupportwewere

abletosetupournewworkshopagainstcyberhate

thiswinter(workshopcyberhatepg.56).

Youngpeopleareespeciallylikelytobeapproached

oversocialnetworks.14-19yearsoldsareonline97%

othetime,communicateviasocialnetworksandget

themajorityotheirnewsandinormationthroughthe

internet.

Itisthereoreunsurprisingthatmoreandmorepolitical

partiesaretrustingtothepowerosocialmedia.The

right-wingpartiesinparticularhaveastronginternet

presence.TheBritishThinkTankDEMOSreleasedthe

resultsoanonlinesurveyTheriseopopulisminEuro-

pecanbetracedthroughonlinebehaviourinsummer

2012.ThesurveyquestionedtheFacebookriendso

populistparties.Accordingtothesurvey,thetypical

Facebookanoapopulistpartyismale,alsovotesor

thispartyand/orbelongstoitanddisplaysanabove

averagereadinesstoattenddemonstrations.Theyall

sharethebeliethatimmigrationandmulti-culturalism

willdestroytheirnationalvaluesandculture.20%o

the 16-20 yearsolds questions admitted to eelingdrawntoright-winggroups,becausetheyaddressed

thetopicoimmigration,whichtheywereespecially

concernedabout.Thediscourseaboutthistopicwas,

toputitmildly,colouredbyagenerallynegativesen-

timent(seeRacistincidents,Internet,rompg.24on-

wards).Thenumberoracistincidentsreportedtohave

takenplaceonlinehavedoubledsince2009.Someo

theseincidentsweretobeoundontheFacebookpage

otheFP(FreedomPartyAustria-Trans.)partyleader

Heinz-ChristianStrache.Thehighnumberoansonhis

sitemeanttheseincidentswerespreadquickly:Strache

is,amongalltheAustrianpoliticiansonFacebook,thechampion,with127,000ans(asothebeginningo

meanshecanreachmanypeoplewithhispostings(

Theupcomingelectionswillalsoleavetheirmarkinthe

internet,wherethemediumwillbeusedtoexchange

andspreadinormation,aswellasprovideorientati-

onorvoters.Thisiswhywearerelaunchingourclean

politicscampaign(2013Electionsrompg.65).The

ClaudiaScher

Claudia Scher is the ZARA managing director andmanager or the ZARA public relations work. She studied

journalism and worked or years as a print and radio

journalist, or the ORF and other media in the German-

speaking area. For years she worked as a correspondent

in New York. She also brings with her experience in project

management and campaigning, experience which shegained whilst, among others, working as the manager

of the election campaign for foreign voters in Bosnia-Her-

zegovina. This was done as part o the OSCE mission. She

was awarded a special price or her work as a co-initiator

of the anti-racism campaign on Radio FM4, as part of the

EUs Against Racism year.

weredirectlyaected,whilst17%othecaseswere

documentedduringtheirregularmonitoringcarried

outbyZARAstamembers.

40%otheZARAclientswerewomen,41%men,2%otheincidentswerereportedanonymouslyand17%

werereportsromorganisations.

Inormation about the individual areasand the terms used:

Public sphere describes all incidents which takeplaceinpublicandgenerallyaccessibleareas,suchas

roads,squares,tracareasandparks.

Internetlistsalltheincidentswhichtookplaceintheinternet.Thisincludeswebsites,onlineorums,so-

cialnetworksandblogs.

Politics and the media includes any incidentswhichhavebeencausedbypoliticiansthemselves,or

byparties, theirorgansorthe classicalmedia(print,

radioandtelevision).

Gratiincludesallreportedincidentsoracistgra-

tiinpublicandpartlypublicareas,orexample,parkhouses.

Policeincludesreportsinwhichtheorgansolaw

andsecurityenorcementareinvolved.

Other authorities collects all incidents that tookplace between individuals and authorities (except

thepolice)and/ortheirrepresentatives.Thisincludes

governmentdepartments,schoolsandothercommu-

nalacilities.

inthisarea.Resentmentsandprejudicesagainstpeopleodierentethnicityare,thenasnow,widespreadand

continuetobethemainmotivatingactororallkindsoraciallymotivatedactions.

Oneotheworstraciallymotivatedattacksinthepastyearwas,withoutadoubt,theonedescribedinCase6:

AnasylumseekerinBurgenlandwas,withoutreason,attackedonthestreet.Themanwasbroughttohospitalwith

abrokenleg.Suchincidentsleadonetoaskwherethehatecomesromthatleadssomeonetoattackacomplete

stranger.Itmaycomeromtheinammatorystatementswhicharewidelyspreadinthiscountry,notonlyinthe

media,politicsandinprivate,butalsoontheinternet.Anamendmenttothelawconcerningincitementtohatred

cameintopoweronthe1stoJanuary2012.Thisshouldmakethelawamoreeectiveinstrumentinghtingthis

kindoincitement.Thecriminaloenceregardingincitementtohatredhas,atermanyyearsodemandingit,

beenrevised.Thisnowmeansthatincitementispunishableonthegroundsosevendistinctcriteriaodiscrimi-nation.Thelawnowunderstandsincitementtobewhensomeoneinciteshatredorviolenceagainstachurchor

religiouscommunity,oranyonewhoinciteshatredorviolenceagainstsomeonebasedonthecriteriaorace,skin

colour,language,religion,world-view,citizenship,origin,nationalorethnicheritage,sex,disability,ageorsexual

orientation.Thereare,unortunately,aewpointswhichhavetobecriticised.Suchbehaviourisonlypunishable

whenitisperceivabletoabroadpublic.Thereisnodenitioninthelawohowmanypeoplearerequiredbeore

abroadpublichasbeenreached.Thelawthuslosesitsteeth,as,beoretheamendment,onlyapublicprovoca-

tionwasrequiredorapunishableoensetohavetakenplace.Theprotectionorindividualsintendedbythedrat

amendmentisthusreducedtoprotectionromincitementstoviolence,butnotromotherkindsoincitement.

ItthereoreremainsorZARAtocontinuetodemandanimprovementanimprovementtothelawonincitement.

MrA.bringsthecasetoZARAandalsowritesanemail

ocomplainttotheorganiser,MrX.,viahiswebsite.

MrX.,however,onlyanswersthatheusuallyperorms

atthiseventbutthathewasunabletocomeonthe

dayinquestionandthatsomeonestoodinorhim.He

doesnotsayanythingregardingtheactualcomplaint.

withZARAandapologisesortheracistjoke.Healso

Heissittingwithtworiendsonatrainwhichiswai-

tingatthestation.Theysuddenlynoticethreemenon

theplatormwhoareollowinganother,dark-skinned

man.Thethreemenrunaterhim,shoutracistinsults

andactuallythreatenthemanwithknives.Theman

escapesintothewaitingtrain.Oneothemenollows

himontothetrainandtriestopullhimout.Asseveral

guestsaresittinginthecarriageandwatchingtheinci-

dent,theattackerleavesthemanaloneandleavesthe

train.MrM.observesthatthemenwhoremainedout-

sidethetrainarenowknockingonthewindowwitha

knie,whilstcontinuingtoabuseandthreatentheman.

Finallythetrainleaves,ateradelay.

MrM.contactsZARAinordertoreporttheobser-

vedincidentandtogaininormationaboutanyurther

stepswhichmaybetaken.ZARAadviseshimandgives

himinormationaboutwhattopayattentiontowhen

reportingtheincidenttothepolice,orwhenmakinga

Ademocratic,constitutionalstateneedsapoliceapparatusthatdeclarestheguaranteeohumanrightstobeits

greatestpriority.Thepoliceneedtheco-operationoeveryoneinacountrytoensureapeaceulco-existence.Itis

exactlythiscommonbasisortrustandco-operationthatisunderminedbythecoveringupomistakesandthe

useoquestionablemethods,suchasethnicproling.Ethnicprolinghas,unortunately,beenalong-running

issuein thelastracismreports.Butwhatexactlyisethnicproling?Thisiswhenthepoliceusedemographic

eaturesandan(assumed)ethnicityasindicatorstodecidewhichpeopletostopandquestion.Theuseosuch

methodsishighlyquestionable,evenwhenthepoliceclaimthattheyresultinsuccess.Theycan,orexample,

actionquicklylosesitseectivenessthough,oncethe

campaignisorgottenandtheproblemisnolonger

a topic inpublic.Variousmeasures arebeing taken

tocombatthis.Thegrati station,operatedby the

master builder Alexander Baumann, removes racist

gratiandsymbolsreeocharge.Also,ZARAcolla-

boratedwith the organisationSOS-Mitmensch on

theprojectWiperacismawayin 2006.Thishas led

toanincreasedawarenessoracist,anti-Semiticand

neo-Nazi grati. The number o reports related tothiswas793in2006.Thissankintheollowingyears

unortunatelythough,notasignthatthereislessra-

cistgrati.Thiswasprovedbyamonitoringproject

carriedoutbyZARAin2009.CertainareasoVienna

were placed under observation, particularly those

whichhadcometoZARAsattentionthroughgrati

reports.ZARAstamember,workingorree,walked

aroundtheareaandsystematicallydocumentedany

gratitheyound.Withinaewdays,thisactionhad
