Editorial

Antidoping Schweiz schaffte 2011 neue Strukturen und erweiterte den bisherigen Bereich «Kontrollen» mit einer Abteilung «Ermittlungen». Der Bereich ist weiterhin für die gesamte Planung und Durchführung der Kontrollen zustän-dig. Neu werden jedoch auch Blut- und Hormonprofile sowie weitere Informationen ausgewertet. Damit wird beispiels-weise die zielgerichtete Kontrollplanung einfacher. Mitte 2012, nach Inkrafttreten des revidierten Sportförderungs-gesetzes, werden zudem Informationen des Zolls oder kantonaler Strafverfolgungsbehörden zu allfälligen Dopingverstössen vermehrt in die Arbeit der Abteilung «Ermitt lungen» einfliessen.

Antidoping Schweiz baute im Berichtsjahr das elektro-nische Managementsystem für die Dopingkontrollen (SIMON) weiter aus. Dank einer webbasierten Applikation können wir nun unser Kontrollpersonal zeitgerecht in-formieren und noch gezielter einsetzen. Gemeinsam mit der US-amerikanischen Anti-Doping-Agentur (USADA) arbeiteten wir zudem an einer webbasierten Lösung für papierlose Kontrollen. Wir wollen so eine schnellere und einfachere Nachbearbeitung der Kontrolldaten im Labor und bei Antidoping Schweiz ermöglichen. Erste Tests mit papierlosen Kontrollen führen wir zu Anfang 2012 durch.

Antidoping Schweiz führte im Jahr 2011 insgesamt 2306 Urinkontrollen durch. Mit 1872 Urinkontrollen im eige-nen Kontrollkonzept übertrafen wir das Minimalziel von 1600 Kontrollen. Wir führten zudem 434 durch Dritte be-zahlte Urinkontrollen durch. Dazu kamen insgesamt 739 Blutkontrollen, davon 671 im eigenen Kontrollkonzept. Insgesamt wurden 13 Verstösse gegen Anti-Doping- Bestimmungen verzeichnet.

Im Mai 2011 überarbeitete Antidoping Schweiz die Medi-kamentendatenbank vollständig. Dabei flossen zahlrei-che Erkenntnisse aus der Athletenbefragung 2010 in die Arbeit ein. Die Benutzerfreundlichkeit wurde verbessert und die Datenbank mit zusätzlichen Informationen zu den einzelnen Medikamenten ergänzt. Im August lancierten wir zudem eine App für Smartphones. Diese ermöglicht es, Informationen über Medikamente immer und über-all, zum Beispiel direkt in der Apotheke oder Arztpraxis, abzufragen. Wir erarbeiteten zudem eine «E-Lesson» zu den verbotenen Dopingsubstanzen und -methoden für die Sekundarstufe II. Zielgruppe sind in erster Linie Schulen mit Sportklassen.

Die internationale Zusammenarbeit entwickelte sich weiterhin erfreulich: Neben Aktivitäten im Rahmen des Vier-Länder-Abkommens mit den Anti-Doping-Agentu-ren Deutschlands, Österreichs und Frankreichs fanden Ausbildungsaustausche mit den Anti-Doping-Agenturen von Australien, England, Kanada und Norwegen statt.

Seit 1998 führt Antidoping Schweiz in regelmässigen Abständen Bevölkerungsbefragungen zur Einschätzung der Dopingproblematik durch. Im Berichtsjahr fand die fünfte Befragung statt. Sie zeigte, dass die Schweizer Bevölkerung Doping als Hauptproblem des Sports be-trachtet und weiterhin eine konsequente Dopingbekämp-fung wünscht.

Zusammen mit unseren Partnern nehmen wir auch 2012 die Herausforderungen in der Dopingprävention und -bekämpfung an und stehen für einen sauberen und glaubwürdigen Sport ein.

Antidoping Schweiz erfüllte 2011 alle Jahresziele. Wir bauten eine neue Abteilung «Ermittlungen» auf, führten deutlich mehr Blutkontrollen durch und überarbeiteten die Medikamentendatenbank vollständig. Zu Dopingmitteln und -methoden entwickelten wir neue E-Learning Lektionen.

FinanzenDie Rechnung 2011 schloss mit einem Überschuss von rund 20 000 Franken ab. Budgetiert war ein ausgegli-chenes Jahresergebnis. Gründe für die Differenz sind in erster Linie Mehrerträge durch zusätzliche von Dritten bezahlte Kontrollen (+ 90 000 Franken) sowie Minderauf-wände bei den Personalkosten (– 256 000 Franken). Die-se sind hauptsächlich darauf zurück zu führen, dass der Aufbau des Bereichs «Kontrollen und Ermittlungen» langsamer als geplant erfolgte. Zudem wurde eine Stelle (Profikontrolleur) nicht besetzt. Minderaufwände resultierten auch beim Reise-, Spesen und Repräsenta-tionsaufwand (– 51 000 Franken). In der Rubrik Material, Waren und Dienstleistungen (+ 271 000 Franken) und beim Sachaufwand (+ 49 000 Franken) verzeichneten wir Mehr-ausgaben. Diese sind begründet durch aufwändigere Verfahren und Materialien für die Blutkontrollen sowie die erhöhte Kontrolltätigkeit. Ausserordentliche Aufwän-de entstanden durch das Bilden von Arbeitgeberbeitrags-reserven bei der Pensionskasse (+ 62 000 Franken).

Personelles und StrukturAuf den 1.1.2011 setzten wir eine neue Organisationsstruk-tur um. Wir schufen neu die Abteilung «Ermittlungen»; diese ist organisatorisch dem neu benannten Bereich «Kontrollen und Ermittlungen» angegliedert. Die neue Stelle «Analyst» besetzten wir nach externer Ausschrei-bung durch einen internen Kandidaten. Die bereits 2010 bewilligte Stelle eines männlichen Blutkontrolleurs konn-ten wir erneut nicht besetzen, da kein geeigneter Kandidat gefunden wurde. Die angespannte Personalsituation in der Blutkontrolle lösten wir, indem wir für eine vakante Stelle in der Urinkontrolle eine Fachperson verpflichteten, die neben Urin- auch Blutkontrollen durchführen darf.

QualitätsmanagementDie Schweizerische Vereinigung für Qualitäts- und Manage ment-Systeme SQS überprüfte Antidoping Schweiz im März 2011 im Rahmen eines Aufrechterhaltungsaudits. Antidoping Schweiz wurde ohne Einschränkung gemäss ISO 2001:2008 zertifiziert. Verbesserungsempfehlungen setzten wir im Verlauf des Berichtsjahres um. Wir stellten die erreichten Ziele im Management-Review detaillierter dar, erstellten eine umfassende Analyse der Hauptrisiken unserer Organisation und begannen, die Kundenzufrie-denheit systematisch zu messen.

infrastrukturAntidoping Schweiz bezog im Mai 2011 neue Räumlich-keiten in unmittelbarer Nähe des vorherigen Standortes. Die Arbeitseinheiten konnten in den neuen Büros bes-ser zusammengefasst und die internen Abläufe dadurch opti miert werden. Durch die Nähe zum Haus des Sports basieren wir weiterhin auf dessen Infrastruktur (Sitzungs-zimmer etc.) und IT-Service.

Kontrolltätigkeit

DopingkontrollenAntidoping Schweiz übertraf 2011 mit einem Total von 3045 Kontrollen erstmals die 3000-er Marke. 2306 davon waren Urinkontrollen, davon wiederum 1374 ausserhalb von Wettkämpfen und 932 im Wettkampf. Von den total 739 Blutkontrollen führten wir den grössten Teil ausserhalb von Wettkämpfen durch.

1872 Urinkontrollen führten wir gemäss eigenem Kontroll-konzept durch, 1214 davon ausserhalb von Wettkämpfen und 658 im Wettkampf. Dies entspricht einem Verhältnis von 1.84:1. Wir übertrafen damit das Jahresziel von 1600 Kontrollen im eigenen Kontrollkonzept deutlich. Zudem führten wir 671 Blutkontrollen (651 ausserhalb von Wett-kämpfen und 20 an Wettkämpfen) durch. Diese Zahl ist die Obergrenze, die wir gegenwärtig mit unseren verfügbaren Blutkontrolleurinnen und -kontrolleuren zu leisten ver-mögen. Es ist auch zunehmend schwierig, vor allem für kurzfristig angesetzte Kontrollen über das Blut-Kontroll-personal zu verfügen.

Gesamthaft wurden 502 Kontrollen durch Dritte be-zahlt (434 Urin- und 68 Blutkontrollen). Dies entspricht 16 Prozent aller Kontrollen. Darin enthalten sind je 52 Urin- und Blutkontrollen im Rahmen des Projektes «Clean Water». Diese wurden von der Firma AMGEN im Rahmen eines Projektsponsorings finanziert. Weitere externe Auftraggeber waren insbesondere der Liech-tensteinische Olympische Sportverband und der Eidge-nössische Schwingerverband.

Projekt «clean Water»Ende 2009 lancierte Antidoping Schweiz mit «Clean Water» erstmals ein Projekt im Bereich Blutkontrol-len und Blutpässe. Partner sind Swiss Swimming, das Laboratoire suisse d’Analyse du Dopage (LAD) sowie das Biotechnologie-Unternehmen AMGEN. Unter dem Namen «Clean Water» (http://cleanwater.fsn.ch/) kont-rollieren wir acht Schweizer Spitzenschwimmerinnen und -schwimmer, die sich auf die Olympischen Sommerspiele in London 2012 vorbereiten. Aus den Urin- und Blut proben erstellen wir individuelle «biologische Pässe» (endo krine und hämatologische Langzeitprofile). Die Analyse der Daten über einen längeren Zeitraum hinweg kann aufzei-gen, dass Spitzenleistungen ohne Doping möglich sind. Unregelmässigkeiten hingegen weisen auf möglichen Dopingmissbrauch hin. 2011 arbeiteten wir an diesem Projekt wie geplant weiter. Seit Projektbeginn führten wir bei den beteiligten Athletinnen und Athleten je 104 Blut- und Urinkontrollen durch.

MeldepflichtAthletinnen und Athleten im Registrierten Kontrollpool oder im Nationalen Kontrollpool sind verpflichtet, ihren Aufenthaltsort stets zu melden. Dazu steht ihnen ein elektronisches Instrument zur Verfügung, das Kontroll-management-System SIMON. Antidoping Schweiz ver-besserte dieses in den letzten Monaten erneut. Heute bieten wir den Athletinnen und Athleten ein modernes und sicheres Instrument an, das es sehr einfach macht, die Auflagen der Meldepflicht zu erfüllen. Im Berichtsjahr verzeichneten wir mit 57 Verwarnungen (2010: 111) einen deutlichen Rückgang der Verstösse gegen die Meldepflicht («filing failures») und der versäumten Kontrollen («missed tests»). Es handelte sich in 47 Fällen (2010: 104) um die erste, in neun um die zweite und in einem Fall um eine dritte Verwarnung. Drei Verwarnungen innerhalb von 18 Monaten führen gemäss internationalen Vorschriften zu einer Sperre von mindestens einem Jahr. Im Berichtsjahr verurteilte die Disziplinarkammer für Dopingfälle von Swiss Olympic (DK) erstmals seit der Einführung dieser Bestimmungen zwei Schweizer Athleten wegen wieder-holten Verstössen gegen die Meldepflicht.

Verstösse gegen anti-Doping-Bestimmungen Die Disziplinarkammer für Dopingfälle von Swiss Olympic fällte im Berichtsjahr 13 Entscheide (2010: 12). Sieben Athleten wurden wegen Cannabinoiden zu Sperren zwi-schen drei Monaten und zwei Jahren verurteilt. Ein Athlet wurde wegen Anabolika für zwei Jahre gesperrt. Zwei weitere Athleten wurden wegen Stimulanzien zu sechs Monaten, respektive zwei Jahren verurteilt, ein weiterer Athlet erhielt für das gleiche Vergehen eine Verwarnung. Wegen wiederholten Verstössen gegen die Meldepflicht erhielt ein Athlet eine Sperre von 18 Monaten, ein ande-rer eine Sperre von zwölf Monaten. Den letztgenannten

Entscheid zog Antidoping Schweiz wegen zu tiefer Sank-tionsdauer an das Tribunal Arbitral du Sport (TAS) weiter, wo er noch hängig ist. Ein weiteres Verfahren in Zusam-menhang mit Eigenblutdoping, das 2010 aus formal-juristischen Gründen durch die DK eingestellt wurde, zog Antidoping Schweiz an das TAS weiter. Dieses lehnte 2011 die Beurteilung ebenfalls aus formaljuristischen Grün-den ab, da beim Übergang der Geschäfte von der Fach-kommission für Dopingbekämpfung von Swiss Olympic an Anti doping Schweiz die Unterstellung des betroffenen Athleten nicht klar geregelt worden sei.

ausnahmebewilligungen zu therapeutischen Zwecken (atZ)Die Anzahl der Anträge auf eine Ausnahmebewilligung zu therapeutischen Zwecken (ATZ) blieb mit 227 deutlich unter derjenigen des Vorjahres (rund 300). Die ATZ-Kom-mission bewilligte 29 Anträge (2010: 32) und lehnte zwölf ab (2010: 4). Die übrigen wurden wegen Form fehlern oder weil sie überflüssigerweise eingereicht worden waren, zurückgesandt. Der administrative Aufwand blieb ent-sprechend hoch.

Management von DopingkontrollenUnter der Federführung der US-Antidoping-Agentur (USADA) wurden im Berichtsjahr die Arbeiten für die papierlose Abwicklung von Kontrollen weitergeführt. Antidoping Schweiz beteiligte sich aktiv und passte das System den Schweizer Bedürfnissen an. Das Instrument ist nun für den Versuchsbetrieb bereit. Antidoping Schweiz wird erste Tests, bei denen Kontrollen vor Ort mit einem elektronischen Erfassungsgerät administriert werden, im ersten Halbjahr 2012 durchführen.

WebauftrittDie Nutzerzahlen bewegten sich mit rund 8.5 Mio. Zu-griffen durch 143 214 Besucher (2010: 9.2 Mio. Zugriffe von 175 259 Besuchern) erneut auf hohem Niveau. Eine deutliche Steigerung (+ 20 Prozent) verzeichneten wir mit 125 159 Downloads bei den Broschüren, Dokumenten und Formularen (2010: 104 289). Spitzenreiterin ist die Doping-liste mit 29 360 Downloads, gefolgt von der Liste der er-laubten Wirkstoffe für Fachpersonen (7560 Downloads) und der Liste der erlaubten Arzneimittel bei banalen Er-krankungen (7016 Downloads).

Im Berichtsjahr überarbeiteten und ergänzten wir die Supplement-Faktenblätter umfassend und liessen sie ins Französische übersetzen. Heute stellen wir hilfreiche Informationen zu 27 verschiedenen Supplementen in zwei Sprachen zur Verfügung. Wir verzeichneten insgesamt 21 026 Downloads von Faktenblättern.

informationen zu MedikamentenDie Medikamentendatenbank von Antidoping Schweiz gibt Auskunft darüber, ob ein Medikament oder eine Substanz dopingfrei und damit zur Behandlung von Athletinnen und Athleten geeignet ist. Im Berichtsjahr verzeichneten wir 43 268 Abfragen, was einer Steigerung um 17 Prozent entspricht (2010: 36 907 Abfragen). Zwei Drittel der Be-nutzerinnen und Benutzer waren Athletinnen und Ath-leten. Die Medikamentendatenbank wurde im Jahr 2006 erstmals aufgeschaltet, die Benutzerzahlen stiegen seit-her stetig an. Deshalb wurde sie im Juni 2011 vollstän-dig über arbeitet und ausgebaut. Wir entwickelten zudem Apps für iPhone und Android-Smartphones, die seit dem zweiten Semester 2011 kostenlos zur Verfügung stehen. Die 24-Stunden-Hotline hingegen wurde immer seltener genutzt; 2011 verzeichneten wir nur noch rund 100 Anrufe. Wir schlossen daher diesen Auskunftskanal per Ende 2011, bieten jedoch unter der Nummer +41 (0)31 359 74 44 weiterhin telefonische Auskünfte zu Medikamenten wäh-rend den Bürozeiten.

Information und Prävention 

e-learningAuf der seit 2009 existierenden E-Learning Plattform «Real Winner» verzeichneten wir im Berichtsjahr 614 neue Benutzer (2010: 853). Das Angebot erweiterten wir 2011 mit zwei neuen Filmen rund um das Thema ethisches Verhalten im Sport. Gleichzeitig vereinfachten wir die statistische Auswertung.

Mit einem weiteren E-Learning Produkt unter dem Titel «E-Lesson» wollen wir vor allem Schülerinnen und Schüler der Sekundarstufe II ansprechen. In 15 attrak-tiven Lernclips in Deutsch und Französisch informieren wir über die verbotenen Substanzklassen und Methoden. Dieses Angebot ist hauptsächlich auf Schulen mit Sport-klassen (z.B. Swiss Olympic Schools) ausgerichtet.

Vortrags- und MedientätigkeitDie Mitarbeitenden der Geschäftsstelle von Antidoping Schweiz gaben auch 2011 ihr Wissen weiter. Wir standen bei 77 Lektionen (2010: 43) als Dozentinnen und Dozenten im Einsatz, daran nahmen rund 1260 Personen (2010: 850) teil. 11 dieser Lektionen hielten wir an Hochschulen oder Fachhochschulen (2009: 21).

Antidoping Schweiz versandte 13 Newsmails und drei Medienmitteilungen. Ebenfalls beantworteten wir zahlrei-che Interviewanfragen, insbesondere im Zusammenhang mit schulischen Arbeiten.

Präsenz an BreitensportanlässenAntidoping Schweiz war 2011 an sechs Breitensport-Veranstaltungen (total 13 Tage) im Turn- und Laufsport präsent. Unsere Informationstätigkeit im Breitensport erfolgte in den letzten drei Jahren im Rahmen eines Projektsponsorings der Visana. Dieses endete per 31. Dezember 2011. Es ist unser Ziel, auch ohne diese Unterstützung weiterhin an ausgewählten Breitensport-anlässen präsent zu sein.

Forschung

angewandte Forschung Antidoping Schweiz führte 2011 wiederum verschiedene Forschungsprojekte in Zusammenarbeit mit dem Labo-ratoire suisse d’Analyse du Dopage (LAD) in Epalinges sowie mit dem Kontrolllabor der Deutschen Sporthoch-schule Köln durch. Schwerpunkte waren die Analytik von Steroidhormonen und von EPO.

Zusammen mit dem Laboratoire suisse d’Analyse du Dopage (LAD) bearbeiteten wir folgende Forschungsprojekte:• Vergleich der Eignung von Blut- und Urinproben bei

Wettkampfkontrollen.• Endokriner Pass als Hilfsmittel, um Doping mit Wachs-

tumshormonen zu entdecken.

Unsere Forschungstätigkeit in Zusammenarbeit mit der Deutschen Sporthochschule Köln fokussierte folgende Themen:• Nachweis des Maskierungsmittels Desmopressin im

Urin.• Entwicklung von Nachweismethoden für nicht zugelas-

sene Wirkstoffe, die als Dopingmittel verwendet werden könnten.

BevölkerungsbefragungMit einer repräsentativen Mehrthemenbefragung zu Beginn des Jahres 2011 liessen wir die Schweizer Bevöl-kerung zum Thema Doping und Dopingbekämpfung be-fragen. Ziele waren sowohl eine Momentaufnahme der aktuellen Haltung gegenüber Doping, als auch eine Darstellung der Entwicklung der Bevölkerungsmeinung zur Dopingproblematik über einen Zeitraum von 13 Jah-ren. Möglich machten diese chronologische Auswertung die bestehenden Daten aus den Jahren 1998, 2001, 2004 und 2007.

Seit Beginn der Befragungen erachtet die Schweizer Bevölkerung Doping als grosses Problem im Sport und spricht sich dafür aus, konsequent dagegen vorzugehen. Auch in der aktuellen Befragung schätzt die Schweizer Bevölkerung Doping als Problem ein, gegen das mit einer hohen Priorität angegangen werden soll. Entsprechend bezeichnen die Befragten «Doping» am häufigsten als Hauptproblem des Sports. 90 Prozent der Bevölkerung bezeichnen Doping als grosses oder gar sehr grosses Problem im Spitzensport. Als deutlich weniger gravie-rend erachten sie das Thema im Breitensport: Nur 43 Prozent der Befragten bezeichnen Doping im Breitensport als grosses oder sehr grosses Problem. 95 Prozent der Befragten stimmen den Aussagen «Doping gibt schlech-te Vorbilder», «Doping schadet dem Sport-Image» und «Doping ist gegen das Fairplay-Prinzip» zu und distan-zieren sich damit klar von Dopingpraktiken.

Die Frage, ob die Dopingbekämpfung in der Schweiz vor-bildlich oder zu large sei, wird dagegen nicht einheitlich beantwortet. Ein Fünftel der Befragten gibt zudem kein Urteil über die Schweizer Dopingbekämpfung ab.

Die Untersuchung zur Wahrnehmung der Dopingproble-matik in der Schweiz zeigt, dass die Schweizer Bevölke-rung Doping immer noch als Hauptproblem des Sports – insbesondere des Spitzensports – betrachtet. Der Kampf gegen Doping wird heute als Bündel verschiede-ner Massnahmen gesehen, das mehr Dopingkontrollen, härtere Strafen und mehr Aufklärung umfassen soll. Welchen Beitrag Antidoping Schweiz dazu leistet, ist der Bevölkerung allerdings noch zu wenig bekannt: Nur rund ein Drittel der Befragten hat schon von Antidoping Schweiz gehört.

Zusammenarbeit mit den GeldgebernIm Jahr 2008 unterzeichneten Antidoping Schweiz und die Schweizerische Eidgenossenschaft (Eidg. Departement für Verteidigung, Bevölkerungsschutz und Sport VBS) eine mehrjährige Rahmenvereinbarung. Diese bildet die Basis für jährliche Leistungsvereinbarungen. In diesen werden die finanziellen Beiträge des Bundes und die Ziele und Leistungen von Antidoping Schweiz festgelegt. Swiss Olympic übernimmt diese Ziel- und Leistungsvorgaben für Antidoping Schweiz jeweils als Basis für die Ausrichtung ihres finanziellen Beitrags.

SportförderungsgesetzMitte 2012 wird das neue Sportförderungsgesetz zu-sammen mit den entsprechenden Verordnungen in Kraft treten. Antidoping Schweiz werden damit neue und mehr Kompetenzen übertragen, insbesondere in der Zusam-menarbeit mit dem Zoll und den Strafverfolgungsbehör-den. Dies wird auch den Austausch von Personendaten beinhalten. Antidoping Schweiz beauftragte daher eine externe Organisation, die Aufbauorganisation, die Prozesse und die Abläufe in Bezug auf die Wahrung des Daten-schutzes zu überprüfen. Ein Bericht mit Verbesserungs-vorschlägen liegt vor. Diese werden im ersten Semester 2012 geprüft und bei Bedarf umgesetzt.

Konventionen gegen DopingFür die Erfüllung der Verpflichtungen aus den internati-onalen Konventionen gegen Doping garantieren die Re-gierungen der einzelnen Unterzeichnerländer. Antidoping Schweiz unterstützte im Berichtsjahr die Vertreter der Schweiz an den jeweiligen Tagungen und Sitzungen des Europarates und der UNESCO.

Matthias Kamber, Direktor von Antidoping Schweiz, hatte auch 2011 den Vorsitz der Arbeitsgruppe «Wissenschaft» der Konvention des Europarates gegen Doping inne.

Welt-anti-Doping-Programm (WaDP)Per 1. Januar 2009 trat das neue Welt-Anti-Doping- Programm (WADP) in Kraft. Die verantwortlichen Stellen in der Schweiz setzten in der Folge alle relevanten Dokumente des WADP um: Der Code wurde im Doping-Statut von Swiss Olympic umgesetzt, die Internationalen Standards zu Dopingkontrollen und medizinischen Aus-nahmebewilligungen in den Ausführungsbestimmungen von Antidoping Schweiz. Die WADA erklärte darauf Anti-doping Schweiz als «Code-konform». Das WADP soll in den Jahren 2012 und 2013 in mehreren Konsultationsschritten überarbeitet und im November 2013 wieder verabschiedet werden. Antidoping Schweiz setzt sich dabei für eine Ver-einfachung ein, da das sehr ausführliche und detaillierte WADP von 2009 in der Praxis nur schwer umsetzbar ist. Ende 2011 tauschten wir bei verschiedenen Gelegenheiten mit internationalen Partnern erste Ideen aus. Wir wollen im Revisionsprozess eine aktive Rolle spielen und sehen daher bis November 2013 intensive Konsultationen mit unseren Partnern vor.

internationale KooperationenIm Rahmen des Vier-Länder-Abkommens zwischen den Anti-Doping-Organisationen in Deutschland, Österreich, Frankreich und der Schweiz fanden mehrere Treffen statt. Themen waren insbesondere «Dopingprävention» und «Blutkontrollen». Verschiedene Mitarbeitende von Anti-doping Schweiz sammelten im Rahmen von Arbeitsauf-enthalten bei den Partnerorganisationen in Kanada, Nor-wegen, England und Australien wertvolle Erfahrungen betreffend Verfahren und Abläufe. Ein Kontroll koordinator der Englischen Anti-Doping-Agentur absolvierte einen Arbeitsaufenthalt bei Antidoping Schweiz.

Editorial

Antidoping Suisse a atteint l’ensemble des objectifs fixés pour 2011. Nous avons mis en place un nouveau groupe dénommé «Enquêtes» et avons réalisé nettement plus de contrôles sanguins. Nous avons complètement remodelé la banque de données sur les médicaments et avons, par ailleurs, mis au point de nouvelles e-lessons sur les substances et méthodes de dopage.

En 2011, Antidoping Suisse a créé de nouvelles structures et a développé le département «Contrôles» en créant un groupe «Enquêtes». Ce département continue d’assurer la planification et la réalisation des contrôles. Une nouveau-té: des profils sanguins et hormonaux ainsi que d’autres informations sont désormais analysés. Ceci simplifie par exemple la planification et le ciblage des contrôles. Mi-2012, suite à la nouvelle loi sur l’encouragement du sport, des informations émanant des douanes ou des auto-rités pénales cantonales sur les éventuels cas de dopage seront davantage transmises au groupe «Enquêtes».

Au cours de l’année sous revue, Antidoping Suisse a conti-nué à améliorer le système électronique de gestion des contrôles antidopage (SIMON). Une nouvelle application web nous permet d’informer en temps réel nos contrô-leurs et à les affecter de manière ciblée. Nous sommes actuellement en train d’élaborer, en collaboration avec l’agence antidopage américaine (USADA), une solution web permettant de réaliser des «contrôles sans papier». Nous cherchons à obtenir un traitement plus rapide et plus simple des données des contrôles, en laboratoire et au sein de Antidoping Suisse. Les premiers tests de «contrôles sans papier» seront lancés début 2012.

En 2011, Antidoping Suisse a réalisé 2306 contrôles uri-naires au total. 1872 contrôles urinaires correspondent à des contrôles domestiques, ce qui est supérieur à l’ob-jectif minimum de 1600 contrôles. 434 contrôles ont, par ailleurs, été payés par des tiers. A ceci s’ajoute un total de 739 contrôles sanguins, dont 671 contrôles domestiques. Au total, 13 cas de violation des dispositions antidopage ont été enregistrés.

En mai 2011, Antidoping Suisse a complètement remo-delé la banque de données sur les médicaments. De nombreuses suggestions résultant de l’enquête de satis-faction des athlètes de 2010 y ont été intégrées. La banque de données est plus conviviale et chaque médicament dispose d’informations supplémentaires. Au mois d’août, nous avons également lancé une application pour smart-phones. Grâce à cette application, des informations sur les médicaments peuvent être consultées n’importe où et à tout instant, que ce soit en pharmacie ou chez le méde-cin. Nous mettons, par ailleurs, au point une «e-lesson» sur les substances et méthodes interdites pour le degré secondaire II. Les écoles avec des classes de sport consti-tuent des groupes cibles.

Le développement de la collaboration internationale pour-suit son chemin. Diverses actions sont menées dans le cadre du traité des quatre pays, qui a été signé avec les agences antidopage d’Allemagne, d’Autriche et de France. Par ailleurs, des échanges de formation ont été organisés avec les agences antidopage d’Australie, d’Angleterre, du Canada et de Norvège.

Depuis 1998, Antidoping Suisse réalise, à intervalles régu-liers, des enquêtes de satisfaction auprès de la population sur la question du dopage. La cinquième a été menée à bien au cours de l’année sous revue. Celle-ci a révélé que la population suisse estimait que le dopage était le prin-cipal problème du sport et qu’elle restait en faveur d’une lutte efficace contre le dopage.

Nous relèverons, avec nos partenaires, les nouveaux défis de 2012 en matière de prévention et de lutte antidopage et nous axerons nos efforts sur l’existence d’un sport propre et crédible.

Organisation

FinancesLa comptabilité 2011 s’est clôturée avec un excédent d’environ 20 000 francs. Le budget avait tablé sur un équi-libre des comptes pour l’exercice. Les raisons de cette situation s’expliquent d’une part par l’augmentation des produits: davantage de contrôles ont été payé par des tiers (+ 90 000 francs). D’autre part, une baisse des dépenses de personnel (– 256 000 francs) a été enregistrée. En effet, la mise en place du département «Contrôles et enquêtes» a pris plus de temps que prévu. Par ailleurs, un poste de contrôleur professionnel est resté vacant. Une baisse des dépenses est également enregistrée au niveau des frais de déplacement et des frais de représentation (– 51 000 francs). Nous avons, en revanche, enregistré une aug-mentation des dépenses au niveau des postes matériel, marchandises et prestations de service (+ 271 000 francs) ainsi qu’au niveau des dépenses d’équipement (+ 49 000 francs). Ceci s’explique par le fait que les procédés et matériaux pour les contrôles sanguins sont plus onéreux et que les opérations de contrôle sont en augmentation. Les dépenses extraordinaires résultent de la constitution de réserves de cotisations de l’employeur au niveau de la caisse de pension (+ 62 000 francs).

Personnel et structure Nous avons modifié notre organisation, avec effet au 01.01.2011. Nous avons créé le groupe «Enquêtes», rattaché au département «Contrôles et enquêtes». Le nouveau poste d’«analyste», après un appel à candida-tures externes, a été pourvu par un collaborateur interne. Un poste de contrôleur sanguin (homme), déjà autorisé en 2010, reste toujours vacant. En effet, aucun candidat cor-respondant au profil recherché n’a pu être trouvé. Nous avons réussi à débloquer la situation épineuse au niveau des contrôles sanguins. Alors qu’un poste était vacant aux contrôles urinaires, nous avons chargé une collaboratrice spécialisée d’effectuer, en sus des contrôles urinaires, des contrôles sanguins.

Gestion qualitéL’Association Suisse pour Systèmes de Qualité et de Manage ment (SQS) a procédé à un audit de maintien de Anti doping Suisse au mois de mars 2011. Antidoping Suisse a été certifiée ISO 2001:2008, sans aucune réserve. Nous avons mis en œuvre, au cours de l’année sous revue, les suggestions d’amélioration qui nous ont été soumises. Celles-ci portaient notamment sur la communication d’in-formations détaillées sur les objectifs atteints au niveau du contrôle de gestion, sur l’établissement d’une analyse détaillée des principaux risques de notre organisation ainsi que sur le calcul systématique de la satisfaction clientèle.

infrastructureEn mai 2011, Antidoping Suisse a investi de nouveaux locaux situés dans les environs immédiats de l’ancien site. Ceci a permis de centraliser les diverses unités de tra-vail dans les bureaux et d’optimiser ainsi les processus internes. Nous continuons de bénéficier des infrastruc-tures (salle de réunion, etc.) de la Maison du Sport et de son service informatique.

Activités de contrôle

contrôles antidopageEn 2011, Antidoping Suisse a passé pour la première fois la barre des 3000 contrôles, avec un total de 3045 contrôles. 2306 contrôles urinaires ont été effectués, 1374 d’entre eux ont été réalisés hors compétitions et 932 en compétitions. Sur les 739 contrôles sanguins, la majorité des contrôles a été effectuée hors compétions. 1872 contrôles urinaires correspondent à des contrôles dans le programme domes-tique, 1214 d’entre eux ont été effectués hors compétitions et 658 en compétitions. Ceci correspond à un ratio de 1,84:1. Nous avons ainsi largement atteint les objectifs fixés à hauteur de 1600 contrôles domestiques. Nous avons, par ailleurs, réalisé 671 contrôles sanguins (651 contrôles hors compétitions et 20 en compétitions). Ce chiffre correspond à la limite maximale que nous pouvons atteindre avec les contrôleurs sanguins dont nous disposons. Il est, par ail-leurs, de plus en plus difficile d’avoir des contrôleurs san-guins à disposition notamment dans le cas de contrôles fixés dans des délais très courts. Au total, 502 contrôles ont été payés par des tiers (434 contrôles urinaires et 68 contrôles sanguins). Ceci correspond à 16% de l’en-semble des contrôles. Ces chiffres incluent 52 contrôles urinaires et 52 contrôles sanguins dans le cadre du pro-jet «Clean Water». Ceux-ci ont été financés par la société AMGEN à l’occasion d’un sponsoring de projets. Les autres donneurs d’ordre étaient la Fédération sportive olympique du Liechtenstein et l’Association fédérale de lutte suisse.

Projet «clean Water»Fin 2009, Antidoping lance, avec «Clean Water», un pro-jet ayant trait pour la première fois aux contrôles san-guins et aux passeports sanguins. Les partenaires du projet sont Swiss Swimming, le Laboratoire suisse d’Analyse du Dopage (LAD) ainsi que AMGEN, société de biotechnologie. Dans le cadre du projet «Clean Water» (http://cleanwater.fsn.ch/), nous avons contrôlé huit nageurs et nageuses de haut niveau qui se sont préparés aux Jeux olympiques d’été de Londres 2012. Nous éta-blissons, sur la base des échantillons d’urine et de sang, des «passeports biologiques» (profils hématologiques et endocriniens) pour chaque athlète. Une analyse des infor-mations sur une longue période permet de démontrer que des performances de haut niveau peuvent être réalisées sans avoir recours au dopage. La présence d’irrégularités, en revanche, peut indiquer l’existence d’éventuels cas de dopage. Nous avons continué à développer ce projet en 2011. Depuis le début du projet, nous avons réalisé, auprès des athlètes ayant pris part au projet, 104 contrôles uri-naires et 104 contrôles sanguins.

Obligation de renseignerLes athlètes appartenant à un groupe cible enregistré des sportifs soumis à contrôle (RTP) ou à un groupe cible national des sportifs soumis à contrôle (NTP) sont tenus d’indiquer en permanence leur lieu de séjour. Ils disposent à cet effet de SIMON, un système électronique de gestion des données. Antidoping Suisse a, à nouveau, amélioré ce système au cours des derniers mois. Nous proposons un instrument plus moderne et plus sûr, qui simplifie les obligations de renseigner incombant aux athlètes. Nous avons enregistré 57 avertissements (111 en 2010), ce qui représente un recul net des violations de l’obligation de renseigner («filing failures») ainsi que des contrôles manqués («missed tests»). Dans 47 cas (104 en 2010), il s’agit du premier avertissement, dans 9 cas, du deuxième avertissement et dans un cas, du troisième avertissement. La formulation de trois avertissements dans un délai de 18 mois entraîne, conformément aux dispositions interna-tionales, une suspension d’au moins un an. Au cours de l’année sous revue, la Chambre disciplinaire pour les cas de dopage de Swiss Olympic a, pour la première fois de-puis l’entrée en vigueur desdites dispositions, condamné deux athlètes suisses pour violation répétée des obliga-tions de renseigner.

Violation des dispositions antidopage La chambre disciplinaire pour les cas de dopage de Swiss Olympic a prononcé 13 décisions (12 en 2010). Sept ath-lètes ont été suspendus pour prise de cannabis pour une durée allant de trois mois à deux ans. Un athlète a été suspendu pendant deux ans pour prise de substances ana-bolisantes. Pour prise de stimulants deux athlètes ont été suspendus, l’un pour une durée de six mois, l’autre pour deux ans. Un autre athlète a reçu un avertissement pour les mêmes agissements. Un athlète a été suspendu pen-dant une durée de 18 mois pour violation répétée de l’obli-gation de renseigner, et un autre athlète pendant douze mois. Antidoping Suisse a introduit une action devant le

Tribunal Arbitral du Sport (TAS) au sujet de la dernière décision, estimant que la durée de suspension n’était pas assez sévère. La procédure est toujours pendante. Antidoping Suisse a également réintroduit devant le TAS une procédure en matière de dopage sanguin, suspendue en 2010 pour vice de forme. Le TAS a également refusé de juger l’affaire en 2011, pour vice de forme, du fait que lors du transfert de l’affaire à Antidoping Suisse par la Commission technique de lutte contre le dopage de Swiss Olympic, la soumission de l’athlète concerné n’avait pas été réglée de manière claire.

autorisations d’usage à des fins thérapeutiques Le nombre de demandes d’autorisations d’usage à des fins thérapeutiques (AUT) s’élève à 227, ce qui correspond à un niveau nettement inférieur à celui de l’année précé-dente (environ 300). La commission AUT a donné une suite favorable à 29 demandes (32 en 2010) et en a refusé douze. Les autres demandes ont été retournées pour vice de forme ou parce qu’elles ont été envoyées inutilement. Les opérations administratives sont restées élevées.

Gestion des contrôles antidopage Les opérations de mise en place des «contrôles sans papier» ont été poursuivies sous l’égide de l’agence antidopage américaine (USADA). Antidoping Suisse y a activement pris part et a adapté ce système aux besoins suisses. Il est désormais prêt pour les tests. Antidoping Suisse réalisera les premiers tests au cours du premier semestre 2012. Des contrôles seront effectués sur place avec un appareil de saisie électronique.

Site internet Le nombre d’accès sur le site se situe encore une fois à un niveau élevé, soit environ 8,5 millions. 143 214 visiteurs ont été enregistrés (9,2 millions d’accès en 2010 et 175 259 visiteurs). Les téléchargements de brochures, docu-ments et formulaires sont avec 125 159 téléchargements en nette hausse (104 289 en 2010). La Liste des interdic-tions (29 360) est en tête. Elle est suivie par la Liste des substances autorisées pour le corps médical et les phar-macies (7560) et par la Liste des médicaments autorisés pour les maladies courantes (7016). Au cours de l’année sous revue, nous avons remodelé et complété le guide des supplé ments, puis l’avons fait traduire en français. A ce jour, nous mettons à disposition des informations détaillées en deux langues concernant 27 suppléments alimentaires. Nous avons enregistré au total 21 026 télé-chargements de factsheets.

informations sur les médicamentsLa banque de données sur les médicaments de Antidoping Suisse permet de savoir quel médicament ou substance est adapté au traitement des athlètes ou est prohibé. La banque de données a été interrogée 43 268 fois, ce qui représente une augmentation de 17% (36 907 fois en 2010). Les deux tiers des utilisatrices et utilisateurs étaient des athlètes. La banque de données a été mise en ligne pour la première fois en 2006. Depuis lors, le nombre d’utili-sateurs ne cesse de croître. Raison pour laquelle elle a entièrement été remodelée au mois de juin 2011. Nous avons également développé des applications pour iPhones et Android-smartphones qui sont à disposition gratuite-ment depuis le deuxième semestre 2011. En revanche, la hotline 24h sur 24 est de moins en moins utilisée; nous avons enregistré en 2011 environ 100 appels. Nous avons donc fermé ce centre d’appels fin 2011 et continuons de fournir des informations téléphoniques sur les médica-ments sous le numéro +41 (0)31 359 74 44 pendant les heures de bureau.

Information et prévention

e-learningAu cours de l’année sous revue, nous avons enregistré sur la plateforme «Real Winner» qui existe dès 2009 614 nouveaux utilisateurs (853 en 2010). En 2011, nous avons ajouté à notre offre deux nouveaux films sur l’éthique dans le sport et avons simplifié l’analyse des statistiques.

Nous avons développé un nouveau produit, une «e-lesson» destinée aux écolières et écoliers du secondaire II. 15 clips interactifs, en allemand et en français, renseignent les téléspectateurs sur les méthodes et substances inter-dites. Cette offre vise, en premier lieu, les écoles avec classes de sport (telles que les Swiss Olympic Schools).

conférences et présence médiatique Les collaborateurs du bureau de Antidoping Suisse ont continué, en 2011, à transmettre leur savoir. Nous avons dispensé 77 cours (43 en 2010) auxquels ont participé envi-ron 1260 personnes (850 en 2010). 11 de ces cours ont été dispensés dans des hautes écoles et hautes écoles spécialisées (21 en 2009).

Antidoping Suisse a expédié 13 newsletters de même que trois communiqués de presse et a accordé de nombreuses interviews, notamment dans le cadre des interventions en milieu scolaire.

Présence lors de manifestations de sport de masse Antidoping Suisse a participé, en 2011, à six manifestations de sport de masse (13 jours au total) en gymnastique et course à pied. Au cours des trois dernières années, nous avons réalisé nos missions d’information lors de manifes-tations de sport de masse avec le soutien de Visana. Cette collaboration a pris fin le 31 décembre 2011. Nous voulons continuer à être présents lors de certaines manifestations sportives, et ce également sans ce soutien.

Recherche

recherche appliquéeAntidoping Suisse a mené à bien en 2011 différents projets de recherche en partenariat avec le Laboratoire suisse d’Analyse du Dopage (LAD) à Epalinges ainsi qu’avec le Laboratoire de contrôle de la haute école de sport de Cologne, Allemagne. Notre action s’est concentrée sur l’analyse des hormones stéroïdes et sur l’EPO.

Nous avons réalisé, avec le Laboratoire suisse d’Analyse du Dopage (LAD), les projets de recherche suivants: • Comparaison l’aptitude des échantillons de sang et des

échantillons d’urine lors de contrôles en compétitions.• Passeport endocrinien pour déceler le dopage aux hor-

mones de croissance.

Nos recherches en partenariat avec la haute école de sport de Cologne ont porté sur les points suivants: • Preuve de la présence de desmopressine dans l’urine.• Développement de méthodes permettant de prouver

la présence de substances non approuvées pour une utilisation thérapeutique qui pourraient être utilisées comme substances dopantes.

enquêtes auprès de la populationNous avons interrogé, début 2011, la population suisse au sujet du dopage et de la lutte antidopage à l’occasion d’une enquête représentative portant sur plusieurs sujets. L’objectif consistait à cibler l’opinion actuelle au sujet de la problématique du dopage et à connaître l’évolution des avis de la population sur une période de treize ans. L’exploitation chronologique a pu être réalisée grâce aux données existantes des années 1998, 2001, 2004 et 2007. Depuis le début, on constate que la population suisse considère le dopage comme étant un problème sérieux dans le domaine du sport et souhaite qu’une lutte âpre soit mise en place. Dans l’enquête 2011, la population suisse continue de penser que le dopage est un problème qu’il faut combattre avec priorité. Ainsi, les personnes interro-gées ont le plus souvent qualifié le dopage comme étant le problème principal du sport: tandis que 90% considèrent

le dopage dans le sport de haut niveau comme étant un gros voire un très gros problème, seulement 43% consi-dèrent le dopage dans le sport de masse comme étant un gros voire un très gros problème. 95% des personnes interrogées adhèrent à l’idée que «le dopage donne un mauvais exemple», que «le dopage nuit à l’image du sport» et que «le dopage est contre le principe de fair-play» et prennent clairement leur distance par rapport aux pratiques de dopage.

Les réponses divergent sur la question de savoir si la lutte contre le dopage en Suisse est exemplaire ou non. Un cin-quième des personnes interrogées ne se prononcent pas sur la lutte contre le dopage en Suisse.

Cette enquête montre que la population suisse continue de considérer le dopage en Suisse comme étant le pro-blème majeur dans le domaine du sport – et notamment dans le sport de haut niveau. La lutte contre le dopage est aujourd’hui considérée comme étant un ensemble de mesures incluant davantage d’informations, de contrôles antidopage et des mesures plus strictes. La population ne connaît pas encore le poids de Antidoping Suisse à ce niveau: seulement un tiers des personnes interrogées avaient déjà entendu parler de Antidoping Suisse.

Partenariats

Partenariats avec les bailleurs de fonds En 2008, Antidoping Suisse et la Confédération Suisse (le Département fédéral de la défense, de la protection de la population et des sports (DDPS)) signent une conven-tion cadre sur plusieurs années, qui constitue la base des conventions annuelles sur les prestations. Swiss Olym-pic adhère à ces objectifs pour Antidoping Suisse comme base pour ses contributions financières.

loi sur l’encouragement du sportLa nouvelle loi sur l’encouragement du sport entrera en vigueur mi-2012, avec les décrets correspondants. Anti-doping Suisse bénéficiera ainsi de compétences nouvelles et supplémentaires, notamment du fait de sa collaboration avec les douanes et les autorités pénales. Un échange des données relatives aux personnes est également prévu. Antidoping Suisse a de ce fait chargé une organisation externe de vérifier l’organisation, les processus et pro-cédés liés au respect de la protection des données. Un rapport avec des propositions d’amélioration a été établi. Celles-ci seront analysées au cours du premier semestre 2012 et, si besoin est, mises en œuvre.

conventions contre le dopageLes gouvernements des divers pays signataires s’en-gagent à exécuter les obligations résultant des conven-tions internationales contre le dopage. Au cours de l’an-née sous revue, Antidoping Suisse a apporté son soutien aux représentants suisses lors des diverses sessions et séances du Conseil européen et de l’UNESCO. Programme mondial antidopageLe nouveau Programme mondial antidopage (PMA) est entré en vigueur le 1er janvier 2009. Les organes respon-sables en Suisse ont ensuite transposé les documents essentiels du PMA. Le code a été transposé dans les statuts concernant le dopage de Swiss Olympic. Les

standards internationales pour les contrôles antidopage et les AUT ont, quant à elles, été transposées au niveau des dispositions d’exécution de Antidoping Suisse. L’Agence mondiale antidopage a ensuite déclaré qu’Antidoping Suisse était «conforme au code». Le PMA doit être retra-vaillé en 2012 et 2013 dans le cadre de plusieurs consulta-tions et être revoté au mois de novembre 2013. Le PMA de 2009 ayant semblé trop complet et détaillé et donc diffici-lement transposable dans la pratique, Antidoping Suisse a donc opté pour la simplicité. Fin 2011, des idées pour la révision du PMA est avancée à plusieurs reprises lors d’échanges avec des partenaires internationaux. Nous entendons jouer un rôle actif dans le processus de révi-sion et avons donc prévu diverses consultations intenses d’ici à novembre 2013 avec nos partenaires.

Editorial

In 2011, Antidoping Switzerland met all its annual objectives. We built up the new Intelligence group, carried out con-siderably higher number of blood controls and completely revised our drug database. We developed new e-learning lessons on doping substances and methods. In 2011, Antidoping Switzerland created new structures, adding a new Intelligence group to the existing Controls department. This department continues to be responsi-ble for planning and carrying out controls, and now also assesses blood and hormone profiles plus some other information. This makes for instance targeted control planning easier. In mid-2012, once the revised Sport Pro-motion Act has come into force, the Intelligence group will also be able to make increased use of information about contraventions of anti-doping regulations from the cus-toms authorities and the cantonal prosecution authorities.

During the course of the year under review, Antidoping Switzerland further expanded the electronic management system for doping controls (SIMON). A web-based applica-tion allows us to now inform our control staff in good time and employ them more efficiently. We worked with the US Anti-Doping Agency (USADA) on a web-based solution for paperless controls. We would like to have a quicker and simpler way of managing controls in the laboratory and at Antidoping Switzerland. First tests with paperless con-trols will be carried out at the beginning of 2012.

In 2011, Antidoping Switzerland carried out a total of 2306 urine controls. 1872 urine controls were carried out as part of our domestic control concept, exceeding the mini-mum target of 1600. We carried out an additional 434 urine controls paid for by third parties. Furthermore, there were 739 blood controls, of which 671 were carried out in our domestic control concept. Thirteen anti-doping rule viola-tions were recorded.

In May 2011, Antidoping Switzerland completely revised its drugs database. Many of the findings from the 2010 athlete survey provided input for this task. The database was made more user-friendly and more information on the different drugs was added. In August we also launched an app for smartphones. Athletes can now get informa-tion about drugs anywhere and at anytime, for instance when at the chemist’s or doctor’s. We also created an «e-lesson» on prohibited doping substances and methods for upper secondary level schools, the main target group being schools with special sports classes.

There were further positive developments in international cooperation, with training sessions taking place with the Australian, English, Canadian and Norwegian anti-doping agencies besides the activities under the four-country agreement with Germany, Austria and France’s anti-dop-ing agencies.

Since 1998, Antidoping Switzerland has carried out regu-lar surveys among the public on its perception of doping issues. The fifth such survey was conducted in the year under review. This showed that the Swiss public considers doping to be a major problem in sport and would like to see the fight against doping continued.

In 2012 we will continue to work with our partners to face the challenge of preventing and combating doping, en-deavouring to make sports clean and credible.

Organisation

FinancesThe 2011 financial year closed with a surplus of about 20 000 Swiss francs. A breakeven position had been budg-eted for. The reasons for this discrepancy lie primarily in the additional revenue from more controls paid for by third parties (+ 90 000 francs) and in reduced personnel costs (– 256 000 francs). Setting up the Controls and Intelligence section took longer than planned; furthermore, a profes-sional control officer position was not filled. There was also less expenditure for travel, expenses and represen-tation (– 51 000 francs). There was greater expenditure under the positions Cost of materials, goods and services (+ 271 000 francs) and Operating costs (+ 49 000 francs) as a result of more complex processes and higher costs of material in blood controls and a greater number of con-trols carried out. Furthermore, there were extraordinary expenses in the form of prepaid employer contributions to the pension fund (+ 62 000 francs).

Personnel and StructureA new organisational structure was introduced on 1.1.2011. We created the new Intelligence group, part of the re-named Controls and Intelligence department. The new analyst’s position was advertised externally but filled by a candidate from within the organisation. Approval was given in 2010 for the position of a male blood control officer, but we were once again unable to find a suitable candidate for the post. We were able to solve this difficult staffing situation in blood controls by finding a person qualified to carry out both urine and blood controls for a vacant urine controls position.

Quality ManagementThe Swiss Association for Quality and Management Systems SQS ran a management audit on Antidoping Switzerland in March 2011. Antidoping Switzerland re-ceived ISO 2001:2008 certification without reservation. Suggested improvements were implemented during the course of the year. These involved in particular detailed information regarding objectives achieved in the manage-ment review, drawing up a comprehensive analysis of the main risks in our organisation and a systematic assess-ment of client satisfaction.

infrastructureIn May 2011 Antidoping Switzerland moved to new prem-ises very close to our previous location. This allowed us to organise the different sections more effectively in the new offices and optimise internal processes. Our proxim-ity to the House of Sport allows us to continue to use its infrastructure (meeting rooms etc.) and IT service.

Control Activities

Doping controlsIn 2011 Antidoping Switzerland exceeded the 3000 mark for the first time, carrying out a total of 3045 controls. 2306 of these were urine controls, 1374 conducted out of competition and 932 in competition. The majority of the 739 blood controls was conducted out of competition.

We carried out 1872 urine controls under our domestic control concept, 1214 out of competition and 658 in compe-tition. This corresponds to a ratio of 1.84:1. We thus clearly exceeded our target for the year of 1600 controls under our domestic control concept. We also carried out 671 blood controls (651 out of competition and 20 in competition). We are unable to carry out many more than this with our current number of blood control officers. It is also increas-ingly difficult to assign the necessary blood control offic-ers, especially to carry out controls at short notice.

In total, 502 controls were paid for by third parties (434 urine and 68 blood controls). This represented 16 per cent of all controls and included the 52 urine and 52 blood controls conducted as part of the «Clean Water» project. These were financed by the company AMGEN in a project sponsoring programme. Other external clients included the Liechtenstein Olympic Sports Association and the Swiss Wrestling Association.

«clean Water» Project At the end of 2009 Antidoping Switzerland launched its first project in the field of blood controls and blood passes. Our partners in this project are Swiss Swimming, the Lab-oratoire suisse d’Analyse du Dopage (LAD) and the bio-technology company AMGEN. The purpose of the «Clean Water» project (see also: http://cleanwater.fsn.ch/) is to carry out frequent controls of eight Swiss swimmers who are preparing for the 2012 Summer Olympic Games in London. We use the urine and blood tests to create individ-ual long-term profiles (haematological profile and steroid profile) for each of these athletes. Analysis of these data over a longer period can show that top-level performance is possible without doping. Irregularities, however, may point to possible drug abuse. In 2011 we continued working on this project as planned. Since the beginning of the pro-ject we have carried out 104 blood and 104 urine controls on the participating athletes.

WhereaboutsAthletes in the Registered Testing Pool or National Test-ing Pool are required to report their whereabouts. To do this they can use the electronic control management sys-tem SIMON. Over the past months, Antidoping Switzer-land once again made improvements to this tool. This is a modern, secure and easy way for athletes to register their whereabouts as required. In the year under review 57 warnings were given (2010: 111), which was a marked reduction in the number of whereabouts violations in form of filing failures and missed tests. In 47 cases these were first warnings, in nine cases second warnings and in one case a third warning was issued. According to interna-tional regulations, any athlete who receives three warn-ings within a period of 18 months is banned for a mini-mum of one year. In 2011, for the first time since these provisions were introduced, the Disciplinary Chamber for Doping Cases of Swiss Olympic (DC) sanctioned two Swiss athletes for repeated violations of the whereabouts requirements.

Violations of anti-Doping Provisions In the year under review, the Disciplinary Chamber for Doping Cases of Swiss Olympic issued 13 rulings (2010: 12). Seven athletes were banned for using cannabinoids for between three months and two years. One athlete was banned for two years for using anabolic steroids. Two oth-er athletes were suspended for six months and two years respectively for using stimulants, and a further athlete received a warning for the same offence. One athlete was banned for eighteen months for repeated violations of the whereabouts requirements, and another was suspended for twelve months. Antidoping Switzerland contested this ruling before the Court of Arbitration for Sport (CAS) as

the suspension period was considered too short. The case is still pending. Antidoping Switzerland also took to the CAS another case in connection with autologous blood doping, which was dropped in 2010 by the DC for proce-dural reasons. In 2011 the CAS also rejected this case for procedural reasons, because when the case was trans-ferred from the Swiss Olympic Anti-Doping Commission to Antidoping Switzerland, there was no clear regulation of the athlete’s submission to Antidoping Switzerland.

therapeutic use exemptions (tues)The number of applications for therapeutic use exemp-tions (TUEs) was considerably lower than in the previous year (2011: 227; 2010: 300). The TUE Commission approved 29 applications (2010: 32) and rejected twelve (2010: 4). The remainder were returned as they had not been filed cor-rectly or had been submitted unnecessarily. The amount of administration involved was correspondingly high.

Management of Doping controlsUnder the leadership of the US Antidoping Agency (USADA), in 2011 we continued work on fully paperless controls. Antidoping Switzerland played an active role and adapted the system to Swiss requirements. The tool is now ready for trials. In initial tests during the first half of 2012, Antidoping Switzerland will carry out controls using an electronic recording device.

Information and Prevention

WebsiteUse of the Antidoping Switzerland website was again very high, with about 8.5 million hits by 143 214 users (2010: 9.2 m hits by 175 259 users). There was a significant in-crease in the number of downloads of brochures, docu-ments and forms (+ 20 per cent); these were accessed 125 159 times (2010: 104 289). The prohibited list is still the most popular, downloaded 29 360 times, followed by the list of permitted substances for medical personnel (7560 downloads) and the list of permitted drugs for the treatment of common illnesses (7016 downloads).

In the year under review we completely revised and added to our supplement factsheets and had them translated into French. We now provide comprehensive informa-tion on 27 different supplements in two languages. These factsheets were downloaded 21 026 times.

information on PharmaceuticalsAntidoping Switzerland’s drug database provides infor-mation on whether a drug or substance is permitted or not and therefore whether it may be used by an athlete for treatment. In the year under review the database was consulted 43 268 times, representing a 17 per cent in-crease over the previous year (2010: 36 907). Two thirds of the users were athletes. The drug database was put online in 2006, and the number of users has risen stead-ily ever since. For this reason, it was completely revised and expanded in 2011. We also developed apps for iPhone and Android smartphones; these have been available free since the middle of 2011. By contrast, the 24-hour hotline was used less and less; in 2011 approximately 100 calls were made. We therefore decided to close this information channel at the end of 2011, but will continue to give information on drugs via the telephone number + 41 (0)31 359 74 44 during office hours.

e-learningThe «Real Winner» e-learning platform that exists since 2009 attracted 614 new users in the year under review (2010: 853). In 2011 we added two new films about ethi-cal behaviour in sport. We also simplified the statistical analysis process.

A further e-leaning product, «e-lesson», is designed to address students at upper secondary level in particu-lar. In fifteen attractive educational clips in German and French we explain about the prohibited types of sub-stance and methods. The main target group is schools with special sports classes (e.g. Swiss Olympic schools).

lectures and Media activityIn 2011 Antidoping Switzerland staff once again gave talks and lectures on 77 occasions (2010: 43) to a total of about 1260 people (2010: 850). Eleven of these lectures were given at higher education institutions or universi-ties (2009: 21).

Antidoping Switzerland sent out 13 newsmails and three press releases. We also answered numerous requests for interviews, in particular in connection with school projects.

Presence at Mass Sport eventsAntidoping Switzerland was present at six amateur gym-nastics and running events in 2011 (total 13 days). Over the last three years our outreach programme in amateur sport has been sponsored by the health insurer Visana. This project ended on 31 December 2011. We aim to con-tinue to be present at selected amateur sports events even without this backing.

Research

applied researchIn 2011 Antidoping Switzerland once again carried out various research projects in conjunction with the Labo-ratoire suisse d’Analyse du Dopage (LAD) in Epalinges and the Control Laboratory of the German Sport University in Cologne. The main emphasis in these projects was on analysing steroid hormones and EPO.

We conducted the following joint research projects with the Laboratoire suisse d’Analyse du Dopage (LAD):• Comparison of suitability of blood and urine tests in in-

competition controls.• The endocrine passport as a means of determining the

presence of growth hormones.

Our research activities in conjunction with the Control Laboratory of the German Sport University in Cologne focussed on the following topics:• Identification in urine of the masking agent Desmopressin.• Development of methods to identify non-approved

emerging drugs which can be used as doping agents.

Public SurveyAt the beginning of 2011 we asked the Swiss public its views on doping and the fight against doping in a repre-sentative survey covering a range of issues. The aim was both to gain an impression of the public’s current atti-tudes towards doping and to create a picture of how pub-lic opinion on doping issues changes over a period of 13 years. Existing data from 1998, 2001, 2004 and 2007 also form part of this chronological assessment. Since the first survey was carried out in 1998, it can be seen that the Swiss public perceives doping to be a serious problem in sport and would like to see consistent measures taken to combat it. Those surveyed in 2011 also said they felt that doping was a serious problem which should be given high

priority, and the majority said it was the main problem in sport. Whereas 90 per cent of the public perceive doping in top-level sport to be a serious or very serious problem, only 43 per cent felt this was the case in amateur sport. Ninety-five per cent agreed with the statements «Doping creates a bad example», «Doping spoils sport’s image» and «Doping is against the principle of fair play», thus dis-tancing themselves clearly from doping practices.

The question as to whether the anti-doping campaign in Switzerland is exemplary or too lax was, in contrast, not uniformly answered. Furthermore, a fifth of those sur-veyed did not give any opinion on the Swiss anti-doping campaign.

This investigation into the perception of doping issues in Switzerland shows that the Swiss public still see doping as a major problem in sport, in particular in top-level sport. The fight against doping is currently seen as a package of different measures which should include more doping controls, stricter penalties and more information cam-paigns. The general public is still too little aware of the role that Antidoping Switzerland plays in this. Only about one third of the people surveyed had previously heard of Antidoping Switzerland.

Partnerships

cooperation with Financing BodiesIn 2008 Antidoping Switzerland and the Swiss Confed-eration (the Federal Department of Defence, Civil Pro-tection and Sport DDPS) signed a framework agreement valid for several years. This forms the basis of the an-nual performance agreements in which the financial contributions by the Confederation and the goals and performances of Antidoping Switzerland are defined. Swiss Olympic also adopts these goals and performance guidelines for Antidoping Switzerland as the basis of its financial contribution.

act on the Promotion of SportIn the middle of 2012 the new Sport Promotion Act and the associated Ordinance will come into force. These will give Antidoping Switzerland new and greater powers, in particular in terms of its cooperation with the customs and prosecution authorities and the exchange of personal data. Antidoping Switzerland has therefore commissioned an external organisation to review its structures and pro-cesses to ensure effective data protection. A report on suggestions for improvement is available. The sugges-tions will be reviewed during the first six months of 2012 and implemented as necessary.

anti-Doping conventionsThe governments of the signatory countries to interna-tional anti-doping conventions guarantee to meet the ob-ligations arising from these agreements. In the year under review, Antidoping Switzerland supported Swiss repre-sentatives at the relevant conferences and sessions of the Council of Europe and UNESCO.

In 2011 Matthias Kamber, Director of Antidoping Switzer-land, once again chaired the Science working group of the Council of Europe Anti-Doping Convention.

World anti-Doping Programme (WaDP)On 1 January 2009 the new World Anti-Doping Programme (WADP) entered into force. In Switzerland the various re-sponsible bodies ensured that all the relevant documents were applied; the Code was incorporated into the Swiss Olympic doping statute and the international standards on doping controls and therapeutic use exemptions found expression in Antidoping Switzerland’s implementation provisions. WADA has thus declared Antidoping Switzer-land to be «code compliant». In 2012 and 2013 the WADP will be revised in a series of consultations and readopted in November 2013. The WADP from 2009 proved to be too precise and detailed and so difficult to put into practice, and so Antidoping Switzerland is advocating greater sim-plicity. At the end of 2011 we came together with some of our international partners on a number of occasions to discuss initial proposals for a revision of the WADP. We hope to play an active role in this revision process and therefore plan to hold intensive talks with our partners before November 2013.

international cooperationSeveral meetings took place between the anti-doping organizations in the four-country agreement between Germany, Austria, France and Switzerland. Topics dis-cussed in particular included doping prevention and blood controls. Several members of the Antidoping Switzerland staff were able to gain valuable experience in procedures and practices. A control coordinator from the United Kingdom Anti-Doping Agency spent some time working with Antidoping Switzerland.

Die stiftung Antidoping schweiz nahm am 1. Juli 2008 ihre tätigkeit auf. sie führt die Aufgaben, die zuvor von den entsprechenden Fachbereichen von swiss olympic und vom bundesamt für sport bAspo wahrgenommen wurden, lückenlos weiter. la fondation Antidoping suisse a démarré ses activités le 1er juillet 2008. elle accomplit désormais les tâches qui étaient auparavant effectuées par les différents départements concernés du swiss olympic et de l’office fédéral du sport oFspo.

the Antidoping switzerland foundation began its activities on 1 July 2008. It continues to perform the tasks previously carried out by the corresponding specialist departments at swiss olympic and the Federal office of sports Fospo.

Der stiftungsrat hat periodisch ausreichende Risikobeurteilungen vorgenommen und allfällige sich daraus ergebende Massnahmen eingeleitet, um zu gewährleisten, dass das Risiko einer wesentlichen Fehlaussage in der Rechnungslegung als klein einzustufen ist. le conseil de la fondation a, à intervalles réguliers, procédé à un nombre suffisant d’évaluations des risques et mis en place, quand cela s’avérait nécessaire, suffisamment de mesures pour pouvoir garantir que le risque d’une erreur importante dans l’établisse-ment des comptes soit minime.
