Welcome message On behalf of the Organizing Committee, it is a real pleasure and a great honour to welcome you in Vienna for the 12th European Signal Processing Conference. Vienna, the Austrian Capital, is in the heart of Europe and in view of the recent enlargement of the European Union this has become a reality in common life. The conference site at Vienna University of Technology is near Karlsplatz with its important underground railway station, offering quick connections to other sights of Vienna, only within walking distance from Vienna`s main attractions. The university is surrounded by numerous historical buildings and exhibition sites like the Künstlerhaus, the Wien Museum, the Sezession, and the building of the Wiener Musikverein with its famous Golden Concert Hall as well as the famous baroque Karlskirche (St.Charles' Church). Besides the traditional and historical aspects, Vienna has an excellent international reputation as a highly developed research site with a special strength in the area of telecommunications and software engineering. Recently, Vienna started a number of innovative projects such as the Science and Technology Park "Tech Gate Vienna" and the Telecommunications Research Center Vienna (ftw.). The topics which have been selected by the Technical Programme Committee, by their broad scopes and diversity, show the dynamics of our disciplines. As a result of the intense efforts of Technical Programme Chairs, the Technical Programme Committee, and a large team of referees, EUSIPCO-2004 is proud to offer its attendees more than 500 papers in regular oral and poster sessions, selected from more than 900 full paper submissions. These papers cover all important
topics of today and additionally some trendy ones. Four invited Plenary Talks and twenty Special Sessions (of which nine are invited) have been organized on topics of great current interest. Ten of the Special Sessions include an Extended Talk that provides a broad and detailed view of the session's topic. Together, these Plenary Talks, Special Sessions, and Extended Talks offer an almost complete coverage of Signal and Image Processing and a sound perspective of future developments. The Technical Programme Committee and the Organizing Committee have strived very hard to make EUSIPCO-2004 a successful and memorable event. On behalf of the Signal, Speech, and Image Processing community we express our deepest gratitude for all their efforts.
