AllGen Corporation (AllGen) was established in 2010 but AllGen staff have been working in the Philippines since 2000.

The management team of 5 Directors, who established the company, has combined over 100 man-years of experience in the electricity generating field and is able to utilise these skills, along with those of our team, in technical projects as diverse as geothermal power generation and commercial waste disposal equipment. Over recent years we have completed major power station overhauls and refurbishment appraisals for EDC, CalEnergy, Emerald Energy, Marubeni, Aboitiz and Global Business Power in the Philippines.

We believe that AllGen are now one of the leading specialist providers of expert supervision and project management for a wide variety of plant overhaul and construction projects in the Philippines.

At AllGen, we recognise that owners and operators of large, high value equipment need expert advice, guidance and management of the construction and ongoing maintenance of this equipment. We realise that the risks for our clients associated with construction and maintenance can be enormous. For example, the loss of a generator to a power company, even for a short period can seriously jeopardise the company’s ability to maintain continuity of supply. Loss of this equipment could result in the short term loss of supply-generated income and it could also result in the loss of customers in the long term, as a result of perceived unreliability of supply provision.

Project Management Service Project Manager

The role of the Project Manager is vital to the success of a project. It’s an area where AllGen staff have developed genuine expertise over the last 15 years. Our highly skilled project managers not only understand the challenges of managing a large project to a satisfactory conclusion but they also have a deep understanding of the work to be done and the equipment to be worked on. Our Project Managers have excellent grounding in the heavy engineering industry to complement their in-depth knowledge of project planning. This always helps to ensure that there are excellent lines of communications between the hands-on engineers, the project manager and the client.

In addition to Project Managers we are also able to provide Contract Management skills to ensure that any negotiation for additional and required sub-contractors is managed in our clients’ best interests. Contract managers are able to ensure that the right quality of subcontractor is engaged and that this is done at the most advantageous price to our clients.

Project Controls and Management Systems Within every project there need to be controls and management systems. These are the vital indicators that ensure the project runs smoothly and is delivered on time. AllGen staff have many years of experience in providing these services on a wide variety of projects. Tender Development and Appraisal Most major operators in the heavy engineering industry are obliged to invite tenders for contract work on their sites and their equipment. The creation of these tender requests requires a high degree of skill and knowledge to ensure that every aspect of the work to be carried out is aptly covered in the tender. The risks associated with vital items of work being omitted can be very high and costly. AllGen’s experienced project managers have many years experience in the development of tenders in a wide variety of industries. Philippines & International Case Studies

Over a fourteen-year period from 2000 to 2014 AllGen supervisors have carried out a number of contracts for technical supervision of work at the Mahanagdong, Mt Apo and Malitbog Geothermal Power Stations.

The continual selection for these contracts has demonstrated the special knowledge and expertise that we have developed in the geothermal power generation industry and extends to a wide variety of manufacturers equipment and in a wide variety of environments.

The technical supervision scope of work undertaken incorporates; review of outage plan, development of quality and ITP plans, review of tooling, direct control of key client and subcontractor resources, responsibility for key disassembly and reassembly tasks, commissioning and development of the outage report. All work is undertaken in a team environment with the client management and contractor teams.

Overhaul Supervision & Project Management

Case Study No. 1 Malitbog Geothermal Power Station (2000-2006) 2006, AllGen provided technical supervision for the overhaul of the turbine units 1 and 2 which are Fuji 80 MW units. The work also included steam cylinder levelling and alignment and the strip, clean and reassembly of the Fuji generators on Units 2 and 3 (80 MW).

2005, AllGen staff provided technical supervision for the overhaul of 3 Fuji 80 MW geothermal turbines. The overhaul included full strip down, clean and refurbishment of the geothermal turbines and steam cylinder levelling and alignment.

Case Study No. 3 Wayang Windu Power Station, Indonesia (2003 – 2010) 2010, AllGen staff provided technical supervision for the overhaul of Fuji 110 MW geothermal turbine. The overhaul included full strip down, clean and refurbishment of the geothermal turbine and strip, clean and reassembly of the generator.

2003, AllGen staff carried out the turnkey project for the first major overhaul of the turbine and generator at this power station.

AllGen staff carried out the following work items: Provision of a detailed work plan. Provision of an inspection and test plan for quality control. Supplied overall management and expert supervision on the

24 hour overhaul schedule. Supplied highly skilled technicians and craftsmen. Supplied all necessary specialist tools and equipment. AllGen staff organised their own work crews and the staff

provided by the client. AllGen staff provided technical advice and solutions

throughout the overhaul work including shaft realignment. The overhaul was completed with very satisfactory results. All of the work was completed inside of the planned outage dates and well within the client’s budget. This was a turnkey Planning, Management and Supervision project which included provision of all staff and tools.

Case Study No. 4

Genesis Energy, Huntly Power Station New Zealand AllGen’s sister company ProGen provided Project management staff for five Unit overhauls at Huntly Power Station during the period 2004 until 2012.. The units consist of 800 tons per hour CE boilers driving 250 MW Parsons Turbines and Generators.

Project management responsibilities included safety management, risk management, budget management and contractor management. In addition, the project manager was responsible for coordinating and managing the local power station staff involved in the supervision, technical engineering and hands-on maintenance of the overhaul.

In addition during all overhauls ProGen staff developed and provided on-going monitoring and status reporting for the overhaul plan. Typically there were 4000 tasks involving a multitude of client trade and contractor resources.

During the overhauls from 2005 to 2007, ProGen also provided management support with the addition of a coordinator to organise the NDT testing and the overhaul related purchasing during the overhauls.

All overhauls were completed successfully.

Case Study No. 5

Mt Apo A & B Geothermal Power Stations (2009-2013) 2013 AllGen staff provided technical supervision and project scheduling of the overhaul to Unit 2 Mitsubishi 52 MW geothermal turbine and generator. The work scope included

2009, AllGen staff provided a full turnkey maintenance overhaul service on the Mitsubishi Unit 1 52 MW geothermal turbine.

The work scope responsibilities include project management, safety management, risk management, budget management and contractor management. In addition, the project manager was responsible for coordinating and managing the local power station staff involved in the supervision, technical engineering and hands-on maintenance of the overhaul.

A full project schedule was developed and monitored to provide daily and weekly status reports on progress.

Technical Investigations

Case Study No. 1 2014, Whakatane Mill, New Zealand AllGen’s sister company ProGen undertook a detailed review of two boiler fed steam turbines that had failed during operation. The turbine condition was assessed and potential repair methodologies developed. A decision flow diagram was also developed with provisional timing and costing for the client to review and decide on the optimal operational and financial repair process.

Case Study No. 2 2009, MakBan & Tiwi Power Stations, Philippines As part of a SKM Team AllGen staff undertook a due diligence condition assessment and appraisal of the 15 units (20 to 60MW) at the MakBan and Tiwi Power Stations. Work undertaken was focussed on the turbine and generator (mechanical) for each unit. Assistance was provided in developing a rehabilitation plan for each of the units.

Case Study No. 3 2007/8, Palinpinon & Tongonan Power Stations, Philippines AllGen staff management of the due diligence condition assessment and appraisal of the Palinpinon & Tongonan Power Stations. Work undertaken was focussed on the turbine and generator (mechanical) for each unit. Assistance was provided in developing a rehabilitation plan for each of the units.

Additional work undertaken included economic modelling and advice on steam supply contracts.

Case Study No. 4 2013, Wayang Windu Power Station, Indonesia AllGen’s sister company ProGen undertook a technical review of the turbine rotor to Assess rotor condition, Determine applicable repair methodologies, Assess life cycle costs for each methodology, and Develop a repair recommendation.
