This trend has become all the more pronounced under the effects of globalisation. Switzerland is among the top countries in many scientific fields (e.g. natural sciences, technical sciences and medicine). 1  Internation al cooperation and exchanges with foreign partners are essential in ensuring that knowledge is shared and in enabling Swit- zerland to become even more competitive in the area of education, researc h and innovation (ERI). The ERI sector has therefore become an important aspect of Swiss foreign policy. Working with the cantons, the Federal Administration seeks to create general conditions that favour inter- national scientific cooperation. In particular, the Federal Administration actively pursues participation in research organisations and programmes at both the European and international levels. It also encourages scientific and technological cooperation between Swiss higher education and research institutions and partner institutions worldwide. Federal Council Dispatches on the Promotion of Education, Research and Innovation for 2012 and for 2013-2016 ERI Dispatches) The Federal Council Dispatch on the Promotion of Education, Research and Innovation (ERI Dispatch) es- tablishes the general framework, objectives and measures adopted by the Federal Administration for the promotion of ERI at the national and international levels. Prior to adoption of the ERI Dispatch for 2008- 2011, the federal scientific foreign policy was mainly centred on cooperation with the EU and the United States. Since then, the strategic focus has broadened to include non-European countries that offer consid- erable scientific and technological development potential. The objective is to create a tradition of exchange, specifically through cooperation programmes based on bilateral agreements signed with a limited number of priority countries. In the ERI Dispatch for 2012, the Federal Council authorised a one-year extension of the period of coverage of the ERI Dispatch for 2008-2011. It also extended most of the objectives and measures. In addition, the ERI Dispatch for 2012 provides for continued development of a network of sci- entific consular annexes and scientific sections in Swiss embassies. After the 2012 transition year, the four-year period for Federal Council Dispatches will resume with the ERI Dispatch for 2013-2016, which was submitted to the Swiss Parliament in 2012. The content of the draft proposed by the Federal Council does not bring any major changes and confirms the current strategic orientation. This orientation is part of a long-term approach adopted in the Confederation's first international strategy for education, research and innovation, which was approved in June 2010.
