B. Activities

In connection with the fol.towing repOri., it should be men-tioned that Subject was not often in possessien of Comtlete in-formation On the functions and organization of the denartments,

'since he was directly assigned to the Wehrwirtschaftsstab. •He was sent to.the ' Auslendsabteilung des Amtes Auslandsnach-richten und Abwehr merely as liaison officer. It should. alsobe toted that Subject is a merchant by profession and that hisOpinions and ideas wereinfluenced by an economic, rather thanby a militarYputlook.

II. CARZEit-

abjectwas a career officer in l 'orld War I and rose from'his initial rank of lieutenant to cap tain during the war. Afterhis discharge he became an export merchant and opened :his own -business in Berlin. in 1922, 1Te expo/Ied mainly aeronautical .equipment to all parts of the world until 1931, when the denTessionforced him into bahruptcy. Being. a personal friend of KingCarol II of Rumania and a shrewd businessman, Source used hisconnection to become, once again; economically independent. In1937 he estAalished the "Sled Qst,HandelSgesellschaft von RaisinCo.", which is still in existence.

. On 31 August 1939, Source was ordered to report to the Wehr, wirtschaftsstab of the OKI' for service, keeping his World 'War I

Early in 1 0.40, because of difficulty withthe foreign office and his commanding officer, Source aP plied fordistharge in order to return to his export businesS. Beceuse ofthis application aud the fricAdn with his sup eriors, he was dis-Charged on 20 April 1940, After returuing to his business, hemade trips to Hungary, Rumania and Spain. Through his connectionwith notables of Narious:countries he was able to obtain pasa6ortsand travel' permits without difficulty. From the date of his

• The main tasks of the Auslandsabteilung des Amtes fixer Aus-landenaOhrichten und Abwehr were to collect, evaluate, and usepolitical and military information of the whole world. The results,in briefand Concise form, were sent to Admiral CAYARIS, chief ofthe Abwehr, who., in turn; forwarded them to Feldmarschall KE/TEL,commander in chief of the OKV.

c The information material consisted in total of press releasesat reeio reports from Germany's allies, the neutral coUntries, andenemy countries. The most valuable material, was derived fromintercepted telegrams from enemy or neutral sources. The telegramswere deciphered in a special department of the Auslandsabteilung, which was "Off Limits" to all unauthorized personnel. The decipher-ed telegrams and radiograms /, ere classified "Top Secret" and wentdirectly to the chief of the Auslandsebteilung. In a0dition, thedepartment also received numerous reports of P. volitical andmilitary nature from reliable informants in foreign countries. As far RS Source knows, the department did not hrve its own agentsin foreign countries.

Organization

The Auslandsabteilung,- headed by Kapitaan , zur Set laterAemiral) BUERITER, consisted of' five groups:

Groqp 1 : Political sectionGroup II : Administrative sectionGroup III : Ground warfare sectionGroup TV : Sea warfare sectionGroup V : International laws section

Each of these group s was headed by a section chief and hisstaff. These section chiefs had a drily briefing with the Ab-teilungschef. The political section gave a briefing on thepolitical situation to all officers of the Abteilung from timeto time.

The Auslandsalteilung, although under the same departmentalchief as the three Abwehr Abteilungen, was totally different inits organization an functions.

C. pperational Value

Having been iA contact either ,'.irectly or in(Arectly withmost of the officers of the Auslandsabteilung, Source believesthat the department was grossly ineffective. The officers, oftenreserve officers who had returned to the argv because they hadbeen unsuccessful in civilien life, were for the most tart toold end inemoerienced in their particular jobs. Cooperationbetween the foreign office and the depPrtment was extreinel r poor..The reports from foreign countries, often not the actual facts, but rather the opinions of certain informants or V-Leute, arrivedat s irregular• intervals and usually very late. Nevertheless, itwas necessary that the OKW receive direct informntion on foreignpolitics, without being- depervient upon the foreign office: (Itmust be mentioned that above statements do not necessarily re-present true facts, but rather the opinion of Source. A. Description

The Sonderstab H.,K. was a special department organized toprocure all materials essential to both the .xis and the Alliedpowers, by breaking the blockade and buying these materials fromforeign markets. In order to keen essential materials from theAllies,Gernany would often buy such materials without intendingto use or even to transport them to Germany. The de partment washeaded by Admiral GROSS, who was directly responsible only to thethe, OKW.

In order to be able to buy, nateriala on foreign markets, thedepartment had to procure foreign currencies. Therefore, repre-sentatives were sent out to make connections with bankers and bigbusinessmen in foreign countries. In charge of the procurement offoreign currencies was Oberstleutnant KAYSER, who, in the courseof his acitivites, became connected with a number of disreputablecharacters. His methods were so effective, however, that he wasable to carry out all orders from above. In 1943 he' was suddenlyArrested for reasons 'unknown to Source, tried by a court martial, degraded, and sentenced to jail-

KAYMR;ne+d in his employ a merchant by the name of vonHINTZENSTEW, who resided in Italy. This man was arrested andsentenced to jail in Spain in 1943 because of illegal transac-tions in foreign currencies.-

The department alai had -a representative in Paris, an Oberst-leutnant Geheimrat TOODEYSTEr:„ who lived in the Hotel Claridge;but, as far as Source knows, he was never actively connected withany transaction or mission.

Source was neveredirectly connected With the Sonderstab HWK,but through Obstlte KAYSER, whom he had kfloWn in the Wehrwirt-Schaftsstab and whom he visited frequently until his arrest in1943, he learned much about the department.

The Sonderstab HWX, though a small organization, was extremelyeffective and was credited with keeping German economically 'fstable"until 1943,
