Fire At River Glen As some of you may know, just after noon on September 25th the River Glen resident at space #60 had a kitchen fire in her mobile home. The fire department was called and the fire was extinguished, but the pre-HUD 1966 mobilehome and much of the personal property on the homesite was seriously damaged. Thankfully, there were no injuries resulting from this fire. Before the fire department could arrive and bring the fire under control, the heat and smoke from the inferno also caused serious damage to the neighboring home at space #61, including serious melting of the aluminum awning, deformation of the aluminum siding, damage to electrical wiring in the wall, and complete melting the plastic skirting. Having a homeowner’s insurance policy with fire coverage is crucial in these circumstances to save a homeowner from a financial disaster. On October 8th, less than 2-weeks after River Glen’s fire, the Tubbs Fire started near Calistoga and was quickly driven by high winds into the city of Santa Rosa, burning hundreds of private residences including almost every mobilehome in the 160-space Journey’s End Mobile Park. Journey’s End is a 55+ senior community and given that the middle-of-the-night evacuation order had little warning, one 69-year-old woman was not able to escape the fire in time. Her remains were found on October 11th in the ashes of her ruined home. As of October 31 the Tubbs Fire was 100% contained and had caused the loss of 22 human lives and destroyed over 5,300 structures. While not the largest wildfire on record, by the total value of property damage, this fire has become the most destructive wildfire in the history of California. The scope of harm to people’s lives and homes from the Tubbs Fire is truly staggering. These two fires along with another recent fire in August at the Golden Wheel Mobile Home Park in San Jose which claimed three lives, have made clear the very real threat of fire here at River Glen. These recent and nearby fires should place everyone here on high-alert about fire prevention measures. Our local Field Inspector for Santa Clara County (from California Department of Housing and Community Development, “HCD”) has reminded River Glen management that at the time of any sale and preferably as soon as possible, any deficiencies related to inadequate fire setbacks must be corrected. We will be enforcing setback deficiencies when any River Glen home is intended to be sold. We may point out these issues and ask you to fix them even if you are not yet planning to sell. The 3-foot minimum setbacks specified in the Title 25 building code are critical for fire safety, in order to give an adequate gap between neighboring homes, or between homes and noncombustible sheds. The 3-foot setback allows smoke and heat to rise up and away without easily spreading to a nearby structure. These setbacks are “to sky” meaning you need a full

36-inches as measured from ground to sky by measuring from any extended portion of your home to any extended trim or component of a neighbor’s awning. Plastic resin (PVC) sheds and storage containers are highly combustible. We were recently told such PVC sheds burn like a tire fire and are quite difficult to extinguish. A combustible shed requires a 6-foot setback from another shed or a home. River Glen’s small lot sizes do not normally have adequate space for PVC sheds. These are some easy things you can do now to reduce fire dangers:
● If you notice smoke or fire in your or your neighbor’s home, immediately call 9-1-1 (or 408-277-8911 if calling from a cell phone)
● Keep a fire extinguisher mounted in an accessible place inside your home. Know how to use it and examine it annually for replacement or refilling.
● Keep a garden hose coiled in a reel in your back yard where it can be easily and quickly unspooled to either side of your home
● Unattended cooking is the #1 cause of cooking fires in U.S. homes, so always attend to your cooking so you won’t get distracted and let your food catch on fire
● Heat oil slowly and learn the technique of sliding a lid over a pan if you experience a fire in a pot or pan
● Don’t cook using a high flame
● Move anything that can burn well away from your range
● Don’t burn candles in your home. If you must, then use fire-safe candle holders
● Keep space heaters at least three feet away from anything that can burn
● Don’t store anything within 3-feet of the utility pedestal (the gas, electric, and water meters)
● Remove plastic storage containers or any combustible items from your lot
● Trim bushes and trees well away from homes and sheds
● Don’t store construction materials in your yard, shed, or under your home
● Don’t store anything under your home, porch, or stairs (for details see our Rules and Regulations)
● Don’t operate a grill under an awning, in a porch, near the utility pedestal, or right next to your home
● Install smoke and carbon monoxide detectors inside your home
● Call PG&E if you smell gas inside your home and don’t know what to do about it

Guests and Parking Reminders
● Residents and their long-term guests or caretakers may not park overnight in guest parking without the permission of management. Park in your driveway or on a public street outside River Glen. Guest parking is for daytime visitors and guests staying fewer than 30 nights per year. Violators will be towed.
● All streets in River Glen are fire lanes. Street parking is not permitted and you may be subject to immediate towing. Turn on your emergency flashers if you stop on the street to load or unload to give us a signal to not be towed. Workmen should park in their host’s driveway or in guest parking. If they cannot comply for a good reason such as they require access to their vehicle while working and the driveway is not available for them to park, then they must turn on emergency flashers or place cones on both sides of their vehicle(s).
● All guests are required to be accompanied by a resident when they are in the clubhouse, swimming pool, group mailboxes, laundry room, car wash, or other common areas such as when wandering around the park streets.
● Guests will not have any rights of tenancy in the Park. Management may require any guest to register with us and sign our rules and regulations.
● If you have a guest spending more than 30 nights in a year, then you must register them and their vehicle(s) with the office.
● Guests may not bring any pets into the park. ● If you will not be present in your home for any reason, your guest may not occupy
or use the mobilehome without the consent of management.
Gutters & Stuff
● Each resident must clean the concrete gutter and street in front of their home. This includes regularly picking up trash, removing weeds, and sweeping up any accumulations of dirt. Please take pride in the appearance of your home and our cute little Willow Glen neighborhood!
● Porches, even if they have been screened or enclosed with windows, may only have patio furniture and potted plants. You may not install appliances like a washer or dryer on a porch, or use a porch as a storage area for tools or stuff.
● Pet enclosures or gates are not permitted on a porch or in your yard. Management must have the ability to walk around your home without being blocked by gates, fences, or other obstructions.
● Antennas or dishes of any type may not be installed near the street. They should be installed as far from the street as possible and cables should be run down a back corner and then under the home. Any antenna or dish installation must be approved in advance by management. Fill out a lot improvement form in advance if you intend to have an installer put in a new dish or antenna and we will tell you where to place it. Other antenna restrictions are in the Rules and Regs.
● As long as they are not attached to the ground, management permits installation of rubber curb ramps made by Bridjit (www.bridjit.com). They are quiet, durable, stable, and offer our park a consistent professional curb appeal. Contact the office for more information. Custom curb ramps made of metal or other materials were never permitted and must be removed from our streets as soon as possible.

WaterLink Offered Water Conserving Fixtures at River Glen
In late October and early November, with the permission of River Glen Management, Kevin Richardson, the Santa Clara Waterlink Outreach Team Lead, and his group of young helpers visited our community. The WaterLink team knocked on every door and offered River Glen residents free low-flow (1.5 GPM) aerators for sink faucets and also low-flow shower heads. About 50 homes responded to their knocking and accepted the free water saving hardware.
In partnership with the Santa Clara Valley Water District and the California Conservation Corps, Ecology Action developed the WaterLink program which launched in Santa Clara County in 2016 to tackle the drought and climate change together. WaterLink was one of only eight projects funded statewide by a grant from the California Department of Water Resources (DWR) as part of their 2015 water-energy drought response program which is funded by California Climate Investments (Cap and Trade) funds.
WaterLink works in disadvantaged communities providing education, installing hot water saving devices, and converting turf to low-water landscaping at no cost.
In 2016 alone, WaterLink helped east San Jose residents and businesses reduce their water use by 148 million gallons and their energy use by 30 million kWh each year, saving them over $1.5 million on their utility bills.
Early in 2017, WaterLink received an additional $5 million in grants from the Department of Water Resources to expand to two new areas which included River Glen.
With the 2017 funding, they estimate they will serve an additional 11,500 people from Daly City to Salinas and will save a projected 3.09 billion gallons of water and 627 million kWh of energy.

Notice to Workers If you are a handyman or handywoman living in River Glen, or if you are a resident who hires a worker to perform services at your homesite, then please read the following guidelines.
● Permits and Park Permission: Many home or lot improvements require management approval and/or HCD permits. If you’re not sure, then call HCD at 800-952-8356. This newsletter includes an HCD permit matrix which gives an overview of which projects requires permits, plan checks, or inspections.
● Street Parking: Our streets are all fire lanes. When not loading or unloading, workers should park their vehicles in their client’s driveway or in guest parking. If a worker needs ongoing access to their vehicle during a job, they may temporarily park on the street at the work site and either engage their emergency flashers or place cones on either end of their vehicle to help prevent collisions while parked on the fire lane.

● Our Guest Rules Apply to Workers: Any worker who is not a resident of River Glen is the guest of the host resident who has invited them on our property. Guests must abide by all the same rules to which the host resident has agreed, in particular our rules regarding guests. For example, unless accompanied by their host, guests (even if they are workers) cannot wander around the property. They may only travel between the entrance and the worksite while unaccompanied by their host. If they want to talk to management about some issue, they should bring their host with them.
● Work Trash In Our Dumpsters: All trash or recycling placed in River Glen’s bins (dumpsters) must originate from within River Glen. If a worker (including workers who live in the Park) performs work off-site, he or she may not dump off-site trash into our bins. Workers who are doing work for River Glen residents on-site may use our dumpsters for any work or construction debris generated from their work from within the park, and only if the host resident is present while they are dumping. This is due to our rule that guests must be accompanied by their host, as explained above. Without the host resident present while dumping, management is likely to get reports of someone illegally dumping in our bins. When using dumpsters, do not fill any one bin to the top, so if more to dispose of than will fit in the bin you go to, then try another bin to see if it has room. We have six pairs of bins (white recycling bins and green trash bins) distributed around River Glen. Bins are emptied on Mondays and Thursdays.
● Large Items: Very large amounts of work trash, for example a shed demolition or major interior demolition, must be taken directly to the dump. Certain large items that won’t fit in our bins, like a water heater, mattress, or couch, may with the management’s permission, be placed behind the pair of bins next to the car wash near the back gate. Management must then arrange a special pick up by Green Team, which is why you should coordinate disposal of large items in advance with the onsite office.
● Yard Waste: Every home should have a green plastic yard waste container that you keep near the back of your lot during the week. Yard waste includes tree branches, plant cuttings, weeds, leaves, and other plant debris. It does not include rocks, dirt, or trash. Yard waste may NOT be placed in the white recycling bins or the green trash bins. If a resident or your yard worker generate a lot of yard waste when trimming on your lot, the resident may borrow one or more of our extra large green plastic yard waste containers which are stored next to the laundry room drying yard. They are pretty easy to roll by hand to your home. Please move full yard waste containers to the curb in front of your home on Thursday afternoon and leave a 2-foot gap between each container for the mechanical arm of the collection truck to maneuver. The collection truck normally arrives around 6:30 AM every Friday. If you borrow the large containers, please return them empty as soon as possible so that others may use.

The matrix in this handout is a handy reference to let homeowners and workers easily know which types of work require permits, plan checks, or inspections. Please keep a copy of this for your future reference.

If the type of MH alteration work to be performed is not identified in the matrixes, you should contact the nearest field operations office noted below for further assistance.
