BACKGROUND

The Commonwealth Association of Technical Universities and Polytechnics in Africa (CAPA), hitherto known as the Commonwealth Association of Polytechnics in Africa, was established in 1978, following a resolution of the 7th Conference of Commonwealth Education Ministers held in Accra, Ghana in 1977. Since inception, the headquarters seat of CAPA has been at The Technical University of Kenya (formerly Kenya Polytechnic), under a diplomatic agreement with the Government of Kenya. The vision of CAPA is to be an influential voice in Africa for the promotion of skills development for wealth creation. CAPA is also a member of the African Union Commission’s TVET Cluster – a multi stakeholder collaboration promoting synergies to spur development of appropriate, responsive and quality TVET ecosystems in Member States.

As part of fulfilling its mandate, CAPA through its Executive Board and partners has decided to bring together the student leadership in TVET from its over 200 member institutions in Africa, in the second CAPA Pan – African Forum for Youth in TVET. These youth leaders shall get a platform to exchange ideas on how TVET skills could be innovatively deployed to create wealth and employment and solve other contemporary challenges facing young people in the continent. The Kigali August 2019 forum shall give voice to the youth themselves on how their concerns can be best addressed by policy makers and TVET institutional managers. Participants are expected to majorly come from the well-integrated mix of CAPA member institutions ranging from TVET colleges, technical training institutes, colleges of technology, polytechnics and universities of technology.

RATIONALE

Africa has the youngest population in the world with over 75 percent being below the age of 35. According to the World Bank, each year an additional five million turn 15; while over half-a-million join the job-seeking group. However, much of the economies are not generating employment or even entrepreneurship opportunities to cater for these numbers of youth let alone the adult population. On the other hand, the economic growth in much of Africa in the last two decades have raised a young population’s expectations of good jobs without greatly expanding the capacity to deliver them. These are the conditions that make social protest and political instability likely. The implications and consequences are widespread. These include the desperate efforts to migrate which we are witnessing within and to beyond the continent.

The figures on youth unemployment are sobering: of the nearly 200 million people unemployed worldwide today, 75 million are young people between 15-24 years of age. Economic inactivity of young people has increased very substantially. Young people who are not in education, not in training and not employed, are at serious risk of long-term unemployment and social exclusion long into adulthood. And given the large numbers we are talking of a whole generation scarred

by inability to obtain a good first job, with consequences for the rest of their lives. And it also places their societies at risk of social strife today and lower growth in the future.

In developing countries, of the young people who are in the labour force, more than 150 million live in extreme poverty, the result of low skills, low productivity work and of precarious employment in seasonal farm work or self-employment in the informal urban economy. They often lack good quality primary education that would open the door to TVET and better jobs. In developed countries, the proportion of young people in temporary or involuntary part-time jobs has increased alarmingly after the crisis, a trend that also contributes to discouragement and detachment from the labour market. Next week we will release new figures on the situation of youth unemployment in our 2012 edition of the Global Employment Trends for Youth.
