UnderstandingtheNewInternationalStandardforOccupationalHealth&SafetyISO 45001 was developed taking into account the views of large and smallorganizations, government bodies, trades unions and worker representativeorganizations. In order to ensure the widest possible input is received from allstakeholders, ISO made the committee draft available to the public and allstakeholdersforcomment.

AIMOFISO45001OHSMANAGEMENTSYSTEMThepurposeofanOHSmanagementsystemistoprovideaframeworkformanagingOHS risks and opportunities. The aim and intended outcomes of the OHSmanagementsystemaretopreventwork-relatedinjuryandillhealthtoworkersandtoprovidesafeandhealthyworkplaces.Consequently,itiscriticallyimportantfortheorganization to eliminate hazards and minimize OHS risks by taking effectivepreventiveandprotectivemeasures.

Whenthesemeasuresareappliedbytheorganizationthrough itsOHSmanagementsystem, the organization can improve its OHS performance. An OHS managementsystem can be more effective and efficient when taking early action to addressopportunitiesforimprovementofOHSperformance.Implementing an OHS management system enables an organization to manage itsOHS risks and improve its OHS performance. An OHSmanagement system ensuresthatanorganizationfulfilsitslegalandotherrequirements.

ISO45001STRUCTUREThe decisionwas taken by the ISO Joint Technical CoordinationGroup (JTCG) in aneffort to make life easier for organizations who wish to have a singlemanagementsystem.

�  ThenewstandardcomplieswithAnnexSL.

�  Whichmeansthatallthemanagementsystemstandardswilleventuallybealigned.ISO 45001 utilizes the same common structure, definitions and core text beingusedforthelatestISO14001:2015andISO9001:2015.

�  This ensures better compatibility of systems and governance, makingimplementationwithinanorganizationsmoother.TheexistingOHSAS18001willbeusedas“proofofconcept”.

�  TheGuidancewillbeintheannexoftheISO45001standard.

RiskandNo“preventiveaction”

�  TheAnnex SL text does not include a clauseon “Preventive action”, as it is nowassumedthatthewholesystemwillbeapreventivetool.

�  The concept of “risk-based” thinking has also been extended into drafting therequirementsinISO45001.

�  While ISO 45001 will address risks and opportunities, this will not requireorganizations to implement a full risk management system (as described in ISO31000).

�  Riskswillneedtobeidentified,andappropriatecontrolsputinplace.

�  A set of OH&SMS auditing competency requirements, as a new Part to ISO/IEC17021hasbeendeveloped.

CONTEXT OF THE ORGANIZATION

Clause4:ContextoftheorganizationThis clause establishes the what the context of the organization is and underpinsOH&Smanagementsystemwiththerestofstandardclauses.Firstly,thesystemmustbe aligned with the strategic direction of the organization and requires theidentificationofexternalandinternalissuesthathaveanimpactonorcanaffectit’sabilitytoachievetheintendedoutcome(s)oftheOH&Smanagementsystem.

It should be noted that the term ‘issue’ covers not only problems or potentialproblems, but also important topics, such as changing circumstances, legalrequirementsandotherobligations.

Secondly,anorganizationisrequiredtoidentifyandtakeintoaccounttheneedsandexpectationsofthe‘interestedparties’relevanttoitsOH&Smanagementsystem.

Italsoinpartaddressestheconceptofpreventiveaction.

ThisisfarmoreprominentthaninOHSAS18001:2007-explicitlyreferringtoworkers,withotherinterestedpartiesincludingcustomers,owners,clientsandvisitors.


LEADERSHIP AND WORKER PARTICIPATION

Clause5:LeadershipandworkerparticipationTop management must ensure that the importance of OH&S management iscommunicatedandunderstoodbyallpartiesandthattheOH&Smanagementsystemachievesitsintendedoutcomes.

Also contained within this clause is the requirement to establish, implement andmaintainanOH&Spolicyinconsultationwithworkersatalllevels.Thismustincludecommitments to provide safe and healthy working conditions, fulfilling legalrequirements,settingOH&Sobjectivesandcontinualimprovement.

Top management needs to also assign and communicate responsibilities,accountabilities and authorities for relevant roles within the system, includingworkersateachlevelwithintheorganizationassumingresponsibilityforthoseaspectsoftheOH&Smanagementsystemoverwhichtheyhavecontrol.

In order to reduceOH&S risks to levels as lowas reasonablypractical. Controls cancombineseveralstepssuchashazardelimination,replacingthedangerouswithnon-dangerous, implementing protective measures or providing and ensuring use ofpersonalprotectiveequipment.

Change needs to be planned for, in a systematic manner, ensuring these do notintroduceneworunforeseenhazardsorrisks.

At the same time, organizations should use the process to identify OH&Sopportunitiestoreducerisks.

Thesecontrolsarerequiredtoensurethataffectedoutsourcedprocessesarecontrolledandtoevaluateandcontrolprocurementofgoodsbeforetheirintroduction.

Contractorsmustalsobeconsidered,as theycanpresentdifferent typesand levelsofOH&Srisks.Anorganizationcanuseavarietyoftoolsformanagingcontractors’healthandsafetyperformance,includingpre-qualificationcriteriaandassessment.Theorganizationmustensure that the requirementsof itsOH&Smanagement systemaremetbyitscontractorsandtheirworkersandthisneedstoincludeOH&Scriteriaforselectionofcontractors.


PERFORMANCE EVALUATION

Clause9:PerformanceevaluationOrganizationswillneedtodeterminewhat informationtheyneedtoevaluateOH&Sperformance and effectiveness.Working backwards from this ‘information needed’willhelptoidentifywhatspecificallyneedstobemeasuredandmonitored,when,bywhoandhow.

The frequency ofmonitoring andmeasuring should be appropriate to the size andnatureoftheorganization,itsOH&SperformanceandwithregardtochangesinOH&Srisk.Documentedinformationthatprovidesevidenceofthis,mustberetained.


IMPROVEMENT

Clause10:ImprovementDuetothenewstructureandariskfocusinthestandard,therearenopreventiveactionrequirements,howevertherearemoredetailedrequirements.

�  CorrectiveactionThefirstistoreacttoincidentsornonconformitiesandtakeactioninatimelymanner,tocontrolandcorrecttheseanddealwiththeconsequences.Rootcauseanalysiscanbeusedtoexploreallpossiblefactorsassociatedwithanincidentornonconformitybyaskingwhathappenedandwhyithappened.

Thesecondistodeterminewhethersimilarincidentsornonconformitiesexist,orcouldpotentially occur, leading to appropriate corrective actions across the wholeorganizationifnecessary.Althoughtheconceptofpreventiveactionhasevolvedthereisstillaneedtoconsiderpotentialnonconformities,albeitasaconsequenceofanactualnonconformity.
