This normalisation of loss means atoll countries now face a future that is apparently finite, which is a grievous situation no other country has to contend with. This paper explains the dilemmas this presents to atoll countries. If there is a risk of forced migration, then strategic planning can minimise its social impacts. Yet, doing so may bring future dangers into the present by undermining efforts to facilitate adaptation to climate change, creating new identities and deterring investments in sustainable resource management. To overcome this dilemma, the paper argues for a more hopeful approach to the future of atoll countries, because for as long as the science of loss remains uncertain, and the limits to adaptation are unknown, forced migration cannot be taken as a matter of fact and could possibly be averted through emission reductions and a vastly improved and significantly more creative approach to adaptation. The Carteret Islands, an iconic Pacific atoll, is experiencing physical changes, documented in the media, the outcome of multiple factors, alongside critical economic livelihood problems. Its population has sought to resettle on nearby Bougainville Island, but land has not become available. The search for migration opportunities parallels trends on coral atolls elsewhere where survival strategies have involved regional and international ties, with cultures of migration, focused on more distant international destinations. Carteret Islanders have not been able to mobilise similar relationships. For many atolls and atoll states, migration has increasingly become a livelihood strategy, irrespective of climate change. That is likely to become even more true in the future, but the outcome will be dependent on policies and practices in metropolitan destination states. (Asia Pac Viewp/GIGA)

Japan + Südostasien + Auslands- und Entwicklungshilfe + Official Development Assistance (Japan) + Gebundene Auslandshilfe + Klimaschutz + Wirkung/ Auswirkung + Dauerhafte Entwicklung + Klimawandel + Kyoto Protocol on Climate Change (1997-12-11) In the last 20 years, Japan has emerged as a significant donor of climate-related aid to countries in South East Asia through a number of channels such as environmental Official Development Assistance (ODA), the Clean Development Mechanism (CDM), Fast-Start Finance (FSF), and the now rapidly developing Joint Credit Mechanism/Bilateral Offsetting Mechanism (JCM/BCOM). While furthering "sustainable development" is the declared intention behind these efforts, as used by the international community this concept is extremely vague. According to the Triple Bottom Line (TBL) model, sustainability can be broken down into economic, ecological, and social dimensions. This paper looks at the four mechanisms listed above, and asks how far the projects that Japan has funded through them in South East Asia really are conducive to the furthering of sustainability in specifically ecological and social terms. The results show that, with concern to Japan, it is very much still a mixed picture when it comes to climate-related aid. The country's support of others vis-a-vis the environment includes donations to a number of large infrastructure projects having detrimental side effects, both environmental and social, as well as to many smaller projects that are indeed beneficial to both humans and the environment. In addition the analysis brings to light some of the difficulties posed by factors such as different reporting standards for different mechanisms, and the inconclusive project descriptions encountered when researching this subject. It also shows how the lack of a precise consensual definition for the term sustainable development leads to countries funding even environmentally and socially harmful projects in the name of addressing climate change under the United Nations' climate protection process. Recent degradation of island environments has primarily been attributed to the impact of sea-level rise. However, physical changes to several small islands can be linked to a range of physical influences and to human modification. La Niña events, cyclones, and wind waves have caused localized flooding and storm damage. Most atoll islands have not significantly changed in size, as deposition balances erosion. Many islands have experienced broadly similar environmental problems in earlier times, at different scales, and over different time periods, now accentuated by human pressures on scarce land areas and resources. Local human factors (including construction and mining), tectonic subsidence, and La Niña events have created some iconic sites that have become symbols of sea-level rise, sometimes erroneously attributed solely to global warming. Limited economic prospects in most small islands, rising expectations, and growing populations have contributed to a culture of migration, marked by international migration and urbanization, that has diversified impoverished livelihoods, extended island geographies, and resulted in accentuated population concentrations. Contemporary climate change exacerbates present environmental changes, stimulates further migration, and points to diasporic futures. (Contemp Pac/GIGA)

While many representations of Pacific Island communities affected by climate change emphasize helplessness, Pacific Islanders have been negotiating identities of empowerment and resilience in both political and cultural arenas. This essay provides an analysis of the messages that Islander performers have chosen to convey through three performance contexts: the 2011 Water Is Rising concert tour, which featured groups from Kiribati, Tokelau, and Tuvalu; 350 Pacific’s Pacific Warrior Campaign, including both the 2013 Warrior Day of Action and the 2014 Canoe Building Day of Action; and the multimedia dramatic performance Moana: The Rising of the Sea, written and produced by Vilsoni Hereniko. Through these three campaigns, we can see that Islanders are actively shaping their identity in the face of climate change, choosing to be seen not as victims in a far and rising sea but rather as a sea of warriors with the power to rise up, work together, and make their voices heard in order to save the lands and cultures that they cherish. Three effects of climate change are identified as possible drivers of migration: loss of or reduction in land security, livelihood security, and habitat security. Where these are destroyed by climate change, migration will be forced and would require the abandonment of some locations. Such community relocation is likely to be a disruptive form of climate-change migration, and past experience indicates that there are numerous social, cultural, emotional, and economic costs associated with such moves, even at relatively small distances. Where the loss of security is partial, voluntary or induced migration may be a practical adaptive response, reducing pressure on declining local life-support systems and providing remittances to supplement declining livelihoods. Most attention has been focused on atoll communities, but most Pacific communities (with the exception of Papua New Guinea) are coastal, and the security of some inland areas may be threatened by increasing magnitude and frequency of droughts. Destinations for climate-change migrants may range from locations within customary lands to foreign countries within and beyond the region. A key issue is the essential link between Pacific Islands people and their land, which poses major problems not only for those forced to leave but also for communities within the region that may be required to give up land for relocatees. These include water management challenges, heightening of class-related tensions, a flood of new immigrants and refugees, damage to the tourism industry and conflict with China over dam-building. While the government has begun framing policies to both adapt to and mitigate climate change, its response so far has been limited due to shortcomings in both the planning and implementation processes. Thailand’s ongoing political crisis also diverts decision-maker’s attention away from this issue. In the coming decades, Thailand’s institutional structure and political economy will hinder its capacity to address climate change and, while these capacities will improve as the country democratizes, it will still be limited. Consequently, climate change will retard the country’s growth and enormously strain the country’s political system, state and society. (Contemp Southeast Asia/GIGA)

Through a review of an emerging body of literature and field observations, the paper finds the strategy partial and problematic in several ways. Its technocratic process prevents a pluralist representation of interests, obfuscating and perpetuating sectorial ones, at the expense of a more transparent and democratic resource allocation. The strategy therefore reflects and reinforces existing power relations in both politics and production. It feeds into a business-as-usual complacency, protecting national and international interests vested in unchallenged continuity, even when considering post-carbon technological fixes, which largely serve to expand capital accumulation opportunities. The article concludes that the national climate change strategy provides an illusion of intervention and security, but largely fails to identify and mitigate the underlying causes of climate change, or to lay the ground for a robust mid- and long-term adaptation strategy that can cope with yet unknown levels of climatic and other structural changes. This paper offers a critical account of how sea level rise debates reverberate around Western mythologies of island laboratories. I argue that representations of low-lying Oceania islands as experimental spaces burden these sites with providing proof of a global climate change crisis. The emergence of Tuvalu as a climate change 'canary' has inscribed its islands as a location where developed world anxieties about global climate change are articulated. As Tuvalu islands and Tuvaluan bodies become sites to concretize climate science's statistical abstractions, they can enforce an eco-colonial gaze on Tuvalu and its inhabitants. Expressions of 'wishful sinking' create a problematic moral geography in some prominent environmentalist narratives: only after they disappear are the islands useful as an absolute truth of the urgency of climate change, and thus a prompt to save the rest of the planet. Adaptation refers to the actions taken by individuals, communities, or governments in response to climate change, to reduce the adverse impacts or to take advantage of opportunities offered by such changes. Adaptation strategies have hardly been considered by many Southeast Asian countries in as recently as two or three years ago. The cost of adaptation and the funding available is also discussed, with the possibility of using institutions for risk sharing (disaster management) and risk transfer (insurance and derivatives) as measures to adapt. A regional outlook for adaptation for Southeast Asia concludes the paper.(ASEAN Econ Bull/GIGA)

Since January 2002, the United States Government has grounded its counter-terrorism policies within an international/diplomatic framework of well-governed states that have the capacity and willingness to cooperate with the United States. Climate change threatens to undermine this objective. For example, several countries with which the United States hopes to forge long-term counter-terrorism alliances are geographically situated in areas that may be strongly affected by climate change. In Asia, three countries in particular — Indonesia, the Philippines, and Bangladesh — demonstrate the nexus between possible climate change effects and counter-terrorism. In these countries, increased poverty and reduced state capacity, a foreseeable outcome of predicted climate change events, contribute to the creation or sustenance of functional space which may allow terrorist groups to flourish. Singapore had previously rejected the possibility of accession as being incompatible with its interests and outside its international obligations. Since Singapore contributes only a small amount to global greenhouse gas emissions, the consequences of its accession are not great in global terms. However, the reasons behind Singapores change in policy are worth exploring, as they shed light on the prospects for broadening and strengthening the global climate change regime. If the change in Singapores policy was the result of rising affluence and being socialized into adopting global environmental norms, it would suggest that continued economic growth and global engagement have the potential to strengthen the global regime. In fact, there is no evidence of deep socialization or normative change in Singapores climate change policy. Rather, Singapore has learnt the language associated with global environmentalism. In concrete terms, Singapores policy has changed only minimally and the decision to accede to the Kyoto Protocol appears to have been informed by a reassessment of economic costs and benefits.
