Models of Organization of Modern Police Systems
Summary: History has shown that the police is one of oldest services in thestate and human society alike. Being an elementary model of social control, the poli-ce is older than the state. Etymologically speaking, the word police (Eng. police,
Ger. polizei, Fr. police) derives from a Greek word polis,politeia, which meansmanagement (administering) of a city and state, a constitution. This means that thenotionpolitetia, being derived from the notionpolisor a city-state, implies a wholestate service, legislation, judiciary and administration. For this reasons Romans, too,used the notion politeia. In this sense, for Aristotlepoliteiaimplies an ideal model ofa state order. Accordingly, notions of the politics and police derived from the notion
politeia. Therefore the police is a comprehensive system of professional type (cha-racter) which is organized for purpose of management of public order and policy inone society and for such purpose it is equipped with legal authority and necessaryresources. According to standards of coordination the police organizations can be:
independent, coordinated and uncoordinated ones. According to standards of centra-lization, they can be centralized and decentralized.
