Sehr geehrte Freunde des Sports,

Zunächst einmal sind wir stolz darauf, Ihnen unser neu gestaltete USPE Magazin präsentieren zu können. Es hat ein neues Erscheinungsbild. Wir haben beschlossen, unsere Kommunikations-Instrumente (Zeitschrift und Website) zu integrieren. Deshalb haben wir die Zusammenarbeit mit unseren Webmaster verstärkt. Sie werden die verdienstvolle Arbeit unseres ehemaligen Redakteurs weiterführen.

Letztes Jahr haben die Europäischen Polizeimeisterschaften in Marathon, Fußball, Handball- Frauen, Triathlon und Leichtathletik in der Tschechischen Republik, Griechenland, Deutschland, Österreich und der Ukraine stattgefunden. Dank an die Organisatoren.

Dank Ihrer Bemühungen waren unsere Athleten in der Lage, unter den bestmöglichen Bedingungen zu kon-kurrieren. Sie belohnten uns mit erstklassigen Leistungen und eine positive Einstellung.

Auf der organisatorischen Ebene haben sich das Exekutiv Komitee und die Technischen Kommission zweimal zu einer Sitzung getroffen. Ich möchte den Organisatoren in Island, Norwegen und Deutschland für ihre Gastfreundschaft danken.

Im Oktober des letzten Jahres hat der Polizeisportbund Belgiens die Ehre gehabt, die Delegierten unserer Mitgliedsländer für unseren 34. USPE Kongress begrüßen zu dürfen. Ich hoffe, unsere Gäste genossen ihren Aufenthalt in meiner Geburtsstadt, die Stadt Antwerpen.

Während des Kongresses feierten wir den 60. Jahrestag der USPE und ehrten unsere Sportlerinnen und Sportler. Beim Empfang im historischen Rathaus von Antwerpen wurde auch unser Kollege Howard Webb mit dem ersten Preis, für den besten USPE Schiedsrichter belohnt.

Wie in Paris besprochen hat eine Arbeits-gruppe ihren Bericht, über die Beteiligung von Wettkampfsportlern und Angestellten im Polizeidienst vorgelegt. Der Kongress wählte die neuen Mitglieder für das Exekutiv Komitee und der Technischen Kommission.

Dabei wurde auch ihren Vorgängern, für ihr Engagement und den Ausbau des polizei-lichen Sports in Europa gewürdigt.

Liebe Freunde, dieses Jahr treffen wir uns in den Niederlanden, zu unserer 4. USPE Polizeisport-Konferenz. Im Rahmen dieser Veranstaltung möchten wir gerne Ihre Meinung über die Aufgaben, Werte und Visionen der USPE wissen.

Ihre Meinung wird uns helfen, Antworten auf einige sehr wichtige Fragen zu finden:• Was ist unser Ziel? (Aufgabe)• Wo wollen wir hin?

Dear Sports Friends,

First of all we are proud to present you our reshaped USPE magazine. It has a new look and feel. We decided to integrate our communication instruments (magazine and website). Therefore we strengthened the cooperation with our webmasters. They will carry on the meritorious work of our former editor.

Last year the European Police Champion -ships Marathon, Football, Handball Women, Triathlon and Track an Field were hosted in Czech Republic, Greece, Germany, Austria and Ukraine. Thanks to the organizers' efforts, our athletes were able to compete under the best possible conditions. They rewarded us with top class performances and a positive attitude.

At management level, the Executive Committee and the Technical Commission have met twice in 2010. I would like to thank the organizers in Iceland, Norway and Germany for their hospitality.

Last October the Belgium Police Sports Federation enjoyed the privilege to welcome the delegates of our member countries for our 34th USPE Congress. I hope our guests enjoyed their stay in my birth place, the city of Antwerp. During the Congress we celebrated the 60th Anniversary of the USPE and honored our sportswomen and sportsmen. At the reception in the historic City Hall we also rewarded our colleague Howard Webb with the first USPE award for best referee.As promised in Paris a working group presented their report on the participation of high-level athletes and civilian police staff. The Congress elected new members for the Executive Committee and the Technical Commission. We also paid tribute to their predecessors for their commitment to the development of police sport in Europe.

Tout d’abord, nous sommes fiers de vous présenter notre magazine USPE relooké auquel nous avons donné un petit coup de jeune. Nous avons décidé d’intégrer nos moyens de communications (magazine et site Web) et avons donc renforcé notre coopération avec nos webmestres. Ils continueront le travail méritoire de notre ancien éditeur.

L’année dernière, les Championnats des Polices d’Europe de Marathon, de Football, de Handball féminin, de Triathlon et d’Athlétisme ont eu lieu République Tchèque, en Grèce, en Allemagne, en Autriche et en Ukraine. Grâce aux efforts des organisateurs, nos athlètes ont été en mesure de concourir dans les meilleures conditions. Ils nous en ont récompensés par des performances de haut niveau et leur attitude positive.

Au niveau de la gestion, le Comité exécutif et la Commission technique se sont réunis deux fois en 2010. J’aimerais remercier leurs organisateurs en Islande, en Norvège et en l’Allemagne de leur hospitalité.

En octobre dernier, la Fédération Sportive de la Police Belge a eu le privilège d’accueillir les délégations de nos pays membres pour le 34e Congrès de l’USPE. J’espère que nos hôtes étrangers ont apprécié leur séjour dans ma ville natale, Anvers.

Pendant le Congrès, nous avons célébré le 60e Anniversaire de l’USPE et par la même occasion décoré nos sportifs et sportives. Lors de la réception à l’hôtel de ville historique, nous avons aussi attribué à nôtre collègue Howard Webb le premier prix de l’USPE pour le meilleur arbitre.

Comme promis à Paris, un groupe de travail a présenté son rapport sur la participation d’athlètes de haut niveau et des personnels civils. Le Congrès a élu de nouveaux membres au Comité exécutif et à la Com-mission technique.

Nous rendons également hommage à leurs prédécesseurs pour leur engagement en faveur du développement du sport de police européen.

Chers camarades, nous nous ren-contrerons, espérons-le, cette année aux Pays-Bas pour la 4e Conférence européenne sur le sport de police de l’USPE. A cette occasion, nous aimerions connaître votre opinion sur la mission, les valeurs et la vision de l’USPE.

5.Europäische Polizeimeisterschaft im Marathon, vom 7. - 10. Mai 2010 in Prag, Tschechische Republik

5th European Police Championships in Marathon, Prague, Czech Republic, 7th to 10th May 2010.

5e Championnats des Polices d’Europe de Marathon, Prague (République tchèque) du 7 au 10 mai 2010

Die Europäische Polizeimeisterschaft im Marathon fand am 9. Mai 2010 im Rahmen des Internationalen Volkswagen Prag Marathons statt, der regelmäßig in Prag, einer der schönsten Hauptstädte Europas, veranstaltet wird.

Diese Polizeimeisterschaft verzeichnete mehr Teilnehmer als 2006 in Istanbul. 98 Männer und 48 Frauen aus 25 Ländern nahmen an dieser Meisterschaft teil (Istanbul – 68 Männer und 24 Frauen aus 24 Ländern). Dieses positive Ergebnis war möglich, weil die USPE die Regeln für den EPM-Marathon geändert hat.

Am 9. Mai starteten einige Tausend Läufer am Altstädter Ring in der Prager Altstadt. Es war ein unvergesslicher Anblick. Die Polizeiathleten starteten im zweiten Block. Der erste Block war den internationalen Spitzensportlern vorbehalten, und im dritten Block starteten die Teilnehmer an der nationalen tschechischen Meisterschaft und andere Athleten.

Dieser Marathon führte die Läufer vorbei an den bekanntesten historischen Sight-seeing-Höhepunkten der Stadt, der ältesten Altneu-Synagoge in Mitteleuropa, dem Nationaltheater, dem sehr modernen Tanzhaus, der legendären Karlsbrücke und anderen bekannten Orten. Start und Ziel war auf dem bedeutendsten Platz der Prager Altstadt mit dem Denkmal für Jan Hus und dem Altstädter Rathaus mit seiner berühmten astronomischen Uhr.

The European police marathon took place on May 9th, 2010, within the framework of the Volkswagen International Prague Marathon which is organized regularly in Prague, one of the most beautiful European capitals.

Ce marathon des polices européennes a eu lieu le 9 mai 2010 dans le cadre du Volkswagen International Prague Ma-rathon, qui est organisé régulièrement à Prague, l’une des plus belles capitales d’Europe.

Ce championnat de police réunissait davantage d’athlètes qu'il y a quelques années à Istanbul. 98 hommes et 48 femmes en provenance de 25 pays ont participé à ce championnat (Istanbul – 68 hommes et 24 femmes en provenance de 24 pays). Cette évolution positive a probablement résulté du fait que l’USPE avait modifié le règlement du CPE de marathon.

Le 9 mai, quelques milliers de coureurs ont pris le départ sur la place centrale de Prague. Le spectacle était inoubliable. Les coureurs de la police ont démarré de la seconde ligne. La première ligne était réservée à des athlètes de haut niveau international, la troisième aux membres du championnat national tchèque et d’autres athlètes.

Ce marathon fait découvrir aux coureurs les principaux sites touristiques de la ville, la synagogue vieille-nouvelle (la plus ancienne synagogue d’Europe centrale encore debout), le théâtre national, l'extraordinairement moderne Maison Dansante, le légendaire Pont-Charles et autres hauts-lieux. Der Internationale Leichtathletikverband (IAAF) verleiht jedes Jahr IAAF Road Race Labels, die die Qualität von Straßenläufen bescheinigen. Mit dieser Auszeichnung werden nur Veranstaltungen bedacht, die sehr strenge Regeln erfüllen. Geprüft werden alle Aspekte des Rennens wie Organisation, Sicherheit, Teilnahme von Spitzenathleten, Qualität der Strecke und die Berichterstattung in den Medien. Die Laufstrecke des Prague International Marathon wurde bereits dreimal mit einem IAAF Label (zweimal Silber und einmal Gold) ausgezeichnet.

Der Prague International Marathon war mehr als nur ein 42 km langes Rennen; es war eine einzige große Party, bei der eine tolle Stimmung herrschte und alle viel Spaß hatten. Es gab eine Marathon-Sportmesse, ein Marathon-Musikfestival, ein Marathon-Konzert, eine Marathon-Parade und einen Gala-Abend. Die Unterbringung während dieser Meister-schaft erfolgte in einem Hotel mit sehr gutem Standard. Das Hotel Pyramida ist ein 4-Sterne-Haus nahe (500 m) der Prager Altstadt. Die Athleten waren in Zwei- und Dreibettzimmern untergebracht.Eröffnungsfeier und Schlussfeier fanden in diesem Hotel statt. Zum Trainieren bot der Veranstalter zwei Orte an – den Park “Zvezda” (10 Minuten mit dem Bus) und einen kleinen Stadtpark - 1 km vom Hotel entfernt.

Das Essen im Hotel war ebenfalls guter Standard, und alle konnten neben internationalen Gerichten die wundervolle tschechische Küche testen. Der Präsident der UNITOP, Herr Vladislav Husak, hatte die Delegierten zu einer Dinner-Party ins

This police championship was bigger than four years ago in Istanbul. 98 men and 48 women from 25 countries took part in this Championship (Istanbul – 68 men and 24 women from 24 countries). This positive result was possible thanks to the change of the rules by the USPE. On May 9th a few thousand runners started at the Central Square of Prague. It was an unforgettable sight.

Prague historique, où se trouvent le Mémorial de Jan Hus et le vieil hôtel de ville avec sa célèbre horloge astronomique. Tous les ans, l’Association internationale des fédérations d'athlétisme (IAAF) procède à un classement des compétitions hors-stade et décerne aux meilleures des labels qui certifient la qualité d'une épreuve de course sur route. On ne peut les obtenir qu'en observant des règles très strictes :tous les éléments de la course (orga-nisation, sécurité, participation de coureurs d’élite, qualité du parcours et couverture médiatique de l’événement p. ex.) sont pris en compte. Le circuit du Prague Inter-national Marathon ne détient pas moins de trois labels IAAF: deux en argent et un en or.

Le Prague International Marathon a été bien plus qu’une course de 42 km de long ; ce fut une surprise-partie monstre multipliant les distractions et les festivités. On citera la Marathon Sport Expo, le festival de musique du Marathon, le concert du Marathon, la parade du Marathon et la soirée de gala.

L’hébergement choisi pour ces champion-nats était d'un très bon standard. L’hôtel Pyramida est un établissement quatre étoiles situé à 500 m du centre ancien de Prague. Les athlètes étaient logés dans des chambres doubles et triples. La cérémonie d’inauguration et de clôture ont eu lieu dans le même hôtel. Pour l’entraînement, l’organisateur proposait deux endroits – le parc « Zvezda » (10 minutes en bus) et un petit parc urbain situé à 1 km de l’hôtel.

La nourriture à l’hôtel était aussi de bonne qualité et chacun a été incité à essayer la merveilleuse cuisine tchèque ainsi que des plats internationaux.

Restaurant St. Norbert im Kloster Strahov eingeladen, das 1143 von König Vladislav gegründet wurde. Die Sitzung des Vorstands fand ebenfalls im Hotel Pyramida statt, in dem alle Teilnehmer des Polizeimarathons unter-gebracht waren. Da die Sitzung etwas zu lange dauerte, nutzte ich die Gelegenheit, um einige technische Dinge zu klären. Die Team-Captains hatten viele Fragen, vor allem zur Wettkampforganisation, zu den Kampfrichtern und zur Verpflegung der Athleten während des Marathons.

Die Eröffnungsfeier fand am Abend des 8. Mai ebenfalls im Hotel Pyramida statt und dauerte ca. 40 Minuten. Die offizielle Veranstaltung begann mit dem Einmarsch der Ath leten. E in Vertreter des tschechischen Teams sprach für die Athleten den Eid, und Vertreter der UNITOP CR, des tschechischen Innenministeriums und des Organisationskomitees des Prague International Marathon hielten eine An-sprache. Luc Smeyers, der Präsident der USPE erklärte die Meisterschaft offiziell für eröffnet. Insgesamt entsprach die Eröffnungsfeier den Vorschriften der USPE-Satzung.

Police runners started from the second line. The first line was for high international level athletes, third – for member of national CR Championship and other athletes.

This marathon leads runners through the major historical sites of the city, the oldest in Central Europe Old-New Synagogue, National Theatre, extraordinary modern Dancing House, legendary Charles Bridge and others famous places. Start and finish were organized in the most significant square of historical Prague, seat of the Jan Hus Monument and Old Town Hall with its famous Astronomic Clock.

Every year, the International Association of Athletic Federations (IAAF) awards IAAF road race labels, which certificates of the quality of any road race event. They can only be obtained by meeting very strict rules: all parts of the race are considered, such as organization, security, the participation of elite runners, the quality of the route and media coverage of the event. The Prague International Marathon running Circuit is the proud holder of three IAAF labels: two Silvers and one Gold. The Prague International Marathon was more than just a 42 km long race; it was one big party full of entertainment and fun. There were Marathon Sport Expo, Marathon music festival, Marathon concert, Marathon Parade and Gala evening. The accommodation selected for this championship was of very good standard. Hotel Pyramida is a four star establishment located 500 m from the old centre of Prague. Athletes were placed in double and triple rooms. Opening and closing ceremony were in the same hotel. For practice the organizer offered two places – park “Zvezda” (10 minutes by bus) and a little city park - 1 km away of the hotel. The food in hotel was of good standard and everyone was treated to a taste of wonder-ful Czech cuisine along with international dishes. A dinner party was hosted for the delegates by the President of UNITOP Mr. Vladislav Husak, at the restaurant of St.

Un banquet a été donné pour les délégués par le Président d’UNITOP, M. Vladislav Husak dans le restaurant Saint-Norbert situé dans le couvent de Strahov, fondé en 1143 par le roi Vladislav.

La réunion du Bureau a eu lieu dans le même hôtel Piramida où séjournaient tous les participants au marathon de police. Comme le briefing a duré plus longtemps que prévu, on a eu la possibilité de clarifier de nombreuses questions techniques. Les questions des chefs d’équipe ont porté principalement sur la compétition, l’arbitrage et les repas des athlètes pendant le marathon. La cérémonie inaugurale s'est tenue dans le même hôtel dans la soirée du 8 mai et a duré près de 40 minutes. La partie officielle a commencé par la parade des athlètes. Un représentant de l’équipe tchèque a prêté serment au nom des athlètes et des représentants d’UNITOP CR, du ministère de l’Intérieur de la CR et du comité d’organisat ion du Prague International Marathon.

Le Président de l’USPE, Luc Smeyers, a inauguré officiellement le championnat. Sur un plan général, on peut dire que la cérémonie d’ouverture était conforme à la Charte de l’USPE.

Vom allerersten Moment der Meisterschaft an war klar, dass das sportliche Niveau sehr hoch sein würde. Andrey Naumov aus der Ukraine lief als erster Polizeiathlet mit einer Zeit von 2:13:49 ins Ziel. Mit 2:18:51 überquerte Taras Salo, ein weiterer Läufer aus der Ukraine, als Zweiter die Ziellinie, und Dritter wurde Mitja Kosovey aus Slowenien mit 2:21:33. Erste Finisherin war die Ukrainerin Yuliya Ruban mit einer Zeit von 2:31:13, Zweite wurde mit 2:33:17 Lubov Morgunova aus Russland und den dritten Platz belegte Valentina Poltavska, eine weitere Athletin aus der Ukraine, mit einer Zeit von 2:39:36. Insgesamt räumten die Athleten aus der Ukraine 4 von insgesamt 6 möglichen Medaillen ab. Gratulation an die Ukraine! Ein sehr gutes Ergebnis!

Bei der Siegerehrung der Frauen gab es ein Missgeschick. Die Veranstalter hatten Morgunova (RUS) vergessen, so dass die Medaillenverleihung während der Schluss-feier wiederholt werden musste.

Die Mannschaftswertung brachte folgende Ergebnisse:Frauen: 1- Ukraine, 2- Russland,3-Deutschland;Männer: 1 - Ukraine, 2- Frankreich,3- Deutschland

The meeting of the board took place at the same Hotel Piramida, were all the police marathon participants lived. Although the meeting went on a little too long, it did offer an opportunity to clarify many technical issues. The team captains asked mainly questions about the organization of the competition, refereeing and meals for the athletes during the marathon.

The opening ceremony was held in the same hotel evening of May 8th and lasted nearly 40 minutes. The formalities started with a parade of the athletes. A representative of the Czech Team took the oath on behalf of the athletes and words were spoken by representatives from UNITOP CR, the Ministry of Interior of CR and organizing committee of Prague International Marathon. President of USPE, Luc Smeyers, formally opened the championships.

It was clear from the start of the Championship that standards were going to be high. Naumov Andrey from Ukraine, like four years ago in Istanbul, was the first of the police athletes to finish in 2.13.49, the second was another Ukranian Salo Taras (2.18.51), and the third was Slovenian Kosovey Mitja (2.21.33). The first woman to finish was Ukranian Ruban Yuliya (2.31.13), next was Morgunova Lubov from Russia (2.33.17) and the third was another Ukranian athlete Poltavska Valentina (2.39.36). Il s’est avéré dès le premier événement du championnat que son niveau serait élevé.Naumov Andrey (Ukraine), tout comme il y a quelques années à Istanbul, a été le premier athlète de police à courir le marathon en 2.13.49, le second était aussi un Ukrainien : Salo Taras (2.18.51) et le troisième venait de Slovénie : Kosovey Mitja

(2.21.33). La première femme à l’arrivée venait aussi d’Ukraine: Ruban Yuliya (2.31.13), suivie de Morgunova Lubov de Russie (2.33.17) et la troisième a été une autre athlète ukrainienne : PoltavskaValentina (2.39.36). Au total, les athlètes originaires d’Ukraine ont engrangé 4 médailles sur 6 possibles. Félicitations à l’Ukraine! Très bon résultat !

Nach dem Wettkampf gab es keinerlei Beschwerden seitens der Teilnehmer an der Meisterschaft, was ein Zeichen für die gute Organisation des Prague International Marathon und der Europäischen Polizei-meisterschaft im Marathon ist.

Die Veranstalter des Prague International Marathon führten Dopingkontrollen durch.

Die Abschlussfeier fand gemäß der USPE-Satzung im Hotel statt. Für die Meister-schaftsteilnehmer war ein Abschluss-Dinner vorbereitet. Die führenden Vertreter der tschechischen Polizei, des Prague International Marathon und der UNITOP CR sprachen offizielle Glückwünsche aus und die Sieger-Teams erhielten ihre Medaillen. Die USPE-Flagge wurde an Griechenland, den Ausrichter der nächsten EPM, übergeben. Die Party ging bis spät in die Nacht, und alle hatten eine wunderbare Zeit. Nach dem offiziellen Teil gab es noch ein Konzert.

The closing ceremony was held in compliance with the USPE Charter in the hotel. A ceremonial dinner was prepared for the participants of championship. The top officials of the Czech police, Prague International Marathon and UNITOP CR pronounced official congratulations and the winning teams received their awards. The USPE flag was handed over to the organizers of the next EPC. The farewell party went on late into the night and all had a wonderful time.

Des représentants de haut rang de la police tchèque, du Prague International Marathon et d’UNITOP CR, ont adressé leurs félicitations officielles ; les équipes qui ont gagné des médailles, ont reçu leurs récompenses. Le drapeau de l’USPE a été transmis à la Grèce qui organisera le prochain CEP. La soirée s’est prolongée tard dans la nuit et tous ont vécu de merveilleux moments. Après la partie officielle, les organisateurs ont donné un concert.

Anmeldung und Qualifikation20 Mitgliedsländer hatten ihre Teilnahme an der Fußball-EPM 2010 angekündigt. Griechenland als Austragungsland war gemäß den Wettkampfbestimmungen direkt qualifiziert. Deutschland als Gewinner der EPM 2006 erhielt für die erste Vorrunde ein Freilos. Die 18 übrigen Mannschaften nahmen an der Auslosung teil, die während der Sitzung der Technischen Kommission am 13. Sep-tember 2008 in Jerewan vorgenommen wurde. Vier Gewinner der ersten Vorrunde qualifizierten sich durch Losentscheid direkt für die Endrunde. Die fünf übrigen Gewinner nahmen, gemeinsam mit Deutschland, an der Ziehung für die zweite Qualifikations-runde teil.

Die Auslosung der Gruppen für die Endrunde erfolgte im UEFA-Zentrum in Nyon (Schweiz) am Freitag, den 26. März 2010.

Die Meisterschaft fand vom 22. - 31. Mai 2010 in Athen statt.

Die EndrundeDie Niederlande zogen ihre Teilnahme aus wirtschaftlichen Gründen zurück; an ihre Stelle rückte in der Endrunde die Schweiz. Die Europameisterschaft lief über zehn Tage, einen Tag weniger als die Fußball-EPM in Deutschland 2006, mit der Folge, dass die Mannschaften zu Beginn der EPM zwei Spiele an zwei aufeinander folgenden Tagen absolvieren mussten.

Unterbringung und Verpflegung6 Mannschaften (Spieler, Verantwortliche, Delegierte und Gäste) waren im Hotel London und 2 Mannschaften im nur 200 m entfernten Hotel Oasis untergebracht. Der Trainingsbereich war vom Hotel aus in fünf Minuten zu Fuß erreichbar, so dass kein Fahrdienst erforderlich war.

Registration and qualification20 member nations announced their participation for the EPC football 2010. According to the Competition Rules the organizer, Greece, was qualified directly. As the winner of EPC 2010, Germany was given walkover for the first qualifying round. The 18 remaining teams took part in the draw during the TC-meeting in Yerevan on September 13th, 2008. By draw four winners in the first qualifying round were directly qualified for the final round. The five other winners took part in the draw for the second qualifying round, together with Germany.

The draw of the groups for the final round was made in UEFA’s centre in Nyon in Switzerland on March 26th, 2010.

The championship was hosted and played in Athens, from May 22nd till 31st, 2010.

The final roundNetherlands cancelled their participation for economic reasons, and Switzerland took their place in the final round. The EPC was set on ten days, one day less than the EPC football in Germany 2006. Therefore the teams had to play two matches on two days in a row at the start of the EPC.

Accommodation and food6 teams (players, leaders, delegates and guests) were accommodated at London Hotel, and 2 teams were accommodated at Oasis Hotel, only 200 meters away. The training area was five minutes by foot away from the hotel, and no transport was needed.

GuideThere was no special guide service for the teams, but the organizer was present at the reception most of the day, making sure the teams could find some information there.

Inscription et qualificationVingt pays membres avaient annoncé qu’ils participeraient au CEP de football en 2010. Conformément au règlement, le pays organisateur (la Grèce) était qualifié d’office. Pays gagnant du CEP 2010, l’Allemagne a été exemptée du 1er tour de qualification. Les 18 équipes restantes y ont participé conformément au tirage au sort effectué lors de la réunion de la CT du 13 septembre 2008 à Erevan. Par tirage au sort, quatre équipes gagnantes du premier tour de qualification se sont directement qualifiées pour la finale. Les cinq autres gagnants ont pris part au tirage au sort pour le second tour de qualification, de même que l’Allemagne.

Le tirage au sort des groupes pour le tout final a été réalisé à Nyon en Suisse, le 26 mars 2010.

TeambetreuungDen Mannschaften stand zwar kein eigener Teambetreuer zur Verfügung, aber da der Organisator tagsüber die meiste Zeit an der Rezeption anwesend war, konnten sich die Mannschaften dort informieren.

Austragungsorte, Spiele und TrainingDie 18 Spiele wurden an 6 Tagen in 7 verschiedenen Stadien ausgetragen: in Kallithea, Keratea, Agios Dimitrios, Markopoulo, Elliniko, Apostolos Nikolaidis und im Panathinaikos Stadion (Endspiel).

Die Zuschauerzahlen waren gering. Die meisten Zuschauer sahen das Endspiel Frankreich – Deutschland. Aufgrund der Hitze hatte sich der Organisator entschlossen, vier Spiele gleichzeitig, und zwar um 18:00 Uhr, in vier verschiedenen Stadien spielen zu lassen. Dies stellt hohe Ansprüche an den Organisator, da dazu in jedem Stadion mehrere Personen benötigt werden. Es war auch schade, dass sich die Delegierten und Gäste nur ein Spiel am Tag ansehen konnten und dass die Mannschaften die Spiele der anderen Teams nicht verfolgen konnten.

SchiedsrichterIn Zusammenarbeit mit dem Schieds-richterausschuss der UEFA hatte die UEFA folgende Schiedsrichter entsandt: Lopes Ferreira (Portugal), Jovanetic (Serbien), Karasev (Russland) und Grobelnik (Österreich). Sie waren alle hervorragend und machten einen ausgezeichneten Job. Die USPE schätzt die Zusammenarbeit mit der UEFA sehr.

Sports arenas, matches and trainingThe 18 matches were played in 6 days in 7 different stadiums: Kallithea, Keratea, Agios Dimitrios, Markopoulo, Elliniko, Apostolos Nikolaidis and Stadium Panathinaikos (the final).

The number of spectators was low. The highest number was during the final France – Germany.

Le tour finalLes Pays-Bas ont annulé leur participation pour des raisons financières et la Suisse a pris leur place dans le tour final. Le CEP a duré dix jours, soit un jour de moins que le CEP de football 2006 en Allemagne. Les équipes ont donc été amenées à jouer deux matchs deux jours de suite au début du CEP.

Hébergement et nourriture6 équipes (joueurs, responsables, délégués et invités) ont été logées au London Hotel, et 2 équipes à l’Oasis Hotel, seulement 200 mètres plus loin. L’organisateur disposait des services d’une blanchisserie qui se chargeait du lavage des équipements sportifs des équipes après les matchs.

TransportLe terrain d’entraînement se trouvait à 5 minutes à pied de l’hôtel, ce qui ne nécessitait donc aucun moyen de transport.

GuideIl n’y avait pas de service spécial de guide pour les équipes mais l’organisateur se trouvait à la réception presque toute la journée et fournissait des informations aux équipes.

Schieds- Because of the warmth the organizer decided the four games to be played in four different stadiums at the same time, at 6 pm. Such an arrangement was demanding for the organizer, because it required the presence of several persons at each stadium. It was also a pity that the delegates and guests could only watch one game a day, and the teams were not able to see the other team´s matches.

RefereesIn cooperation with the UEFA Referees Committee, following referees were sent by the UEFA: Lopes Ferreira (Portugal), Jovanetic (Serbia), Karasev (Russia) and Grobelnik (Austria). They were all of absolutely highest standard and delivered excellent performances. The USPE appreciates the cooperation with the UEFA very much.

The Greek FA appointed the rest of the referees, like the assistant referees and the fourth officials as well as the chairman of the jury, Ioannis Tsachilidis. The referee team did very well.

Doping controlDoping controls were made.

Daily meetingsWe had daily Team Captains meetings to remind the teams of the days programme, like the schedule of training, transport, meals and games. The meetings were held in very good manners, and the co-operation was excellent.

Le nombre de spectateurs était limité. La plus grande affluence a été enregistrée pour la finale France – Allemagne.

À cause de la chaleur, l’organisateur a décidé que les quatre matchs seraient joués dans quatre stades différents à la même heure, soit 18h00. Un tel arrangement est exigeant pour l’organisateur, car on a besoin simultanément d'un personnel nombreux dans chaque stade. C’était également fort dommage que les délégués et les invités ne puissent assister qu’à un seul match par jour et que les équipes ne puissent suivre les matchs des autres équipes.

ArbitresEn coopération avec le Comité d’Arbitres UEFA, les arbitres suivants ont été désignés: Lopes Ferreira (Portugal), Jovanetic (Serbie), Karasev (Russie) et Grobelnik (Autriche). Ils étaient tous d’un très bon niveau et ont fait un excellent travail. L’USPE a beaucoup apprécié la coopération avec l’UEFA.

La FA grecque a désigné les autres arbitres, les arbitres assistants et les quatre commissaires de même que le président du jury, Ioannis Tsachilidis. L’équipe d’arbitres était très bonne.

Contrôle antidopageIl a été procédé à des contrôles antidopage.

Réunions journalièresDes réunions des chefs d’équipe ont eu lieu tous les jours afin de rappeler le programme du jour aux équipes: horaire d’entraîne-ment, transports, repas et matchs. Les réunions se passaient très bien et la coopération était excellente.

Die Siegerehrung und die Abschlussfeier fanden im Panathinaikos Stadion statt.

SchlussfolgerungIch gratuliere dem griechischen Polizei-sportverband zur Organisation der 15. Fußball-EPM. Ich bin sicher, dass das Organisationskomitee gespürt hat, dass nur so wenige Mitarbeiter zur Verfügung standen. Mit einem höheren personellen Aufwand wäre es leichter gewesen, die Wünsche der Mannschaften und den Bedarf an Trainingsflächen, Sightseeing und Betreuung zu erfüllen. Alles in allem gebührt dem Komitee Anerkennung für seine harte Arbeit während der EPM.

CeremoniesThe Opening Ceremony was organized at Vouliagmeni stadium on May 22nd, 2010.

There were oaths of the athletes and the referees, and speeches by the president of the Hellenic Police Athletic Association, Panagiotis Iakovakis and the Mayor of Vouliagmeni town. The USPE president Luc Smeyers declared the EPC 2010 open.

The Medal Ceremony and the Closing Ceremony were organized in the Stadium Panathinaikos.

ConclusionI congratulate the Hellenic Police Athletic Association on organizing the 15th EPC football. I’m sure that the organizing committee felt the pressure to be that few persons involved. A higher number of persons would make it easier to fulfill the team’s wishes and need for training areas, sightseeing and guiding. All in all the committee deserves credit for keeping up the hard work during the EPC.

Un nombre de personnes plus élevé devrait permettre de répondre plus facilement aux désirs et besoins des équipes pour les terrains d’entraînement, les visites touristiques et guides. Dans l’ensemble, le comité mérite notre reconnaissance pour s’être chargé de cette tâche difficile pendant le CEP.

AnmeldungSieben Mitgliedsländer hatten ihre Teilnahme an der Europäischen Polizei-meisterschaft 2010 im Handball der Frauen angekündigt. Im Herbst 2009 zog Schweden seine Teilnahme aus finanziellen Gründen zurück. Zehn Tage vor der Endrunde sagte Ungarn seine Teilnahme ab. Daher nahmen nur 5 Teams an der Endrunde teil: Dänemark, Deutschland, Frankreich, Niederlande und Norwegen.

Das TurnierAufgrund der späten Absage von Ungarn musste von Gruppenspielen auf Ligaspiele umgestellt werden. Basierend auf den Ergebnissen der EPM von vor zwei Jahren wurden die Teams vor der Aufstellung des Zeitplans gesetzt.

Unterbringung und Verpflegung Die EPM fand in Damp an der schleswig-holsteinischen Küste, ca. 50 km nördlich von Kiel, statt. Die Mannschaften, Betreuer, Delegierten und Gäste wohnten im Ostseehotel. Die meisten Spielerinnen waren in Doppelzimmern und einige in Einzelzimmern untergebracht. Die Mahl-zeiten wurden im Vital-Restaurant in unmittelbarer Nähe des Hotels ein-genommen. Das Essen war von ausgezeichneter Qualität und es gab reichlich Auswahl bei den Speisen.

FahrdienstDer Veranstalter hatte mehrere Minibusse für den Transport der Teams und Delegierten zur Verfügung gestellt. Frankreich und Norwegen landeten am Flughafen Hamburg, ca. 90 Autominuten bis Damp, und flogen auch von dort wieder ab. Die Niederlande und Dänemark reisten im eigenen Bus an. Der Veranstalter kümmerte sich um den Flughafentransfer sowie um alle erforderlichen Transporte während der Meisterschaft.

TeambetreuungDer Veranstalter hatte einige Teambetreuereingesetzt, die für die Mannschaften jederzeit ansprechbar waren. Sie wurden von den Teams sehr gelobt.

Sporthallen und SpieleDie zehn Spiele wurden an fünf Tagen in der Sporthalle Kappeln ausgetragen, die von

RegistrationSeven member nations announced their participation for the EPC handball women 2010. During autumn 2009 Sweden cancelled their participation for financial reasons. Ten days before the final round Hungary cancelled their participation. That’s why only five teams took part in the final round: Denmark, France, Germany, Netherlands and Norway.

The tournamentBecause of the late cancellation of Hungary, the tournament had to be changed from group play to league play. Based on the results of the EPC two years ago, the teams were ranked before the timetable was set.

Accommodation and foodThe EPC was located in Damp, by the coast of Schleswig-Holstein, about 50km north of Kiel. The teams, attendants, delegates and guest were accommodated at Ostsee Hotel. The players were mainly accommodated two persons each room, the others in single rooms. The meals were served at Vital restaurant, located very close to the hotel. The food was of the absolutely highest standard, and there was a wide choice on the menu during the week.

InscriptionSept pays membres s’étaient inscrits au Championnat de Handball Dames 2010 des Polices d’Europe. Pour des raisons financières, la Suède a renoncé à participer au cours de l’automne 2009. Et dix jours avant le championnat, la Hongrie s’est désistée. Cinq pays seulement ont participé au championnat : Danemark, France, Allemagne, Pays-bas et Norvège.

ChampionnatLe retrait tardif de la Hongrie a contraint de modifier le championnat : on est passé du jeu par groupes d’équipes au jeu par équipes. En se basant sur les résultats du CEP deux ans auparavant, on a classé les équipes avant d’établir un horaire.

Hébergement et nourritureLe CEP avait lieu à Damp, sur la côte du Schleswig-Holstein à une cinquantaine de 50 km au nord de Kiel. Les équipes, entraîneurs, délégués et invités étaient logés à l’Ostsee Hotel. Les joueuses étaient pour la plupart à deux par chambres, les autres en chambre simple. Les repas étaient servis au restaurant Vital tout proche de l’hôtel. La nourriture était d’une qualité remarquable et proposait un large choix pendant la semaine.

der Jury vor der Eröffnung der EMP genehmigt worden war. Die Teams hatten jeden Tag die Möglichkeit, in Damp zu trainieren. Qualifizierte Mitglieder des örtlichen Handballvereins kümmerten sich um das Sekretariat und den Zeitplan. Die Eröffnungsfeier mit der Vorstellung der Mannschaften und ihrer Nationalflaggen sowie das Abspielen der Nationalhymnen verlief reibungslos.

SchiedsrichterDie Schiedsrichter waren hervorragend. Die EHF entsandte drei Schiedsrichterpaare: Jens Carl Nielsen / Anders Birch (Däne-mark), Sven Klitzschmüller / Boris Unmack (Deutschland) und Mark de Moor / Luc Uten (Belgien). Die USPE dankt der EHF für die gute Zusammenarbeit.

Ausweiskontrolle und Anti-Doping-ErklärungAm Tag nach der Anreise der Teams habe ich die Ausweise kontrolliert. Die Team Captains wurden gebeten, ein Formular mit Angaben zu ihren Spielerinnen, wie Trikotnummer, Name, Ausweisnummer und Nummer des Dienstausweises, auszufüllen. Auf diese Weise konnte die Kontrolle einfach und schnell durchgeführt werden. Die Delegierten der Teams unterschrieben das Formular zur Bestätigung, dass alle Teammitglieder zur Teilnahme an der EPM berechtigt waren. Die Spielerinnen unterschrieben außerdem die Anti-Doping-Erklärung.

DopingkontrolleEs wurden Dopingkontrollen durchgeführt.

TransportThe organizer had several minibuses for transportation of the teams and delegates. France and Norway arrived and departed at Hamburg Airport, about 90 minutes by car from Damp. Netherlands and Denmark traveled with their own bus. The organizer took care of the transport between the airport and Damp, and also all needed transport during the EPC.

GuidesThe organizer had some guides who daily helped the teams very much. The teams praised them a lot.

TransportL’organisateur proposait plusieurs minibus pour le transport des équipes et des délégués. La France et la Norvège sont arrivées et reparties de l’aéroport de Hambourg qui se trouve à environ 90 minutes en car de Damp. Les Pays-Bas et le Danemark sont venus avec leur propre autobus. L’organisateur s’est chargé du transport entre l’aéroport et Damp et de tous les transports nécessaires pendant le CEP.

GuidesL’organisateur avait mis plusieurs guides à la disposition des équipes qui les ont beaucoup appréciés.

Salles de sports et matchsLes dix matchs ont été joués en cinq jours dans la salle de sports de Kappeln qui avait été agréée par le jury avant l’ouverture du championnat. Les équipes avaient la possibilité de s’entraîner tous les jours à Damp.

Des personnes qualifiées du club local de handball se sont chargées du secrétariat et du respect des horaires. La cérémonie d’ouverture avec présentation des équipes, drapeaux et hymnes nationaux s’est très bien passée.

ArbitresLes arbitres étaient d’une qualité remarquable. Tägliche MeetingsIn der Woche gab es drei Team Captain Meetings, die in Englisch abgehalten wurden. Es gab Informationen zum Programm und zu den Spielen, den Trikotfarben, dem Trainingsplan, den Abfahrtszeiten der Busse und den Schiedsrichtern für die einzelnen Spiele.

Am letzten Tag des Turniers gab es einige Diskussionen über die Platzierung für den Fall, dass zwei oder mehr Teams am Schluss die gleiche Punktzahl haben sollten. Die Jury musste sicherstellen, dass die Mannschaftsführerinnen vor den letzten Spielen genauestens über die Wett-kampfordnung der USPE informiert waren.

Sports halls and matchesThe 10 matches were played in five days in Kappeln Sports Hall, which was approved by the jury before the opening of the EPC. Every day the teams had the possibility to train in Damp.

Well-qualified members of the local handball club took care of the secretariat and timekeeping. The ceremony with presentation of the teams, flags and national anthems was successful.

RefereesThe referees were of absolutely highest standard. The EHF sent three referee couples: Jens Carl Nielsen / Anders Birch (Denmark), Sven Klitzschmüller / Boris Unmack (Germany) and Mark de Moor / Luc Uten (Belgium). The USPE appreciates the contact and co-operation with the EHF very much.

Vérification d’identité et Déclaration AntidopageJ’ai réalisé le contrôle d’identité le lendemain de l’arrivée des équipes. Les cheffes d’équipe avaient été priées de compléter un questionnaire d’informations sur les joueuses comme le numéro du maillot, nom, numéro du passeport et de la carte d’identité. Cette procédure rend le contrôle très aisé et rapide. La déléguée d’équipe a signé le questionnaire pour confirmer que tous les membres de l’équipe étaient autorisés à participer au CEP. Les joueuses ont également signé la Déclaration Antidopage.

Contrôle anti-dopageIl a été procédé contrôles anti-dopage.

Réunions journalièresIl y a eu 3 réunions des cheffes d’équipe pendant la semaine ; elles se sont tenues en anglais. On y a donné des informations sur le programme et les matchs, les couleurs des maillots, l’horaire des entraînements, les heures des transports et les arbitres de chaque match.

Le dernier jour du championnat, on a assisté à des discussions sur le classement à attribuer à deux ou plusieurs équipes qui ont obtenu le même nombre de points. Avant les derniers matchs décisifs, le jury devait s’assurer que les cheffes d’équipe étaient bien informées des règles du championnat de l’USPE.

JuryLes membres suivants composaient le jury : Rainer Tschirne (président), Jürgen Kobza et Holger Böttcher (représentants de l’organisateur), Dietmar Schönhoff (Secrétaire Général de l’USPE) et Ivar Thoresen (Délégué Technique de l’USPE). Aucune réunion du jury n’a été nécessaire.

Eröffnungs- und SchlussfeierDie Eröffnungsfeier fand am Montag, den 7. Juni 2010 in Kappeln statt. Verena Breidert (Deutschland) und Luc Uten (Belgien) sprachen für die Spielerinnen und die Schiedsrichter den Eid der USPE.

Fred Kusserow, der Vorsitzende des Deutschen Polizeisportkuratoriums (DPSK), und Volker Dornquast, Staatsekretär im Innenministerium des Landes Schleswig-Holstein, hielten eine Ansprache und anschließend erklärte Luc Smeyers, der Präsident der USPE, die EPM 2010 für eröffnet.

Die Siegerehrung und die Schlussfeier fand am Samstag, den 12. Juni 2010 in der Sporthalle in Kappeln statt. Die USPE überreichte die Gold-, Silber- und Bronzemedaillen an Deutschland, Nor-wegen bzw. Frankreich, und der Ver-anstalter überreichte Geschenke an die Teams und die Schiedsrichter.

Klaus Schlie, der Innenminister des Landes Schleswig-Holstein, und Fred Kusserow hielten eine Rede, bevor Luc Smeyers die EPM 2010 für beendet erklärte.

Das Bankett fand im Kongresszentrum in Damp statt. Jürgen Kobza, der Leiter des Organisationskomitees, überreichte Ge-schenke an das vom Veranstalter benannte All Star Team. Der Fair-Play-Preis ging an die Mannschaft aus Norwegen, deren Team Captain, Arnhild Holmlimo, ihn aus den Händen von Ivar Thoresen entgegennahm.

BegleitprogrammDie Mannschaften und die Betreuer wurden zu einer Bootsfahrt auf der Schlei eingeladen. Der Veranstalter fuhr die Delegierten darüber hinaus mit dem Bus nach Kiel, wo für sie eine Stadtführung organisiert war.

ID-check and Anti Doping DeclarationI made the ID-check the day after the teamshad arrived. The team captains were asked to fill in a form with information of the players, like number of the shirt, name, number of the passport and number of the police ID card. The procedure made the control very easy and quick to organize. The delegate of the teams signed the firm, to verify that all members of the team were eligible to participate in the EPC. The players also signed the Anti Doping Declaration.

Doping controlThere were doping controls.

Daily meetingsDuring the week there were 3 team captains meetings in English with information about the programme, the matches, the colors of the shirts, the training schedule, time of transport and the referees each match.

Im Laufe der Woche wurden die Delegierten zu zwei netten Empfängen eingeladen. Am Mittwoch, den 9. Juni wurden sie vom Bürgermeister der Stadt Kappeln im Rathaus empfangen und am Tag danach lud das Deutsche Polizeisportkuratorium (DPSK) sie zu einem Empfang in das Kongresszentrum ein.

SchlussfolgerungIch gratuliere dem Deutschen Polizei-sportkuratorium (DPSK) zu der brillanten Organisation der EPM. Die Teams schätzten besonders die Gastfreundschaft, die Unterbringung, die Flexibilität und den pünktlichen Ablauf. Herzlichen Dank an das Organisationskomitee.

On the last day of the tournament there were some discussions about the rank if two or more teams should end up with the same number of points. Before the very last and conclusive matches, the jury had to make sure that the team captains were absolutely aware of the Competition Rules of the USPE.

JuryFollowing members set the Jury: Rainer Tschirne (chairman), Jürgen Kobza and Holger Böttcher (both representing the Organiser), Dietmar Schönhoff (General Secretary of USPE) and Ivar Thoresen (the Technical Delegate of USPE). There was no need for the Jury to meet.

CeremoniesThe opening ceremony was organized in Kappeln on Monday the 7th of June 2010. Verena Breidert (Germany) and Luc Uten (Belgium) swore the USPE oaths on behalf of the players and the referees. There were speeches of Fred Kusserow, President of the German Police Sport Federation (DPSK) and Volker Dornquast, State Secretary at the Innenminister des Landes der Landes-polizei. Finally the President of USPE, Luc Smeyers, declared the EPC 2010 open.

The prize ceremony and the closing ceremony were organized in the Sports hall in Kappeln on Saturday the 12th of June 2010. The USPE handed over the gold, silver and bronze medals to Germany, Norway and France. The organizer handed over gifts to the teams and the referees.

Un banquet a été organisé au Centre des Congrès de Damp. Jürgen Kobza, directeur du comité d’organisation, a distribué des cadeaux au groupe des vedettes nommées par l’organisateur. Ivar Thoresen a remis le Prix Fair-Play à l’équipe de Norvège représentée par sa capitaine Arnhild Holmlimo.

Programme complémentaireLes équipes et les délégués ont été invités à une excursion en bateau sur la Schlei. De plus, l’organisateur a emmené les délégués en bus jusqu’à Kiel où ils ont bénéficié d’une visite guidée dans la ville.

Pendant la semaine, les déléguées ont été invités à deux agréables réceptions. Le maire de Kappeln les a invités à une réception à l’Hôtel de Ville, le mercredi 9 juin. Le lendemain, la Fédération Sportive de la Police Allemande (DPSK) les a convies à une réception dans le Centre des Congrès.

ConclusionJe félicite la Fédération Sportive de la Police Allemande (DPSK) pour sa brillante organisation du CEP. Les équipes ont particulièrement apprécié l’hospitalité, l’hébergement, la souplesse et la ponctualité. Un grand merci au comité d’organisation.

Programme in addition to the sportsThe teams and delegates were invited to a boat trip on the Schlei. The organiser also took the delegates by bus to Kiel, where there was a guided trip in the city.

During the week the delegates were invited to two nice receptions. The major of Kappeln invited them for a reception in the City Hall on Wednesday the 9th of June. The day after the German police sport federation (DPSK) invited the delegates for a reception at the Congress Centre.

ConclusionI congratulate the German police sport federation (DPSK) on organizing the EPC in such a brilliant way. The teams appreciated especially the hospitality, accommodation, flexibility and punctuality. I thank the organizing committee very much!

InformationenAm 29. und 30.10.2009 war ich in Kitzbühel, um mir den Ort anzusehen, an dem die Meisterschaft stattfinden sollte. Bei meinem Aufenthalt versicherten mir die Veranstalter, dass alle organisatorischen Maßnahmen in bester professioneller Art und Weise erledigt würden und dass ein gut organisierter Fahrdienst angeboten würde. Die Teams hätten die Möglichkeit, über einen der drei Flughäfen (Salzburg, Innsbruck oder München) anzureisen, von wo sie mit Bussen zu ihren Hotels gebracht würden. Die Veranstalter würden alle Teilnehmer über die Transportmög-lichkeiten informieren. Darüber hinaus erhielt ich Informationen zur Aus-schreibung, zum Rahmenprogramm, zu den Kampfrichtern und zur medizinischen Betreuung. Während meiner Besichtigung habe ich die Veranstalter darauf hin-gewiesen, dass der Wettkampf nach den Regeln und Ordnungen der USPE und ITU stattfinden müsse, und ich habe ihnen für die Ausrichtung des Wettbewerbs USPE-Protokolle von Eröffnungs- und Schluss-feiern sowie Siegerehrungen übergeben. Einen Tag vor der Meisterschaft (12. August 2010) bin ich angereist, um alle wichtigen Punkte zu überprüfen und ich habe mich mit dem ITU-Beauftragten getroffen, der mir versicherte, dass der Wettkampf gemäß den Standards der USPE stattfinden werde.

UnterbringungDie Teams wurden am 13. August 2010 in Hotels in Kitzbühel und in Vororten untergebracht. Die Mahlzeiten entsprachen den Standards der USPE. Die Unter-bringung war von guter Qualität.

Triathlon-StreckeDie Triathlon-Strecke in Tirol liegt in einer herrlichen Gegend, in der die ITU-Weltmeisterschaftsserie und der Triathlon-Weltcup Kitzbühel stattfinden. Dies entspricht der Forderung gemäß Artikel 4.8 Pkt. 4.8.4 der USPE-Wettkampfordnung.

During my stay the organizers ensured me that all the organizing measures would be taken in the best professional manner. They offered a transportation scheme that proved to be good. The teams had the possibility to arrive at one of three airports (Salzburg, Innsbruck or Munich), and to be transferred from there to their hotels by buses, after that organizers also informed all the participants about the transportation details. I was also informed about the invitation to enter including the program of the event, information about the judges and medical personnel. During my inspection I informed organizers that the competition had to be held in according to rules and regulations of USPE and ITU and had given USPE protocols of opening and closing ceremonies and awarding ceremonies, what was reflected during the champion-ship. I had arrived one day prior to the championship (on 12th August, 2010) to check all the necessary points before the

Die Siegerehrungen fanden zur festgesetzten Zeit wie geplant in der Sportarena statt.

Die KampfrichterDie Kampfrichter haben ihre Aufgabe sehr professionell erledigt und die Teams schienen mit ihren Leistungen zufrieden zu sein. Während des Polizei-Triathlons wurde eine einzige Sitzung des Schiedsgerichts abgehalten, in der über zwei Beschwerden

Cérémonies d'ouverture/de clôture et de remise des médaillesLa cérémonie d’ouverture s’est tenue le 13 août et la cérémonie de clôture le 15 août 2010. Elles se sont tenues de manière organisée en présence des officiels. Les officiels suivants étaient présents à la cérémonie inaugurale : Luc Smeyers (président le USPE) M. Fekter (ministre fédéral de l’Intérieur de l’Autriche), Gunther Platter (gouverneur de la province du Tyrol), Willibald Liberda (Président d’OPOLSV), Helmut Tomac (chef de la police du Tyrol). La cérémonie inaugurale a eu lieu en plein air dans le centre de Kitzbühel et la cérémonie de clôture à l’hôtel. Toutes les formalités à respecter en tenant ce genre de cérémonie ont été respectées. Les cérémonies ont été tenues dans l'arène sportive à l’heure prévue et sans problèmes.

ErgebnisseDie Ergebnisse sind beigefügt. Sie können auch der offiziellen Webseite der USPE entnommen werden. Zwei Teilnehmerinnen wurden disqualifiziert: Kseniya Levkovska (UKR) und Louise Fruelun Poulsen (DNK).Chefkampfrichter Joschi Schlögl berichtete, dass es keine Zeitstrafen bei der EPM gab.

Offizielles AbendessenAlle Teams, Kampfrichter und der örtliche Veranstalter trafen sich am 15.08.2010 zu einem Abendessen. Die Veranstalter hatten den Teams nach dem Abendessen genügend Zeit gelassen, damit sie sich näher kennenlernen konnten.

Die Veranstalter Die Veranstalter haben einen absolut professionellen Job gemacht und alles sehr gut organisiert. Ich danke dem Orga-nisationskomitee ganz herzlich für diesen wunderbaren Aufenthalt in Kitzbühel. Sie haben für uns alle ihr Bestes gegeben, und

Dîners officielsToutes les équipes, les arbitres et l’organisateur local ont été invités à dîner dans un bel endroit dans la soirée du 15.08.2010. Les organisateurs ont organisé une soirée agréable après le diner, ce qui a aidé les équipes à mieux se connaître.

very professional way, and the teams seemed to be satisfied with their performances. During the police triathlon the appeal jury met once to discuss two appeals. The appeal procedure was in line with the USPE requirements of USPE. Both appeals submitted by the French team were unanimously dismissed. The protest fees were retained.

Doping controlDoping control was held in a well organized and professional way according to all rules and protocols.

The startsAll starts took place according to the program of the competition.

ResultsResults can be found on the official web site of USPE. Two persons were disqualified: Levkovska Kseniya (UKR) and Poulsen Louise Fruelun (DNK). Head referee Joschi Schlögl reported that there were no penalties during the EPC.

Official dinnersAll the teams, the referees and the local organizer were invited for a nice dinner party in the evening of 15.08.2010. This event enabled the athletes to get to know each other even better.

The organizersThe organizers did an absolutely pro-fessional job and organized everything very well. I feel deep gratitude for the organizing committee for the great stay in Kitzbühel. They did their very best for all of us, and all of us cherish very good memories.

Als Technischer Delegierter der USPE habe ich an der 15. Europäischen Polizei-meisterschaft in der Leichtathletik vom 22. - 25. September 2010 in Donetsk, Ukraine teilgenommen.

Anmeldung141 Athleten aus 16 Ländern haben sich bei der Ankunft bei mir registriert. Es gab keine Probleme bei der Anmeldung. Alle Athleten legten gültige Dienstausweise und Pässe vor und unterzeichneten gleichzeitig das Anti-Doping-Formular.

Einige Delegationen meldeten bei der Anmeldung Athleten in zusätzlichen Disziplinen nach, wodurch die Anzahl der Teilnehmer in einigen Disziplinen erhöht werden konnte. Alle Teilnehmergebühren wurden bezahlt.

Alle Sportler und Delegierten erhielten ein Willkommenspaket, das u.a. eine aus-gezeichnete Mappe mit nützlichen In-formationen enthielt.

PressekonferenzBei dieser Veranstaltung gab es zwei Pressekonferenzen. Die erste fand am Vortag der Wettkämpfe statt und die zweite nach der Medaillenverleihung am zweiten Tag. An den Pressekonferenzen nahmen lokale und nationale Medien teil.

Diese Pressekonferenzen sind eine sehr willkommene Ergänzung zur EPM, da sie dazu beitragen, die Bekanntheit der USPE zu steigern.

Unterbringung und VerpflegungDie meisten Athleten wohnten im Hotel Liverpool im Zentrum von Donetsk. Einige Athleten und alle Delegierten waren im Hotel Central untergebracht. Beides waren 3-Sterne-Hotels, die nur wenige Auto-minuten vom Olimpiyski Stadion entfernt lagen.

Frühstück und Abendessen wurde für alle in ihrem jeweiligen Hotel serviert. Mittags gab es an beiden Wettkampftagen Lunchpakete im Olimpiyski Stadion. Das Essen war von guter Qualität.

As USPE Technical Delegate I attended the 15th EPC in Track and Field at Donetsk, Ukraine from 22nd to 25th of September 2010.

Registration.141 athletes from 16 countries registered with me on their arrival. There were no issues at registration and all athletes produced valid Police identification and Passport. All athletes signed anti-doping form at registration and there were no objections.

A number of delegations entered athletes in additional disciplines when registering and this helped increase the numbers in some of the disciplines. All monies were paid regarding participation.

All participants and delegates were presented with a welcome pack which included a very good event brochure with good information.

J’ai assisté comme Délégué Technique USPE au 15è CEP d’athlétisme à Donetsk (Ukraine) du 22 au 25 septembre 2010.

Inscription.141 athlètes provenant de 16 pays se sont inscrits avec moi à leur arrivée. Il n’y a pas eu de problème lors de cette inscription et tous les athlètes ont présenté une carte d’identité et un passeport en cours de validité. Tous les athlètes ont signé le formulaire antidopage sans faire d’ objections.

Certaines délégations comprenaient des athlètes dans plusieurs disciplines, ce qui a permis d’augmenter le nombre de participants dans quelques disciplines. Les paiements ont été faits en fonction de la participation.

Tous les participants et délégués ont reçu un cadeau de bienvenue comprenant une excellente brochure avec des informations sur cette manifestation sportive.

Es gab keine Beschwerden seitens der Athleten oder Delegierten in Bezug auf die Unterbringung oder Verpflegung.

Kommunikation und SicherheitFür jedes Team gab es einen eigenen Ansprechpartner, was sich als sehr erfolgreich erwies. Dieser konnte bei allen Übersetzungen helfen und stellte sicher, dass die Teams jederzeit über alle Angelegenheiten informiert waren. Dies funktionierte sehr gut, und viele Teams äußerten sich mir gegenüber sehr positiv darüber.

Die Sicherheit war ebenfalls in beiden Hotels gewährleistet.

KampfrichterDer ukrainische Leichtathletikverband unterstützte diese Meisterschaft in vollem Umfang und stellte 80 Offizielle für die Disziplinen. Alle Offiziellen waren quali-fiziert; die ukrainischen Leichtathletik-meisterschaften hatten als Testver-anstaltung für die EPM gedient. Dadurch war die Veranstaltung sehr professionell und die Ergebnisse lagen sehr schnell vor.

Press Conference.There were two press conferences or-ganised for this event. The first took place on the day prior to competition and the second took place following the pre-sentation of medals on the second day. The Press conferences were attended by local and national media.

This is a very welcome addition to EPC as it increases the profile of USPE and what we are about.

Accommodation and Food.Most of the athletes were accommodated at the Liverpool Hotel in the centre of Donetsk. A small number of athletes and all delegates were accommodated at the Central Hotel. Both hotels were a short drive from the Olimpiyski Staduim and were 3*.

Breakfast and dinner was provided for all at their hotel and box lunches were provided at the Olimpiyski Stadium on both days of competition. The standard of food was good.

There were no complaints from athletes or delegates regarding food or accommo-dation.

Conférence de presse.Il y a eu deux conférences de presse. La première a eu lieu le jour avant le début du championnat et la deuxième après la remise des médailles le deuxième jour. Des médias locaux et nationaux ont assisté aux deux conférences.

C’est une bonne contribution supplé-mentaire à l’EPC car ces conférences de presse font mieux connaître l’USPE et ses activités.

Logement et nourriture.La plupart des athlètes étaient logés à l’hôtel Liverpool au centre de Donetsk. Quelques athlètes et tous les délégués étaient logés à l’hôtel Central. Ces deux hôtels étaient assez proches de l’Olimpiyski Staduim et affichaient 3 étoiles.

Petit-déjeuner et dîner ont été servis dans les hôtels respectifs tandis que des paniers-repas ont été fournis pour le déjeuner au stade olympique, les deux jours du championnat. La qualité de la nourriture était bonne.

Il n’y a pas eu de plainte des athlètes ou des délégués à propos de la nourriture ou de l’hébergement.

DopingAm Vortag der Wettkämpfe traf ich mich mit den Doping-Beauftragten, um die Aus-losung vorzunehmen.

EröffnungsfeierIch habe schon an vielen Eröffnungsfeiern teilgenommen, aber ich habe noch nie so etwas erlebt wie die Eröffnungsfeier für diese EPM. Es war eine in jeder Hinsicht außergewöhnliche Veranstaltung mit 500 Akteuren in bunten Kostümen und Uniformen, die Tänze aufführten und durch das Stadion zogen. Es war eine sehr farbenfrohe Veranstaltung, die von einem Event-Manager choreographiert wurde.

Bei der Eröffnungsfeier waren einige hundert Leute im Stadion und das Fernsehen war ebenfalls anwesend. Dies wird für alle, die dabei waren, ein unvergessliches Erlebnis bleiben. Alle USPE-Protokolle wurden eingehalten.

Bei der Eröffnungszeremonie waren u.a. der Präsident der USPE, der stell-vertretende Innenminister und der stellvertretende Minister für Familien-angelegenheiten sowie der Bürgermeister von Donetsk anwesend. Es war ein stolzer Moment für die Veranstalter.

WettkämpfeDie Wettkämpfe fanden an zwei Tagen im Olimpiyski Stadion statt. Die Diskus- und Speerwettbewerbe wurden in einem benachbarten kleineren Stadion aus-getragen. Insgesamt gingen in 33 Disziplinen 220 Männer und Frauen an den Start. Während die Teilnehmerzahlen bei der letzten EPM in der Leichtathletik gering waren, gingen diesmal sehr viele Sportler an den Start, die zum Teil ausgezeichnete

Communication and Security.A liaison person was assigned to each team and this proved to be very successful. The liaison person could help with all translation and ensured that each team was kept fully informed at all times regarding all issues. This worked very well and many teams commented to me in very positive terms on this.

Security was also provided at both hotels.

Referees.The Ukranian Track & field Federation fully supported this event and provided 80 officials for the disciplines. All officials were qualified and the Ukranian National Track &

Arbitres.La Fédération Ukrainienne d’Athlétisme a soutenu entièrement la manifestation et a fourni 80 arbitres pour les diverses disciplines. Tous les arbitres étaient qualifiés et les championnats nationaux d’Athlétisme avaient été utilisés comme référence pour l’organisation du CEP. Cela a donné un caractère très professionnel à la manifestation et les résultats ont été présentés très rapidement.

Antidopage.J’ai rencontré les responsables de l’antidopage la veille du championnat et nous nous sommes occupés de ce contrôle.

Cérémonie d’ouverture.J’ai assisté à de nombreuses cérémonies d’ouverture mais je n’ai jamais vécu une expérience comparable à l’occasion d’un CEP. C’était exceptionnel à tous égards. 500 participants dansant et paradant dans divers costumes et uniformes. C’était un spectacle débordant de couleurs, choré-graphié par un organisateur d’évènements.

Leistungen erzielten. In vier Disziplinen gab es neue EPM-Rekorde.

Über die 800 m der Frauen lief Anna Mischenko aus der Ukraine in 2:04:12 neue EPM-Bestzeit. Im Speerwurf der Frauen erzielte Vira Rebryk aus der Ukraine mit einer Weite von 57,51 m neuen EPM-Rekord. Im Dreisprung der Männer sprang Viktor Kuznyestov aus der Ukraine mit 17,04 m neuen EPM-Rekord. Im Hoch-sprung der Männer setzten Oleksander Nartov aus der Ukraine und Martin Günther aus Deutschland mit 2,21 m eine neue EPM-Bestmarke.

Im Medaillenspiegel belegte die Ukraine mit 35 Medaillen den 1. Platz vor Deutschland mit 23 Medaillen und Russland mit 6 Medaillen auf dem 3. Platz. Die voll-ständigen Ergebnisse stehen auch auf der Webseite der USPE.

Insgesamt war ich sehr zufrieden mit der Organisation dieser Wettkämpfe. Es hätten zwar ruhig ein paar Teilnehmer mehr sein können, aber dass dies nicht der Fall war, lag an Gründen, auf die ich hier nicht näher eingehen möchte.

Alle Athleten waren von der Qualität der Organisation dieser Wettkämpfe be-eindruckt.

SchlussfeierDie Schlussfeier und das Abschiedsessen fanden in der prachtvollen Donbass Arena, dem Heimatstadion des FC Shakhtar Donetsk, statt. An der Feier nahmen Vertreter der ukrainischen Regierung und offizielle Vertreter der Stadt Donetsk teil.

Field Championships had been used as a rehersal for the EPC. This made the event very professional and results were produced very quickly.

Anti-Doping.I met with the anti-doping officials the day before the competition and we conducted the draw for the anti-doping controls.

Opening Ceremony.I have attended many opening ceremonies however I have never experienced anything like this for EPC. This was exceptional in every regard. There were 500 participants involved in dance and parade wearing varying costumes and uniforms. This was a very colourful event and was choreo-graphed by an event manager.

Hundreds of people were in the stadium for the opening ceremony and the event was also covered by T.V. cameras. This will be a memorable experience for all those present. All USPE protocols were adhered to.

The ceremony was attended by the President of the USPE, Deputy Minister from the Interior Ministry, and the Ministry for Family Affairs and the Mayor of Donetsk amongst others. It was a proud moment for the organisers.

Competition.The competition took place over two days in the Olimpiyski Stadium with the Discus and Javelin competitions taking place in a smaller nearby stadium. There were a total of 33 disciplines for men and women with a total of 220 competitors in the com-petitions.

Des centaines de personnes étaient dans le stade pour la cérémonie d’ouverture qui a été également suivie par des caméras de TV. Une expérience inoubliable pour tous les spectateurs. Tous les protocoles de l’USPE y ont été respectés.

La cérémonie a été suivie, entre autres, président le USPE, par le sous-ministre du ministère de l’Intérieur et du ministère de la Famille ainsi que par le Maire de Donetsk. Cela a été un moment d’intense fierté pour les organisateurs.

Championnat.Les épreuves du championnat se sont déroulées durant deux journées dans l’Olimpiyski Stadium, celles de lancement du disque et de javelot ayant lieu dans un stade plus petit assez proche. Il y avait 33 disciplines féminines et masculines réunissant un total de 220 sportifs.

Alors que le nombre d’épreuves était inférieur aux prévisions du CPE d’ath-létisme, le niveau atteint a été vraiment très élevé avec quelques performances exceptionnelles. De nouveaux records CPE ont été atteints dans 4 disciplines.

Dans le 800 mètres Dames, Anna Mischenko (Ukraine), a couru un nouveau record CPE de 2.04.12. Dans le lancement de javelot Dames, Vira Rebryk (Ukraine) a effectué un lancer record de 57.51. Dans la discipline Triple Saut Hommes, Viktor Kuznyestov (Ukraine) a établi un nouveau record CPE en sautant à 17.04 mètres. Dans le Saut en Hauteur Hommes, deux sportifs, Oleksander Nartov (Ukraine) et Martin Gunther (Allemagne) ont réalisé un nouveau record CPE en sautant à 2.21 mètres.

Die Schlussfeier war genauso spektakulär wie die Eröffnungsfeier und sehr unter-haltsam. Alle USPE-Protokolle wurden von den Ausrichtern eingehalten. Den Ver-antwortlichen für die Organisation und den drei Spitzenteams aus den Wettbewerben wurden zahlreiche Geschenke überreicht.

Die USPE-Flagge wurde an Frankreich, den Ausrichter der nächsten EPM, übergeben. Die Party ging bis spät in die Nacht und alle hatten eine wundervolle Zeit.

SchlussbemerkungDies war das erste Mal, dass die Ukraine eine Europäische Polizeimeisterschaft organisiert hat, und sie hat in Sachen Organisation zweifellos einen neuen Standard gesetzt.

While the numbers were down on the previous EPC Track & Field the standard of completion was very high with some exceptional performances. New EPC records were set in 4 events.

In the women’s 800M Anna Mischenko, Ukraine, ran a new EPC record 2.04.12. In the women’s Javelin Vira Rebryk, Ukraine threw a new EPC record 57.51. In the men’s triple jump Viktor Kuznyestov, Ukraine set a new EPC record by jumping 17.04M. In the mens High Jump two men Oleksander Nartov, Ukraine and Martin Gunther, Germany set a new EPC record by jumping 2.21M.

In the overall medal table Ukraine were 1st with 35 medals, Germany 2nd with 23 medals and Russia 3rd with 6 medals. The full results are available on the USPE website.

Overall I was very happy with the

Tous les sportifs ayant pris part au championnat ont été impressionnés par le niveau de son organisation.

Cérémonie de clôture.La cérémonie de clôture et le dîner de fête ont eu lieu à la splendide Donbass Arena qui est le nouveau domicile de l’équipe de football Shatkar Donetsk. Des re-présentants du gouvernement ukrainien et des fonctionnaires de Donetsk ont assisté à cette cérémonie.

La cérémonie de clôture a été aussi spectaculaire que la cérémonie d’ouverture et très divertissante. Tous les protocoles USPE ont été respectés par les organisateurs. Quelques prix avaient été prévus pour les responsables de l’organisation de même que pour les trois équipes victorieuses du championnat.

Le drapeau USPE a été transmis à la France qui organisera le prochain CEP. Les festivités ont duré tard dans la nuit. Ces quelques jours ont été magnifiques.

Conclusion.C’était la première fois que l’Ukraine organisait un CEP et elle a incont-establement défini un nouveau standard en matière d’organisation. Ce championnat a été une manifestation impressionnante !

All competitors were impressed by the standard of organisation of these competitions.

Closing Ceremony.The closing ceremony and celebration dinner was held at the magnificent Donbass Arena which is the new home of Shatkar Donetsk soccer team. The ceremony was attended by representatives from the Ukranian Government and Donetsk officials.

The closing ceremony itself was as spectacular as the opening ceremony and was very entertaining. All USPE protocols were adhered to by the organisers. A number of presentations were made to organising officials as well as to the top three teams in the competition.

The USPE flag was handed over to France the organisers of the next EPC. The party went on late into the night and a wonderful time was had by all.

Conclusion.This was the first occasion that Ukraine had organised an EPC and they have un-doubtedly set a new standard in organisation.

My congratulations go to the Organising Committee who did tremendous work in delivering a spectacle like this.

Am 05. Februar 2011, während des „IJF Grandslam of Paris“ im Palais de Omnisport Bercy, wurde eine Erklärung zur gemein-samen Zusammenarbeit zwischen der USPE und der Europäischen Judo Union (EJU) unterzeichnet.

Die Erklärung, welche von dem Präsidenten der USPE, Herr Luc Smeyers, und dem Präsidenten der EJU, Herr Sergey Soloveychik, unterzeichnet wurde, soll eine Kooperation aufbauen und ein starkes Band zwischen beiden Organisationen ent-wickeln. “Ich sehe diese Verbindung als wichtigen Schritt die Standards des Judos innerhalb der USPE zu erhöhen” sagte der Präsident der USPE Luc Smeyers.Die USPE veranstaltete die 16. Euro-päische Polizeimeisterschaft im Judo vom 13. bis 16. Mai 2011 in Paris.

Wir sind entschlossen, starke Verbindungen mit der USPE zu fördern und glauben, dass es viele Bereiche gibt, in denen eine solche Beziehung wachsen wird, um von großem Nutzen für beide Seiten zu sein", fügte der EJU Präsident Sergey Soloveychik hinzu.

Einer der Hauptveranstaltungen der EJU sind die “Offenen Europäischen Meister-schaften für Armee-, Polizei- und Feuer-wehrmannschaften” die in diesem Jahr am 09. April in Moskau stattfanden.

Die USPE und die EJU werden weitere Schritte machen um die Kooperation zu fördern. Das offizielle “Memorandum of Understanding” wurde am 15. Mai während der 16. USPE EPM Judo in Paris unter-zeichnet.

On 5th February, during the IJF Grand Slam of Paris held at the Palais de Omnisport Bercy, the signing of a declaration of cooperation between the USPE and the European Judo Union (EJU) took place.

The declaration which was signed by USPE President Luc Smeyers and EJU President Sergey Soloveychik establishes a cooperation aimed at developing a strong bond between the two organizations.

“I see this relationship as an important step in raising the standard of judo knowledge within the USPE” said USPE Luc Smeyers. The USPE organized the 16th European Police Championship Judo from 13th till 16th May in Paris.

“We are committed to promote strong links with the USPE and believe that there are many areas in which such a relationship will grow to be of tremendous benefit to both parties,” added EJU president Sergey Soloveychik.

One of the main events for the EJU is the Open European Championships for Army, Police and Fire Forces which this year were held on 9 April in Moscow.

The USPE and EJU will take further steps to develop their cooperation. The official Memorandum of Understanding was signed on 15 May during the 16th USPE EPC Judo in Paris.

L’un des principaux événements du côté de l’EJU sont les Championnats d’Europe des forces de sécurité (police, armée, pompiers) qui se tiendraient le 9 avril à Moscou.

L’USPE et l’EJU prendront ultérieurement des mesures pour développer leur coopération. Le Protocole d’entente officiel était signé le 15 mai pendant le Championnat d'Europe de Police de judo à Paris.

Am 23. Oktober 2010 fand in Antwerpen der 34. USPE – Kongress statt. Schon bei der Anreise beeindruckte der unmittelbar am Hotel gelegene Hauptbahnhof durch seine besondere Architektur und machte neugierig auf die Stadt. Der Kongress fand im „Provincial Government Building” in Antwerpen statt.

Die Berichte des Präsidenten, des General-sekretärs, des Generalschatzmeisters und der Kassenprüfer über die Arbeit der vergangenen zwei Jahre nach dem Kongress in Paris wurden von den Delegierten mit großer Zustimmung zur Kenntnis genommen.

Da der bisherige Vizepräsident Liusien Velchev aus Bulgarien nicht mehr antrat, musste ein neuer Vizepräsident gewählt werden. In einer Stichwahl setzte sich Hélène Martini aus Frankreich sehr deutlich gegen Herrn Varul aus der Türkei durch. Damit hat die USPE mit Frau Martini und Frau Thuresson gegenwärtig zwei Frauen als Vizepräsidentinnen.

The 34th USPE Congress was held in Antwerp on 23 October 2010. Arriving at the hotel the participants were impressed with the magnificent architecture of the main station located in the immediate vicinity of the hotel that made everybody want to see more of the town. The venue chosen for the Congress was the “Provincial Government Building” in Antwerp.

The reports delivered by the President, the Secretary General, the General Treasurer and the auditors on their work performed during the two years after the Paris Congress were met with great approval by the delegates.

Since Vice-President Liusien Velchev from Bulgaria did not run for reelection, his position was vacant and had to be filled again. In a second ballot, Hélène Martini very clearly prevailed over Mr Varul from Turkey. Thus, USPE currently has two women occupying the positions of vice-presidents.

Le 34e Congrès de l'USPE a eu lieu le 23 octobre 2010 à Anvers. Dès leur arrivée, les participants ont été impressionnés par l'architecture originale de la Gare centrale située à proximité de l'hôtel et qui donne immédiatement envie de découvrir la ville. Le Congrès s'est tenu dans le « Provincial Government Building ».

Les délégués ont pris connaissance des rapports du Président, du Secrétaire général, du Trésorier général et des Commissaires aux comptes sur les activités des deux dernières années suite au Congrès de Paris et les ont approuvés sans réserves.

L'ancien vice-président, Liusien Velchev (Bulgarie), ne s'étant pas représenté, un nouveau vice-président a dû être élu. Au second tour, c'est finalement Hélène Martini (France) qui s'est imposée très nettement face à M. Varul (Turquie). L'USPE a donc actuellement avec Mme Martini et Mme Thuresson deux femmes vice-présidentes.

Für den aus Altersgründen ausscheidenden Generalsekretär Dietmar Schönhoff stellte sich Fred Kusserow aus Deutschland als einziger Kandidat zur Wahl. Er wurde mit deutlicher Mehrheit gewählt.

Für die Funktion der Beisitzer im Exe-kutivkomitee waren 4 Stellen für 4 Jahre zu besetzen. Aufgrund der Wahl von Frau Martini zur Vizepräsidentin war somit noch eine weitere Stelle, allerdings nur für die noch verbleibenden 2 Jahre ihrer Wahl-periode frei.

Es wurden die beiden bisherigen EC Mitglieder Dr. Josef Haupt aus der Tschechischen Republik und Kees ten Cate aus den Niederlanden wiedergewählt. Ebenso wurden die bisherigen TK-Mitglieder Vadym Tyschenko aus der Ukraine und Konstantin Ivanov aus Russland neu für 4 Jahre ins EC gewählt. Die Amtszeit des neu gewählten Herrn Serafino di Peri aus Italien beträgt zunächst 2 Jahre.

In der Technischen Kommission wurden Ivar Thoresen aus Norwegen und Marius Cata-Chitiga aus Rumänien in ihren Ämtern erneut bestätigt. Neu gewählt wurden Jörg Hirschberger aus Österreich und Philippe Espallargas aus Monaco, alle für die nächsten 4 Jahre.

Zu Kassenprüfern wurden Per Olav Nordli aus Norwegen sowie Bo Carlson aus Schweden gewählt.

Bei den Anträgen zur Änderung der Wettkampfordnung wurden alle Anträge der Technischen Kommission einstimmig verabschiedet. Besonders erwähnenswert erscheint mir dabei die Einführung einer neuen Disziplin bei der EPM Schießen. Bei dem sogenannten PPC 1500 handelt es sich um ein Präzisionsschießen.

Toutes les demandes de la Commission Technique concernant les modifications du Règlement des compétitions ont été adoptées à l'unanimité.Il me semble particulièrement important de citer ici l'introduction d'une nouvelle discipline aux CEP de tir, à savoir le tir de précision sur cible PPC 1500.Les modifications en matière de règlement anti-dopage ont été acceptées et peuvent être consultées sur le site Web de l'USPE. Im Bereich des Anti-Dopings wurden die Änderungen angenommen und sind auf der USPE-Webseite einsehbar.

Nach kontrovers geführter Diskussion wurde für das EPLA ein Vorschlag des scheidenden Generalsekretärs mit 5 verschiedenen Disziplingruppen mehr-heitlich verabschiedet.

Ein immer wieder diskutiertes Thema ist die Zulassung von „Berufssportlern“ bei EPM. Dies wurde von der seit dem USPE-Kongress in Paris 2008 eingesetzten Arbeitsgruppe unter der Leitung von Frau Martini aus verschiedenen Gründen bejaht.Darüber hinaus schlug die AG dazu vor, dass neben der bisherigen Überprüfung der Polizeizugehörigkeit mittels Dienst-ausweises nun zukünftig eine von der USPE vorgegebene Erklärung durch den Präsi-denten/Generalsekretär der nationalen Polizeisportorganisation erfolgen müsse. Darin wird dann bescheinigt, dass alle startenden Sportler aktive Mitglieder der Polizei sind. Diesem Antrag wurde mit großer Mehrheit entsprochen.

Ungarn stellte einen Antrag auf die Einführung von Seniorenwettkämpfen. Dazu werden die TK und das EC bis zum nächsten Kongress einen Vorschlag unterbreiten. Das Vereinigte Königreich beantragte ebenfalls bereits 2008 in Paris die Startberechtigung bei EPM auf Zivil-bedienstete der Polizei auszudehnen. Die daraufhin eingesetzte Arbeitsgruppe befürwortete dies. Dem Antrag wurde jedoch nicht zugestimmt.

Aufgrund der gestiegenen Ausgaben der USPE hat das EC (auf seiner letzten Tagung vor dem Kongress) beschlossen, die EPM-Startergebühren ab dem 01.01.11 von 20.00 auf 40.00 Euro pro Einzelstart und von 300.00 auf 500.00 Euro bei Teamsportarten zu erhöhen. Gleichzeitig wird allerdings das Startgeld für die Mannschaftswertungen/Staffeln ab-geschafft.

Die 4. USPE-Polizeisportkonferenz findet vom 18. – 20.11.11 in den Niederlanden statt. Nähere Informationen werden zeitnah erfolgen.

All requests for amendment to the Competition Rules submitted by the Technical Committee were unanimously adopted. Particularly worth mentioning is the introduction of a new discipline during the EPC Shooting. The so-called PPC 1500 is a precision shooting exercise.

The amendments to the Anti-Doping Regulations were approved and published on the USPE website.

Following a controversial discussion, the proposal for a European Police Performance Badge (EPLA) embracing 5 different groups of sports disciplines which had been tabled by the outgoing Secretary General was adopted by a majority of the votes.

A repeatedly discussed issue was the eligibility of “professional athletes“ to participate in EPCs. A working group headed by Hélène Martini that had been established by the 2008 USPE Congress in Paris had come to the conclusion that they should be permitted to do so for various reasons. Furthermore the working group proposed that the President/Secretary General of the respective national police sports association should be required to sign a declaration drafted by USPE; this was designed to complement the existing verification of affiliation with the police by performing a check of officers’ warrant cards. This declaration is to confirm that all athletes entering a competition are active police officers. Subsequently, the motion

Un thème régulièrement à l'ordre du jour est l'admission de « sportifs professionnels » aux CEP. Le groupe de travail institué depuis le Congrès de l'USPE de Paris en 2008 et dirigé par Madame Martini s'y est déclaré favorable pour plusieurs raisons.Dans ce contexte, le GT a en outre proposé qu'en plus du contrôle actuel d'affiliation à la police sur présentation de la carte de service, une déclaration fixée par l'USPE soit faite par le Président/Secrétaire général de l'organisation nationale du sport de police, déclaration dans laquelle il soit certifié que tous les sportifs participant aux compétitions sont des membres actifs de la police. Cette demande a été approuvée avec une grande majorité.

La Hongrie a déposé une demande d'introduction de compétitions pour les seniors.

La CT et le CE soumettront une proposition à ce sujet d'ici le prochain congrès.Le Royaume-Uni avait également déjà demandé en 2008 à Paris que le personnel civil de la police soit désormais autorisé à participer aux CEP.Le groupe de travail institué suite à cette demande s'y est déclaré favorable. La demande n'a toutefois pas été approuvée.En raison des dépenses croissantes de l'USPE, le CE a décidé (lors de sa dernière réunion avant le congrès) de majorer les frais de participation aux CEP de 20,00 à 40,00 euros pour chaque participant individuel et de 300,00 à 500,00 euros pour les disciplines sportives par équipe à partir du 01.01.2011. Mais on a cependant simultanément supprimé les droits d'inscription pour les classements par équipe/relais.

La 4e Conférence Européenne du Sport de Police de l'USPE aura lieu du 18 au 20.11.2011 aux Pays-Bas. De plus amples informations suivront prochainement.

Bereits zum dritten Mal ehrte die USPE die besten europäischen Polizeisportler.

Für Bestleistungen bei EPM wurden Jenny Mensing aus Deutschland (Schwimmen), Sergey Lebid aus der Ukraine (Crosslauf) sowie die deutsche Volleyballnational-mannschaft der Frauen geehrt. Als Bestleistung aus dem internationalen Bereich wurde Andreas Kofler aus Österreich ausgewählt.

Im Anschluss daran gab es noch eine Sonderehrung. Aus dem Vereinigten Königreich wurde der Fußballschiedsricher Howard Webb geehrt. Dies insbesondere für seine Leistungen im WM- und Champions-leaguefinale.

Am Ende erfolgte die Verabschiedung von Dietmar Schönhoff, Liusien Velchev, Youri Podlipniak und Panagiotis Iakovakis durch den Präsidenten Luc Smeyers und es wurden Abschiedsgeschenke überreicht.

Mit dem Dank an unsere belgischen Freunde für die hervorragende Orga-nisation des Kongresses und dem Hinweis, dass der nächste USPE-Kongress vom 05. – 07.10.12 in Dublin stattfinden wird, schloss Präsident Luc Smeyers den 34. Kongress.

Zum Ausklang des Tages gab es dann noch eine Schiffsfahrt auf der Schelde durch das nächtliche Antwerpen mit den Kongress-teilnehmern sowie zahlreichen Ehrengästen aus Politik und Wirtschaft. Dort wurde gemeinsam der 60. Geburtstag der USPE gebührend gefeiert.

Back in 2008 at the Paris Congress, the United Kingdom had requested that civilian police staff be included in the group of individuals eligible to enter EPCs.

The working group set up to address this issue had come out in favour of this motion. Nonetheless, the motion was rejected.

On account of increased expenses incurred by USPE, the EC (at its last meeting prior to the Congress) had decided to raise entry fees from EUR 20.00 to EUR 40.00 per athlete in individual sports and from EUR 300.00 to EUR 500.00 per team in team sports. At the same time, however, entry fees for team classifications/relay events were abolished.

The 4th USPE Police Sports Conference will be held between 18th – 20th November 2011 in the Netherlands. More detailed information would be provided in a timely manner.

For the third time, USPE used the opportunity to pay tribute to the best European police athletes. The following persons/teams were honoured for their achievements during EPCs: Jenny Mensing from Germany (swimming), Sergey Lebid from Ukraine (cross country) as well as the German women’s volleyball team. Andreas Kofler from Austria was honoured for his top performance at international level.

This event was followed by a special award presented to Howard Webb, the football referee from the United Kingdom, who was recognised for his performance during both the World Cup and the Champions League finals.

The conclusion of the event saw an emotional farewell bid by the President, Luc Smeyers, to Dietmar Schönhoff, Liusien Velchev, Youri Podlipniak and Panagiotis Iakovakis with each of them receiving a farewell gift.

Thanking our Belgian friends for the outstanding organisation of the Congress and announcing the date and venue of the next Congress which is scheduled to take place in Dublin between 5 – 7 October 2012, the 34th Congress was closed by the President, Luc Smeyers.

The day ended with a boat trip on the river Schelde through Antwerp by night which was attended by all Congress participants as well as numerous guests of honour from the realms of politics and the economy. On this occasion, the 60th anniversary of USPE was celebrated in style.

Il a ensuite clôturé le 34e Congrès en ne manquant pas de remercier nos amis belges pour leur remarquable organisation et en signalant que le prochain Congrès de l'USPE aurait lieu du 05 au 07.10.2012 à Dublin.

Pour terminer la journée en beauté, les participants au congrès ainsi que de nombreux invités d'honneur de la politique et de l'économie ont pu admirer Anvers by night lors d'une excursion en bateau sur l'Escaut et fêté ensemble dignement le 60e anniversaire de l'USPE.

Polizeioberrat Fred Kusserow wurde auf dem 34. Kongress des Europäischen Polizeisportverbandes am 23.Oktober 2010 in Antwerpen -ohne Gegenstimmen- für die Dauer von vier Jahren zum neuen Generalsekretär der USPE gewählt und führt seitdem die Amtsgeschäfte aus Berlin. Dies erfolgte bis zum 31.12.2010 in Doppelfunktion mit dem Amt des Vorsitzenden des Bund-Länder-Gremiums „Deutsches Polizeisportkuratorium“, welches er sechs Jahre innehatte. Zum 01.01.2011 übernahm nunmehr der Freistaat Bayern den DPSK-Vorsitz und damit einhergehend auch die DPSK-Geschäftsstelle.

Am 19.Januar 2011 lud er als General-sekretär der USPE Gäste aus Politik, Sport, des öffentliches Leben und der Polizei zur offiziellen Eröffnung in das neue Generalsekretariat (USPE-Office).

In seiner kurzen Begrüßungsrede gab Herr Kusserow, der nach wie vor zugleich der Landespolizeisportbeauftragte der Berliner Polizei ist, den geladenen Gästen einen kurzen Abriss über Aufbau und Aufgaben der USPE sowie Einblicke in seine neue Tätigkeiten.

On 23 October 2010 Fred Kusserow was unanimously elected to a four-year term as Secretary General of the USPE at the 34th Congress of the USPE in Antwerp. Since then he has conducted the USPE's affairs from Berlin. Up until 31 December 2010 he also held office as chairman of the German Police Sports Council (Deutsches Polizei-sportkuratorium, DPSK), a joint federal and state body he headed for a period of six years. As of 1 January 2011 the chairmanship of the DPSK was taken over by the State of Bavaria resulting in a relocation of DPSK headquarters.

In his capacity as Secretary General of the USPE Kusserow invited guests from government, the sports sector, public life, and the law enforcement community to the official opening of the new Secretariat General (USPE Office) on 19 January 2011.

In his welcoming statement Kusserow, who continues to be Police Sports Commissioner for Berlin, gave a brief outline of the structure and tasks of the USPE as well as descriptions of his new activities.

Dans son bref discours de bienvenue, M. Kusserow, qui est toujours en plus responsable du sport de police du Land de Berlin, a expliqué brièvement aux invités ses nouvelles activités ainsi que la structure et les missions de l'USPE.

USPE ist er Mitglied im Exekutiv Komitee der USPE und leitet die Technische Kommission, die unter anderem für die Ausrichtung von fünf Polizeieuropameisterschaften pro Jahr zuständig ist. Für die Durchführung und Einhaltung des Reglements stehen ihm acht Technische Delegierte aus unterschied-lichen Ländern, die für jeweils zwei EPM-Sportarten verantwortlich sind, zur Seite.

Sein neues Aufgabengebiet beinhaltet aber auch die Vorbereitung, Durchführung und Nachbereitung von Kongressen, Tagungen und Konferenzen im In- und Ausland. Als Verantwortlicher ist dabei immer seine unmittelbare Anwesenheit vor Ort erforderlich.

Mit dem Präsidenten der USPE, Herrn Luc Smeyers aus Belgien, arbeitet er eng zusammen, was für die Erfüllung der Aufgaben und Ziele im Sinne der Europäischen Polizeisportarbeit unab-dingbar notwendig ist.

Aus dem Berliner USPE-Office wird der Europäische Polizeisport organisiert. Von hier wird der gesamte Schriftverkehr abgewickelt sowie sämtliche Meldungen aus den vierzig europäischen Mitglieds-ländern ausgewertet und bearbeitet.

In einer kurzen Laudatio hoben sowohl Herr Staatssekretär Thomas Härtel aus der Senatsverwaltung für Inneres und Sport als auch der LtdPD a.D. Peter Hanisch, Ehrenpräsident des Landessportbundes Berlin, die Wichtigkeit einer solchen bedeutenden Position hervor. Dies gelte insbesondere unter dem Reputations-gedanken der Sportstadt Berlin mit einer nicht zu unterschätzenden nationalen und internationalen Wertschätzung.

Auch das überzeugende Wahlergebnis von Herrn Kusserow sei der Ausdruck der Wertschätzung gegenüber der Leistung und Anerkennung für die zahlreichen inter-nationalen Veranstaltungen, die Herr Kusserow in seiner Zeit als Vorsitzender des DPSK ausgerichtet hat.

Abschließend wünschten beide Herren dem Generalsekretär bei der Erfüllung seiner neuen Aufgaben viel Glück und waren sich einig, dass die in ihn gesetzte Erwartungs-haltung der Mitgliedsländer groß aber zugleich auch verpflichtend für Berlin ist.

Beim anschließenden Stehempfang zeigten sich die geladenen Gäste beeindruckt und aus vielen Gesprächen konnte man entnehmen, dass sich jeder bewusst war, dass eine spannende und zugleich sehr umfangreiche Arbeit auf den General-sekretär und die Mitarbeiter des USPE-Office zu kommt.

other things for organizing five USPE European Police Championships per year. He is assisted in applying and ensuring adherence to the USPE Rules and Regulations by eight Technical Delegates from different countries, each of whom is responsible for two EPC sports disciplines.

His new duties also include organizing congresses and conferences, holding them in various countries, and carrying out re lated fo l low-up act iv i t ies. The responsibilities that go with his office require that he always be present at these meetings.

He works closely together with USPE President Luc Smeyers (Belgium), something that is an absolute necessity in carrying out the work and achieving the objectives of the European Police Sports Union.

The organization of European Police Sports Championships is currently being done from the USPE office in Berlin. All corres-pondence sent out by the USPE originates here. At the same time, messages received from our forty European member countries are evaluated and processed here.

In congratulatory statements, Thomas Härtel, State Secretary in the Senate Administration for Internal Affairs and Sports, as well as Peter Hanisch, Honorary President of the Berlin Sports Federation, both underscored the singular importance of the USPE Secretary General´s position.

They noted that this applies in particular with regard to Berlin's reputation as a city associated with sports and that the value of this reputation at the national and international levels should not be underestimated.

They also noted that the fact that Kusserow was elected unanimously was an expression of appreciation for the work he has done in the past and recognition of the numerous international events he organized during his time as chairman of the DPSK.

In conclusion, they wished the Secretary General the best of luck in his new job, agreeing that the expectations the member countries have of him are quite considerable, but that the challenge this constitutes is something Berlin sees as its duty to meet.

général de l'USPE, il est aussi membre du Comité Exécutif de l'USPE et dirige la Commission Technique, qui est notamment compétente pour l'organisation de cinq championnats d'Europe de police par an. Pour l'application et le respect du règlement, il est assisté de huit délégués techniques de différents pays, chacun responsable de deux disciplines sportives des CEP.

Mais ses nouvelles tâches englobent aussi la préparation, l'exécution et le suivi de congrès, réunions et conférences en Allemagne et à l'étranger. En tant que responsable, il se doit d'être toujours présent sur place.

Il collabore étroitement avec le Président de l'USPE, M. Luc Smeyers (Belgique), ce qui est absolument indispensable pour accomplir les tâches et objectifs fixés au sens des activités européennes du sport de police.

Le sport de police européen est organisé depuis le Bureau de l'USPE à Berlin, qui assure non seu lement toute la correspondance, mais dépouille et traite aussi tous les communiqués des quarante pays membres européens.

Lors d'un bref panégyrique, le Secrétaire d'État Thomas Härtel (Senatsverwaltung für Inneres und Sport) et le Commissaire divisionnaire fonctionnel en retraite Peter Hanisch (Président d'honneur du Landes-sportbund Berlin) ont tous deux souligné l'importance d'un poste aussi capital, vu notamment la réputation, à ne pas sous-estimer, de Berlin comme ville sportive au niveau national et international.

Les résultats impressionnants obtenus à son élection par M. Kusserow auraient aussi exprimé toute l'estime et la reconnaissance dont il fait l'objet suite à son remarquable engagement notamment lors des nombreuses manifestations internationales qu'il a organisées durant son mandat de Président du DPSK.

En conclusion, les deux hommes ont souhaité bonne chance au Secrétaire général dans l'accomplissement de ses nouvelles tâches et ont précisé que les attentes placées en lui par les pays membres étaient grandes, mais aussi contraignantes pour Berlin.

Lors du verre de l'amitié consécutif, les invités se sont montrés impressionnés et à en croire de nombreuses conversations, tous seraient conscients du travail à la fois passionnant et considérable qui attend le Secrétaire général et les collaborateurs du Bureau de l'USPE.
