The newly formed Badlands Community Farmers Market started meeting in April to discuss the possibility of starting a farm- ers market in Wall. Wall Economic Development Corporation (WEDC) helped organize the group and worked with group members to apply for and receive a $1,500 South Dakota Depart- ment of Agriculture Farmers Mar- ket Grower Grant. Unfortunately, due to a lack of committed ven- dors, the farmers market had to postpone its start date and forfeit Farmers Market plans to meet Thursday, July 28th at 5:15 p.m. in the West River Electric Associ- ation Board Room. If you or some- one you know would like to partic- ipate in the farmers market as ei- ther a vendor or volunteer, please attend the meeting. If you would like to learn more about the Badlands Community Farmers Market, would like to be- come a vendor or would like to help, please contact Market Man- ager Garrett Shearer at 515-4932. The board approved meeting minutes from June 8 and 19, 2016, and claims for the past month. Board Member Carolynn Ander- son updated the rest of the board on the latest Impact Aid meeting in Chicago. The contractor building the con- cession stand structure recom- mended that a type of barrier ma- terial be used under the building and areas along it. The board held a conference call with Tyler Walker, Geiger Architecture re- garding the barrier. Walker noted that it would be okay to proceed in that manner. The board approve the expenditure of nearly $6,000. Per a new law, the board is re- quired to have an agenda item called conflict of interest. market in Wall is still alive andwell, it just may happen later thananticipated.

The newly formed BadlandsCommunity Farmers Marketstarted meeting in April to discussthe possibility of starting a farm-ers market in Wall. Wall EconomicDevelopment Corporation(WEDC) helped organize thegroup and worked with groupmembers to apply for and receivea $1,500 South Dakota Depart-ment of Agriculture Farmers Mar-ket Grower Grant. Unfortunately,due to a lack of committed ven-dors, the farmers market had topostpone its start date and forfeit

Corvettes arrive in Wall

Many Corvettes stopped in Wall, Thursday, July 14, en route to the Spearfish Corvette Classic Autocross heldover the weekend.

The annual meeting to organizefor the next fiscal year was held bythe Wall School board, Wednes-day, July 13. Scot Eisenbraun retains thechair position with SpencerCordes also keeping his vice-chair-man seat. As part of the reorganization,the board approved appointmentsto several committees, denoted theofficial financial institution, offi-cial legal newspaper, etc. The board approved the secondreading of the Cloud storage pol-icy. The board approved meetingminutes from June 8 and 19,2016, and claims for the pastmonth. Board Member Carolynn Ander-son updated the rest of the boardon the latest Impact Aid meetingin Chicago. The contractor building the con-cession stand structure recom-mended that a type of barrier ma-terial be used under the buildingand areas along it. The board helda conference call with TylerWalker, Geiger Architecture re-garding the barrier. Walker notedthat it would be okay to proceed inthat manner. The board approvethe expenditure of nearly $6,000. Per a new law, the board is re-quired to have an agenda itemcalled conflict of interest. This is aforum in which a board member,or school personnel can note thatthey have a connection of any typeto an action, contract, etc. betweenthe board and another party.

Evaluating my BeefCheckoff ROI

In 1985 most cattlemen proudlyacknowledged the passage of theBeef Promotion Act and Order thatauthorized a $1 per head checkoffassessment (Beef Checkoff) for thepromotion of our own product,beef. Those were exciting timeswith great expectations for im-proving both beef demand and se-verely depressed cattle markets.

The passage of the Act andOrder culminated many years ofcongressional debate and wran-gling which began in 1972. Manychanges were made to the Act andOrder leading up to 1985 but prob-ably the most deceiving changewas the striking of the letters"U.S." preceding the word "beef"when used in conjunction with "do-mestic beef promotion". The 1985Act and Order and the 13 years ofcongressional debate were basedoff the 94th Congress' H.R. 7656Public Law 94-294 which statesthe purpose of the program is to,"maintain and expand domesticand foreign market uses forUnited States beef." We cattle pro-ducers were sold a U.S. beef pro-motion program only to realizepackers and importers changedthe terminology and gained controlover the Beef Checkoff program.

Our second lesson in marketingU.S. beef came about this pastsummer when many of the samelarge corporate interests trickedCongress into killing mandatoryCountry of Origin Labeling(COOL). However this second timearound these anti US beef corpo-rates were aided and abetted byseveral of our own producer organ-izations with packer affiliations.

Looking closer at organizationsthat helped to deprive cattlemen ofCOOL, we find the United StatesMeat Export Federation (USMEF)joined the kill-COOL effort by urg-ing Congress to repeal COOL. TheUSMEF did this after a U.S. ap-pellate court rejected a multi-orga-nizational lawsuit filed in 2013 al-leging COOL was unconstitu-tional. Was USMEF, the secondlargest contractor of beef checkoffdollars and a recipient of federalmatching funds, biting the handthat fed them? Phil Seng, USMEFCEO, may be having secondthoughts after our 2015 beef ex-ports declined to 11 percent ofsales. Mr. Seng said, "We mustcontinue to find innovative ways todifferentiate U.S. products, winback market share and regain mo-mentum for exports in 2016." Anovel idea Mr. Seng! If labelingsafe and wholesome U.S. beefproducts is good for 11 percent ofthe exports, perhaps the samewould be beneficial for 89 percentof sales that occur in our domesticmarkets! Kind of falls under cow-boy logic; one might as well feedthe other 89 percent of the herd asthey are just as important to oursurvival.

The National Cattlemen's BeefAssociation (NCBA) joined the2013 lawsuit to kill COOL. TheNCBA is the Cattlemen's BeefBoard's (CBB's) largest contractorand receives over 68 percent ofCBB checkoff dollars, which makeup over 82 percent of the NCBA'sannual budget. This was notNCBA's first "Anti-U.S. Beef" ven-ture as they maintain a"joined at

the hip" alliance with the corpo-rate packing industry. In otherwords, when it comes to marketingissues strike the word "cattlemen"out of their name! The NCBA pastpresident, Phillip Ellis, recentlybragged on their success of killingCOOL which effectively prohibitsU.S. consumers from choosing safeand wholesome U.S. beef.

As cattlemen, our $1 per headcheckoff investment sounds veryminute alongside all the other as-sociated production expenses.However, that dollar when com-bined with others becomes nearly$80 million dollars annually. Sonow that minuscule little dollarsounds more important but com-pared to the 2015 market crashmanipulated in part by our twolargest checkoff contractors, that$80 million is still very insignifi-cant.

In the early summer of 2015these "Anti-U.S. Beef" cronieswere effective in scaring Congressinto passing legislation to beginkilling COOL. Congress' action im-mediately initiated the downwardplunge of our beef markets. Con-gress' action also created new cap-tive supplies for corporate packersbecause without labels, beef fromanywhere can be used to satisfyconsumer demand. Along withCongress's newly created captivesupply, the loss of COOL relegatedall cattle and all beef as genericcommodities. In addition USDAlifted the import restrictions onSouth American beef thereby rais-ing expectations for more futurecaptive supplies and dropping cat-tle markets by 30 percent. Just sixmonths earlier the NCBA's owneconomist forecasted continuedstrong markets through 2018 buteven he did not anticipate the cap-tive supply factor of generic cattleand beef.

By the fall of 2015 all the stopgates had been thrown wide openmaking it an opportune time forpackers, processors and retailersto steal record high producer prof-its to line their own pockets.Packer profits for the period sinceJune of 2015 have risen to $199per head according to SterlingMarketing while producer feedercattle declined nearly $533 perhead. Throughout this same pe-riod consumer beef demand re-mained high with over the counterprices at record levels indicatingproducer losses were not passedthrough the production chain intothe shopping cart.

Just how large were these pro-ducer losses? Using Sterling Mar-keting and Beef USA figures thefeeder industry lost $4.7 billion,beef producers lost $9.6 billion andthe dairy and veal industry lostnearly $1.8 billion for a grand totalof $16.1 billion.

To put these figures in perspec-tive, the market losses are about200 times the value of our total2015 checkoff revenue. The twomajor benefactors of our $1.00 perhead checkoff dollar used theircheckoff-bolstered clout to turn ourU.S. cattle herd into a generic cat-tle herd by repealing COOL. As aresult, our $1.00 checkoff invest-ment was effectively used to ex-tract billions of dollars from U.S.cattlemen. However, not all of the$80 million checkoff revenue wasused to underhandedly extract

these billions of dollars from cat-tlemen because one-half of all rev-enues are retained by state beefcouncils that invest in research,promotion, education and commu-nications. Also, a portion of therevenues received by CBB is usedeffectively by the hard workingstaff of the CBB that effectivelypromotes beef's image, educatesconsumers and producers and ini-tiates research projects to improveour product.

To step back and assess thevalue of that single checkoff dollarlet's review a 2014 CBB contractedReturn on Investment (ROI) studyconducted by Dr. Harry M. Kaiserof Cornell University. That studyanalyzed years 2006-2013 andfound a return on investment of$11.20 for every checkoff dollar in-vested. This was a very healthyROI but one also has to rememberthat most of those years were as-sociated with a domestic marketthat was responding very posi-tively to the 2008 nationwide im-plementation of mandatory COOL.

So one has to ask, "If the check-off ROI was positive during thehigh market-price years and Dr.Kaiser's research is taking creditfor the market gains resultingfrom the implementation ofmandatory COOL, what is the cur-rent ROI for the 2015-2016 marketyears after being pillaged by thekill-COOL actions of our two topcheckoff contractors?"

To calculate an answer to theabove question we find that withinthe CBB's 2015 Authorization Re-quests for contract work, these twotop contractors were awarded$47.1 million, or 96 percent of thetotal CBB budget. Taking into con-sideration the $16.1 billion in eq-uity losses suffered in 2015 whichwere aided and abetted throughthe litigation and lobbying effortscarried out by these largest check-off contractors, we can calculate a2015 return on investment of aminus $342 per head! Givingcredit for the Dr. Kaiser study(2006-2013) your 10 year ROI foreach checkoff dollar investedwould be a negative $331!

Having served for 11 years onmy South Dakota State BeefCouncil and almost 6 years as a di-rector on the CBB, I have wit-nessed many positive outcomesfrom our consumer education ef-forts, including the recent rein-forcement of beef's role in the Fed-eral Dietary Guidelines. However,if we continue to allow thesecheckoff abuses by our two topCBB contractors and we continueto neglect the original Act andOrder's intent to expand domesticand foreign market uses for"United States" beef, we are jeop-ardizing our ability to maintainthe beneficial state and nationalconsumer information programs.

Since 1985 we have lost over400,000 beef producers and 25 mil-lion cows. Since June 2015 those ofus remaining have needlessly lost$533 per animal and have realizedan unfathomable negative $331 re-turn on each dollar invested withour two top contractors! If produc-ers and their beef checkoff are tosurvive, these statistics need to bereversed! It is time for responsiblecheckoff reform from our congres-sional leaders. It is time to directour Secretary of Agriculture to ini-tiate beef checkoff reform immedi-ately!

That minuscule checkoff dollartranslates into the cow/calf pro-ducer's largest production expensewhen CBB contractors are allowedto run roughshod and unchecked!

BHFCU annual school supply driveIt’s back-to-school season and

Black Hills Federal Credit Unionis gearing up for their 20th An-nual School Supply Drive, set tostart this Friday.

Over the next month, BHFCU,as well as area businesses and in-dividuals, will spend countlesshours collecting, sorting and dis-tributing everything from bindersto backpack, pens, pencils andpaper for the annual drive.

“As a community, we’re workingto reduce the financial burden ofback-to-school expenses for manyfamilies and provide the suppliesnecessary to ensure more than6,000 students are fully equippedto start the school year,” said

BHFCU will pick up all dona-tions during their annual “Bus toBusiness” event, in which theytake a school bus around to partic-ipating businesses, on Friday, Au-gust 19. Community members canvisit BHFCU.com for a completelist of donation locations.

The Drive will culminate with a“Load the Bus” celebration whererepresentatives from the areaschools will gather to collect theirindividual school’s supplies on Fri-day, August 26. Teachers typicallydistribute those supplies withinthe first few weeks of the newschool year, Bulman said.

Sandy Feller was our yogi atstory time last week—no, I don’tmean Yogi Bear. She taught thestorytimers some simple yogaposes while reading stories. First,the kids limbered up by movingalong with the animals as sheread Eric Carle’s Head to Toe.Then, they did yoga poses eachtime that the name of a pose wasmentioned in a story about a frogwho had a hard time finding hisway home.

Next, Yogi Sandy led a breath-ing exercise that involved blowingping pong balls around withstraws. After learning the lionpose, the group played sleepinglions to the tune of “The LionSleeps Tonight.” Everyone alsomade a yoga lion to take home.Join the group this Friday at 9:00a.m. for more On Your Mark, GetSet, Read! summer reading fun.

With the help of capable anddependable volunteer CameronAusmann, the library shelves are

bursting with new children’sbooks. The Million Dollar Goaland The Million Dollar Putt byDan Gutman are ready to checkout, along with new copies of oldfavorite picture books, Harry theDirty Dog by Gene Zion, and ClapYour Hands by Lorinda Cauley.Two new adventures of DoreenCronin’s Chicken Squad detec-tives, and two new Erin HunterWarriors books are also waitingfor readers.

Story times and books are notall that you may find at the li-brary. For the last year, monthlyafter-hours movie nights havebeen presented. Different monthsfeatured films for different agegroups, with the children’s moviesattracting the most viewers. Nowthe library is making a decisionabout whether to continue.

To keep movie nights for chil-dren going, the help of anotherdependable volunteer is sorelyneeded for about four hours a

month. The volunteer would se-lect movies to be shown, help pro-mote the movie nights, help setup, chaperone the kids, serve re-freshments, and clean up after-wards. this summer and yet they stillcontinue to grow with an incredi-ble determination. Anyway, I began asking myselfif I have as much commitment forgrowth in my life, as these weedsseem to have. Hmmm, when I am

attacked do I cower and shiver infear or do I pull myself back upand press on reaching ever higherand higher? Yes, I do have astrong resolve in my life. It's mypersonal motivations, dreams,goals, and accountabilities that allcontribute to this process of per-sonal and professional growth. We all have "weeds" in our livesthat we must continue to pull,plucking the bad attitudes andhabits up by their very roots. Harold Benson Harold Benson, age 102, andformerly of New Underwood,passed away on July 14, 2016 atHospice of the Hills. Harold was born on his father’shomestead north of Wall, S.D., in1913. When he was five years oldhis parents moved to a farmnorthwest of Owanka, S.D. This iswhere Harold spent the first 30years of his life. He graduatedfrom the Owanka High School andattended Wayne State TeachersCollege in Wayne, Neb., where hereceived his Teachers Certificate.He taught school around theOwanka area and on the PineRidge Indian Reservation for sev-eral years, while also farming parttime. In 1944, he married WilmaGunther. Their first home was arented farm northeast of Owanka.In 1951, he bought a farm east ofNew Underwood known as theHayes Place. He farmed here forover 35 years, then he and Wilmaretired and moved to Rapid Cityin 1987. Harold was always active in thecommunity. He served on the WestRiver Electric Board, was Chair-man of the Agriculture Stabiliza-tion and Conservation Service(ASCS), served on local schoolboards and was President of Pen-nington County Farmers Union.Harold was a member of the Min-neluzahan Senior Citizen Centerand the Retired Senior VolunteerProgram. He did volunteer workfor the Senior Citizen Center andalso delivered meals for the Eld-erly Meals program. At the age of99 he was given a lifetime mem-bership to the Box Elder PioneerSenior Citizens Center. He wasproud of the fact that at the age of102 he was chosen as October Cit-izen of the Month for Rapid City.

Harold liked sports and was anavid baseball fan. He played onseveral teams and was still play-ing at the age of 45. He was a bigMinnesota Twins fan and spenttime even at the age of 102 watch-ing their games on TV. He alsoliked music and played the violin.In later years, he had a hobby ofcollecting violins and fixing themup. Harold was preceded in deathby his wife, Wilma, in 2012; hissister, Evelyn Brassfield and herhusband, Walt; his brother, Arnoldand his wife, Marie; and his great-grandson, Jaxon Ochocki. She then at-tended Black Hills Teacher Col-lege in Spearfish, and then taughtin a one room school house in Pen-nington County, S.D. She married John WarrenBuckles in Wall, on September 25,1953 in double wedding ceremonywith her sister Helen. She andJohn lived in South Dakota, Utahand California before settling inEugene, Ore., in 1968. Margaret is survived by herchildren, Mary Glenn, Alan Buck-les (Cathy Shoulders), Dale andSandra Buckles all of Eugene,

Ore., and Lora Buckles (JamisonSmith) of Florence, Ore; fourgrandchildren; five great-grand-children; sisters, Wilma Harnischand Mildred Harnisch of Wall,Helen Slovek of Philip, Esther and

Benjamin R. “Ben” Denke Benjamin R. “Ben“ Denke, 81, ofRapid City, died Sunday, July 17,2016 at a local nursing home. He was born in Quinn, S.D., toJacob and Emma (Eisenbraun)Denke. Ben was raised in Quinn,graduating from high school therein 1953. Ben enlisted in the UnitesStates Army in 1957, serving inFrance until 1959 when he washonorably discharged. He returned to Wall in 1959 andmoved to Rapid City that sameyear, where he held various jobs. In May of 1962, Ben was em-

ployed by the SD Department ofTransportation and retired in Julyof 1993 as a materials technicianin the lab. Ben married Bertha Harlin inCorpus Christi, Texas on August14, 1975 at Trinity LutheranChurch and have lived in RapidCity ever since. Ben is survived by his wife,Bertha, Rapid City; a brother,Edwin (Amy) Denke, Grants Pass,Ore.; many nieces and nephews,highway department coworkersand friends. He was preceded in death by his

Jeanne Radway, age 90, ofPhilip, S.D., died on Sunday, July17, 2016, at the Hans P. PetersonMemorial Hospital in Philip. Jeanne M. Ferry Radway wasborn June 13, 1926, in Oldham,the daughter of Marion and Hazel(Hendrickson) Ferry. She was raised in Oldham andattended three years of high schoolat Oldham before moving for hersenior year to Philip to care for hercousins, and graduated in 1944.She attended Aberdeen Presenta-tion School of Nursing and gradu-ated from there in 1947. Jeanne was united in marriageto Rex E. Radway in January1948. They moved to Chicago, Ill.,where Jeanne worked as a nursefor 10 years. In 1957, they movedback and she worked at Hans P.Peterson Memorial Hospital for 52years. She was a member of UnitedChurch and a past member ofHardingrove Presbyterian Churchof Milesville. She was also a mem-ber of the United Women, BadRiver Senior Citizens Center, andenjoyed playing cards in her sparetime. Her passions included nursing,playing card games, clean win-dows and her weekly hair appoint-ments. She made cakes and bunsfrom scratch, hardly ever sat downto eat a full meal and cared forwhomever arrived at her doorstep– literally. Jeanne Radway Day was pro-claimed by Governor MichaelRounds on June 13, 2006, forbeing a caretaker, giver, doer, and

expecting nothing in return. Deputy Harkins gave the police report.Harkins commented there will be extracoverage for the Celebration weekend.Mayor Huether questioned a suspiciousvehicle that was reported in the northpart of town and it was reported it tooklaw enforcement a while to respond tothe call. Dpt. Harkins stated he wouldcheck the report and get back to Huetherwith an answer. Councilman Pattersoncommented he checked with law en-forcement about having keys to thechurches to open them for people to takecover in the basements when the sirensgo off for a tornado warning as they didtonight. The deputies did not have keysbut they do now. Lt Dustin Morrison intro-duced himself and stated he is availablein the absence of Harkins.

Ted Schultz, city engineer with AE2 gavean explanation for the Change Order onthe Street Improvement Project. Theareas to repair had gotten worse sincelast fall, there was extra material with thechip and seal portion of the project so anadditional block was done, which was aminimal cost increase since the contrac-tor was already on site. Schultz ex-plained a curb stop that is located in theone of the streets that was repaired wassealed over in error by the contractor.Schultz recommended a deduction inpay to cover the cost for repairing thecurb stop. Mayor Huether questionedwhy these issues were not brought to thecity for approval before the work wascompleted rather than after completion.Schultz explained the contractor was intown for such a short time and needed tocomplete the project so he negotiated onbehalf of the city, but apologized andstated these type of things will be pre-sented to the City in the future. Motion byPatterson, second by Anderson to ap-prove the Change Order for the amountof $7,578; and Pay Request #2 on theStreet Improvement Project. Motion car-ried.

Schultz shared an option for better bidpricing on the Airport Road project. Acompletion date of June 2017 could beput in the bid specs and help if winterweather came early. The estimated costfor the project is $150,000 and in the2016 budget. It was questioned if bothoptions for a fall completion date and aspring completion date could be in thebid specs and Schultz agreed. Motion byAnderson, second by Haerer to proceedwith the bid process with both options.Motion carried.

Jerry Mooney addressed the council withconcerns on the nuisance ordinance iswritten. Mooney understands the Citywanting to keep the town looking nice.Mooney questioned if he puts up a pri-vacy fence like the City has asked; howwill he be assured others will be made tofollow the ordinance and make correc-tions to their nuisance issues. The coun-cil explained several properties have re-ceived letters addressing their nuisanceissues and the City will proceed with en-forcing the ordinance with them as well.

Jim Kitterman commented he felt the fire-works display was successful and posi-tive comments have been received. Kit-terman explained if this was somethingthe City planned to continue with therecould be a 10% savings to the cost bysigning a 3-year contract and a 25% sav-ings by paying early. It was a consensusto plan to include it in the budget. The do-nations received for the fireworks displaywill be put in the general fund and ear-marked for future fireworks.

Finance Officer (FO) Anderson gave anupdate on the 212 Fifth Avenue property.A building inspector came and reviewedthe property and a letter of recommenda-tion has been sent by the attorney, certi-fied receipt, to the property owner.

FO Anderson asked for direction on thenext step for the properties that have re-ceived two letters from the City and havenot made any attempt to rectify the nui-sance issues. After discussion it was de-cided the council will review the lettersthat have been sent out and decide howa third letter could be more effective.

A rough draft of the Housing Study hasbeen received, the WEDC will reviewand then meet to share comments andinput for any needed changes.

Formal approval was received and effec-tive July 1st on the transfer of Fourth Av-enue from Pennington County to the City.The county plans to complete the pave-ment markings that were included in a

2016 project.

FO Anderson stated she had nothing toreport.

Public Works Director (PWD) Bryan re-ported they continue to work on mosquitocontrol and mowing.

The next City Council meeting will beJuly 21st at 6:30pm, with the personnelmeeting starting at 5:30pm.

Mayor Huether declared the meeting ad-journed at 8:40pm.

FOR BIDS

Sealed bids for construction of the WallAirport Road Improvements project forthe City of Wall, South Dakota will be re-ceived until 2:00 P.M. local time on Au-gust 4, 2016 at the office of the City Fi-nance Officer, 501 Main Street, PO Box314, Wall, SD 57790, at which time theywill be publicly opened and read aloud. Allproposals shall be made on the forms fur-nished by the Owner.

The Work shall be completed under oneContract and consists of all labor, skill andmaterials required to properly constructthe Project. All Work shall be performedin accordance with the Bidding Docu-ments on file in the Office of AdvancedEngineering and Environmental Services,Inc., 1560 Concourse Drive, Rapid City,South Dakota 57703. The bidding docu-ments will be available on or about July12, 2016. Complete digital project biddingdocuments are available atwww.AE2S.com or www.questcdn. com.You may download the digital plan docu-ments by inputting Quest project#4586383 on the website’s ProjectSearch page. A refundable plans deposit of $25is required for all bidders located outsideof South Dakota. Each bid envelope shall contain one BidProposal only and shall be marked withthe words, “Sealed Bid – Wall AirportRoad Improvements, City of Wall, SouthDakota.”

The project includes approximately 3,067SY of 6" Milling, 312 Tons of 2" BaseCourse and 950 Tons of 5" Asphalt Con-crete Composite. The principal work in-cludes base course, asphalt paving,milling, traffic control, and associatedwork.

Each Bid shall be accompanied by a cer-tified check or bank draft payable to theorder of the City of Wall in an amountequal to five percent of the total bid. A bidbond in the amount equal to ten percentof the total bid will be accepted in lieu ofa certified check or bank draft. Surety forbid bond must be authorized to do busi-ness in the State of South Dakota. This isto serve as a guarantee that the Bidderwill enter into a Contract within 15 days ofNotice of Award in accordance with theterms of the principal’s Bond and a con-tractor’s Bond as required by law and theregulations and determinations of thegoverning board for the performances ofsuch Work. Only Bids that are accompa-nied by such a check, bank draft, or Bondwill be considered. Bidder must be li-censed for the full amount of the Bid. NoBid will be read or considered which doesnot fully comply with the above provisionsas to bond and license. Any deficient Bidsubmitted will be returned to the Bidderunopened.

The City reserves the right to reject anyor all bids or to waive any informalitiesand to accept the bid that is to the advan-tage of and is in the best interest of theCity of Wall. The Contractor shall be ableto demonstrate that he has successfullycompleted municipal street work of a sim-ilar nature and scope as that required forthe project.

The Work shall be completed and readyfor final payment on or before November1, 2016 or June 15, 2017.

Michele M. Andersen Michele M. Andersen, age 69, ofPhilip, S.D., died on Saturday,July 16, 2016, at the Hans P. Pe-terson Memorial Hospital inPhilip. Michele M. Andersen was bornJanuary 6, 1947, in Indiana, thesecond of six children born to CarlH. and Marjorie (Ritchey) Ander-sen. She grew up in Highland,Ind., and graduated from Wash-ington High School in eastChicago. After high school she worked forthe railroad in Chicago, beforemoving to Rapid City with herson, Brad. She worked as a salesmanager for the Rapid City Jour-nal for a number of years. Upon moving to Philip, Micheleworked for Philip Health Servicesfor many years before retiring. Michele had a great love for theprairies of South Dakota and wasan avid reader. Survivors include her son, Brad Reynolds of Dallas, Texas; a

granddaughter, Ellen K. Reynoldsof Denver, Colo.; one brother, Rus-sell Andersen of Greenville, Ind.;one sister, Marie Slovek and herhusband, Dwight, of Philip; twobrothers-in-law, Branko Ilic ofHammond, Ind., and Pete Metz ofPhilip; many beloved nieces and

nephews; and a host of other rela-tives and friends. Michele was preceded in deathby her parents; two sisters,Sharon “Sherry” Metz and GwennIlic; and one brother, Stephen An-dersen. Memorial services were heldTuesday, July 19, at the Rush Fu-neral Home in Philip, with PastorKathy Chesney officiating. A memorial has been estab-lished. Arrangements were with RushFuneral Home of Philip.
