Konsularische Fragen und Antwortstunde in Pattaya

Am 13. Oktober 2010 hat die Schweizer Botschaft in Bangkok die Schweizer Kolonie Pattaya zu einer ersten konsularischen Frage und Antwortstunde in Pattaya eingeladen. Nebst der konsularischen Frage- und Antwortstunde genereller Natur bot sich ebenfalls die Möglichkeit, unsere dort ansässigen Mitbürger/innen persönlich kennen zu lernen. Die Vertretung stellte ihr Tätigkeits- und Aufgabengebiet vor, bei der die verschiedenen Zuständigkeiten vorgestellt und erläutert wurden. Der überwältigende Andrang mit den zahlreichen Fragen hat gezeigt, wie wertvoll ein solcher Koloniebesuch ist. Der Schweizer Kolonie in Pattaya und auch der Leitung des Pullman Pattaya Resorts gebührt ein herzliches Dankeschön.

Felchlin Chocolate Promotion at Conrad Hotel

Swiss Chocolate producer Felchlin presented its products during a very special event in Bangkok. Conrad Hotel, in coordination with the Embassy of Switzerland in Thailand, and importer Jagota and Brothers Trading, welcomed Stéphane Glacier, coach of the French Champion Team at the 2006 World Pastry Cup, for a unique presentation of his chocolate creations on 27 October – 3 November 2010. Ambassador Schraner-Burgener addressed the opening event with an overview on the rich history of chocolate from Switzerland and the fact that last year Swiss companies sold chocolate worldwide worth 50 Bn Baht in revenue.



Wein-Degustation auf der Botschaft Giroud Vins aus Sion hat in Thailand noch keine Vertretung und veranstaltete darum einen Event in der Residenz der Schweizer Botschaft, um sich hiesigen potentiellen Importeuren, Händlern, Hotelmanagern, aber auch den Medien vorzustellen. Am Donnerstag, den 28. Oktober 2010 kamen dazu ca. 40 Leute zusammen, welche zehn Weine von Giroud Vins degustierten. Daneben zusätzlich vertreten waren zudem zwei Sorten aus dem Tessin. Ausschaffungsinitiative und Gegenentwurf: Abstimmungsdebatte lanciert; Volksabstimmung vom 28. November 2010 Bern, 04.10.2010 - Die Vorsteherin des Eidgenössischen Justiz- und Polizeidepartements (EJPD), Bundesrätin Eveline Widmer-Schlumpf, und Vertreterinnen und Vertreter der Kantone haben heute an einer gemeinsamen Medienkonferenz in Bern die Abstimmungsdebatte betreffend Ausschaffungsinitiative und Gegenentwurf lanciert. Bundesrat und Parlament lehnen die Initiative ab und unterstützen den Gegenentwurf. Dieser umfasst im Gegensatz zur Initiative alle schweren Straftaten und kann ohne Schwierigkeiten umgesetzt werden.

Bundesrätin Eveline Widmer-Schlumpf hat am Montag zusammen mit Regierungspräsident Charles Juillard

(JU), Regierungsrätin Karin Keller-Sutter (SG), Vizepräsidentin der KKJPD, sowie Staatsrätin Esther

Waeber-Kalbermatten (VS) an einer Medienkonferenz über die Volksinitiative „für die Ausschaffung

krimineller Ausländer (Ausschaffungsinitiative)" und den Gegenentwurf informiert. Die Initiative will

Ausländerinnen und Ausländern zwingend und unabhängig von der Schwere der Tat das Aufenthaltsrecht

entziehen, wenn sie wegen bestimmter Delikte verurteilt wurden oder wenn sie missbräuchlich

Sozialleistungen bezogen haben.

Verbindliche Regelung für den Entzug des Aufenthaltsrechts

Es ist eine Tatsache, dass der Anteil verurteilter ausländischer Straftäter im Vergleich zu den Schweizer

Straftätern hoch ist. Sowohl die Initiative als auch der Gegenentwurf schlagen deshalb eine verbindliche

Regelung für den Entzug des Aufenthaltsrechts von ausländischen Straftätern vor. Der Gegenentwurf des

Parlaments nimmt das Anliegen der Initianten auf, er ist aber klarer und umfassender. Im Gegensatz zur

Initiative ist hier die Schwere einer Tat im Einzelfall massgebend für den Entzug des Aufenthaltsrechts und

nicht eine begrenzte Auflistung von Straftaten.

Weiter enthält der Gegenentwurf Bestimmungen über die Integration der ausländischen Bevölkerung. Es ist

für den Bundesrat wichtig, dass die Integration gefördert und gefordert wird. Denn neben repressiven

Massnahmen trägt auch eine gute Integration zur Vorbeugung und Bekämpfung der Kriminalität bei. Zudem

gibt es bei einer Annahme des Gegenentwurfs - anders als bei einer Annahme der Initiative - keine offenen

Umsetzungsfragen betreffend Verträglichkeit mit Verfassung und Völkerrecht. "Der Bundesrat erachtet es

als notwendig, zu einer Lösung Ja zu sagen, welche die tatsächlichen Probleme anpackt und die bereits

vorhersehbaren Vollzugsschwierigkeiten der Ausschaffungsinitiative vermeidet", sagte Bundesrätin Widmer-

Schlumpf dazu vor den Medien.

World Day Against the Death Penalty 10 October 2010 was World Day Against the Death Penalty. On this occasion, Switzerland reflects on its commitment to the abolition of the death penalty in all circumstances and in all regions of the world.

“The death penalty is an attack on the most fundamental human rights”, declares Micheline Calmy-Rey,

head of the Swiss Federal Department of Foreign Affairs FDFA. It does not right wrongs; it has no deterrent

effect and for these reasons does not provide better protection for society. The irreversible nature of the

punishment is problematical because we know that innocent people have been executed and that the

penalty has been applied in a discriminatory fashion.

The abolition of the death penalty is one of the priorities of Swiss foreign policy in the area of human rights.

For a number of years, Switzerland has not ceased to strengthen its commitment to the creation of a world

without capital punishment. This was the motivation behind its sponsorship of the Fourth World Congress

Against the Death Penalty, that was held in Geneva last February. Swiss support for this event confirmed

our unshakeable endorsement of the abolitionist cause and human dignity.

“Currently, two thirds of the countries of the world have either de jure or de facto abolished the death

penalty. The movement towards abolition seems to be irreversible. This world trend is good news and must

be encouraged,” says Mrs Calmy-Rey.

This is why Switzerland welcomes the recent creation, announced by the Spanish Prime Minister, José Luis

Rodriguez Zapatero, to the Geneva Congress of the International Commission Against the Death Penalty,

on which the former Swiss Federal Councillor, Ruth Dreifuss has a seat. Furthermore, Switzerland is

represented within the group of states supporting the Commission and, from 2011, will have the honour to

host the Commission’s secretariat in Geneva. It will be housed in the Academy of International Humanitarian

Law and Human Rights.

In addition to achieving the broadest possible moratorium on executions until 2015, the Commission is

committed to the suspension of executions in cases where international law limits its application, for instance

in cases of the most vulnerable social groups.

On this day against the death penalty and on behalf of all those people awaiting execution, Switzerland

appeals to all States that have not yet done so to introduce a moratorium on the death penalty with a view to

its complete abolition, and to commute all death sentences to prison sentences.

Tunnel de base du Saint-Gothard: Percée finale dans le plus long tunnel du monde Lucerne, 15.10.2010 - Record mondial au Saint-Gothard: le plus long tunnel ferroviaire du monde devient réalité. Le 15 octobre 2010, la première percée principale a eu lieu dans le tube est du Saint-Gothard, à 30 kilomètres du portail sud et à 27 kilomètres du portail nord. Le tunnelier a percé vers 14h30 les derniers mètres de roche entre les sections de Faido et de Sedrun.

La percée a été effectuée avec une très grande précision. L'écart horizontal de 8 centimètres et l’écart vertical de 1 centimètres sont minimes. Dans son allocution, le conseiller fédéral Moritz Leuenberger s'est déclaré heureux mais également ému par la réalisation de cette étape importante au Saint-Gothard. Il a ajouté que cet événement illustre parfaitement ce que la politique peut accomplir lorsque nous participons en commun à son édification. Le nouveau tunnel de base confèrera à la politique des transports suisse mais également européenne un caractère plus durable. Renzo Simoni, président de la Direction d’AlpTransit Gotthard SA, a adressé ses remerciements à tous les mineurs. Leur engagement sans faille au cours de toutes ces années aura permis de réaliser ce record mondial. Les mineurs sont les véritables héros de cette journée. La joie des invités et des mineurs Au point de jonction situé au cœur de la montagne, à un peu plus de six kilomètres au sud de Sedrun, environ 200 personnes ont assisté à la percée finale effectuée par le tunnelier. Le ministre des transports Moritz Leuenberger se trouvait également parmi les invités d'honneur. Environ 3500 mineurs et personnes ayant participé au projet, parmi lesquelles des ingénieurs, des aménagistes, des géologues et des géomètres, ont assisté à la percée du tunnelier dans la halle de Sedrun, au poste multifonctionnel de Faido, au portail nord à Erstfeld et au KKL de Lucerne où l’événement était retransmis sur un écran géant. La manifestation a également été retransmise en direct en Suisse et à l'étranger par la télévision suisse. Importance du projet pour la politique des transports Le tunnel de base du Saint-Gothard traverse les Alpes de part en part sur une distance de 57 kilomètres et relie le portail nord à Erstfeld (canton d'Uri) et le portail sud à Bodio (canton du Tessin). Surmonté par une couche de roche de 2500 mètres d'épaisseur, c’est le tunnel ferroviaire le plus profond du monde. Avec le tunnel de base du Ceneri d'une longueur de 15,4 km, celui du Saint-Gothard constitue une ligne ferroviaire sans déclivité à travers les Alpes. Le tunnel de base du Saint-Gothard représente l'élément majeur de la nouvelle liaison ferroviaire. Il sera probablement mis en exploitation fin 20. Il permettra alors de réaliser de remarquables améliorations en termes de possibilités de voyage et de transport au cœur de l'Europe: le transfert sur le rail des transports de marchandises du nord au sud sera facilité, les temps de parcours entre Zurich et Milan seront raccourcis de 3h40 aujourd'hui à 2h50. La Nouvelle ligne ferroviaire à travers les Alpes (NLFA) au Saint-Gothard et au Loetschberg permet à la Suisse de fournir une contribution importante à la cohésion de l'Europe, reconnue comme telle par l'UE. La construction du tunnel de base du Saint-Gothard Le tunnel de base du Saint-Gothard est constitué de deux tubes parallèles à une voie, reliés tous les 325 mètres par une galerie transversale d'environ 40 mètres. Au total, l'ensemble du système du tunnel de base du Saint-Gothard mesure 151,8 km, y compris tous les tunnels, puits et galeries. A Faido et à Sedrun, aux tiers de sa longueur, se trouvent des



postes multifonctionnels qui servent d'arrêts d'urgence et de diagonales d'échange. Le tunnel de base du Saint-Gothard a été construit parallèlement aux cinq sections de Erstfeld, Amsteg, Sedrun, Bodio et Pollegio. Les premiers travaux préparatoires ont déjà eu lieu en 1993 avec le système de sondages d'exploration Piora puis de 1996 à 1998 avec le percement à l'explosif des galeries d'accès à Sedrun, Faido et Amsteg. Les travaux de construction des lots principaux sont en cours depuis 2001. La deuxième percée principale du tube ouest aura probablement lieu au mois d'avril 2011. Les prochaines étapes de la construction du tunnel de base du Saint-Gothard La percée finale ne marque pas encore la fin des travaux dans le tunnel de base du Saint-Gothard. Jusqu'à sa mise en exploitation régulière, probablement en décembre 2017, la priorité sera accordée à l'avancement des travaux d'aménagement intérieur du tunnel. D'ici 2014, il est prévu de revêtir et de bétonner tous les tubes et toutes les galeries. Les spécialistes de l'équipement du gros-œuvre mettent en place les installations mécaniques et électromécaniques telles que portes, portails ou installations de ventilation et de domotique. Ces équipements garantissent la sécurité du fonctionnement et de l'entretien du tunnel ferroviaire. Les travaux de montage de la technique ferroviaire sont également effectués parallèlement aux derniers travaux de gros-œuvre et d'équipement du gros-œuvre. Ils ont déjà démarré au niveau du portail sud du tunnel de base du Saint-Gothard, sur la section Faido-Bodio Ouest, au mois de mai 2010. Les installations de technique ferroviaire comprennent la voie, la ligne de contact, l'alimentation en courant de traction et l'alimentation électrique, les câblages, les installations de télécommunication et de radiocommunication, les systèmes de sécurité et d'automatisme ainsi que la technique de contrôle-commande et de protection. AlpTransit Gotthard SA Sur mandat de la Confédération, AlpTransit Gotthard SA est le maître d'ouvrage de la nouvelle ligne ferroviaire à travers les Alpes comprenant les tunnels de base du Saint-Gothard et du Ceneri. Fondée en 1998, cette filiale des CFF compte aujourd'hui 140 employés, répartis entre le siège social à Lucerne et les antennes de Altdorf, Sedrun, Faido et Bellinzona. Betrugsbekämpfung in der IV 2009 Bern, 05.11.2010 - Die Betrugsbekämpfung in der Invalidenversicherung zeigt Wirkung: Im Jahr 2009 hat die IV in 2’550 verdächtigen Fällen Ermittlungen aufgenommen. 1'180 Ermittlungen wurden abgeschlossen. Dabei bestätigte sich der Verdacht in 240 Fällen, was eine Herabsetzung oder Aufhebung der Rentenleistung, resp. eine Nichtsprechung einer Neurente zur Folge hatte. Damit konnten insgesamt 180 ganze Renten eingespart werden, was einer jährlichen Ausgabenreduktion von rund 4,6 Mio. Franken entspricht. The 8th World Film Festival of Bangkok 5 - 14 November 2010 in Paragon Cineplex and Major Cineplex Sukhumvit – Ekamai The 8th World Film Festival of Bangkok introduces around 150 movies from around the world. Swiss Cooperation in Laos

Switzerland donates US$3m to UXO Trust Fund

The government of Switzerland yesterday contributed US$3 million towards unexploded ordnance (UXO) related activities, aiming to clear munitions in rural areas and help accident victims.

Speaking at a signing ceremony for the funds, Regional Director for the Swiss Development Cooperation Martin Sommer said UXO has become a daily hazard in the lives of people in rural areas, and impedes poverty reduction and development. “About 300 people are injured or killed each year in Laos, but we hope to reduce this number to 200 people by 2013,” he said.

The funds will support the work of the National Regulatory Authority (NRA) for the UXO Sector in Laos and the Lao National UXO Programme (UXO Lao) over a three-year period. This support comes as Laos prepares to host the First Meeting of States Party to the Convention on Cluster Munitions next week. The funds will be vital resources in helping the Lao government fulfil its obligations under the convention.

UXO is an ongoing development challenge for Laos and other countries, said Mr Javier Barrantes, UN Development Programme Resident Representative a.i. UXO is not only destroying lives and impacting on the socio-economic development of the country but is also affecting the Lao government's attempts to achieve the Millennium Development Goals (MDGs) by 2015 and graduate from least developed country status by 2020. The MDG pact signed by the government, international community and the United Nations includes a goal relating to UXO action. This will act as a multiplier in the process of achieving all the other MDGs in saving lives and limbs and creating better access to social and physical services, Mr Barrantes pointed out. He added that UXO clearance is vital to ensure the safety of people living in affected areas and to increase the amount of land accessible for food production and other development activities.

Switzerland has already contributed generously to the UXO sector in Laos with US$3.27 million for UXO-related activities since 2006. These funds are assisting the NRA to achieve its important mandates and results including the National UXO Sector Strategy, Mr Barrantes said. This strategy is aligned with the cycle of national socio-economic development with a strong focus on poverty reduction and in line with the obligations required by the convention on cluster sub-munitions.

In addition, the Swiss government has provided two technical advisors to the NRA. Mr Barrantes also said the funding supported UXO Lao programmes in some of Laos' most affected provinces including Attapeu, Xekong, Saravan, Xieng Khuang and Khammuan. Since 2006, UXO Lao has destroyed or removed over 250,000 items of UXO and in the process has cleared nearly 10,000 hectares of land. In addition, Swiss Technical Advisors are currently helping to develop the quality management functions of UXO Lao, to enhance operational efficiency and effectiveness.
