Dear friends, students, and alumni: Its been an exciting and challenging year for the department! The recession finally hit the state full bore, forcing the governor and the university to put into effect significant cuts. Due to careful budgeting we weathered the storm so far, however, not without some pain. Faculty are going into the new year without salary increases. Departmental resources will see another serious hit. The good news is that we are adding two new faculty members. Dr. Angie Maxwell will join us a Blair Assistant Professor, teaching southern politics, and Dr. Rafael Jimeno will be the other Blair Assistant Professor teaching Latino Politics. Both will be located with Blair Center director, Dr. Todd Shields and Blair Center team member Dr. Pearl Ford in their new office suite on the 5th floor of Old Main. The team will be working on some exciting new projects this fall. So stay tuned and check our departmental website periodically. As you can see throughout the rest of this newsletter, the accomplishments of our students, faculty and alumni continue to be exceptional. In fact, political science faculty continue to publish important research in a wide range of political science subfields and related disciplines. In the past year, our faculty had several books in various stages of publication, published numerous chapters in edited volumes, and produced scores of scholarly articles. As you can see in Dr. Dowdles report graduate enrollments continue to be strong, and the quality of recent admissions to our programs has been exceptional. With almost a 1,000 new students joining the university this fall, there will be tremendous pressure on our undergraduate offerings to accommodate them all. We hope that this newsletter convinces YOU that your valued contributions are well spent. Graduate Program News Over the course of the last year, our graduate programs have continued to grow and prosper. The MPA program hadan enrollment of approximately 20 students, and our MA program had an enrollment that has grown to nearly 30students. Our graduate students have presented papers at a number of academic conferences over the past year andhave earned a number of prestigious honors.

In tight economic times, however, there is a continued need for high quality paid internships for students in both ofour graduate programs. If you know of any, please let us know so we can make students aware of them.

Several international students are continuing with their programs. They are from Bolivia, Indonesia, Kazakhstan andTaiwan . Several more will join our programs this fall from locations such as Columbia, Vietnam and Saudi Arabia.These students are funded by a number of sources including the Bush Clinton Fulbright Tsunami Relief Program andthe International Research & Exchanges Board�’s Edmund S. Muskie Graduate Fellowship Program, and the FulbrightProgram�’s Latin American Shcolarship Program of American universities.

Since our last newsletter, we had to say good bye to the following students. From the MA program: Michelle R. Adams; Hassen Bettaieb; Larisa G. Braden; Daniel P. Brown; Stephen Coker; Jamie Juergens; Sherrill L. McCormack II;Nicholas A. Robbins; and Summer Woehr. From the MPA program: Abdulaziz Al Otaibi; Lauren Blevins; John M.Bynum; Michael T. Crawford; Kevin R. Grimes; Irene Ivashkevich; Amy N. Lea; Elizabeth A. Littlepage; Jesse K.Mitchell; Dian Rubianty; Jered M. Sigmon; AND Tamika L. Wordlow.

We are especially grateful to our cadre of very capable teaching assistants who have allowed us to offer reasonablysmall sections of introductory level undergraduate courses and allow us to free up faculty to teach advanced undergraduate courses and graduate seminars. They are/were: Stacy Alexander (MA), Lauren Blevins (MPA), Daniel Brown(MA), John Davis (MA), Laila Taraghi (MA MEST) and Summer Woehr (MA). Amber Kandur (MPA), Kim Kaminsky(MPA) amd Casey Willits (MPA) assisted the faculty in their various pursuits. Both Anne Diallo (MPA) and Karen Sebold (MA), who joined the Public Policy PhD program, continue to offer their valuable teaching services to the department. Additional students will be mentored during the coming fall to teach various introductory courses for thedepartment.

Patrick Conge had a productive year with several researchpieces in publication or forthcoming. He completed hisbook length manuscript while also serving on a number ofstudent projects. He will take over from Todd Shields asthe departmental honors advisor.

Andrew Dowdle continues as the Vice Chair/GraduateCoordinator. He published two articles and has severalmore in preparation. He served on college and graduateschool committees. He also continues as the editor ofAmerican Review of Politics. Two of his students wonSURF awards. He also served on several honors, mastersand dissertation committees.

Pearl Ford�’s book project (African Americans in Georgia)withMercer University Press has just been published. Shehas two book chapters accepted and has two articlesforthcoming in 2010. Ford has a number of projects inpreparation. She also collaborated with Drs. Todd Shieldsand Angie Maxwell on securing in kind contributions(approx. $ 115,000) from theWinthrop Rockefeller Institute to host academic conferences.

John Gaber joined the department during the summer of2010. He specializes in urban planning, public policy andmixed methods approaches. His co authored article�“Using Face Validity to Recognize Empirical CommunityObservations�” appeared in Evaluation and Program Planning.

Najib Ghadbian translated LisaWeeden�’s challengingbook Ambiguities of Domination: Politics, Rhetoric andSymbols in Cotemporary Syria. He published one articleand is currently working on another article and a bookchapter. He also published an essay and presented severalpapers at national and international venues. Ghadbiancontinues to work with the Syrian Center for Political andStrategic Studies and is on its board. He continues as theuniversity advisor for theModel Arab League for the 10thyear (representing Somalia).

Don Kelley continues work on his book with CQ Pressdealing with Russian presidency. He is contributing to twoedited volumes that resulted from conferences conductedwith the Blair Center, one on the South and American Foreign Policy, the other on the Bush presidency. He continues as the Director of the Fulbright Institute.

Brinck Kerr has several articles forthcoming. Two articlesare under revise and resubmit, one is under review andseveral are under development. He also presented several papers at conferences and was the lead author of aco authored paper that won a Best Paper Award fromthe Urban Politics Section of the American Political Science Association. He continues as the director of the interdisciplinary Public Policy Ph.D. program which just areceived a favorable external review.

Seok Eun Kim was tenured and promoted to associate professor. He published three articles, one additional article isforthcoming and numerous articles in various stages ofpreparation. He submitted one grant during the year whichwas not funded.

Angie Maxwell, who joined the department in 2008 for atwo year term as Visiting Assistant professor, was hiredas one of two Blair Assistant Professors in the fall of2009. She has two forthcoming articles and one editedand two co edited books under contract and has completed several encyclopedia pieces. She presented several papers. She was instrumental in conceptualizing andpreparing the V. O. Key conference in April 2009 (whichwill result in an edited book with the University of Arkansas Press), and another conference on noted historian C.Vann Woodward, this year, which were both co hostedby the Blair Center of Southern Politics and Society andthe Winthrop Rockefeller Institute.

Janine Parry continuous to publish at a torrid rate: twoarticles and a co edited reader, and several book chapters. She has a co authored book on women�’s rights issues under contract with Praeger and has numerous articles under development. In addition, several of her students received SURF awards and she directed or servedon 7 honors thesis committees. She continues on as thedirector of the Arkansas Poll and as one of the codirectors of the Wally Cordes Teaching and Faculty Support Center. In addition she has served in multiple otherroles on the Faculty Senate.

Margaret Reid completed her second year as chair of thedepartment. She has two coauthored manuscripts accepted for publication in 2010 and several others inpreparation. Reid has been working on strengthening ournonprofit offerings in the college and in the community.Coming this fall we will accept our first small group ofstudents who will begin a nonprofit graduate certificateprogram which we developed jointly with the

MBA program. The program is called �“Cross Sector Alliances�”. Reid has also secured funding from the WalmartFoundation to start the state�’s first professional nonprofit management certificate this fall.

Jeffrey Ryan has several articles in preparation for submission. He initiated a promising new programwith the Honors School to pair undergraduate students in Latin Americawith American counterparts to work on critical issues ofthe region. One of his students won a SURF award.

Bill Schreckhise continues to supervise the Phi AlphaDelta undergraduate pre law society. He has multiplepublications in preparation while also trying to finish hisbook Evaluating American Democracy. He chaired orserved on numerous honors, masters and dissertationcommittees.

Todd Shields, co authored The Persuadable Voter published by Princeton, for which they received the Robert E.Lane best book award from the political psychology section of American Political Science Association. In additionhe co authored one article and is co editing severalbooks. As director of the Blair Center he was instrumental in facilitating a partnership with the Winthrop Rockefeller Institute that has led to a substantial in kind contribution for activities of the Blair Center. The Blair Centerhosted several scholarly events during the academicyear. He serves on the advisory board of the UA SurveyResearch Center and is co chair with Charles Robinson, ofthe University Diversity Taskforce.

He recently was appointed as Interim Dean of theGraduate School.

Patrick Stewart published two co authored articles. Hehas numerous projects in development. He presentedpapers at a number of national and international meetings. Stewart serves as vice chair for the Association forPolitics and Life Sciences. He accompanied Bodenhamerfellows on their trip to Washington, D.C.

Ka Zeng just finished a co authored book with one of ourformer master�’s students (withMichigan University Press).In addition she published two articles and has several articles in various stages of revisions. She continues as the director of the Asian Studies program and administering agrant proposal from the Department of education.

Rafael Jimeno (Arizona State University) will join the department as assistant professor in the fall of 2010 asnewly minted Blair Professor and will teach among otherclasses, Latino Politics for our graduate and undergraduate students.

Joshua Mitchell (ABD, Southern Illinois University at Carbondale) will join the department in the fall as Visitingassistant Professor. Josh was hired over the summer toteach Todd Shield�’s classes this fall and also fill someother gaps in the department�’s curriculum.

Vera Deberg (B.A., candidate) participated in the Model Arab League meeting in Washington D.C., in April 2010. Meet Our Benefactors James (Jim) Burton Blair

7

Dear friends of the Political Science department:

We hope that you are enjoying our addition of this segment on departmental benefac-tors. This year we have asked James (Jim) Blair to allow us to feature him. Jim�’s and Diane's contribution to the department have been legend. It is because of their gener-osity that the Diane D. Blair Center of Southern Politics and Society exists and that we have been able to hire two new endowed Assistant Professors over the last year: Dr. An-gie Maxwell and Dr. Rafael Jimeno, who will join Dr. Todd Shields, director of the Cen-ter, and Dr. Pearl Ford in their new digs on the north end of 5th floor of Old Main. To tell you a little bit about Jim. Jim graduated from the from the UA Law School in 1957, but stayed on in Northwest Arkansas to pursue a successful law career. In 1979 he was asked by Don Tyson, the CEO of Tyson Foods, to join the company as general counsel. It was in that year that he married Diane. Then-Governor Bill Clin-ton performed the ceremony, and his wife, Hillary Rodham Clinton, served as �“best person.�” He stayed with Tyson Foods until his re- tirement in 2000. In honor of Diane, who died after a short battle with lung cancer in 2000, Jim endowed the Diane D. Blair Chair of Political Science, and the Diane D. Blair Center of Southern Politics and Society was established with the funds appropriated from Con- gress and with support from President Clinton in 2000. Jim also created an endowment for the Fayetteville Public Library which was awarded the LEED-Silver certification in 2006. Jim�’s life-long dedication to learning was instilled in him from his earliest years growing with his grandmother who quickly recognizing that he had a quick mind. Jim reminisces about the those days:�”�…My grandmother, Bessie Motley Blair, lived in a dugout over in the Gypsum Hills in Oklahoma in the 1880's or �‘90's and migrated to Searcy County, Arkansas, where the school literally was a one room school. She was a student, until they told her that there wasn't any point in her coming to school anymore because there wasn't anything anyone could teach her. So she did what people did in those days: she became a teacher. She didn't have any formal education, but she under-stood and appreciated how valuable literature was to the human soul.�” We, as faculty, share his passion. We greatly appreciate Jim�’s support of the depart-ment and its programs and hope to see him at future functions.

Eight MEST students traveled to Georgetown University to compete with over 20 otherschools in the political simulation of the Model Arab League. During the simulation, eachstudent was charged with representing the University of Arkansas's country, Palestine, oneach of eight councils, committees and the Arab Court of Justice. Palestine proved to bequite a challenge given the ongoing political difficulties that Palestine faces. However, thisexperience was rewarding and enriching, and the preparation for the model proved to beextremely fruitful in helping us accurately represent our committees.

Arkansas was represented on the Political Affairs Committee by Heba Abdelaal (IR/Spanish), on the Special Committee on Refugees and Internally Displaced Persons: KathryneDunlap (IR/MEST), on the Council of Palestinian Affairs: Cory Ellis (IR/MEST), on the JointDefense Council by junior Robert Hintz (MEST/minor PLSC), on the Social Affairs council byAlexa Nauvomish (MEST/IR), on the Economic Affairs council by Zane Muzaffar (PLSC/MEST), and on the Environmental Affairs committee by senior Vera Deberg (PLSC/Arabic),and on the Arab Court of Justice: Jacob White (IR/History).

This year's Model Arab League was again highly successful andeach student thoroughly enjoyed the opportunity to travel to thenation's capital and com pete against other quality institutions ofhigher education. The guidance of Dr. Najib Ghadbian was invaluable in preparing for the conference, and in consultation during the course of the Model with all student representatives.Dr. Ghadbian spent weeks preparing for the conference out of hisown time, and chaper oned the students in Washington �– adaunting task.

The King Fahd Center will continue its commitment to sponsor attendance by University of Arkansas students at the Model ArabLeague nationals. This experience is valuable for students seeking to learn more about theMiddle East.

Blair Center of Southern Politics & Society Mission: The Blair Center of Southern Politics and Society is dedicated to fostering scholarship, teaching, and service related toSouthern Politics and culture. We are committed to furthering thelegacy of Diane D. Blair a nationally recognized scholar, a soughtafter instructor, and a committed political activist. The Blair Centersupports speakers, conferences, and research contributing newknowledge to our understanding of Southern politics.

Overall, the Blair Center had arguably its best year yet. The good news is that planned projects, as wellas two new assistant professors in Southern Studies and Latino Studies promise to make even greatercontributions to the department and college in coming years. Working with Angie Maxwell, we havepartnered with the Winthrop Rockefeller Institute and hosted a conference examining the influence of V.O. Key �– a pioneer in the study of southern politics and society. The conference was held April 1 3, 2009at Petit Jean Mountain, AR. It is our plan that this will be the first of several joint events in which theBlair Center and the Rockefeller Institute collaborate. A book of the same title is currently in preparation.

Graduate Nonprofit Management Certificate in the MPA and MBA programs Following national trends in professional public affairs education, Master of Public Administration programs have seen a dramatic increases in students interested in pursuingnonprofit careers. The MPA is arguably the best program for young professionals interested in pursuing such career goals. Over the past years we have slowly added to our nonprofit graduate offerings (we�’d love to do the same at the undergraduate level�—but staffing limitations do not allow us to do so at this time). Through a fortuitous convergence ofcircumstances we started conversations with our counterparts in the MBA program in theSam M. Walton College of Business. One of their faculty members was interested in developing a class dealing with business nonprofit relationships. Our strength, of course, is inexamining nonprofit public sector relationships. In pooling both programs�’ resources wecrafted a new graduate certificate called �“Cross Sector Alliances,�” which will open itsdoors to a small number of students in the fall of 2010.

Birch Wright (B.A., 1998;M.P.A., 2001) is a Health Systems Specialist at the VA Medical Center in Fayetteville, Arkansas. He has served as anAdministrative Resident, Program Analyst, Heath SystemSpecialist and Executive Assistant to the Medical Center Director.

Marsha Woodruff (B.A. 1975;J.D., 1978) is an attorney inNorthwest Arkansas.

Yara Youssef (M.A., 2004) iscurrently team leader forCENTCOM Affairs at SOS International, Ltd. Serving the Department of State. She provides expertise in the Gulfcountries, Central and SouthAsia and Iran on issues pertaining to counterterrorism, domestic stability, regional relations and human rights.

Earl Zachry (B.A., 1976) taughtfor 17 years at the Universityof Houston �– Clear Lake. Aftergraduating from the Universityof Arkansas, he went to Vanderbilt Law School.

Steve Zega (B.A., 1990; J.D.,1993) is an attorney in Northwest Arkansas.

Greg Zizer (B.A., 2007) graduated from Gonzaga UniversityLaw School in May 2010.

Departmental Awards and Scholarships

Henry M. Alexander Award

The Alexander Award is named after the late professor and chair of this Department and is given annually tosenior Political Science major or majors with the highest academic achievement.

William Jennings Bryan Award

This award is presented annually to an outstanding student or students in Political Science.

Hugh T. Henry Scholarship and AwardHugh T. Henry was the first MPA director of the department and shaped public administration education in thestate of Arkansas. These recognitions are given to outstanding or continuing students in theMPA program.

Minna Rosenbaum Divers Scholarship and Award

Minna Rosenbaum Divers was the late Emerita Professor Diane Blair�’s mother. Minna RosenbaumDivers was one of Colorado�’s first female lawyers. Divers served in the Roosevelt Administration as anattorney with the Public Works Administration and served on the staff of several members of the U.S.Congress. Diane established this fund to support outstanding Political Science undergraduates who havedemonstrated a commitment to, and plans for, careers in public service.

Applicants should be rising juniors or seniors with a GPA of 3.00 or above.

Rita Snoddy Davis ACCESS Arkansas Scholarship (see page 6 for a profile of the donor)

The Davis scholarship is designed to provide support to need based, capable students.

Emil M. and Pearl K. Larson Internship in Public Service

Nancy Jefferson established this award in memory of her parents to encourage students to explore careers inpublic service through internships. One or more undergraduate students may receive funding.

Lois D. Alward Scholarship in Political Science

Lois D. Alward Scholarship in Political Science to fund one or more scholarships annually to a fulltime undergraduate students majoring in Political Science. The recipient must distinguish him or herself through leadership, citizenship, and interest in political science and public service.Preference shall begiven to undergraduate students with the greatest financial need, and the scholarship shall be administered asan Access Arkansas Scholarship so long as all other qualifying criteria listed above are met.
