› How would we design a new reporting system? Transparent, simple, unambiguously, coherent, …
› What would we like to measure? Many alternatives for circles, e.g.
- by goals
- by motivation
- by instrument
- by source
- by ???

If we are to design a new measure for TOSD than we
should start with a blue print solution not with compromises
But in order to guarantee unambiguous and
coherent results, we should ensure that:
1. Clarity: One circle classifies only one
(package of) issue
2. Completeness: Outer and inner circle sum
up to the totality („A“ and „Non-A“)
3. In a system of multiple concentric circles,
the outer circles should be more aggregated
than the inner ones

Some basic requirements („wishes“): TOSD should …
› … be in line with the wider scope of a New Development Agenda Post 2015, i.e.
› not only Poverty-Focus but Sustainable Development (including growth, biodiversity,
environment, climate, social security, peace etc.)
› allow to integrate climate finance reporting (no parallel reporting systems)
› … widen the perspective from donor burden to recipient benefit/receipts
› not a measure for donor benchmarking but for funds available to beneficiaries (e.g. face
value of concessional loans as gros figure)
› incentivize the mobilization of additional private funds
› allow to integrate innovative financing instruments (guarantees, equity etc.)
› … keep the focus on official funds
› Focus on public flows (exclude funds which are of a purely private nature like FDI and
philantropic donations)
› publicly mobilized private flows?
› … be politically acceptable (convincing and simple narrative)
› … be a plattform as well for non DAC-Donors (including south-south cooperation)
› … be sufficiently precise to allow the definition of a quantitative TOSD-target

Core questions to define the borderlines of the 4 circles
Circle Specifying Questions
1. Global Sustainable
Developm. Effort
Alternative 1: Is the activity undertaken in order to promote …
Alternative 2: Does the activity promote (independent of motive) …
… sustainable development in Developing Countries in at least
one of the below mentioned dimensions? - Economic dimension (income poverty, inequality, growth etc.)
- Ecological dimension (environment, climate, biodiversity etc.)
- Social dimension (poverty, social security, peace, cultural heritage etc.)
2. National Effort Is the activity financed by national (private or public) sources of
donor country X (including national contributions to multilateral
institutions) or by people who live in that donor country?
3. Public Effort
(„TOSD“)
Is the activity financed by public sources (directly by the state or by
an authorized development agency)?
4. Grantelement
(„ODA“)
Does the activity financed come at a lower cost to the beneficiary
as compared to a case in which the beneficiary would have to
finance it via competitive financial markets (and if so, by how much:
ODA-concessionality debate)?

National Effort
(given SD Effort)
Global Sustainable
Development Effort
Grantelement (given

TOSD includes all activities which are ... 1. undertaken in order to promote sustainable Development in Developing countries, and
2. financed by national sources (or by people who permanently live in the donor country) and
3. financed by public sources (directly by the state or by an authorized development agency)
(regardless of the degree of concesssionality and the place of provision)

Application to ODA-Reporting (Sustainable development, national, public effort and Grantelement)
Public Effort

„SD+National+Private“
„SD+Nat+Publ+Non-GE“
SD+Nat+Publ+GE
National Effort

Global Sustainable
Development Effort
„ODA“ = Grantelement(*)
(given SD+Nat+Publ. Effort)
ODA includes all activities which are ... 1. undertaken in order to promote sustainable Development in Developing countries, and
2. financed by national sources (or by people who permanently live in the donor country) and
3. financed by public sources (directly by the state or by an authorized development agency) and
4. comes at lower cost to beneficiary compared to finance via competitive financial markets.
(*) Would equally work with cash-flow based ODA-
Reporting System (but only gros figures, not net)
