Liebe Segler!

Herzlich willkommen in Warnemünde. Als Ausrichter derRegatten der WARNEMÜNDER WOCHE freuen wir uns, Sieund Euch vor und in Warnemünde zu begrüßen.

Auch zur 74. WARNEMÜNDER WOCHE werden gegenüberden vergangenen Jahren weitere Veränderungen sicht-bar: der Yachthafen Mittelmole präsentiert nach soebenabgeschlossenen Umbauarbeiten erweitert mit neuenLiegeplätzen, so dass wieder mehr Klassen und Teilnehmer am tra-ditionellen Standort beheimatet sein werden. Es ist darüber hin-aus gelungen, den Beachbereich für die Surfer in unmittelbarerNähe zum Leuchtturm direkt im Herzen Warnemündes und zu-schauernah ein zu richten.

Das Herz des landseitigen Teils der WARNEMÜNDER WOCHE wird abdiesem Jahr in der hanseboot-Event-Area auf unserem Clubgeländeam Alten Strom schlagen. Gemeinsam mit der hanseboot als Haupt-partner der WARNEMÜNDER WOCHE werden wir vor der unterge-henden Sonne Sieger ehren, Parties feiern und nach langen Tagendie Abende genießen, denn wir wollen nicht nur auf See die WAR-NEMÜNDER WOCHE so begehen wie sie ist: als internationales undhochkarätiges Segelevent mit viel Charme und individuellem Flair.

Die Wettfahrten werden wie in den vergangenen Jahren gemein-sam mit den mit ausrichtenden Vereinen aus Rostock, Hamburg,Schwerin und Berlin, dem RoYC, dem HSC, dem SSV, dem BYC, demJSC, dem SVSt und dem YCBG ausgerichtet, die mit ihren Teams dieGaranten für die sportliche Qualität der Veranstaltung sind.

Dear sailors!

As organizer hosting the races of WARNEMUENDER WOCHE we are happy to warmly welcome you in Warnemuende.

Compared to previous years, further changes for 74th WAR-NEMUENDER WOCHE become visible as well: Restructurings inMarina Mittelmole have just been finished resulting in an in-creased number of new moorings so that more classes and

participants can be traditionally accommodated again. Moreover, it hassucceeded to establish the surfers’ area at the beach directly in the heartof Warnemuende in close proximity to the lighthouse and the audience.

As from this year, the center of action onshore will be at „hansebootEvent Area“ located on our club grounds at Alter Strom. In cooperationwith hanseboot as premium partner of WARNEMUENDER WOCHE, wewould like to honor at this site our winners, to celebrate parties, to roundout long days and to keep the WARNEMUENDER WOCHE as what it is al-ready known today: An international and top-class sailing event withgreat charm and individual touch.

As in the previous year, the races are organized in cooperation with yachtclubs from Rostock, Hamburg, Schwerin and Berlin, which are RYC, HSC,SSV, BYC, JSC, SVSt and YCBG. Thanks to their teams keeping the sportingquality of this event that high!

Liebe Seglerinnen und Segler, liebe Leser, liebe Besucher, die WARNEMÜNDER WOCHE und die Internationale Boots-ausstellung Hamburg, hanseboot, sind seit 20 Jahren engmiteinander verbunden. Ich freue mich deshalb beson-ders, dass wir diese Verbundenheit nun durch eine Pre-miumpartnerschaft besiegeln und weiter vertiefen. Mitrund 2.000 Seglern aus 30 Nationen ist die WARNEMÜN-DER WOCHE eine der herausragenden Veranstaltungen imRegattakalender.

Als Premiumpartner möchten wir den sportlichen Aspekt der WAR-NEMÜNDER WOCHE noch stärker in den Fokus rücken und das Se-geln als Leistungs- und Breitensport fördern. Dear sailors, dear readers, dear guests,For 20 years, WARNEMUENDER WOCHE and Hamburg Interna-tional Boat Show – hanseboot – have been closely connected.Therefore, I am especially glad that we set seal on our rela-tion and are deepening this connectivity through a premiumpartnership. With more than 2,000 sailors from 30 nations.WARNEMUENDER WOCHE is one of the highlights in sailingsport.

As premium partner, we intend to focus more strongly on the sportiveaspect of WARNEMUENDER WOCHE and to promote sailing as competitiveand popular sport. Apart from sponsoring the long-haul regatta „hanse-boot Rund Bornholm“, we would like to awaken the desire in sailing al-ready ashore.

Allgemeine Hinweise für Regattateilnehmer

Die Anreise der Klassen für den zweiten Teil der WARNEMÜNDERWOCHE kann nicht vor Mittwoch, 6. Juli 2011, erfolgen.

Alle Regattateilnehmer werden gebeten, die besonderen Verkehrs-regelungen im und um das Regattagelände auf der Mittelmole undder Hohen Düne zu beachten. Sie sind notwendig,a) um die große Zahl von Booten, die zur WARNEMÜNDER WOCHE

kommen, aufzunehmen,b) um die Verkehrswege für Polizei, Rettungswagen und Feuerwehr

freizuhalten.

Während der WARNEMÜNDER WOCHE wird an den Reisetagen eineEinbahnstrassenregelung eingerichtet, weitere Informationen sieheVeranstaltungshomepage. Bitte folgen Sie den Anweisungen derHafenmeister und des Sicherheitspersonals.

Regeln auf dem Veranstaltungsgelände

• Das Grillen bzw. Anzünden von Lagerfeuern und anderen offenenFeuerstellen ist strengstens verboten.

• Das Baden und Angeln in allen Hafenanlagen ist strengstens ver-boten.

• Das Arbeiten an den Booten inklusive Mast stellen, Mast legenund Auftakeln ist auf den zugewiesenen Parkflächen sowie aufdem Camping-, Wohnmobil- und Trailerplatz ausdrücklich unter-sagt.

• Bei Nichtbeachtung der Vorschriften können polizeiliche Maß-nahmen nicht vermieden werden.

• Beachten Sie bitte das Merkblatt, das Sie bei der Anreise am Ein-gang zu den Yachthäfen oder im Regattabüro erhalten.

General information for competitors

Please note: All participants joining in the second part of the WARNE-MUENDER WOCHE are advised not to arrive before Wednesday 6th July 2011.

All competitors are requested to comply with the special traffic regulati-ons within and around the marinas Mittelmole and Hohe Duene. Com-pliance is necessarya) in order to receive the great number of boats coming to the WARNE-

MUENDER WOCHE,b) to keep clear the approaches for ambulances, fire trucks and police

cars.

During the days of arrival and departure of the WARNEMUENDER WOCHEthere is only one-way traffic feasible, for further information see website of the WARNEMUENDER WOCHE. Please follow the instructions of theharbour master and the security staff!

General traffic rules in the harbour area

• It is strictly forbidden to have a barbecue or an open fire in the har-bour area.

• Swimming and fishing are strictly forbidden in all areas of the Warne-muende harbours.

• Any duties on the boats including setting the mast or any proceduresof rigging are strictly forbidden on all parking grounds and on allcamping sites or parking facilities designed for trucks and trailers.

• Non-compliance may call for enforcement by the police.

• Please note the details from the leaflet which will be distrubeted receiveat the entrance to the marinas or at the Race Offices.

You will find details for the events during the WARNEMUENDER WOCHE inthe harbours, at the lighthouse, in the “Kurhausgarten “and on the“Alter Strom” on the website or in the program which will be publishedshortly before the event.

Geplante Klassen- und Stegpartys während der Veranstaltung imHafenbereich sind vor Beginn der WARNEMÜNDER WOCHE beim Ver-anstalter anzumelden.

Trainer- und Begleitboote

Im Sinne der Sicherheit und eines reibungslosen Ablaufs der ge-samten Regatta sind folgende Grundsätze einzuhalten:• Vor der Nutzung müssen sich alle Motorboote registrieren lassen.

Es sind pro Boot 25,00 € Hafengebühr zu entrichten.• Jedem registrierten Motorboot wird eine eindeutige Nummer zu-

geteilt. Diese muss sichtbar angebracht werden.• Die Motorboote dürfen ausschließlich auf den ihnen zugewiese-

nen Liegeplätzen liegen.• Die Veranstalter weisen darauf hin, dass Führer von Schlauch-

oder sonstigen Motorbooten den Sportbootführerschein See –bei Ausländern den entsprechenden Führerschein ihres Heimat-staates – mitführen müssen.

• Die gesetzliche Höchstgeschwindigkeit auf der Warnow begin-nend zwischen den Molenköpfen beträgt 6 kn. In den Häfen undim Alten Strom gilt eine Höchstgeschwindigkeit von 3 kn.

• Trainer- und Begleitboote haben den Anweisungen der Wett-fahrtleitung bzw. Jury zu folgen.

• In Notsituationen ist jedes Trainer- und Begleitboot zur Hilfeleis-tung verpflichtet.

Kranen

Kielboote, die auf dem Landweg anreisen, können von den vor-handenen Kränen zu Wasser gebracht und wieder an Land genom-men werden. Kranen 1 x zu Wasser und 1 x an Land ist imMeldegeld enthalten.Eine Ausnahme bilden Seekreuzer. Diese haben pro Hub eine Kran-gebühr von 25,00 € zu entrichten.Kranen für Yachten über 6t kann nur im Yachthafen Hohe Düne vor-genommen werden.

Liegeplätze

Die Liegeplätze befinden sich im Yachthafen Mittelmole, AlterStrom, Weststrand oder im Yachthafen Hohe Düne (siehe Seite 16dieser Ausschreibung).Liegeplätze werden vom Hafenmeister zugewiesen.Die gekennzeichnete Zuordnung der Stege und Flächen ist verbindlich.Liegeplatzgebühren werden für die Teilnehmer in der Zeit vom 1. bis10. Juli 2011 nicht erhoben.

Shuttle-Service

2.4mR: Den Teilnehmern dieser Klasse wird an den Regattatagen je-weils eine Hin- und Rückfahrt mit der Auto- und Personenfähre derWeißen Flotte kostenfrei vom Veranstalter zur Verfügung gestellt.

Parken

Parkplätze in den Bereichen Mittelmole (P1) und Hohe Düne sind ingeringer Anzahl vorhanden und kostenpflichtig. Class and private parties in the harbour area which will be held duringthe event must have granted permission by the organizer, an applicationshall be made previous to the event.

Support boats

For all people safety and for the good course of the event, please pay at-tention to the following basic - rules:• Before being used all support boats shall be registered and shall pay

a harbour fee of 25,00 € per boat.• A unique registration number will be assigned to each support boat.

Support boats shall present their registration number clearly visible.• Support boats are to be moored only in the allocated berths in the

marinas.• The organizer wishes to inform you that all helmsmen of rubber boats

or other motorboats have to hold the appropriate German license –e.g. international certificate for pleasure boats off shore – foreign par-ticipants shall hold the adequate license of their home country.

• The civil speed on the Warnow river (beginning with the heads ofthe two moles) is limited to 6 kns. Within the harbour and on theriver Alter Strom the civil speed is restricted to 3 kns.

• All drivers of support boats have to follow any instructions given bythe Race Committee or the Jury.

• In case emergency all trainer - and support boats are obliged to helpevery body.

Utility of cranes

Keel boats arriving by trailer may be launched and hauled out by thelocal cranes. During the event a craning fee for one launching and onehaul-out is included in the entry fee.

Sea cruisers have to pay a craning fee of 25,00 € per single launching orhauling.All yachts with a weight exceeding 6 tons may be launched and hauledout by cranes at Marina Hohe Duene only.

Moorings

Moorings are located at Marina Mittelmole, Alter Strom, Westbeach or atMarina Hohe Duene (see page 16 of this Notice of Race).All moorings will be allocated by the harbour master.Participants are requested to use the marked moorings and areas onlyAll participants can use marked moorings and areas for boats free ofcharge from 1st to 10th July 2011.

Shuttle-Service

2.4mR: For the participants of this class a shuttle service with the “WeißeFlotte” is available. On the racing days one round-trip ticket per partici-pant is provided by the organiser.

Parking

Parking lots at Marina Mittelmole (P1) and Marina Hohe Duene are limi-ted and subject to charge.Parking tickets are available in the car-park attendant.It is not permitted to leave cars and/or trailers in the harbour area.You will find maps for overview and arrival on the evnet homepage.

1. Regeln

1.1. Die Regatten unterliegen den Regeln, wie sie in den Wett-fahrtregeln – Segeln (WR) definiert sind.

1.2. Bei Sprachkonflikten ist im Zweifelsfall der englische Textmaßgebend. Bei den Ordnungsvorschriften des DSV ist derDeutsche Text maßgebend.

1.3. Die Limitierung der 420-Klassenregel, nur einen Satz Segelzu benutzen, ist außer Kraft gesetzt.

1.4. Boote, die nicht in einer Wettfahrt sind, dürfen nicht durchandere Kurse segeln, auf denen Boote segeln und Bahn-marken ausgelegt sind.

2. Bekanntmachungen an die Teilnehmer

2.1. Bekanntmachungen an die Teilnehmer werden an der of-fiziellen Tafel ausgehängt. Diese befinden sich in der Nähedes Regattabüros Mittelmole. Für 2.4mR gibt es Kopien derAushänge im Hafen Hohe Düne.

3. Änderungen der Segelanweisungen

3.1. Jede Änderung der Segelanweisungen einschließlich derBahn-Zuordnung wird vor 9.00 Uhr des Tages, an dem siein Kraft tritt, ausgehängt. Änderungen im Zeitplan derWettfahrten werden jedoch bis 20.00 Uhr des Tages, bevorsie in Kraft treten, ausgehängt.

4. Signale an Land

4.1. Signale an Land werden am Flaggenmasten im Hafen Mit-telmole gesetzt. Signale, die für 2.4mR gelten werden amFlaggenmast in Hohe Düne gesetzt, Signale die für RS:Xund Bic-Tecno gelten werden beim Zelt am Strand gesetzt.

4.2. Wenn die Flagge AP an Land gesetzt wird, ist ‘1 Minute’durch ‘nicht weniger als 60 Minuten’ in dem Wettfahrt-signal AP zu ersetzen.

4.3. Wird Flagge Y an Land gesetzt, gilt Regel 40 unbeschränktauf dem Wasser. Das ändert das Vorwort zum Teil 4.

4.4. Werden die Signalflaggen AP über H an Land gezeigt, so bedeutet dies „Boote dürfen nicht den Hafen verlassen, WartenSie auf weitere Instruktionen.“ Dieses ändert die Signale APüber H.

5. Zeitplan der Wettfahrten

5.1. Wettfahrttage, Zahl der Wettfahrten5.2. Pro Tag kann ohne vorherige Anzeige an Land eine zusätz-

liche Wettfahrt gesegelt werden, sofern keine Klasse da-durch mehr als eine Wettfahrt vor dem Zeitplan ist.

5.3. Auf allen Bahnen ist die geplante Zeit für das Ankündigungs-signal der ersten Wettfahrt jedes Tages 11.00 Uhr.

5.4. Am letzten Tag der Regatta wird kein Ankündigungssignalnach 14.00 Uhr gegeben.

6. Klassenflaggen

6.1. Es werden die offiziellen Klassenflaggen benutzt.

7. Wettfahrtgebiete

7.1. Anhang 2 zeigt die Lage der Wettfahrtgebiete.

1.2. If there is a conflict between languages the English text will takeprecedence. In the prescriptions of the DSV, the German versionshall prevail.

1.3. The 420-class rules limitation to use only one set of sails is sus-pended.

1.4. Boats not racing shall not sail on other course areas wheremarks are placed and boats are sailing.

2. Notice to competitors

2.1. Notices to competitors will be posted on the official notice boardlocated near the race office Mittelmole. For 2.4mR are copies in the harbour Hohe Duene.

3. Changes to Sailing Instructions

3.1. Any change to the sailing instructions including the dedicatedCourse Area will be posted before 9.00 h on the day it will takeeffect, except that any change to the schedule of races will beposted by 20.00 h on the day before it will take effect.

4. Signals made Ashore

4.1. Signals made ashore will be displayed at the flag pole in harbourMittelmole. Signals for 2,4mR will be displayed on flag pole HoheDuene. Signals for RS:X and Bic-Tecno will be displayed at thetent on the beach.

4.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with‘not less than 60 minutes’ in the race signal AP.

4.3. When flag Y is displayed ashore, rule 40 applies at all timeswhile afloat. This changes the Part 4 preamble.

4.4. Flag AP over H displayed ashore means ‘Boats shall not leavethe harbour. Wait for further instructions.’ This changes race sig-nal AP over H.

5. Schedule of Races

5.1. Dates of racing, number of races5.2. One extra race per day may be sailed without additional an

nouncement ashore, provided that no class becomes more thanone race ahead of schedule.

5.3. On each racing area the scheduled time of the warning signal forthe first race each day is 11.00 h.

5.4. On the last day of the regatta no warning signal will be madeafter 14.00 h.

6. Class flags

6.1. The official class flags will be used.

7.1. Attachment 2 shows the location of racing areas.

8. Kurse

8.1. Die Diagramme in Anhang 1 zeigen die Kurse mit den angenäherten Winkeln zwischen den Bahnschenkeln, die Rei-henfolge wie die Bahnmarken zu passieren sind und anwelcher Seite sie zu lassen sind.

8.2. Spätestens zum Ankündigungssignal wird die Wettfahrtlei-tung auf dem Startschiff den ungefähren Kompasskurs desersten Bahnschenkels anzeigen.

8.3. Das Startschiff wird folgende Signale zeigen, um den zu se-gelnden Kurs anzuzeigen:(a) Schwarze Tafel mit weißen Zahlen: der zu segelnde Kurs.(b) Weiße Tafel mit schwarzen Zahlen: Der ungefähre Kom-

passkurs zur Bahnmarke 1.(c) Gelbe Tafel mit schwarzem Buchstaben "L": Langer Kurs.(d) Falls Trapezkurse gesegelt werden:

• Gelbe Tafel mit schwarzem Buchstaben "O": Outer Loop• Gelbe Tafel mit schwarzem Buchstaben "I": Inner Loop

8.4. Ist im Diagramm ein Tor gezeichnet, kann das Tor auch durcheine einzige Bahnmarke ersetzt werden, die backbord zulassen ist.

9. Bahnmarken

9.1. Farbe und Form der Bahnmarken siehe 5.19.2. Die Offset Marke 1a kann eine Boje mit gelber Flagge sein.9.3. Buchstaben und Nummern auf den Bahnmarken haben

keine Bedeutung.

8. Courses

8.1. The diagrams in Attachment 1 show the courses, including theapproximate angles between legs, the order in which marks areto be passed, and the side on which each mark is to be left.

8.2. No later than the warning signal, the race committee startingvessel will display the approximate compass bearing of the firstleg.

8.3. The starting vessel will show the following signals to designatethe course:(a) Black board with white number: the course to be sailed.(b) White board with black numbers: the approx. compass be-

aring to mark "1".(c) Yellow board with black letter "L": Long course (d) If trapezoid courses will be sailed:

8.4 If the diagram shows a gate, the gate may be replaced by a sin-gle mark to be left to port.

10. Der Start

10.1. Die Startlinie ist zwischen einer Stange mit einem Peildrei-eck auf dem Startschiff auf der Steuerbordseite und ent-weder einer Startbahnmarke mit einer roten Flagge aufeinem Boot der Wettfahrtleitung auf der Backbordseite derLinie.

10.2. Nach dem Ankündigungssignal einer Klasse müssen alle anderen Boote einen Abstand von mindestens 100 m zur Startlinie einhalten.

10.3. Ein Boot das später als 4 min. nach seinem Startsignal star-tet wird DNS gewertet. Dies ändert WR A.4.1.

11. Änderung des nächsten Bahnschenkels

11.1. Zur Änderung des nächsten Bahnschenkels eines Kurseswird die Wettfahrtleitung eine neue Bahnmarke derselbenFarbe und Form auslegen (oder die Ziellinie verlegen) unddie ursprüngliche Bahnmarke sobald als möglich entfernen.

11.2. Bei einer Änderung der Lage der Luv-Bahnmarke auf Kursenmit Offsetmarken wird keine (neue) Offsetmarke gelegt.

12. Ziel

12.1. Die Ziellinie ist zwischen einer Stange mit einem Peildreieckauf dem Zielschiff auf der Steuerbordseite und entwedereiner Zielbegrenzungsboje mit einer roten Flagge oder einerStange mit einer roten Flagge auf einem Boot der Wettfahrt-leitung auf der Backbordseite der Linie.

12.2. Wird auf dem Zielschiff die Flagge „L“ gezeigt, bedeutet dies.„Eine weitere Wettfahrt wird sobald als möglich gestartet.(Dies ändert WR „Wettfahrtsignale“)

13. Strafsystem

13.3. Pfeifsystem:Um Boote zu bestärken, eine Strafen auf dem Wasser an zu-nehmen, können Mitglieder der Jury ein Pfeifsignal geben,wenn sie glauben, einen Regelverstoß gesehen zu haben.

14. Sollzeit und Zeitlimits

14.1 Die Sollzeit beträgt für Segelsurfer 30 Minuten, für alle anderen Klassen 60 Minuten. Das nicht Einhalten der Sollzeitist kein Grund für einen Antrag auf Wiedergutmachung. Dasändert WR 62.1(a).

14.2 Wenn kein Boot die Bahnmarke 1 innerhalb 30 Minuten(Segelsurfer 20 min) passiert hat wird die Wettfahrt abge-brochen.

14.3. Wenn kein Boot die Ziellinie innerhalb 90 Minuten (Segel-surfer 50 min) erreicht hat, wird die Wettfahrt abgebrochen.

14.4. Boote, die nicht innerhalb von 30 Minuten nachdem daserste Boot ihrer Klasse die Bahn abgesegelt hat und durchsZiel gegangen ist, werden ohne Verhandlung DNF gewertet.Das ändert die WR 35, A4 und A5.

15. Proteste

15.1. Protestformulare sind im Wettfahrtbüro erhältlich. Protesteund Anträge auf Wiedergutmachung oder Wiederaufnahmemüssen dort innerhalb der entsprechenden Frist eingereichtwerden.

10. The Start

10.1. The starting line will be between a pole displaying a triangle onthe race committee boat at the starboard end and either a star-ting mark with a red flag or a staff displaying a red flag on arace committee boat at the port end of the line.

10.2. After the warning signal of a class all other boats shall stay indistance of at least 100 m to the starting line.

10.3. A boat starting later than 4 minutes after her starting signal willbe scored DNS. This changes RRS A4.1.

11. Change of the next leg of the course

11.1. To change the next leg of the course, the race committee will laya new mark of the same colour and shape (or move the finishingline) and remove the original mark as soon as practicable.

11.2. If there is a change of the position of the windward mark oncourses with offset marks there will be no (new) offset mark.

12. Finish

12.1. The finishing line will be between a pole displaying a triangleon the race committee boat at the starboard end and either a fi-nishing mark with a red flag or a staff displaying a red flag ona race committee boat at the port end of the line.

12.2. Flag „L“ displayed on the finishing vessel means: “A further racewill be started as soon as possible.”. (Change RRS: “Race Signals”)

13. Penalty System

13.1. Appendix P will apply as changed by 13.2.13.2. For H-Boat RRS 44.1 and P2.1 is changed so that the Two-Turns

Penalty is replaced by the One-Turn Penalty.

13.3. Whistle System:To encourage boats to take penalties afloat, jury members mayblow a whistle when they believe to have seen any break of aRRS.

14. Target Time and Time Limits

14.1. Target time for windsurfer is 30 minutes, for all other classes 60minutes. Failure to meet the target time will not be grounds forredress. This changes rule 62.1(a).

14.2 If no boat has passed mark 1 within 30 minutes (Windsurfer 20minutes) the race will be abandoned.

14.3. If no boat has reached the finishing line within 90 minutes (Wind-surfer 50 minutes) the race will be abandoned.

14.4. Boats failing to finish within 30 minutes after the first boat ofher class sails the course and finishes will be scored DNF with-out a hearing. This changes RRS 35, A4 and A5.

15. Protests

15.1. Protest forms are available at the race office. Protests and re-quests for redress or reopening shall be delivered there withinthe appropriate time limit.

15.2. Die Protestfrist beginnt mit dem Ende der letzten Wettfahrteines Tages eines Wettfahrtgebietes und dauert 75 Minuten.

15.3. Benachrichtigungen über Proteste der Wettfahrtleitung oderder Jury werden innerhalb der Protestfrist ausgehängt umdie Boote gemäß WR 61.1(b) zu informieren.

15.4. Proteste werden, wenn möglich, in der Reihenfolge des Eingangs verhandelt. Beginn und Reihenfolge der Verhand-lungen werden an der offiziellen Tafel spätestens 30 Minu-ten nach Ende der Protestfrist ausgehängt.

15.5. Protestparteien und Zeugen haben sich unverzüglich zur an-gegebenen Zeit vor dem Verhandlungsraum bereitzuhalten.

15.6. Verstöße gegen die SA 21, 22, 23, 24, 25 sind kein Grund für

einen Protest eines Bootes. Dies ändert WR 60.1(a). Strafenfür Verstöße gegen diese Anweisungen können geringerals eine Disqualifikation sein, wenn das Schiedsgericht bzw.die Jury so entscheidet.

15.7. Die Strafe für einen Regelverstoß gegen WR 23.1 und SA 1.4kann geringer als eine Disqualifikation sein, wenn dasSchiedsgericht bzw. die Jury so entscheidet.

15.8. In Abänderung von WR 66 werden am letzten WettfahrttagAnträge von Booten auf Wiederaufnahme einer Protestver-handlung nicht angenommen,(a) wenn die Partei, die den Antrag stellt, am Tag vorher

von der Entscheidung informiert war,(b) später als 30 Minuten nach Verkündigung der Ent-

scheidung.

15.2. Protest time limit shall begin with the finish of the last race ofthe day in the same racing area and shall end after 75 minutes.

15.3. Notices of protests by the Race Committee or the Jury will beposted before the protest time limit to inform boats under RRS61.1(b)

15.4. Hearings will be opened if possible in the order of protest receipt.Time and order of hearings will be posted on the notice boardnot later than 30 minutes after the end of the protest time limit.

15.5. The parties involved and witnesses are required to be availablefor the hearing promptly at the advertise time and place.

15.6. Breaches of SI 21, 22, 23, 24, 25 will not be subject for a pro-

test by a boat. This changes RRS 60.1(a). Penalties for thesebreaches may be less than disqualification if the protest com-mittee or jury so decides.

15.7. The penalty for a breach of RRS 23.1 and SI 1.4 may be less thandisqualification if the protest committee or jury so decides.

15.8. On the last day of the regatta a request for reopening a hearingshall be delivered(a) within the protest time limit if the party requesting reope-

ning was informed of the decision on the previous day.(b) no later than 30 minutes after the party requesting was

informed of the decision on that day. This changes RRS 66.

15.9. Proteste (auch Vermessungsproteste) oder Einwendungenüber Tatsachen, deren Feststellung bereits an den vorhergehenden Tagen zumutbar gewesen wäre, werden am Tagder letzten Wettfahrt nicht mehr angenommen.

15.10. Das Schiedsgericht ist gemäß WR 91(a) ein Ausschuss odereine Internationale Jury. Entscheidungen der InternationalenJury sind gemäß WR 70.4 nicht berufungsfähig.

17. Ausrüstungs- und Vermessungskontrollen

Ein Boot oder die Ausrüstung können jederzeit in Bezug aufdie Einhaltung der Klassenvorschriften und der Segelan-weisungen überprüft werden. Auf dem Wasser kann einBoot durch einen Ausrüstungskontrolleur oder Vermesserder Wettfahrtleitung aufgefordert werden, sich sofort füreine Überprüfung zu einer bestimmten Stelle zu begeben.

18. Ersetzen von Besatzung und Ausrüstung

18.1. Steuermannswechsel ist nicht erlaubt. Das Ersetzen von Teil-nehmern ist nur mit vorheriger schriftlicher Genehmigungder Wettfahrtleitung gestattet.

18.2. Ersatz von defekter oder verlorener Ausrüstung, die Be-schränkungen der Klassenbestimmungen unterliegt, ist nurmit Genehmigung der Wettfahrtleitung erlaubt. Anträgemüssen zum ersten zumutbaren Zeitpunkt gestellt werden.

15.9. Protests (measurement protests incl.) or objections to factswhose ascertainment would have been reasonable the days be-fore will not be accepted on the day of the last race.

15.10. The Protest Committee is in accordance to RRS 91(a) a Commit-tee or an International Jury. The decisions of the InternationalJury will be final as provided in RRS 70.4.

17. Equipment and measurement checks

A boat or equipment may be inspected at any time for compli-ance with the class rules and sailing instructions. On the water,a boat can be instructed by a race committee equipment in-spector or measurer to proceed immediately to a designatedarea for inspection.

18. Replacement of Crew or Equipment

18.1. Change of Helmsman is not permitted. Substitution of competi-tors will not be allowed without prior written approval of therace committee.

18.2. Substitution of damaged or lost equipment limited by the classrules will not be allowed unless approved by the race commit-tee. Request for substitution shall be made to the committee atthe first reasonable opportunity.

19. Sicherheitsbestimmungen

19.1. Jedes Boot außer Segelsurfern muss vor seinem Ankündi-gungssignal eine Check-Linie zwischen dem Startschiff undeiner Boje mit grüner Flagge auf dessen Steuerbordseitevon Lee nach Luv durchsegeln, wenn eine solche gelegt ist.

19.2. Boote die in der Wettfahrt aufgeben müssen dies sofort derWettfahrtleitung oder dem Regattabüro melden. Die Tele-fonnummer des Regattabüros wird an der offiziellen Tafelausgehängt.

19.3. Bei besonderen Gefahrensituationen (Wetter, …) werdenvon der Wettfahrtleitung, zusammen mit oder nach den Sig-nalen für Abbruch einer Wettfahrt, 3 grüne Sterne gefeuert.Dieses Signal wird von möglichst vielen Booten der Wett-fahrtleitung wiederholt.Dies bedeutet für segelnde Boote:Die Sicherheit von Besatzung und Steuermann hat Vor-rang. Segeln Sie Ihr Boot in den nächstgelegenen Hafen.Für alle anderen im Regattagebiet befindlichen Boote:Beobachten Sie Ihre Umgebung und helfen Sie bei der Bergung von Besatzungen und Booten.

19.4. Sicherheit im Gebiet des Seekanals Warnemünde:• Vorsicht: Starker Fährverkehr in der Schifffahrtsstraße,

kreuzen Sie diese auf dem kürzesten und sichersten Weg.• Verkehrsbestimmungen sind unbedingt zu beachten (KVR

und Seeschifffahrtsstraßen Ordnung)• Den Anweisungen der Wasserpolizei ist Folge zu leisten.

20. Funktionsboote

20.1. Boote der Wettfahrtleitung führen eine weiße Flagge mitden Buchstaben "RC" und zusätzlich eine Flagge in der Farbeihrer Bahn.

20.2. Boote der Jury führen eine weiße Flagge mit den Buchsta-ben "JURY".

20.3. Das Boot des Vermessers führt eine weiße Flagge mit denBuchstaben "MEASUREMENT".

20.4. Presseboote führen eine weiße Flagge mit dem Buchsta-ben "PRESS".

20.5. Sicherungsboote führen eine weiße Flagge mit dem Buch-staben "RESCUE".

21. Begleitboote

21.1. Siehe Ausschreibung 12.21.2. Begleit- und Trainerboote müssen einen Abstand von min-

destens 100 Meter zu allen in der Wettfahrt befindlichenWettfahrtteilnehmern halten, außer sie leisten Hilfe auf An-forderung eines Bootes in Gefahr oder auf Anweisung derWettfahrtleitung.

21.3. Begleit- und Trainerboote müssen jede denkbare Hilfe Per-sonen oder Booten in Gefahr geben.

21.4. Begleit- und Trainerboote müssen den ihnen zugewiesenenLiegeplatz behalten.

21.5. Die Strafe für eine eventuelle Verletzung der SA 22 wird vonder Jury festgelegt.

22. Abfall

Boote dürfen keinen Abfall in das Wasser werfen.

23. Beschränkung „Aus dem Wasser nehmen“

Kielboote dürfen während der Regatta nicht aus dem Was-ser gehoben werden, außer entsprechend der vorher eingeholten schriftlichen Erlaubnis der Wettfahrtleitung.

19. Safety Regulations

19.1. Boats other than Windsurfer shall pass from leeward to wind-ward a check-line between the starting vessel and a mark witha green flag on the starboard end before their warning signal ifsuch a line is laid.

19.2. Boats that retires from a race shall report this immediately to therace committee or the race office. The race office telephone-number will be posted on the official board.

19.3. In case of extremely dangerous situations (weather condi-tions, …) the race committee will fire, together with or afterthe signals for abandonment of races, 3 guns with green stars.This signal will be repeated by as many Race Committee vesselsas possible.This means for racing boats:Safety first for crew and helmsman. Sail your boat in the safest way to the nearest harbour.This means for all other vessels in the area:Watch and give assistance in rescuing crews and boats.

19.4. Safety in the area of the sea channel Warnemuende:• Attention: Large Ferry-Traffic volume, cross the fairway in the shortest and safest way.• Pay attention to maritime regulations (Collision Regulations

and Seeschifffahrtsstrassenordnung)• Pay attention to Instructions of the water police.

20. Official Boats

20.1. Boats of the race committee will display a white flag displaying"RC" and a flag will the colour of their racing area.

20.2. Jury boats will display a white flag with the word "JURY".

20.3. The boat of the measurer will display a white flag with "MEA-SUREMENT".

20.4. Press boats will display a white flag with "PRESS".

20.5. Rescue boats will display a white flag with "RESCUE"

21. Support boats

21.1. See Notice of Race R 12.21.2. Team leaders, coaches and other support personnel shall stay in

a distance of at least 100 meters to any racing competitor, ex-cept when rendering assistance to a boat in danger at that bo-at’s request, or at the request of the race committee.

21.3. Support boats shall give all possible help to ANY person or ves-sel in danger or in need of outside assistance.

21.4. Support boats shall be kept in their assigned places in the har-bour.

21.5. The Penalty (if) for an infringement of SI 22 will be defined andimposed by the Jury.

22. Trash disposal

Boats shall not put trash into the water.

23. Haul-Out restrictions

Keelboats shall not be hauled out during the regatta except withand according to the terms of prior written permission of therace committee.

24. Tauchausrüstung und Plastikabhängungen

Geräte um unter Wasser zu atmen und Plastik Abhängungenoder vergleichbare Ausrüstung ist für Kielboote nicht erlaubtvom Vorbereitungssignal der ersten Wettfahrt bis zum Endeder Veranstaltung.

25. Funkverkehr

Ein in einer Wettfahrt befindliches Boot darf weder Funk-verkehr geben noch annehmen, der nicht auch für alle an-deren Boote verfügbar ist. Dies gilt auch für Mobiltelefone,WLAN etc.

26. Preise

26.1. Art der Preise siehe Ausschreibung26.2. Jeder Teilnehmer, der einen Wanderpreis erhalten hat, ver-

pflichtet sich, den Preis sicher aufzubewahren und an denVeranstalter ohne Verzögerung zurückzugeben. Er oder siesind für jede Beschädigung oder Verlust verantwortlich. Eswird deswegen empfohlen, das Risiko durch eine Versiche-rung zu decken.

26.3. Preise, die auf der Siegerehrung nicht vergeben werden,verbleiben bei den Organisatoren.

24. Diving Equipment and Plastic Pools

Underwater breathing apparatus and plastic pools or their equi-valent shall not be used around keel boats between the prepa-ratory signal of the first brace and the end of the regatta.

25. Radio communication

A boat shall neither make radio transmissions while racing norreceive communications not available to all boats. This restric-tion also applies to mobile telephones, WLAN, etc.

26. Prizes

26.1. Kind of prizes see Notice of Race26.2. Any competitor receiving a perpetual trophy undertakes to keep

it in his or her safe custody and to return it on request to the organizers without delay. He or she shall be responsible for anydamage or loss sustained while such trophy is in his or her sa-fekeeping. It is therefore recommended to cover this risk by ade-quate insurance.

26.3. Prizes not claimed at the Prize Giving Ceremony will remain withthe organizers.

Diese Segelanweisungen gelten für:

1. Regeln

1.1. Die Regatten unterliegen den Regeln, wie sie in den Wett-fahrtregeln - Segeln definiert sind.

1.2. Bei Sprachkonflikten ist im Zweifelsfall der englische Textmaßgebend. Bei den Ordnungsvorschriften des DSV ist derDeutsche Text maßgebend.

2. Bekanntmachungen an die Teilnehmer

Bekanntmachungen an die Teilnehmer werden an den of-fiziellen Tafeln ausgehängt. Diese befinden sich in der Nähedes Regattabüros Mittelmole.

3. Änderungen der Segelanweisungen

Jede Änderung der Segelanweisungen wird spätestens bis19.00 Uhr des Vortages der Regatta ausgehängt, bei han-seboot Rund Bornholm spätestens zum Zeitpunkt der Steu-ermannsbesprechung. Änderungen in der Ansetzung derWettfahrten werden jedoch bis 20.00 Uhr des Tages, bevorsie in Kraft treten, aus gehängt.

4. Signale an Land

4.1. Signale an Land werden am Flaggenmast im Hafen Mittel-mole gesetzt.

4.2. Signale, die nur die Seeregatten betreffen, werden übereiner grauen Flagge gesetzt.

5. Zeitplan der Wettfahrten

6. Klassenflaggen

Für die Seekreuzergruppen gelten als Klassenzeichen dieZahlenwimpel des internationalen Signalbuches. Die Grup-pen werden bei der Anmeldung bekannt gegeben. Alle inder Wettfahrt befindlichen Seekreuzer müssen den Zahlen-wimpel ihrer Gruppe am Achterstag führen.

7. Wettfahrtgebiete | Kurse und Bahnmarken

7.1. Anhang 2 zeigt die Lage der Wettfahrtgebiete.7.2. Für die Wettfahrt “Warnemünde-Cup” wird eine Kopie der

Kurse und Bahnmarken für jedes Boot bei der Steuermanns-besprechung bereitgehalten und eine am offiziellen Brettfür Bekanntmachungen ausgehängt. Der Start erfolgt imWettfahrtgebiet „Bravo“.

7.3. Für die Wettfahrt “2 Up & Down” wird im Wettfahrtgebiet„Charly“ (siehe Anhang 2) Kurs 1 oder 4 von Anhang 1 ge-segelt.

3. Changes to Sailing Instructions

Any change to the sailing instructions will be posted latest 19.00hrs on the day before the race, for hanseboot Rund Bornholm la-test at the time of the skippers meeting., except that any changeto the schedule of races will be posted by 20.00 h on the daybefore it will take effect.

4. Signals made Ashore

4.1. Signals made ashore will be displayed at the flag poles in har-bour Mittelmole.

4.2. Signals only applying for offshore are displayed over a grey flag.

6. Class flags

The numeral pendant of the International Signal Code will beused as class flag for the sea cruisers groups. The groups will bepublished at the registration. All cruisers shall display the nu-meral pendant of their group on the backstay during the race.

7. Racing Areas | Courses and Marks

7.1. Attachment 2 shows the location of racing areas.7.2. For race “Warnemuende-Cup” a copy of the courses and marks

will be available for each boat and will also posted at the offi-cial notice board at the time of the skippers meeting. Start is inracing area “Bravo”.

7.3. For the race “2 Up & Down” in racing area „Charly“ (see Ap-pendix 2) course 1 or 4 of Appendix 1 will be sailed.

7.4.2. Zusätzlich gilt:Der südliche Tonnenstrich des Verkehrstrennungsgebietes„Kadettrinne“ darf nicht durchsegelt werden. Zweistündlichist die jeweilige Position in ein Logbuch einzutragen. Außer-dem sind folgende Zeitpunkte festzuhalten: Passieren Leucht-turm Dueodde in rechtweisender Peilung 360° und Leuchtturm Hammerodde in rechtweisender Peilung 180°. Dasausgefüllte Formblatt für die Logbucheintragungen ist vomSchiffsführer unterschrieben bis spätestens eine Stundenach Zieldurchgang bei der Wettfahrtleitung abzugeben.Etwa drei Seemeilen vor dem Ziel muss über den UKW-Ar-beitskanal (69) bei der Wettfahrtleitung eingecheckt werden.Während der Dunkelheit muss beim Zieldurchgang die Se-gelnummer im Großsegel angestrahlt werden.

7.5. Kurs für die Wettfahrt “Mecklenburgische Bäderregatta” ist:Start MittelmoleFür die Wettfahrt “Mecklenburgische Bäderregatta” wird eine Kopie der Kurse und Bahnmarken für jedes Boot am 08.Juli.2011 um 19.00 Uhr im Wettfahrtbüro bereitgehaltenund eine am offiziellen Brett für Bekanntmachungen ausgehängt.Ziel Mittelmole

8. Der Start

8.1. Wettfahrten „Warnemünde – Cup“ und „2 Up & Down“:Die Startlinie ist zwischen einer Stange mit einem Peildrei-eck auf dem Startschiff auf der Steuerbordseite und einerStartbegrenzungsboje mit einer roten Flagge auf der Back-bordseite der Linie.

8.2. Wettfahrten „hanseboot Rund Bornholm“ und „Mecklen-burgische Bäderregatta“: Die Startlinie ist die Linie zwischeneiner gelben Stange auf der Mittelmole und der grünenFahrwassertonne Nr. 19. Diese Linie ist von Süd nach Nordzu durchsegeln.

8.3. Boote, deren Ankündigungssignal noch nicht gegeben wurde,müssen sich vom Startgebiet fernhalten.

8.4. Boote, die nicht 10 Minuten nach ihrem Startsignal gestartetsind, werden ohne Protestverhandlung als nicht gestartetgewertet. (Änderung Regel A4.1)

9. Ziel

9.2. Die Ziellinie der Wettfahrten „2 Up & Down“„ ist zwischeneiner Stange mit einem Peildreieck auf dem Startschiff aufder Steuerbordseite und einer Startbegrenzungsboje miteiner roten Flagge auf der Backbordseite der Linie.

10. Strafsystem

WR 44.1 ist dahin gehend geändert, dass die Zwei-Drehun-gen-Strafe durch die Ein-Drehung-Strafe ersetzt ist.

11. Zeitlimits

Für die Wettfahrt „hanseboot Rund Bornholm“ gilt: Boote,die nicht bis 07. Juli 2011 13.00 Uhr durchs Ziel gegangensind, werden ohne Verhandlung DNF gewertet. Das ändertdie Regeln 35, A4 und A5.

7.4.2. Additional applies:The southern line of traffic separation “Kadettrinne” shall not becrossed. The position is to be noted in the logbook every twohours. Additionally following times are to be logged: Passing lighthouse Dueodde with bearing 360° true, passing lighthouseHammerodde with bearing 180° true. The form for recording thepositions of the logbook shall be signed by the person in chargeand delivered to the race committee latest one hour after finishing. Boats shall call the race committee 3 miles off the finishing line by VHF working channel (69) for checking in. Mainsail shall be illuminated if the finish line is crossed during thedarkness.

7.5. Course for the race “Mecklenburgische Baederregatta” is:Start MittelmoleFor the race “Mecklenburgische Baederregatta” a copy of thecourses and marks will be available for each boat in the race of-fice and will also posted at the official notice board. on 8th July2011 19.00hrsFinish Mittelmole

8. The Start

8.1. Races „Warnemuende – Cup“ and „2 Up & Down“:The starting line will be between a pole displaying a triangle onthe race committee boat at the starboard end and a starting mark with a red flag at the port end of the line.

8.2. Race “hanseboot Rund Bornholm” and “Mecklenburgische Ba-ederregatta”: The starting line will be between a yellow pole onthe Mittelmole and the green buoy with the number 19 of War-nemuende water way. It is to be passed from south to north.

8.3. Boats whose warning signal has not been made shall avoid thestarting area.

8.4. Boats failing to start within 10 minutes after their starting signalwill be scored DNS without a hearing. (This changes rule A4.1).

9. Finish

9.1. The finishing line of the races “Warnemuende – Cup”, “hansebootRund Bornholm” and “Mecklenburgische Baederregatta” will bebetween a yellow pole on the Mittelmole in Warnemuende andthe green buoy with the number 19 of Warnemuende water way. It is to be passed from north to south.

9.2. The finishing-line of the races “2 Up & Down” will be betweena pole displaying a triangle on the race committee boat at thestarboard end and a starting mark with a red flag at the port end of the line.

10. Penalty System

Rule 44.1 is changed so that the Two-Turns Penalty is replacedby the One-Turn Penalty.

11. Time Limits

For race "hanseboot Rund Bornholm" applies: Boats failing to finish within 07th July 2011, 13.00 h will be scored DNF without a hearing. This changes RRS 35, A4 and A5.

12. Proteste

12.1. Protestformulare sind im Wettfahrtbüro erhältlich. Protesteund Anträge auf Wiedergutmachung oder Wiederaufnahmemüssen dort innerhalb der entsprechenden Frist eingereichtwerden.

12.2. Die Protestfrist beginnt mit dem Zieldurchgang des protes-tierenden Bootes und dauert 90 Minuten.

12.3. Benachrichtigungen über Proteste der Wettfahrtleitung oderder Jury werden innerhalb der Protestfrist ausgehängt umdie Boote gemäß WR 61.1(b) zu informieren.

12.4. Proteste werden, wenn möglich, in der Reihenfolge des Ein-gangs verhandelt. Beginn und Reihenfolge der Verhandlun-

gen werden so bald wie möglich ausgehängt.12.5. Protestparteien und Zeugen haben sich unverzüglich zur an-

gegebenen Zeit vor dem Verhandlungsraum bereitzuhalten.12.6. Die Strafe für einen Verstoß gegen WR 23.1 oder Segelan-

weisung 14 kann geringer als eine Disqualifikation sein,wenn das Schiedsgericht bzw. die Jury so entscheidet.

12.7. Das Schiedsgericht ist gemäß WR 91(a) ein Ausschuss odereine Internationale Jury. Entscheidungen der InternationalenJury sind gemäß WR 70.5 nicht berufungsfähig.

14. Ausrüstungs- und Vermessungskontrollen

Ein Boot oder die Ausrüstung können jederzeit in Bezug aufdie Einhaltung der Klassenvorschriften und der Segelanwei-sungen überprüft werden.

12. Protests

12.1. Protest forms are available at the race office. Protests and re-quests for redress or reopening shall be delivered there withinthe appropriate time limit.

12.2. Protest time limit shall begin with the finish of the protesting boat and shall end after 90 minutes.

12.3. Notices of protests by the Race Committee or the Jury will beposted before the protest time limit to inform boats under RRS61.1(b).

12.4. Hearings will be opened if possible in the order of protest receipt.Time and order of hearings will be posted as soon as possible.

12.5. The parties involved and witnesses are required to be availablefor the hearing promptly at the advertise time and place.

12.6. The penalty for a breach of RRS 23.1 or SI 14 may be less thandisqualification if the protest committee or jury so decides.

12.7. The Protest Committee is in accordance to RRS 91(a) a Commit-tee or an International Jury. The decisions of the International Jury will be final as provided in RRS 70.5.

14. Equipment and measurement checks

A boat or equipment may be inspected at any time for compli-ance with the class rules and sailing instructions.

15.3. Die Wettfahrt „hanseboot Rund Bornholm“ wird nach Sicher-heitskategorie 2 durchgeführt. (Ausnahmen sind nach Klas-senvorschriften und Konstruktionsbedingungen nur mit einerschriftlichen Erlaubnis durch den Ausrüstungskontrolleurmöglich) Zeitpunkt des Sicherheitscheck wird durch Aus-hang bekannt gegeben.

15.4. Sicherheit im Gebiet des Seekanals Warnemünde: Die Ver-kehrsbestimmungen sind unbedingt zu beachten (KVR undSeeschifffahrtsstraßen Ordnung) Den Anweisungen der Wasserpolizei ist Folge zu leisten.

16. Funktionsboote

16.1. Boote der Wettfahrtleitung führen eine weiße Flagge mit den Buchstaben "RC" und eine graue Flagge.

16.2. Boote der Jury führen eine weiße Flagge mit den Buchsta-ben "JURY".

16.3. Das Boot des Vermessers führt eine weiße Flagge mit denBuchstaben "MEASUREMENT".

16.4. Presseboote führen eine weiße Flagge mit dem Buchstaben"PRESS".

17. Abfall

Boote dürfen keinen Abfall in das Wasser werfen.

18. Funkverkehr

Ein in einer Wettfahrt befindliches Boot darf weder Funk-verkehr geben noch annehmen, der nicht für alle Boote ver-fügbar ist. Dies gilt nicht für „Rund Bornholm“ Zwischen Booten und der Wettfahrtleitung ist Funkverkehr erlaubt. Der Arbeitskanal wird auf der Steuermannsbesprechung be-kannt gegeben und an der offiziellen Tafel ausgehängt.“

15. Safety Regulations

15.1. For “check in” prior the warning signal each boat shall stay with main sail set near the head of “Mittelmole” respectively pass the starting vessel in race “Warnemuende – Cup” and “2 Up & Down”.

15.2. Boats retiring from a race shall report this immediately to the race committee or the race office. The race office telephonenumber will be posted on the official board.

15.3. The race “hanseboot Rund Bornholm” will be conducted accor-ding to safety category 2. (Exceptions in accordance to class-rules and design features are possible only with written per-mission of the equipment- inspector) Time of safety checks willbe posted at the official notice board.

15.4. Safety in the area of the sea channel Warnemuende: Pay atten-tion to maritime regulations (Collision Regulations and See-schifffahrtsstraßen Ordnung) Instructions of the water policemust be followed.

16. Official Boats

16.1. Boats of the race committee will display a white flag displaying"RC" and a grey flag.

16.2. Jury boats will display a white flag with the word "JURY".

16.3. The boat of the measurer will display a white flag with "MEASUREMENT".

16.4. Press boats will display a white flag with "PRESS".

17. Trash disposal

Boats shall not put trash into the water.

18. Radio communication

A boat shall neither make radio transmissions while racing norreceive communications not available to all boats. This does notapply for “Rund Bornholm”. Radio telephony is allowed bet-ween boats and Race Committee. The working channel will beannounced at the skippers meeting and published on the offi-cial board.

1. RULES

1.1. The regatta will be governed by the rules as defined in the Racing Rules of Sailing.1.2. No national authority prescriptions will apply.1.3. The Laser class rule 7(a) is restricted as follows:

Only one person shall be onboard whilst racing. The person shall be named on the entry form.1.4. Sails shall have the full sail number AND NATIONAL LETTERS in accordance with the Class Rules and RRS. The national letters shall denote

the National Authority of which the sailor is a member in accordance with RRS 75.2. This changes RRS Appendix G 1.1.1.5. If there is a conflict between languages the English text will take precedence.1.6. The Series Sailing Instructions are complemented by Local Sailing Instructions in the following Sailing Instructions

(SI 1.7, 4.2, 4.3, 6.1, 7.2, 10.1, 10.2, 11.1, 11.2, 22.5, 22.6)1.7. Boats not racing shall not sail on other course areas where marks are placed and boats are sailing.

2. NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board located near the race office Mittelmole.

3. CHANGES IN SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted before 09.00 hrs on the day it will take effect, except that any change to the scheduleof races will be posted by 21.00 hrs on the day before it will take effect.

4. SIGNALS MADE ASHORE

4.1. Signals made ashore will be displayed on the signal mast near the race office.4.2. Flag AP over H with two sound signals (one when lowered) means ‘No boat shall go afloat until this signal is lowered. The first warning

signal will be made not less than 1 hour after AP over H is lowered.’4.3. When flag AP is displayed ashore: ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP.

5. BOATS AND EQUIPMENT

5.1. All competitors shall use only one hull, sail, mast, boom, centreboard and rudder.5.2. In the event of damage, boats and equipment may only be substituted with the written permission of the regatta measurer, jury or race

committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last raceof the day, provisional verbal permission shall be obtained from the regatta measurer, jury or race committee and the written permissionof the regatta measurer, jury or race committee shall be applied for before the end of Protest Time at the end of the day in which the sub-stitution takes place.

5.3. Women competitors shall place a red diamond on each side of their sail (back to back) in compliance with class rule 4(g). The diamond shallbe 240mm high and 180mm wide +/- 5mm and shall be located in the centre of the sail immediately above the top batten. 6. FORMAT OF RACING

6.1.1. The Laser Standard will race on area “D” (Delta, colour yellow)6.1.2. Laser Radial will race on area “F” (FOXTROTT, colour light blue)6.1.3. Laser 4.7 will race on area “B” (BRAVO, colour pink)6.1.4. Each fleet (Laser Standard, Laser Radial and Laser 4.7) will be split on the discretion of the organising authority if clearly more than 70 en-

tries are expected. The decision to split or not to split the fleet will be posted on the official notice board until 2nd July 2011 09.00 hrs.6.2. Competition Format (Split Fleets - Groups)

(a) The organising authority will divide the boats in the split fleet(s) into 4 groups of, as nearly as possible, equal size. The groups are called Yellow, Blue, Red and Green, and will sail as follows, for each split fleet:

(b) (i) If all groups of a split fleet have not completed the same number of races by the end of a day, the groups with fewer raceswill continue racing the following day until all groups have completed the same number of races. All boats will thereafter racein the new group combinations.

(ii) If at the end of the regatta some groups of a split fleet have more race scores than others, scores for the most recent race(s)will be excluded so that all groups of that fleet have the same number of race scores.

7. SCHEDULE OF RACES

7.1. There are two races a day.7.2. The scheduled time for the first warning signal for the first race on Saturday 2nd July is 14.00 hrs, on the subsequent days is 11.00 hrs.7.3. The warning signal for the start of the second and subsequent race(s) each day will be made as soon as practicable after the finish of the

last boat in the previous race for that fleet. This may be before all the fleets in the previous race have finished.7.4. On the last day of the regatta no warning signal for any fleet will be made after 14.00 hrs.7.5. Starting Sequence:

The starting sequence will be signalled with warning signals (the class flag and two coloured flags of the same colour as the groups thatare about to start) on the race committee starting vessel.

8. CLASS FLAGS

8.1. The Class Flags will be:Laser Standard: Laser Class flag (white flag with red Laser star)Laser Radial: Laser Radial Class flag (gren flag with red Laser star)Laser 4.7: Laser 4.7 Class flag (yellow flag with red Laser star)

9. RACING AREAS

9.1. The racing areas are shown in appendix 2 of this sailing instruction.9.2. Before the starting signal, the racing area is the area within 100 metres of the starting line. After the starting signal, the racing area is the

area within an imaginary line drawn 100 metres outside any point where a boat might sail during normal racing and includes the area bounded by marks 1, 2, 3 and 4 at all times when any boat of any fleet is still racing.

10. THE COURSES

10.1. If the fleet is not split, diagram 1 in appendix 1 show the courses, including the approximate angles between legs, the order in which marksare to be passed, and the side on which each mark is to be left.

10.2. If the fleet is split into 2 starts, diagram 6 in appendix 1 show the courses, including the approximate angles between legs, the order in which marks are to be passed, and the side on which each mark is to be left.

10.3 Before the warning signal for each fleet, the race committee will display course signals on a board on the race committee boat as follows:O - means outer loopI - means inner loop

10.4. No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg.10.5. The course may be shortened to finish at a rounding mark provided 3 or more legs (excluding 1 to 1a) will have been sailed.10.6. The leeward marks will always be set as gates.10.7. When one gate mark is missing, the remaining mark shall be rounded to port.

11. MARKS

11.1. In race area Delta the marks including mark 1a will be yellow cylinders.In race area Foxtrott the marks including mark 1a will be orange cylinders. In race area Bravo the marks including mark 1a will be orange and yellow cubes.

11.2. New marks, as provided in instruction 13.2 will be of the same colour and shape.11.3. The starting marks will be race committee boats.11.4. The finishing marks will be a race committee boat and a buoy with a red flag.11.5. A race committee boat signalling a change of a leg of the course is a mark as provided in instruction 13.4.

12. THE START

12.1. The starting line will be between staff displaying orange flags on two race committee boats.12.2. Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for other races.12.3. A boat starting later than 4 minutes after her starting signal will be scored DNS without a hearing. This changes RRS A.4 and A.512.4. STARTING PENALTIES – BLACK FLAG RULE

(a) Rule 30.3 is supplemented as follows: Sail numbers will be displayed for at least 3 minutes. A long sound signal will be made when the numbers are initially displayed. A boat whose number is so displayed shall leave the racing area, defined in sailing instruction 9.2, before the new preparatory signal.If she fails to do so, she may be scored DNE without hearing.

(b) When the race committee decides that its application of RRS 30.3 entitles a boat to redress under rule 62.1(a), it may give her redressby not displaying her sail number and not disqualifying her (change of RRS 30.3, 60.2 and 63.1).

12.5. If possible, the sail numbers of boats disqualified under RRS 30.3 will be displayed at mark 1.

13. CHANGE OF THE NEXT LEG OF THE COURSE

13.1. To change the next leg of the course, the race committee will move the original mark (or the finishing line) to a new position.13.2. When it is not possible to change the position of the original marks, the course may be reset using one or more new marks. When new

marks are already in use, the course may be reset using original marks.13.3. A change of course after the start will be signalled before the leading boat has begun the leg.13.4. Except at a gate, boats shall pass between the race committee boat signalling the change of the next leg and the nearby mark, leaving

the mark to port and the race committee boat to starboard. This changes rule 28.1.

14. ABANDONING A RACE

The race committee may abandon the race under rule 32.1 because of a major wind shift or irregular winds or when the wind speed dropsbelow 5 knots (2.5 m/s). Action or no action by the race committee under this instruction will not be grounds for redress. This changes rule62.1(a).

15. THE FINISH

The finishing line will be between a staff displaying a blue flag on a race committee boat and the portend finishing mark. This instructiondoes not apply when rule 32.2 does.

16. TIME LIMIT AND TARGET TIME

16.1. The length of the course will be set for a target time of 60 minutes. Failure to meet the target time will not be grounds for redress. This changes rule 62.1(a).

16.2. Boats failing to finish within 20 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing.This changes rules 35, A.4 and A.5.

17. PENALTY SYSTEM

17.1. Appendix P will apply with the following changes:(a) If a first penalty is signalled after she has finished, a boat will be given a scoring penalty of 8 points without a hearing.(b) Appendix P3 is modified to read: “If a boat has been penalized for the first time under Appendix P1 and the race committee signals

a postponement, general recall or abandonment, the Penalty is cancelled, but it is counted to determine the number of times she hasbeen penalized during the regatta. If a boat has been penalized for the second or subsequent time under Appendix P1 and the race com-

mittee signals a postponement, general recall or the race is abandoned, the boat shall not sail in this race if it is restarted or re-sailed.If she does, she shall be disqualified without a hearing and her score shall not be excluded.”

(c) Action by the jury under Appendix P shall not be grounds for a request for redress by a competitor. The jury however may initiate re-dress. This changes rule 60.1(b), 60.2(b) and Appendix P4.

17.2. MEASUREMENT PENALTIES(a) If a boat is sailed without a centreboard stopper, or with no mast retention line attached (class rule 3(b) xi), a scoring penalty of 20

points will, without a hearing, be added to the boat’s score in the last completed race in which she was racing without the cen-trebo ard stopper or retention line in regattas with 20 or more competitors, and a 10 point penalty in regattas with less than 20 com-petitors. However, she shall not be scored worse than DSQ.

(b) Any changes to the boat which have not been authorized as per SI 5.2. will result in the sailor's disqualification without a hearing from the last race completed when the change was made.

(c) For any other measurement protest, the jury may issue an alternative penalty to disqualification.(d) Sailing Instruction 17.2 changes rule 63.1.

18. PROTESTS

18.1. Protests shall be written on forms available at the jury office and delivered there within the protest time which is 75 minutes after the fi-nish of the last boat in the last race of the day in each fleet. The end of protest time will be posted on the official notice board and may be different for each fleet.

18.2. Notices will be posted no later than 30 minutes after the protest time limit to inform competitors of hearings in which they are parties ornamed as witnesses. Hearings will be held in the protest room in mittelmole.

18.3. Notices of protests by the race committee or jury will be posted to inform boats under rule 61.1(b).18.4. A list of boats that have been penalized under Appendix P will be posted on the official notice board located near the race office.18.5. Breaches of instructions 1.4, 4.2, 12.2, 22, 24, 26 and 27 shall not be grounds for a protest by a boat. This changes rule 60.1(a). For these

breaches the jury may apply another penalty in place of disqualification.18.6. On the last scheduled day of racing a request for reopening a hearing shall be delivered

(a) within the protest time limit if the requesting party was informed of the decision on the previous day;(b) no later than 15 minutes after the requesting party was informed of the decision on that day;(c) no later than 15 minutes after a signal to abandon racing is displayed ashore. This changes rule 66.

18.7. On the last scheduled day of racing a request for redress from a jury decision shall be delivered no later than 15 minutes after the decision was posted. This changes rule 62.2(a).

18.8. MEASUREMENT PROTESTSMeasurement protests shall only be accepted from the race committee or the jury. This changes rule 60.1(a).

18.9. Decisions of the jury will be final as provided in rule 70.5.

19. ARBITRATION SYSTEM

19.1. As an alternative to a complete protest hearing by the jury, competitors may be given the choice of using an arbitration system. A condi-tion for this is that the parties present at the time scheduled for the hearing agree to accept the decision of the arbitrators. The arbi-tration system changes rules 63 and 64.

19.2. The arbitrators will be two members of the jury. They will take the evidence of the parties and give their opinion as to any rule breaches.This opinion will be binding as a protest decision on the parties. However, the hearing may be reopened under rule 66. If a party to a hea-ring asks for a reopening, the penalty, if any, will be DSQ. If the arbitrators refer the case to the jury, or the jury initiates a reopening, thepenalty will be the penalty prescribed in instruction 19.3 or a greater penalty.

19.3. If the arbitrators penalize a boat, she shall receive a 30% Scoring Penalty calculated as stated in RRS 44.3(c).19.4. If any of the parties refuse to accept the system when offered arbitration, the protest will be heard by a properly constituted jury and any

penalty score becomes a DSQ or more (DNE).

20. WHISTLE SYSTEM

To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule.If no boat takes a penalty, the jury may lodge a protest.

21. SCORING

21.1. For all classes, 2 races are required to be completed to constitute a regatta.21.2. (a) When fewer than 4 races have been completed, a boat’s regatta score will be the total of her race scores.

(b) from 4 to 7 races have been completed, a boat’s regatta score will be the total of her Race scores excluding her worst score.(c) When 8 or more races have been completed, a boat’s regatta score will be the total of her race scores excluding her two worst scores.

21.3. If a points scoring penalty for a breach of rule 42 or under the Arbitration System would result in a score worse than DSQ, the penalty willbe that corresponding to DSQ. The scores of other boats will not be changed.

21.4. The scoring abbreviation for a discretionary penalty imposed under SI 17.2 or 18.5 will be DPI.21.5. The scoring abbreviation for an arbitration penalty is ARB, and the scoring abbreviation PTS means scoring penalty for a yellow flag after finishing.

22. SAFETY

22.1. Competitors shall wear personal flotation devices at all times when afloat, except briefly while changing or adjusting clothing or personalequipment. Wet suits and dry suits are not personal flotation devices. This changes rule 40.

22.2. Competitors who require assistance from rescue boats should wave one arm with hand open. If no assistance is required, the arm shouldbe waved with fist closed.

22.3. If considered necessary a competitor may be ordered by a race organisation boat to abandon his or her boat and board a rescue boat.22.4. A boat that retires from a race shall notify the race committee as soon as possible. The boat shall complete a retirement declaration form

at the protest desk on return ashore.22.5. Safety in the area of the sea channel Warnemuende:

• Attention: Large Ferry-Traffic volume, cross the fairway in the shortest and safest way• Pay attention to maritime regulations (Collision Regulations and Seeschifffahrtsstrassenordnung)• Pay attention to Instructions of the water police.

22.6. In case of extremely dangerous situations (weather conditions, …) the race committee will fire, together with or after the signals for aban-donment of races, 3 guns with green stars. This signal will be repeated by as many Race Committee vessels as possible.This means for racing boats:Safety first for crew and helmsman. Sail your boat in the safest way to the nearest harbour. This means for all other vessels in the area:Watch and give assistance in rescuing crews and boats.

23. EQUIPMENT AND MEASUREMENT CHECKS

A boat and equipment may be inspected at any time for compliance with the class rules, wet clothing rules and sailing instructions at thediscretion of the class representative, race committee or international jury.

24. ADVERTISING

Boats shall display advertising supplied by the organizing authority as described on the official notice board.

25. OFFICIAL BOATS

25.1. Each race committee boat may display a white flag with “RC” and a flag with the colour of the race area.25.2. Rescue boats may display a white flag with the word “RESCUE”.25.3. Jury boats will display a white flag with the word "JURY".25.4. The boat of the measurer will display a white flag with "MEASUREMENT".25.5. Press boats will display a white flag with "PRESS".

26. TEAM AND SUPPORT BOATS

26.1. Team and support boats shall, at all times when afloat, be clearly identified by the country name, national letters or national flag of theteam they represent.

26.2. Team and support boats shall not be in the racing area during the period between the first warning signal of the first fleet in a race and the finish of the last boat in the last fleet in that race except when a postponement is signalled, in which case they may be in the racingarea until the first signal after the end of the postponement. The racing area is defined in instruction 9.2.

26.3. If a team or support boat does not comply with instruction 26.1 and/or 26.2 a penalty may be applied to some or all associated competitors.26.4. Instruction 26.2 will not apply to rescue operations.

27. TRASH DISPOSAL

Boats shall not put trash in the water. Trash may be placed aboard support and race committee boats.

28. PRIZES

Prizes will be awarded in the following categories subject to entry numbers:Laser Standard Rig: Overall, Youth Under 21, Youth Under 19.Laser Radial Rig: Men, Women, Boys Under 19, Boys Under 17, Girls Under 19, Girls Under 17.Laser 4.7 Rig: Boys Under 18, Boys Under 16, Girls Under 18, Girls Under 16.

29. LIABILITY

The WARNEMUENDER WOCHE, Warnemuender Segel-Club, Hamburger Segel-Club, Rostocker Yacht Club and Segler-Verein Stoessensee, theDeutscher Segler Verband and the International Laser Class Association, their officers, members and volunteers do not accept liability forloss of life or property, personal injury or damage caused by or arising out of the Europa Cup and Laser Youth Grand Prix Regattas and competitors take part in the Regattas entirely at their own risk. The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management ofa boat he or she is sailing. A competitor must be of good health and a competent sailor capable of sailing a Laser in strong winds. It is theresponsibility of each sailor to decide to participate in a race or to continue racing.

30. RIGHTS TO USE NAME AND LIKENESS

By participating in this event, competitors automatically grant to the organizing authority and the event sponsors the right, in perpetuity,to make, use, and show, at their discretion, any photography, audio and video recordings, and other reproductions of them made at the venue or on the water from the time of their arrival at the venue, until their final departure, without compensation for the purpose of newsreporting, regatta documentary, advertising to promote the regatta, the national or the international class association or sailing, and ad-vertising where the above pictures/video recordings/etc are shown in the context of sailors/participants competing in a Laser Europa Cupand Youth Grand Prix event.

31. INSURANCE

Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 1.000.000 € per event or the equivalent.
