Aus dem Bereich der Vereinten Nationen Tätigkeiten • Nachrichten • Meinungen Politik und Sicherheit Abrüstungskonferenz: Ad-hoc-Ausschuß zur Weltraumrüstung — Detailarbeit am Vorentwurf einer C-Waffen-Konvention (1) (Dieser Beitrag setzt den Bericht i n V N 1 / 1985 S.25 fort.) Zähflüssig und ohne große substantielle Er- folge, aber durchaus mit kleinen verhand- lungstechnischen Fortschritten verlief 1985 die Jahrestagung der Abrüstungskonferenz in Genf (5.2.-23.4. und 11.6.-30.8.). Insge- samt sah sich die Konferenz in einer günsti- geren Lage als im Vorjahr, da die Super- mächte ihre bilateralen Rüstungskontroll- gespräche wieder aufgenommen hatten, was von praktisch allen Delegationen der Konfe- renz mit Befriedigung zur Kenntnis genom- men wurde. Der thematische Rahmen d e r A r - beiten dieses einzigen multilateralen Ver- handlungsforums für die Abrüstung, das aus- schließlich im Konsensverfahren arbeitet, wird durch den die zehn Hauptgegenstände der Abrüstungs- und Rüstungskontrollbemü- hungen der Vereinten Nationen bezeichnen- den >Dekalog< gesteckt. Umfassender Atomwaffen-Teststopp: E s g e - lang wiederum nicht, zu diesem Thema einen Ad-hoc-Ausschuß einzusetzen, da keine Ei- nigkeit über dessen Mandat zu erzielen war. Während die westlichen Staaten nur einem Auftrag zur Stoffsammlung mit Blick auf spä- tere Verhandlungen zustimmen wollten, ver- langten die sozialistischen Staaten und die Neutralen und Blockfreien (Gruppe der 21) die Einsetzung eines Ausschusses mit einem mehr oder minder deutlichen Verhandlungs- mandat. Die Sowjetunion konnte mit ihrer Ankündigung, vom 6. August 1985 bis zum Ende des Jahres einseitig auf Atomtests zu verzichten, unter den Blockfreien gewisse at- mosphärische Erfolge erzielen, zumal dieses Moratorium auf der Linie der Deklaration von Neu-Delhi vom 28. Januar 1985 (gemeinsame Erklärung der Staats- und Regierungschefs Argentiniens, Griechenlands, Indiens, Mexi- kos, Schwedens und Tansanias gegen Kern- waffen) liegt. Damit ist die westliche Gruppe in die Rolle des Bremsers auf diesem Sektor der Rüstungskontrolle geraten. Zwar wurde von dieser Seite erneut das Verifikations- problem hervorgehoben, die beiden anderen Gruppen halten die Überwachungsmöglich- keiten aber für ausreichend, um zur Erarbei- tung eines allgemeinen Teststoppvertrages zu schreiten, obwohl auch der sowjetische Delegierte anerkannte, daß es dort noch Pro- bleme zu lösen gibt. Unter weiteren Druck könnte die westliche Argumentation geraten, wenn die zum Stu- dium der Verifikationsfrage eingesetzte Wis- senschaftlergruppe 1986 die Ergebnisse ei- ner 1984 erstmals unter Nutzung des welt- weiten Kommunikationssystems der Weltor- ganisation für Meteorologie durchgeführten Testreihe auswerten wird. Bei der Durchfüh- rung der Testreihe war es allerdings zu Unre- gelmässigkeiten bei sowjetischen Meßstatio- nen und einem von der UdSSR betriebenen Rechenzentrum gekommen. Während Frankreich seine Sonderrolle unver- ändert beibehielt und seine Beteiligung an den Arbeiten zum umfassenden Teststopp nach wie vor von Vorleistungen der Sowjet- union und der Vereinigten Staaten abhängig macht, hat sich bei Chinas bislang ähnlicher Position eine gewisse Änderung ergeben. Pekings Delegierter erklärte, man werde den bisherigen Standpunkt überdenken, wenn es 1985 zur Gründung eines Teststopp-Aus- schusses kommen sollte. Dieser Fall ist — wie dargelegt — nicht eingetreten, es ist aber auch nicht ersichtlich, daß jene neue Haltung der Volksrepublik sich auf das Jahr 1985 beschränken sollte. Verhütung von Nuklearkriegen: Die Einset- zung eines Ad-hoc-Ausschusses zu diesem Thema scheiterte an einem fundamentalen Auffassungsunterschied zwischen der west- lichen Staatengruppe auf der einen u n d d e n osteuropäischen Staaten und den block- freien Ländern auf der anderen Seite. Wäh- rend erstere es ablehnten, das Problem des nuklearen Krieges isoliert von konventionel- len Waffengängen zu untersuchen u n d i m Gewaltverbot der UN-Charta ein unteilbares Ganzes sehen, bestehen die letztgenannten darauf, daß die einzigartige Zerstörungskraft der Kernwaffen eine gesonderte Behandlung geradezu erheische. Der Abschreckungsge- danke u n d d a s Ziel der Verhütung von Atom- kriegen seien diametrale Gegensätze. Ein gewisses Verständnis für die westliche Hal- tung fand sich allein in chinesischen Stel- lungnahmen. Beendigung des nuklearen Wettrüstens und nukleare Abrüstung: Bei diesem Punkt traten ganz ähnliche Meinungsverschiedenheiten auf wie bei dem zuvor behandelten. Die Ein- setzung eines Ad-hoc-Ausschusses kam nicht zustande, weil die westliche Gruppe die oben genannten Bedenken (Unteilbarkeit des Gewaltverbots) wiederholte und die Auf- fassung vertrat, daß die bilateralen Verhand- lungen zwischen Moskau und Washington angesichts der überragenden Größe dieser beiden Arsenale das geeignetere Forum für solche Verhandlungen seien. Verhinderung eines Wettrüstens im Welt- raum: Erstmals gelang es der Konferenz, zu einem Konsens über das Mandat eines Ad- hoc-Ausschusses zu diesem Sachkomplex zu kommen. Der Ausschuß hat den Auftrag zur Stoffsammlung, kein Verhandlungsman- dat. Seine Diskussionen erbrachten eine Be- standsaufnahme, die die erheblichen Mei- nungsunterschiede in den Bereichen d e r m i - litärischen Nutzung von Satelliten, der Anti- satellitenwaffen und der Strategischen Ver- teidigungsinitiative deutlich machte. Die SDI wird neuerdings auch unter dem Gesichts- punkt kritisiert, daß durch ein solches Sy- stem nicht nur gegnerische, offensiv einge- setzte ballistische Raketen bekämpft werden könnten, sondern praktisch jedes Ziel auf der Erdoberfläche. Eine Macht, die über derar- tige Waffen verfüge, sei — so der indische Delegierte — in der Lage, sich zum Weltpoli- zisten aufzuschwingen. Der US-Delegierte bekannte sich ausdrücklich zu den beste- henden bi- und multilateralen Rüstungskon- trollvereinbarungen und trat den von Seiten des Ostblocks und der Gruppe der 21 erho- benen Vorwürfen, SDI werde den Rüstungs- wettlauf beschleunigen und destabilisierende Effekte zeitigen, entgegen. Es handele sich um ein reines Forschungsprogramm. Außer- halb der westlichen Staatengruppe verhallte diese Argumentation weitgehend. Der Ver- treter der Bundesrepublik Deutschland regte an, zunächst die bestehenden Vertragswerke genau zu untersuchen und sich über deren Auslegung zu verständigen. Chemische Waffen: Die im Schatten des Ein- satzes chemischer Waffen im Golfkrieg ste- henden Arbeiten des Ad-hoc-Ausschusses haben weiter an Substanz gewonnen. Es liegt ein Textentwurf vor, der die Struktur einer möglichen Konvention schon erkenn- bar werden läßt. So ist neben einem Anwen- dungsverbot für C-Waffen eine echte Abrü- stung geplant, die sowohl die Waffenbe- stände als auch die Produktionseinrichtun- gen betreffen soll. Die Vertragsstaaten wer- den ihre Vorräte an C-Waffen und die Pro- duktionsstätten dafür anzugeben haben und Pläne zu deren Vernichtung, gegebenenfalls auch zur Umwandlung in nicht verbotene Ma- terialien beziehungsweise Anlagen, innerhalb von zehn Jahren nach Inkrafttreten der Kon- vention aufstellen müssen. Die Verifikation soll einem Beratenden Ausschuß obliegen, dem für diesen Zweck sowohl technische Mittel als auch die Möglichkeit von Ortsbe- sichtigungen zur Verfügung stehen sollen. Weitere Bereiche des künftigen Übereinkom- mens sind allerdings noch gar nicht formu- liert, in anderen ist noch kein endgültiger Konsens erreicht (oder es stehen sich meh- rere Textentwürfe alternativ gegenüber). Der sowjetische Delegierte meldete Vorbehalte gegen zu weit gehende Überprüfungsmecha- nismen an. Eine allgemeine Kontrolle könne im Zusammenhang allgemeiner und vollstän- diger Abrüstung eingeführt werden, nicht aber durch eine eine einzige A r t v o n Massen- vernichtungswaffen betreffende Konvention. Unabhängig von solchen politischen Hinder- nissen ist das Verifikationsproblem auch un- ter technischen Gesichtspunkten überaus schwer zu lösen, da gewisse für binäre Kampfstoffe verwendete Chemikalien auch zivil genutzt werden. In der Plenardebatte über die C-Waffen-Kon- vention wurde auch der SED-SPD-Vorschlag für eine Chemiewaffenfreie Zone in Mitteleu- ropa angesprochen. Der Delegierte der Bun- desregierung bezweifelte die Nützlichkeit dieser Initiative angesichts des riesigen C- Waffen-Arsenals der UdSSR (das dabei le- diglich etwas zurückverlagert werden müßte) und der dort in bedeutendem Umfang betrie- benen Produktion. Gerade in dieser Hinsicht sah sich die Sowjetunion einer Reihe sehr kritischer Fragen ausgesetzt, die sie auch mit dem Hinweis auf die erstmals seit 16 Jah- ren wieder erfolgte Bereitstellung v o n B u d - Vereinte Nationen 1/86 35
