The rational model

• Gathering sufficient data and expert analysis

• Understanding problem

• Discerning and operationalizing goals

• Intense and thorough thinking

• Reasoned choice (calculation, comparison, cost-benefit-ratio)

The non-rational model

• objective data and information are not sufficient for decision making

• objective reality is always framed or embedded in discourse

• need to pay attention to language is part of policy making

• reasoned choice is related to frame reflection
