If it wasn't for Bunburys extraordinary bad health, for instance, I wouldn't be able to dine with you at Willis's to-night, for I have been really engaged to Aunt Augusta for more than a week. Jack - I haven't asked you to dine with me anywhere to-night. Algernon - I know. You are absurdly careless about sending out invitations. It is very foolish of you. Nothing annoys people so much as not receiving invitations. Jack - You had much better dine with your Aunt Augusta.

US leaning toward freeze on mortgages

Washington: Government regulators and US lenders are leaning toward five years as the duration of an interest-rate freeze on subprime mortgages, said a person with knowledge of the negotiations aimed at fending off a jump in foreclosures.

Such an agreement would satisfy the shortest fix sought by the Federal Deposit Insurance Corporation. That period is longer than the minimum, two- to three-year modifications suggested by Fannie Mae, the largest source of financing for American home loans. The US Treasury Department’s Office of Thrift Supervision has advocated three to five years. The person was granted anonymity because he was unauthorized to discuss the agreement before details were officially released.

“Fixing the reset period is an important action, and it’s good that everyone now seems to be pushing in the same direction,” – said Michael Barr, a professor at the University of Michigan Law School and an aide to Robert Rubin when was Treasury Secretary. “Now the question is what additional steps are required to keep people in their homes and avoid foreclosures.”

The current Treasury secretary, Henry Paulson Jr, is completing work on the accord as the housing recession enters its third year and threatens to undo the economic expansion. President George W. Bush and Paulson may announce the plan Thursday, said two people with knowledge of the negotiations. They declined to be identified because they were unauthorized to speak as the details of the agreement have not been officially announced.

More than 30 percent of borrowers with subprime adjustable rate mortgages are behind on their payments before their loans reset to higher interest payments and 775,000 homes with 143 billion dollars of mortgage debt will go into foreclosure over the next two years, Credit Suisse estimates.

Government officials and company executives spent much of the past week negotiating over how long to extend starter rates on subprime mortgages, which are usually given to people with poor or incomplete credit histories.

Paulson was to brief Republicans in the House of Representatives on the plan Wednesday, Representative Adam Putnam, Republican of Florida, said Tuesday. Putnam, Chairman of the House Republican Conference, said his interest in Paulson’s efforts increased since he got calls from Florida officials about the state investment pool for local governments hit by debt downgrades. The state board froze withdrawals Nov. 29 to stem a run on assets. Rising defaults on mortgages have spurred billions of dollars in losses on securities backed by the loans.

“Florida in general increases my thinking that we need to look at the reasons to help mitigate the subprime meltdown,” Putnam said.

One challenge will be to craft a deal minimizing lawsuits from investors in bonds backed by the mortgages being rewritten, analysts said. The longer that lower rates are extended, the more risk posed to the bonds’ values. Representative Mike Castle, Republican of Delaware, has proposed legislation offering a “safe harbor from legal liability” to mortgage servicers.

NATURAL RESOURCE MANAGEMENTNatural resource management deals with managing the way in which people and

natural landscapes interact. It brings together land use planning, water management, biodiversity conservation, and the future sustainability of industries like agriculture, mining, tourism, fisheries and forestry. It recognizes that people and their livelihoods rely on the health and productivity of our landscapes, and their actions as stewards of the land play a critical role in maintaining this health and productivity. Natural resource management is also congruent with the concept of sustainable development, a scientific principle that forms a basis for sustainable global land management and environmental governance to conserve and preserve natural resources.

Natural resource management specifically focuses on a scientific and technical understanding of resources and ecology and the life-supporting capacity of those resources. Environmental management is also similar to natural resource management.

After the United Nations Conference for the Environment and Development (UNCED) held in Rio de Janeiro in 1992, most nations subscribed to new principles for the integrated management of land, water, and forests. Although program names vary from nation to nation, all express similar aims.

Integrated natural resource management (INRM). A process of managing natural resources in a systematic way, which includes multiple aspects of natural resource use (biophysical, socio-political, and economic), meets production goals of producers and other direct users (e.g., food security, profitability, risk aversion) as well as goals of the wider community (e.g., welfare of future generations, environmental conservation. The conceptual basis of INRM has evolved in recent years through the convergence of research in diverse areas such as sustainable land use, participatory planning, integrated watershed management, and adaptive management. INRM is being used extensively in community-based natural management.

Geographic Information Systems (GIS). GIS is a powerful analytical tool as it is capable of overlaying datasets to identify links. A regeneration scheme can be informed by the overlay of rainfall, cleared land and erosion. In Australia, Metadata Directories such as NDAR provide data on Australian natural resources such as vegetation, fisheries, soils and water.

Community Based Natural Resource Management (CBNRM). The CBNRM approach combines conservation objectives with the generation of economic benefits for rural communities. The three key assumptions being that: locals are better placed to conserve natural resources, people will conserve a resource only if benefits exceed the costs of conservation, and people will conserve a resource that is linked directly to their quality of life. When a local people’s quality of life is enhanced, their efforts and commitment to ensure the future well-being of the resource are also enhanced. CBNRM is based particularly on advocacy by nongovernmental organizations working with local groups and communities, on the one hand, and national and transnational organizations, on the other, to build and extend new versions of environmental and social advocacy that link social justice and environmental management agendas with both direct and indirect benefits observed including a share of revenues, employment, diversification of livelihoods and increased pride and identity. CBNRM has raised new challenges, as concepts of community, territory, conservation, and indigenous are worked into politically varied plans and programs in disparate sites. The capacity of indigenous communities to conserve natural resources has been acknowledged by the Australian Government. The Australian Government Departments of Agriculture, Fisheries and Forestry and the Department of the Environment, Water, Heritage and the Arts share responsibility for delivery of the Australian Government’s environment and sustainable agriculture programs, which have traditionally been broadly referred to under the banner of ‘natural resource management’.

größten Leidtragenden unter den Ärmsten der Armen: Menschen in Ländern mit geringem Wohlstand und großen klimatischen Extremen. Als besonders gefährdet gelten vor allem Schwellenländer.  Reichen Industrienationen traut man eher zu, mit den Effekten des Klimawandels fertig zu werden.

Ganz falsch ist das nicht, zeigt eine aktuelle wirtschaftswissenschaftliche Studie - aber eben auch nicht ganz richtig. Tendenziell, behauptet die Studie, dürften die reichen, industrialisierten Nationen in den gemäßigten Zonen beim Klimawandel zwar eher glimpflich bis gut wegkommen. Zu den Hauptleidtragenden des drohenden Klimawandels dürften aber auch Nationen gehören, die besonders viel zu verlieren haben - und besonders rücksichtslos mit ihren Ressourcen umgehen.

Rickes Studie ist die bisher wohl umfangreichste Bilanz der sogenannten "Social Costs of Carbon", kurz SCC. Definiert werden diese SCC als Summe des ökonomischen Schadens, der durch die Effekte der Emission einer Tonne Kohlendioxids in die Atmosphäre entsteht.

Diese Berechnungsgröße ist unter Wirtschaftswissenschaftlern populär, weil sie nicht nur mehrere Kosten verursachende Aspekte des Klimawandels erfasst, sondern sie auch in Relation zueinander setzt: Abhängig von ökonomischen wie ökologischen Faktoren kann die Emission von einer Tonne Kohlendioxid und die dadurch induzierte Klimaveränderung in verschiedenen Ländern ganz unterschiedliche Kosten verursachen oder - je nachdem, wie ein Staat auf die Bedrohung reagiert - sogar "Nutzen" bringen.

Grundsätzlich beziehen die SCC folgende Faktoren mit ein: die direkten Kosten ökologischer Schäden: Umweltkatastrophen wie Stürme

oder Dürren, Überschwemmungen, Ernteausfälle, Erosionsschäden etc. Vermeidungs- oder Anpassungskosten: Umstellung von Energieversorgung,

Nahrungsmittelproduktion, Deichsicherung, Wasserversorgung, Absicherungsmaßnahmen für sich durch Erosion oder Tauprozesse verändernde Landschaften, Umsiedlung gefährdeter Populationen etc.

Abmilderungskosten: die Kosten für Klimagas-Gegenmaßnahmen wie CO2-Senkung, die Erhaltung oder Aufforstung von Wäldern etc.Viele dieser Klimafolgen gehen mit Veränderungen der Märkte einher, die im

günstigsten Fall ebenfalls eingerechnet werden: Steigende oder fallende Preise für bestimmte Lebensmittel, Energiekosten, Baupreise und vieles mehr. Die Befürworter solcher Modelle schätzen sie wegen der Vielzahl eingerechneter Faktoren, die Kritiker bemängeln, dass die Hochrechnungen gerade deshalb extrem komplex und daher höchst unsicher seien.

Das las bald ein anderer Verleger oder Verlagsmann und er forderte den Schriftsteller Zimmermann auf, so rasch wie möglich zu ihm zu kommen, denn er habe ihm etwas Wichtiges zu sagen. Er zog seinen bessern Anzug an, bürstete, säuberte, kämmte, wusch und verschönerte sich, wie es sich schickte, und marschierte in aller Seelenruhe zu seinem Geschäftsmann. »Lieber Zimmermann,« sagte derselbe zu Zimmermann, »ich weiss, dass Sie ein ruhiger Mensch sind, der seine Ruhe liebt! La Società Dante Alighieri, fondata nel 1889 da un gruppo di intellettuali guidati da Giosue Carducci ed eretta in Ente Morale con R. Decreto del 18 luglio 1893, n. 347, ha lo scopo di «tutelare e diffondere la lingua e la cultura italiane nel mondo, ravvivando i legami spirituali dei connazionali all’estero con la madre patria e alimentando tra gli stranieri l’amore e il culto per la civiltà italiana».

Per il conseguimento delle sue finalità, per mezzo dei Comitati all’estero la “Dante Alighieri” istituisce e sussidia scuole, biblioteche, circoli e corsi di lingua e cultura italiane, diffonde libri e pubblicazioni, promuove conferenze, escursioni culturali e manifestazioni artistiche e musicali, assegna premi e borse di studio; per mezzo dei Comitati in Italia partecipa alle attività intese ad accrescere ed ampliare la cultura della nazione e promuove ogni manifestazione rivolta ad illustrare l’importanza della diffusione della lingua, della cultura e delle creazioni del genio e del lavoro italiani.

In Italia sono presenti 81 Comitati, distribuiti in quasi tutte le province: organizzano oltre 130 corsi di lingua e cultura italiane, frequentati da più di seimila studenti stranieri, e promuovono concorsi a premi riservati agli studenti e gemellati con i Comitati operanti negli altri Paesi.

È soprattutto all’estero che le iniziative della Società Dante Alighieri possono vantare numeri che sono testimonianza evidente dell’impegno iniziato nel lontano 1889. I Comitati sparsi nel mondo sono 401, diffusi in circa ottanta paesi e curano l’attività di circa 8.700 corsi di lingua e cultura italiane, con più di 122.000 soci e studenti. La “Dante” assicura poi la presenza del libro italiano attraverso 300 biblioteche disseminate in ogni parte del pianeta e dotate di oltre cinquecentomila volumi.

Dal 2009, inoltre, la “Dante Alighieri” - in seguito a un accordo stipulato con la Fondazione Maria e Goffredo Bellonci - è entrata a far parte della giuria del Premio Strega, il più prestigioso riconoscimento letterario italiano.

Sul piano della diffusione della lingua italiana, la Società Dante Alighieri rilascia, in base a una convenzione con il Ministero degli Affari Esteri e della Cooperazione Internazionale e con il plauso scientifico della “Sapienza” Università di Roma, il certificato PLIDA (Progetto Lingua Italiana Dante Alighieri), un diploma che attesta la competenza in italiano come lingua straniera secondo una scala di sei livelli elaborati a partire da quelli definiti dal Consiglio d’Europa nel Quadro comune europeo di riferimento per le lingue. Dal 2012 la “Dante” fa parte dell’Associazione “CLIQ-Certificazione Lingua Italiana di Qualità”, promossa dal MAECI, che vede riuniti gli enti certificatori (Società Dante Alighieri, Università per Stranieri di Siena, Università per Stranieri di Perugia e Università Roma Tre) della conoscenza della lingua italiana per stranieri con l’obiettivo di fornire un sistema di certificazione unificato che consenta di superare il problema della frammentazione delle offerte di studio destinate agli studenti di italiano nel mondo.

Le colline, basse, si susseguivano come onde. Fino in fondo all’orizzonte grano, cielo, grilli, sole e caldo.Quella maledetta estate del 1978 è rimasta famosa come una delle più calde del secolo. Il calore entrava nelle pietre, bruciava le piante e uccideva le bestie. Il sole ti levava il respiro, la forza, la voglia di giocare, tutto. Ad Acqua Traverse gli adulti non uscivano di casa prima delle sei di sera. Solo noi ci avventuravamo nella campagna rovente e abbandonata. Mia sorella Maria aveva cinque anni e mi seguiva con ostinazione. “Voglio fare quello che fai tu”, diceva sempre. Mamma le dava ragione. “Sei o non sei il fratello maggiore?” E mi toccava portarmela dietro.Nessuno si era fermato ad aiutarla. Normale, era una gara. - Dritti, su per la collina. Niente curve. È vietato stare uno dietro l’altro. E vietato fermarsi. Chi arriva ultimo paga penitenza - aveva deciso il Teschio e mi aveva concesso: - Va bene, tua sorella non gareggia. Eravamo in classe insieme. Era il mio migliore amico. Salvatore era più alto di me. Era un ragazzino solitario. A volte veniva con noi ma spesso se ne stava per i fatti suoi. Era più sveglio del Teschio, ma non gli interessava diventare capo. Il padre, l'avvocato Emilio Scardaccione, era una persona importante a Roma. E aveva un sacco di soldi in Svizzera. Questo si diceva. Poi c'ero io, Michele. Michele Amitrano. E anche quella volta ero terzo, stavo salendo bene, ma per colpa di mia sorella adesso sono fermo. Stavo decidendo se tornare indietro o lasciarla là, quando mi sono trovato quarto. Remo Marzano mi aveva superato. E se non mi rimettevo subito ad arrampicarmi, mi sorpassava pure Barbara Mura.
