Position Paper

The Service Directive means a new paradigm to public authorities.

We cities have to fulfill the requirements of the Service Directive.

To modernise the municipal authorities it is usefull to change more than the minimum requriement of the Service Directive.

We cities understand the service Directive to modernise our authorities in the sense of the Digital Charter.


Service Directive – new paradigm

The transaction costs of authoritiy precedures partly change over to the PSC as well as the municipal authorities

Example: business registration



The applicant don‘t need to deal with all authorities any longer – the public authorities have to coordinate themself as back offices according to the request

It is supposed that the Front Office to the applicant is the PSC



From a cities perspektive it could be usefull to establish a municipal front office, because the Front Office to the applicant is not only the PSC.

There are also direct relationships, for instance the administrative decision

Only a few municipalites have Front Offices.

Why?



Eurocities appreciate the pradigm shift to ease the usage of authority services for the business/citizen:– Minimize the transaction costs for the business/citizen– Establishing PSC‘s for certain requests

The cities should know about the need to analyse the administrative procedures behind the requests to find out which authorities have to cooperate in a specific situation.

The cities have to know about the legal regulation for their member states (for instance the Saxony PSC act)

Schleswig-Holstein List of 159 processes(on basis of list from RP with grouping)

Thuringia List of 367 processes(on basis of list from RP with further differentiation)

Brandenburg List of 37 processes

Hamburg Assistant determines list of relevant processes separately for each case -> overall list cannot be compiled with reasonable effort

Berlin Assistant determines list of relevant processes separately for each case -> overall list cannot be compiled with reasonable effort

Baden-Württemberg Processes defined for occupational groups, but no list for all groups can be generated -> overall list cannot be compiled with reasonable effort
