He/she then went into the store and paged COFIELD to call back to the store phone (3J9-6975). The CS then went out and stood on the corner. At 2: 8 pm COFIELD returned the CS' page and told him/her that he needed a little more time and that COFIELD would call the CS back. Again the CS stood on the corner where he spoke with Marcus LNU who told the CS he was also waiting for COFIELD who was supposed to get him some heroin. At 2:56 pm the CS again paged COFIELD to call back to th e store. At 2:59 pm COFIELD called the CS back and to d him/her and Marcus LNU to come meet him in the "HAMPS" (Hampshire Houses on Fifth St., Warren, Ohio). The CS and Marcus LNU then departed for the "RAMPS" on foot under audio and visual surveillance . 4. At 3:20 pm the CS went into the last apartment building on the left and then into apartment #1 where he/she spoke to Joseph COFIELD. COFIELD· told the CS to give him t e money up front. At that time the CS gave COFIELD the $1,000.00 of Official Government Funds and Marcus LNU gave COFIELD $500.00 for heroin. COFIELD then told the CS and Marcus LNU to go to Marcus' girlfriend's apartment in the Highland Homes (307 Lane S . W., Warren, Ohio) and that he would meet them there in twenty m nutes. COFIELD and an unknown black male got into COFIELD's white Olds Cutlass and left at 3 : 31 pm. COFI E LD and the unknown black male were followed to the Warren Heights Apartments by TFA Crissman, Dets. Dascoulias and Boldin and Agent Peterson. S/A McCoy and TFA Gambi l stayed with the CS and Marcus who went back to 307 Lane S.W. at 3:44 pm. 5. At 3:47 pm S/A McCoy and TFA Gambill went to 307 Lane Dr. S.W . and knocked on the door and asked to speak with the CS. The CS exited 307 Lane SW was searched, and then got into the vehi ~ le with S/A McCoy and TFA Gambill. The CS at this time told agents that he/she and Marcus HEMMINGWAY were awaiting COFIELD to deliver the "dope" and that the b ack male that left the Hampshire House with COFIELD was unknown to the CS. The CS was transported to a predetermined location by S/A McCoy and TFA Gambill, while surveillance teams and two Warren Uniform Cruisers set up surveillance in the area of 307 Lane to await the arrival of COFIELD. S/A McCoy and TFA Gambill went to the area of 1429 Karl Street (known residence of COFIELD) and located the white Olds Cutlass bearing Ohio Registration 663FAZ which COFIELD was seen driving. Surveillance team #1 consisting ofTFA Crissman, Det. Dascouslias and Agent Peterson then headed for the area of Karl Street along with Warren Uniform Officer Riggins. 6. At approximately 4:15 pm S/A McCoy and TFA Gambill observed the Olds Cutlass leave 1429 K arl Street at 4 : 20 pm and make a left onto Tod Avenue to head Nor t h. Surveillance teal # 1 was advised by TFA Gambill of the departure and direction of the target. Surveillance team # 1 confirmed that it was the target driving the vehicle and picked up v i s ual surveillance of the target Joe COFIELD, after a decision was mad ~ t o c o nduct a traffic stop on COFIELD based on the agents knowledge that he had no driv e r's l i cense. 5. At 3:47 pm S/A McCoy and TFA Gambill went to 307 Lane Dr. S.W. and knocked on the door

traffic stop on COFIELD based on the agents knowledge that he had no driver's license.

Det. Dascoulias advised the Uniform Cruisers of the target's location once he started

heading in the direction of 307 Lane S.W. Surveillance team #1 stopped at the

int ersection of Fourth and Highland with the target vehicle behind them. S/A McCoy and
