VORWORTPREFACE

Ist in einem Medikament auch wirklich das enthalten,

was auf der Verpackung steht? Kann sich der Verbraucher

auf die Qualität und Haltbarkeit seines Arzneimittels

verlassen? Pharmazeutische Analytik im Dienst des

Verbraucherschutzes schafft Gewissheit.

Werden gesetzlich zulässige Höchstmengen bei einem

beschlagnahmten Dopingmittel überschritten? Sind in

einem Nahrungsergänzungsmittel verbotene Substanzen

enthalten? Fragen, deren Antworten für staatliche

Ermittlungsbehörden von entscheidender Bedeutung

sind. Angewandte Analytik im Dienst der Rechtsprechung

schafft Sicherheit in Strafverfahren.

Pharmazeutische und angewandte Analytik sind heut-

zutage unverzichtbar. Sie stehen im Mittelpunkt unserer

täglichen Arbeit - zum Wohle des Verbrauchers.

Does a drug really contain what it says on the label?

Can the consumer rely on the quality and shelf-life of

the medication? Pharmaceutical analytics in the service

of consumer protection creates certainty.

Are legally permissible maximum quantities exceeded

with a confiscated doping agent? Does a dietary

supplement contain illegal substances? Where should

law enforcement or state investigators turn to provide

such critical information? Applied analytics in the

service of law enforcement creates certainty in criminal

cases.

nowadays. They are the focus of our day-to-day work

which benefits all consumers.

Wir sind die InphA. Das Institut für pharmazeutische

und angewandte Analytik. Als Deutschlands größtes

amtliches Untersuchungslabor (Official Medicines Control

Laboratory - OMCL) für die Bundesländer Bremen,

Hamburg, Hessen, Niedersachsen, Saarland und

Schleswig-Holstein führen wir die gesetzlichen Arznei-

mitteluntersuchungen durch.

Und wir stellen unsere hochspezialisierte Laboraus-

stattung und unser Personal in den Dienst von Dritten.

So unterstützen wir Strafverfolgungsbehörden in ganz

Deutschland durch die Analyse von Verdachtsproben

und die Erstellung detaillierter Gutachten. Anderen

amtlichen Untersuchungslabors bieten wir unsere ana-

lytischen Spezialkenntnisse an, zum Beispiel im Bereich

der Mikrobiologie. Darüber hinaus stellen wir Kunden in

ganz Europa unseren Sachverstand zur Verfügung. Das

schließt die Begleitung von behördlichen Inspektionen

ebenso ein wie eine Beratungstätigkeit für Verbraucher-

schutzorganisationen und die Weltgesundheitsorgani-

sation WHO.

We are the Institute for Pharmaceutical and Applied

Analytics (InphA). As Germany‘s largest Official

Medicines Control Laboratory (OMCL) for the German

federal states of Bremen, Hamburg, Hesse, Lower

Saxony, Saarland and Schleswig-Holstein, we conduct

the analytical testing of medicines required by the

German drug law.

Additionally, we put our highly specialised laboratory

equipment and personnel in the service of third

parties. We support on the one hand law enforcement

authorities throughout Germany by analysing suspicious

samples and providing detailed analytical reports. On

the other hand, we offer Official Medicines Control

Laboratories our special analytical know-how, for

instance in the area of microbiology. Moreover, we

provide our customers throughout Europe our expertise.

This includes the accompanying of inspectors on official

inspections as well as consulting activities for consumer

protection organisations and the World Health

Organisation (WHO).

Alles andere würde zu einem Interessenkonflikt führen

und unserem Anspruch an eine unbeeinflusste pharma-

on the market. In doing so, our independence from the

pharmaceutical industry is the crucial requirement. I am

talking about the independence from those companies

whose products we analyse on behalf of the six German

SPEZIAL-ANALYTIKSPECIAL ANALYTICS

Das Europäische Arzneibuch schreibt für die Unter-

suchung von sterilen und nicht sterilen Produkten spezielle

mikrobiologische Analyseverfahren vor. Wir bieten in

unseren Laboren die Prüfung auf Bakterien-Endotoxine,

die mikrobiologische Prüfung nicht steriler Produkte

sowie die Prüfung auf Sterilität an. Als einziges amtliches

Untersuchungslabor in Deutschland verwenden wir

dabei für die Sterilitätsprüfung die besonders sichere

Isolator-Technologie.

The European Pharmacopoeia requires special micro-

biological tests for the examination of sterile and

non-sterile products. Our laboratories offer the testing

for bacterial endotoxins, the microbiological testing of

non-sterile products as well as sterility testing. As the

sole Official Medicines Control Laboratory in Germany,

we are using the particularly safe isolator technology for

sterility testing.

MIKROBIOLOGISCHE UNTERSUCHUNGENMICROBIOLOGICAL TESTING

Lösemittelrückstände in Arzneimitteln können in hohem

Maße gesundheitsgefährdend sein und unterliegen

strengen Grenzwerten. Wir kontrollieren Wirkstoffe

und Arzneimittel auf Rückstände von Lösemitteln der

Klassen 1 und 2. Dazu ist bei uns als einzigem amtlichem

Untersuchungslabor in Deutschland ein eigenes

GC-MS-Verfahren etabliert und validiert.

Residual solvents in drugs can be a major health hazard

and are subject to strict thresholds. We check active

pharmaceutical ingredients as well as pharmaceutical

preparations for residual solvents of classes 1 and 2.

As the sole Official Medicines Control Laboratory in

Germany, we have established and validated an own

GC-MS procedure to run this test.

SCREENING AUF LÖSEMITTELRÜCKSTÄNDESCREENING FOR RESIDUAL SOLVENTS

Aflatoxine sind giftige, krebserregende Stoffe, die von

verschiedenen Schimmelpilzarten gebildet werden. Sie

können zum Beispiel bei der falschen Lagerung von

pflanzlichen Rohstoffen entstehen. Seit mehreren Jahren

wird bei uns ein Verfahren zur Bestimmung des Gesamt-

aflatoxingehalts angewandt. Dazu führen wir den soge-

nannten ELISA Test durch. Er stellt einen weiteren wich-

tigen Bestandteil unseres Spezialanalyse-Portfolios dar.

Aflatoxins are toxic, carcinogenic substances formed

by various mould fungus species. They can, for instance,

occur if herbal raw material is stored incorrectly. For

several years, we have applied a method to determine

the overall aflatoxin content using the so-called ELISA

test. It represents a further key component of our special

analytical portfolio.

VERDACHTSPROBEN

Ein Staatsanwalt will wissen, wie viel Trenbolonacetat in

einem beschlagnahmten Dopingpräparat enthalten ist.

Werden die gesetzlich zulässigen Höchstmengen über-

schritten? Das Analyseergebnis der Verdachtsprobe

fällt völlig anders aus, als erwartet (siehe Grafik).

Wir stellen unsere Laborausstattung und unser Fach-

wissen in den Dienst von Staatsanwaltschaften und

polizeilichen Ermittlungsbehörden in ganz Deutschland.

Dabei unterstützen wir die laufenden Strafverfahren

dank unseres für die spezifischen Problemstellungen

sensibilisierten Personals mit schneller und exakter

Analytik.

A public prosecutor wants to know how much trenbolon

acetate is contained in a confiscated doping prepa-

ration. Are the legally permissible maximum quantities

exceeded? The result of the testing of the suspicious

sample turns out to be entirely different than expected

(see chart).

We put our laboratory equipment and our specialist

knowledge in the service of public prosecutors and

police investigation authorities throughout Germany.

Our specialized and highly trained staff and state-of-

the-art equipment perform timely and accurate analytics

which benefits and bolsters investigations.

Die amtliche Arzneimitteluntersuchung ist in Deutschland

gesetzlich vorgeschrieben. Wir erfüllen diese Kontroll-

funktion jeden Tag für insgesamt sechs Bundesländer.

Was uns antreibt, ist das Wissen für die Sicherheit der

Verbraucher zu arbeiten. Denn unsere Untersuchungen

tragen maßgeblich zu einer gleichbleibenden Qualität

aller im Verkehr befindlichen Arzneimittel bei. Wir sind

der Überzeugung, dass jeder Verbraucher in Deutsch-

land das Recht auf qualitativ hochwertige Arzneimittel

hat. Darauf soll er vertrauen können.

legally required in Germany. We fulfil this control function

every day for a total of six German federal states.

What drives us is the enhancement of customer safety.

Our analytical work contributes significantly to a

consistent quality of all drugs on the market. We are

convinced that every consumer in Germany has the

right to high-quality medication. They should be able to

rely on this.

Eine herausragende Analytik erfordert den Einsatz von

Spitzentechnologie und besonders geschulten Personals.

Und sie setzt eine konsequente Qualitätssicherung

voraus.

Bei uns wird jeder Arbeitsschritt im Labor dokumentiert,

jeder Handgriff ist nachvollziehbar. Verbraucherschutz

und Mitarbeiterschutz sind uns gleichermaßen wichtig.

Daher schließt unser Qualitätsmanagementsystem

auch zentrale Aspekte der Arbeitssicherheit und des

Gesundheitsschutzes mit ein. Es ist nach DIN EN ISO

17025 bei der Deutschen Akkreditierungsstelle DAkkS

akkreditiert. Zudem werden wir regelmäßig durch das

Mutual Joint Audit-System des Europäischen OMCL-

Netzwerks begutachtet, dessen Mitglied wir sind.

und angewandte Analytik sind vielschichtig. Um ihnen

erfolgreich begegnen zu können, bedarf es eines breit auf-

gestellten Analyse-Portfolios. In unseren Laboren führen
