Liebe Kolleginnen und Kollegen,

mit diesen reichen Juni-Mitteilungen möchte ich Sie auch noch einmal be-sonders auf die Ausschreibung der Promotionspreise der Gesellschaft auf-merksam machen:

Bei Ihrer kommenden Zweijahrestagung in Berlin (15.-17. März 2017) wird die Deutsche Gesellschaft für Internationales Recht je einen Preis für eine hervorragende Dissertation im Völkerrecht und im Internationalen Privat-recht verleihen ("Hermann Mosler-Preis" und "Gerhard Kegel-Preis").

Jedes Mitglied der Gesellschaft ist eingeladen, eine Preisträgerin bzw. einen Preisträger vorzuschlagen. Vorschläge können bis 30. September 2016 ein-gereicht werden (bitte möglichst zusammen mit den einschlägigen Gutach-ten). Vorgeschlagene Arbeiten müssen zwischen 1.9.2014 und 30.9. 2016 erschienen oder zur Publikation angenommen worden sein.

Das European Center for Constitutional and Human Rights (ECCHR) und Brot für die Welt freuen sich, Sie zur Vorstellung der ECCHR-Publikation „Weltrecht in Deutschland? Der Kongo-Kriegsverbrecherprozess: Erstes Verfahren nach dem Völkerstrafgesetzbuch“ und anschließen-den Diskussion über den Stand des Völkerstrafrechts in Deutschland einzuladen.

13 Jahre Freiheitsstrafe für Ignace Murwanashyaka und acht Jahre für Straton Musoni: Damit endete im September 2015 der Prozess gegen die zwei ruandischen Anführer der Hutu-Miliz Forces démocratiques de libération du Rwanda (FDLR) am Oberlandesgericht in Stuttgart. Sie waren wegen Massaker an der Zivilbevölkerung im Osten der Demokratischen Republik Kongo angeklagt. Es war das erste Verfahren nach dem Völkerstrafgesetzbuch, das 2002 eingeführt wurde und das deutschen Gerichten ermöglicht, Völkerrechtsverbrechen zu untersuchen.

Das ECCHR hat den FDRL-Prozess seit seinem Beginn im Mai 2011 beobachtet. Nun stellt Dr. Patrick Kroker aus dem Programmbereich „Völkerstraftaten und rechtliche Verantwortung“, den Abschlussbericht vor. Dieser analysiert u.a. die Fragen: Taugt der Prozess als Modell für weitere Verfahren in Deutschland? Wie kann die Justiz die Defizite in der Aufarbeitung von Völkerstraftaten, vor allem bei Vorwürfen sexualisierter Gewalt, beheben? Welche Bedeutung hat das Völkerstrafrecht im weltweiten Kampf gegen die Straflosigkeit?

Nach einer Begrüßung von Dr. Julia Duchrow (Brot für die Welt), diskutieren über den FDLR-Bericht und den Stand des Völkerstrafrechts in Deutschland unter anderem: Christian Ritscher (Bundesanwalt beim Bundesgerichtshof), Géraldine Mattioli-Zeltner (Human Rights Watch) und Wolfgang Kaleck (ECCHR).

7. Wochenendseminar: Menschenrechte im Südlichen Afrika Initiative Südliches Afrika (INISA) e.V., in Kooperation mit der Gesellschaft für Politische Bildung, Akademie Frankenwarte, Würzburg, 10. - 12. Juni 2016

Die Mitgliedsstaaten der Afrikanischen Union verpflichten sich in ihrer Gründungsakte zur Ach-tung und Förderung der Menschenrechte. Wir befassen uns mit der Region im Spannungsfeld-zwischen westlichem Individualismus und afrikanischem Kollektivismus: Wie steht es um die Freiheitsrechte und Sozialrechte im Südlichen Afrika? Kollidieren die in Verfassungen verbrief-ten Bürgerrechte mit traditionellen Überlieferungen und Rollenbildern? Wie wird die Dynamik von Normen und Werten von außenbeeinflusst?

8. Der Sicherheitsbegriff in Israel im Kontext der internationalen Politik

Der Begriff 'Sicherheit' ist im israelischen politischen Diskurs von zentraler Bedeutung. Das erscheint auf den ersten Blick vor dem Hintergrund der israelischen Regierungspolitik, der jahr-zehntelangen Besatzung, der Kolonisierung und des Widerstandes dagegen mehr als verständ-lich - jedoch ist der Begriff in der Debatte quasi entpolitisiert: Er scheint aus dem politischen Zusammenhang herausgelöst, nach Ursachen der Bedrohung wird nicht mehr gefragt, v.a. die entscheidende Rolle des eigenen Regierungshandelns, die Besatzungs- und Siedlungspolitik, wird völlig verdrängt.

Politische Handlungsalternativen verschwinden aus dem Gesichtskreis der Bevölkerung mit dem Ergebnis eines Gefühls der Ohnmacht und Ausweglosigkeit, des 'damit-leben-müssens' - ein Nährboden für Radikalisierung und noch mehr Sicherheitsmaßnahmen.

Dieser Hintergrund scheint es außerdem den Menschen unmöglich zu machen zu verstehen, warum sich ihre Regierung in der internationalen Arena zunehmend isoliert. Zu fragen bleibt, wie sich diese Verhältnisse für Israel auf die Dauer sowohl im Inneren als auch international und regional auswirken.

9. The Grand Ethiopian Renaissance Dam: Implications for International Law

Gern möchten wir zu einer weiteren Veranstaltung unserer Vortragsreihe „Law After Lunch“ in diesem Sommersemester einladen. Am 16. Juni 2016 wird Dr. Zeray Yihdego aus Äthiopien zum Thema „The Grand Ethiopian Renaissance Dam: Implications for International Law“ sprechen. Der Vortrag beginnt wie üblich um 13 Uhr in der Dozentenbibliothek für Öffentliches Recht.

10. Europa in einer friedlosen Welt - Die EU und die heißen Konfliktzonen internationaler Politik

Heinrich-Böll-Stiftung, Berlin und European Council on Foreign Relations, Berlin, 16. Juni 2016 - 16:00 – 19:30h

Außen- und Sicherheitspolitik ist wieder zu einem zentralen Thema für Politik und Gesellschaf-ten in Europa geworden. Imperiale Restaurationsversuche, gewalttätige Auseinandersetzungen und Bürgerkriege in der europäischen Nachbarschaft, der anhaltende Migrationsdruck sowie gewaltbereiter Extremismus verbinden die europäische Sicherheit mit den Krisen im arabischen Raum. Diesen aktuellen Herausforderungen und anderen weltpolitischen Machtverschiebungen wird die Europäische Union mit einer eigenen globalen Strategie begegnen müssen, bei der sich grundsätzliche Fragen stellen: Wie analysiert man in Europa diese neue Sicherheitslage und welche Antworten braucht die EU? Wie viel „hard power“ braucht Europa? Kann sich die euro-päische Außenpolitik in dieser neuen Phase der Weltpolitik als Mittler und zugleich selbststän-diger Machtfaktor im internationalen Konzert verstehen? Welche Rolle fällt Deutschland als Land in der Mitte der Europäischen Union zu, welche Erwartungen haben unsere europäischen Nachbarn? Wie kann Europa seine eigenständige Außen- und Sicherheitspolitik vorantreiben und welche Erwartungen formuliert Europa an die USA?

Die Diskussion dieser Fragen bildet den öffentlichen Auftakt zur 17. Außenpolitischen Jahresta-gung "Europa in einer friedlosen Welt“, die am 17. Juni 2016 im Rahmen einer Fachkonferenz mit geladenen Expert/innen fortgesetzt wird.

Anlass der Tagung ist die Gründung des „Instituts für Rechtsvergleichung“ an der Ludwig-Maximilians-Universität München im Jahre 1916 durch Ernst Rabel. Das noch heute als Abteilung des Instituts für Internationales Recht bestehende Institut war das erste seiner Art in Deutschland.

Das 100jährige Jubiläum gibt Anlass zu einem Rückblick auf Leben und Werk von Ernst Rabel sowie zu einer aktuellen Bestandsaufnahme zu den von diesem Gelehrten hauptsächlich bear-beiteten Gebieten des materiellen Kaufrechts und des internationalen Vertragsrechts.

Die kaufrechtlichen Arbeiten von Ernst Rabel fanden bekanntlich ihren Niederschlag vor allem im Haager Einheitskaufrecht von 1964, dem Vorläufer des UN-Kaufrechts von 1980.

Letzteres hat zugleich prägenden Einfluss auf die Entwicklung des EU-Verbrauchsgüterkaufrechts und – nachfolgend – das geplante Gemeinsame Europäische Kauf-recht genommen.

Aber auch das heutige Vertragskollisionsrecht der EU in Gestalt der Rom I-Verordnung wäre ohne die Vorarbeiten von Ernst Rabel so nicht entstanden.

Die Vorträge decken dieses Themenfeld ab und spannen den Bogen von den Anfängen der Rechtsvergleichung und ihren frühen Jahren bis hin zu jüngsten Entwicklungen.

12. 12. Deutscher Naturschutzrechtstag Völkerrechtliche Grundlagen des Naturschutzes, Bundesamt für Naturschutz, Konstantinstraße 110, Bonn, 16./17. Juni 2016

Kein anderer Teilbereich des Umweltrechts ist derart stark von internationalen Vorgaben gep-rägt wie das deutsche und das europäische Naturschutzrecht. Bereits seit Beginn des 20. Jahr-hunderts entwickelten sich Ansätze einer internationalen Reglementierung der Jagd auf ökonomisch bedeutsame Tierarten, die den historischen Ausgangspunkt des heutigen interna-tionalen Artenschutzrechts bilden. Ergänzt wurde dieser Ressourcenmanagementansatz um einen völkerrecht- lichen Habitatansatz, der nicht nur die schützenswerten Arten selbst, son-dern auch ihre Lebensräume unter Schutz stellt.

Die Tagung nimmt ihren Ausgangspunkt von den rechtlichen Grundlagen und Gesamtzusam-menhängen und untersucht dann im Detail die einzelnen völkervertraglichen Instrumente, namentlich jene zum völkerrechtlichen Gebiets- und Artenschutz, sowie ihre Wirkungen in der deutschen und in der europäischen Rechtsordnung.

13. Abschlusskonferenz zum „EUPILLAR“-Projekt „European Private International Law: Legal Application in Reality“-Projekt an der LSE, London, 16./17. Juni 2016

Die abschließende Konferenz zu dem von der Europäischen Kommission geförderten For-schungsprojekt „Cross-Border Litigation in Europe: Civil Justice Framework, National Courts and the Court of Justice of the European Union“ (JUST/2013/JCIV/4635), mit dessen Leitung Prof. Dr. Jan von Hein für Deutschland betraut ist, findet am 16./17. Juni 2016 an der London School of Economics (LSE) statt. Das Konferenzprogramm ist hier abrufbar. Die Veranstaltung wird organisiert vom Centre for Business Law and Practice (University of Leeds) und dem Centre for Private International Law (University of Aberdeen). More than ever before, questions of movement, displacement and belonging, equality and inequality, borders and otherness have become hot-button issues worldwide. Public law--whether domestic, European or international--structures practices of inclusion and exclusion, borders and boundaries, and line-drawing in a variety of ways. The analysis and assessment of how that happens, for what purposes and with what effects, is the focus of this conference.

The Conference will be jointly organized by the Humboldt University and the Center for Global Constitutionalism of the WZB Berlin, together with the NYU Jean Monnet Center for Interna-tional and Regional Economic Law and Justice.

Herr Andreas Papp (SOS Kinderdorf, Internationale Katastrophenhilfe) spricht zum Thema Hu-manitäre Hilfe - Im Kontext der aktuellen Flüchtlingssituation.

Zahlreiche Krisen lassen die Zahl an Personen, die weltweit auf humanitäre Hilfe angewiesen sind, stetig steigen. In der Ersthilfe sind eine effiziente Organisation und Koordination der Pro-jekte sowie eine schnelle Beurteilung der vielfältigen Bedürfnisse verschiedener Adressaten-gruppen unabdingbar. Grundlage der Tätigkeit ist ein humanitärer Ansatz und unbedingte Neutralität. Doch was bedeutet Neutralität konkret für Menschen, die als Erste vor Ort im Ein-satz sind? Und unter welchen Umständen kann eine zivil-militärische Zusammenarbeit für die Adressaten hilfreich sein? Gibt es hier Unterschiede zwischen der Nothilfe nach Naturkatastro-phen und in kriegerischen Konflikten? Diese Fragen werden insbesondere mit dem Fokus auf humanitäre Hilfsmaßnahmen in Europa im Kontext der aktuellen Flüchtlingssituation beleuch-tet.

Andreas Papp ist Internationaler Direktor für Katastrophenhilfe bei SOS Kinderdorf Internatio-nal. Zuvor war er Delegierter und Programmdirektor bei Ärzte ohne Grenzen Österreich und war dort insbesondere für die Bereiche Ernährung und Lebensmittelsicherheit, Geoinformati-

22. Digital Surveillance and Cyber Spying: French-German Perspective

Paris, 23 September 2016 (Deadline 15 May 2016)

As part of the “French-German Doctoral Program in Comparative Law” and “HeiParisMax”, the University Paris 1 Panthéon-Sorbonne is organizing a colloquium for a discussion of the subject: digital surveillance and cyber espionage from a French-German perspective.

The colloquium will take place on 23 September 2016 in Paris. We hope to gather junior re-searchers from various fields of public law, particularly those dealing with issues related to digital surveillance and cyber espionage. The colloquium is aimed at Ph.D. candidates, young scholars, post-docs, assistant professors and research assistants, regardless of their nationality. The working languages are German, English and French.

Issues about digital surveillance and cyber espionage are not new, and have already been dis-cussed extensively in the literature, especially in recent years with respect to the fight against terrorism. Yet, this is a fast-evolving and dynamic field. Snowden’s leaks and the recent terrorist

attacks in Paris and Brussels have given the subject added urgency and opened up dramatic, new lines of inquiry.

1) 1st Topic – French and German legal frameworks applicable to intelligence agencies and law-enforcement authorities in light of international and European law

This first topic constitutes an opportunity to investigate the various legal elements originating from German, French, European and International Law applicable to digital surveillance practic-es. A special focus will be given to the conditions surrounding the authorization of digital sur-veillance practices from a two-fold perspective: one internal to States and the European legal order, and one external to them.

2) 2nd Topic - Control of digital surveillance activities and cyber espionage in Germany and in France

With respect to this second topic, the various concrete modes of control of these activities in Germany and in France are to be discussed, whether already existing or envisaged, taking into account: the political and parliamentarian modes of control, the administrative and constitu-tional mechanisms for oversight, as well as judicial control. National, territorial and temporal criteria that exert an influence on these modes of control could also be treated.

3) 3rd topic - The Franco-German and European cooperation in matters of intelligence and law-enforcement activities: What legal developments and solutions are possible?

The digital sector is an important part of the Franco-German cooperation. It includes the devel-opment of a cooperative project for storing and processing data collected in Europe (“the Euro-pean cloud” or “European Internet”); data protection, via the creation of a database and a monitoring system targeting potential terrorists; and regulation of illegal content on the Inter-net, such as the glorification of terrorism or incitement of hatred and violence against a com-munity. The Franco-German perspective will be contrasted against different elements of Euro-pean law, such as the on-going (to date) negotiations on the Privacy Shield between the United States and the European Union or the European Passenger Name Record (PNR).

Special features of the event and participation premises:

Within the scope of the colloquium, a movie will be showcased on September 22nd. After the screening, a junior researcher will make a presentation about this theme in the cinema, and analyse the perception of digital monitoring and cyber spying in the civil society. Die Master Class richtet sich in erster Linie an Promovierende und PostdoktorandInnen aus den Rechtswissenschaften, Politikwissenschaften und benachbarten Disziplinen, die sich mit The-men an der Schnittstelle von Gender und Umwelt(-völkerrecht) befassen. Darüber hinaus sind auch Studierende mit einem Interessenschwerpunkt im (Umwelt-)Völkerrecht herzlich will-kommen.

Die Master Class wird mit einem ca. einstündigen Vortrag von Dr. Atapattu eingeleitet. An-schließend haben DoktorandInnen/PostdoktorandInnen die Möglichkeit, ihre Forschungsvor-haben vorzustellen. Die Teilnehmenden werden gebeten, ein Abstract mit maximal 250 Wör-tern in englischer Sprache und ein Kurz-CV einzureichen. Die Bewerbungsfrist endet am 31. Mai 2016.

4. Menschenrechte als geschichtspolitischer Topos? Schader-Forum, Darmstadt, 15. und 16. Dezember 2016 (Deadline für Abstracts: 10. Juni 2016)

Donnerstag, 15. und Freitag, 16. Dezember 2016 im Schader-Forum, Goethestraße 2, 64285 Darmstadt gemeinsam mit DVPW AK-Geschichte und Politik und AK-Menschenrechte

Die beiden Arbeitskreise Menschenrechte sowie Politik und Geschichte in der Deutschen Verei-nigung für Politische Wissenschaft (DVPW) werden am 15. und 16. Dezember 2016 in Darm-stadt zusammen mit der Schader-Stiftung eine gemeinsame Tagung mit dem Titel „Menschen-rechte als geschichtspolitischer Topos?“ abhalten. Ziel der Veranstaltung ist es, das skizzierte Problemfeld ausgehend von zentralen Fakten und griffigen Hypothesen zwischen Vertreterin-nen und Vertretern von Wissenschaft, Politik und Praxis der historisch-politischen Bildung zu diskutieren, um so zu neuen Anregungen für alle Beteiligten zu kommen.

Eine Tagung des Arbeitskreises Menschenrechte und des Arbeitskreises Politik und Geschichte in der Deutschen Vereinigung für Politische Wissenschaft (DVPW) in Kooperation mit der Scha-der-Stiftung.

Gewünscht sind daher thesenorientierte Impulsreferate von maximal 10 Minuten Dauer mit einer Perspektive auf vergleichende Forschung sowie solche, die sich mit Praxisfeldern wie denen der politischen Bildung, der Gedenkstättenarbeit bis hin zur Rechtsprechung und juristi-schen Ausbildung befassen.

Um ein möglichst breites Spektrum an solchen Referaten anbieten zu können, bitten wir Inte-ressenten aus der Praxis sowie aus der Wissenschaft, seien es Politikwissenschaft, Geschichts-wissenschaft oder andere Disziplinen, die sich über ihre wissenschaftlichen Erkenntnisse mit Personen aus der Praxis austauschen und auseinandersetzen möchten, sich mit einem Abstract um eine Teilnahme zu bewerben.

The main objective of this International Workshop –in line with the general subject of the ESIL-SEDI Conference – will be progress and challenges of International Biolaw in times of crisis. 6. Preis der Deutsch-Griechischen Juristenvereinigung e.V. (Deadline: 30. Juni 2016)

Die Deutsch-Griechische Juristenvereinigung (DGJV) hat einen Preis für wissenschaftliche Arbei-ten insbesondere junger Juristen ausgeschrieben, die den deutsch-griechischen Rechtsbezie-hungen einschließlich des Verständnisses der Rechtsordnungen beider Länder im besonderen Maße förderlich sind.

Die Arbeiten sollten nicht älter als zwei Jahre sein. Sie sollten veröffentlicht oder zur Veröffent-lichung vorgesehen sein. Sie sind bis spätestens zum 30. Juni 2016 an die Deutsch-Griechische Juristenvereinigung e.V., Generalsekretariat, Rechtsanwältin Kathrin Brandstäter, c/o Elbchaus-see 81, 22763 Hamburg zu senden.

Die Arbeit ist in deutscher Sprache vorzulegen. Bei Habilitationen oder Dissertationen ist eine Kopie des Gutachtens beizufügen. Zugleich mit der Arbeit ist ein curriculum vitae einzureichen.

The Collaborative Innovation Centre for Territorial Sovereignty and Maritime Rights (CICTSMR), the Research Institute of Environmental Law (RIEL), Wuhan University, China and the School of Law, University of New England, Australia are pleased to announce the call for papers for the “Conservation of Marine Living Resources in the Polar Regions: Science, Politics and Law” Con-ference.

The Conference would bring together scholars from relevant disciplines such as international law, international relations, political science and marine biology as well as NGOs, and repre-sentatives from governments and international organizations to discuss how to achieve effec-tive conservation of marine living resources in the Polar Regions at the national, regional and international level. Interactions between science, politics and law are particularly examined. The Conference also provides a unique opportunity for international scholars to discuss China’s role in the Polar Regions with their Chinese peers.

9. Call for engaged listeners for the Max Planck Trialogue on the Law of Peace and War, Vol. I Self-defence against non-state actors

(Deadline: 3. October 2016)

The MPIL announces the Workshop “Self-defence against Non-state Actors” that will deal with the current state of the international law on self-defence. The military actions of the coalition of states against the ‘Islamic State’ in Syria make the debate on the current state of the law and on the policy implications and repercussions of the legal evolution extraordinarily timely. How should we interpret state practice – has it already given rise, in law, to a broader concept of self-defence, or is the traditional state centred view still good law? How can a new and broader notion of self-defence be reconciled with the traditional international law on attribution and state responsibility? Under which specific requirements should self-defence, if at all, be regard-ed as lawful and how can an abuse of an extended right to self-defence be prevented?

The workshop is part of the preparation of the first volume of the Max Planck Trialogues on the Law of Peace and War. The Max Planck Trialogues, published with Cambridge University Press, are a new format of academic publishing in which three scholars co- author a book and tackle one and the same topic of the ius contra bellum, ius in bello, or ius post bellum from their dis-tinct perspectives. The authors are selected so as to represent different theoretical, geograph-ical, and practical backgrounds and each of them contributes a chapter of 80 pages. The crucial idea of the Trialogues is to acknowledge the existing diversity of opinions and approaches in a field and to engage them with each other. Ultimately, the Trialogue shall lead to a book that provides the academic debate with new impulses.

The three authors of the first volume of the Max Planck Trialogues who will also participate in the workshop are: Mary Ellen O’Connell (University of Notre Dame, USA), Christian Tams (Uni-versity of Glasgow, UK), and Dire Tladi (University of Pretoria, South Africa).

Following commentators and discussants have confirmed their participation: Orna Ben- Naftali (College of Management Academic Studies, Israel), Theodore Christakis (University Grenoble-Alpes, France), Larissa van den Herik (Leiden University, The Netherlands), Claus Kreß (Universi-tät zu Köln, Germany), Inger Österdahl (Uppsala University, Sweden), Sir Michael Wood (UN International Law Commission, UK).

2. Research Consultant for Support of the UN Special Rapporteur on the Rights to Freedom of Peaceful Assembly and of Association

(Deadline: 25 May 2016)

The consultant’s main duty is to serve as a researcher for the UNSR on three specific tasks/projects:

(1) The Special Rapporteur’s final report to the Human Rights Council, which is planned to be a survey of the history and achievements of civil society, highlighting its contribu-tions to development, security, peace and human rights over the years. The report must be completed before the expiration of the UNSR’s term on April 30, 2017

(2) A report summarizing/condensing major UN work on elections and human rights (in-cluding work from special procedures mandate holders, treaty bodies, including the Human Rights Committee, the Human Rights Council, etc.). The report is envisioned as a human rights-based guide to monitoring and evaluating the freedom and credibility of elections, focusing on evaluating the general human rights landscape in periods be-fore, during and after the vote, and on how human rights violations affect the func-tioning of democracy.

(3) A report taking stock of the UNSR’s previous work (2011-17), proposing strategies for implementation of his recommendations and ideas, either by the UNSR’s successor or by other bodies

The consultant may be asked to contribute to other work as needed.

Qualifications

• University degree in a field related to the position, preferably in law or political sci-ence;

• Experience in elections work; • Good knowledge of international human rights standards and best practices in relation

to the rights to freedom of peaceful assembly and of association; • Ability to draft clearly and concisely in English, making human rights accessible to a

wider, non-technical audience; • Excellent research writing and editing skills; • Excellent analytical skills; • Self-motivated, able to work under the pressure; • Team-oriented, posses a positive attitude and works well with others; • Flexible and willing to travel as required; • Excellent verbal and written communication skills in English; fluency in a second official

6. Menschenrechtsbeobachter/innen für Israel/Palästina Ökumenisches Begleitprogramm in Palästina und Israel (EAPPI), (Bewerbungsfrist: 5. Juni 2016)

Deutsche Freiwillige werden vom Berliner Missionswerk, von Pax Christi und von der Evangeli-schen Mission in Solidarität (EMS) entsandt. Die nationale Koordination liegt beim Evangeli-schen Missionswerk. Brot für die Welt - Evangelischer Entwicklungsdienst unterstützt dieses Programm finanziell.

Ihre Aufgaben:

EAPPI, ein Programm des Ökumenischen Rats der Kirchen, bringt internationale Begleitperso-nen nach Palästina und Israel. Als Freiwillige/r leben und arbeiten Sie für drei Monate in inter-nationalen Teams in der Westbank oder Jerusalem. Sie solidarisieren sich mit den lokalen Chris-ten sowie palästinensischen und israelischen Menschenrechtsgruppen. Während ihres Aufent-halts gewähren sie schützende Präsenz in gefährdeten Gemeinden, auf Schulwegen, an Check-points. Sie beobachten Menschenrechtsverletzungen und reichen ihre Berichte an lokale und internationale Partner weiter. Nach ihrer Rückkehr aus dem Einsatz berichten sie von ihren Erlebnissen und beteiligen sich an der Lobby und Advocacy-Arbeit für einen gerechten Frieden für Palästinenser und Israelis auf der Grundlage internationaler Rechtsprechung.

As coach, he/she will develop teaching materials, organize practice pleadings, and prepare the 2016/2017 Bonn Jessup team for the competition, which runs from September through April. In addition, he/she will assist Professor Talmon with his research and the editing of his publications.

12. Promotionsstellen am Interdiszplinären Graduiertenkolleg 1808: Ambiguität - Produktion und Rezeption

DFG-Graduiertenkolleg seit dem 01.10.2013. Die Doktorandinnen und Doktoranden werden in einem interdisziplinären Forschungskontext intensiv fachlich betreut. Das strukturierte Betreu-ungsprogramm umfasst die projektorientierte Arbeit in kleinen Teams und Veranstaltungen des Gesamtkollegs einschließlich praxisorientierter Veranstaltungen. Ein Gastdozentenprogramm fördert den die internationale Zusammenarbeit und den Austausch.

Ambiguität, verstanden als Doppel- oder Mehrdeutigkeit, ist ein charakteristisches Merkmal von Sprache und Kommunikation. Sie ist im spontanen Alltagsdiskurs genauso anzutreffen wie in komplexen Texten. Demgemäß ist Ambiguität zentral für die Linguistik und für alle Dis-ziplinen, die sich mit sprachlichen Äußerungen befassen. Die Ansätze dieser Fächer sind jedoch noch nie zusammengeführt worden. Um zu verstehen, warum Kommunikation trotz oder sogar aufgrund von Mehrdeutigkeit gelingt, warum sie deshalb aber auch scheitern kann und welche Effekte durch Ambiguität ausgelöst werden, muss die isolierte Betrachtungsweise überwunden werden.

Es ist das Ziel des Graduiertenkollegs (GRK), zu zeigen, dass durch Kooperation der sprachbezo-genen Fächer neue Erkenntnisse hinsichtlich der Produktion und Rezeption, der Auslösung und Auflösung von Ambiguität gewonnen werden können. Dieses Ziel wird in der Überzeugung verfolgt, dass Ambiguität als Querschnittsphänomen ein geeignetes Paradigma für neue For-men der Zusammenarbeit verschiedener sprachbezogener Disziplinen darstellt. Zugleich wer-den damit die Grundlagen für eine spätere Ausweitung der Fragestellung auf nichtsprachliche Zeichensysteme (Bild, Musik usw.) gelegt.

Das Forschungsprogramm verbindet die Untersuchung des sprachlichen Systems in der Linguis-tik mit der Untersuchung jener Diskurse, die den Gegenstand der anderen Disziplinen bilden. Dies führt zu innovativen Ansätzen: Aus linguistischer Perspektive führt die Erweiterung der Textgrundlage und die Berücksichtigung möglicher Strategien zu Herausforderungen hinsicht-lich der Repräsentation von Ambiguität, aus der Sicht der anderen Fächer gilt es, die Rol-le sprachlicher Strukturen für die Interpretation von Ambiguität nutzbar zu machen. Das For-schungsprogramm beruht auf der Annahme, dass die Produktion und Rezeption von Ambigui-tät ebenso wie ihr strategisches und nicht-strategisches Vorkommen nur verstanden werden können, wenn untersucht wird, wie diese Aspekte in den Prozessen der Ambiguitätsauslösung und -auflösung interagieren. Dies betrifft die Sprecher-Hörer-Interaktion ebenso wie langfristi-ge Prozesse, etwa die strategische Reinterpretation kanonischer Texte.

13. Leibniz-Stipendienprogramm zur Entwicklung von Forschungsprojekten, „Strukturwandel des öffentlichen Rechts“

Im Rahmen des Leibniz-Projekts „Strukturwandel des öffentlichen Rechts“ schreibt das Max Planck Institut für ausländisches öffentliches Recht und Völkerrecht in Heidelberg ab sofort Stipendien für Wissenschaftler aus dem In- und Ausland aus, die die Beantragung eines Dritt-mittelprojekts im Bereich des „Strukturwandels des öffentlichen Rechts“ beabsichtigen und die zur Erarbeitung des Projektantrags Zeit benötigen sowie den Austausch mit anderen Wissen-schaftlern suchen, die zu ähnlichen Themen arbeiten. Eine thematische Nähe zu den bestehen-den Institutsthemen und ein inhaltlicher Bezug zum Leibniz-Projekt „Strukturwandel des öffent-lichen Rechts“ sind daher ausdrücklich erwünscht. Den Wissenschaftlern soll die Möglichkeit gegeben werden, am Institut für drei bis sechs Monate eine Finanzierung zu erhalten, die es ihnen ermöglicht, sich voll auf die Ausarbeitung eines Drittmittelantrags zu konzentrieren. Zu-gleich werden die Einbettung in die anderen Institutsprojekte, die verschiedenen Diskussions-runden und der Austausch mit den Mitarbeiterinnen und Mitarbeitern Foren bieten, die eige-nen methodischen Ideen und Forschungsfragen mit anderen Wissenschaftlern zu diskutieren und so schon vor der Einreichung des Antrags eine Form des „peer review“ ermöglichen.

Zum Leibniz-Projekt „Strukturwandel des öffentlichen Rechts“

Das von der DFG finanzierte Leibniz-Projekt „Strukturwandel des öffentlichen Rechts“ entwi-ckelt den konzeptionellen und methodischen Ansatz einer interdisziplinär, international und intradisziplinär orientierten, aber gleichwohl dogmatisch geerdeten Wissenschaft vom öffentli-chen Recht fort. Ziel ist die konzeptionelle Aufarbeitung und Durchdringung des Strukturwan-dels des öffentlichen Rechts vor dem Hintergrund der am Institut schon bestehenden Projekte, die jeweils bereits Teilelemente dieser neuen Entwicklung reflektieren. Ausgangspunkt ist ein Verständnis des öffentlichen Rechts als ein Recht der politischen Herrschaft im nationalen, supranationalen und globalen Kontext. Die Ausübung politischer Herrschaft kann heute nicht mehr allein aus der Perspektive nationaler Rechtsordnung verstanden und konzeptualisiert werden; vielmehr teilen staatliche Institutionen das Strukturmerkmal der Ausübung öffentlicher Gewalt heute mit vielen supranationalen und internationalen Institutionen. Diese Phänomene sind in der doppelten Perspektive von Effektivität und Legitimität aufzuarbeiten. Neben dem Verständnis der Interdependenzen und Interaktionen zwischen verschiedenen Rechtsordnun-gen und Akteuren ist daher auch die Neuvermessung von Grundbegriffen der Rechtfertigung öffentlicher Gewalt notwendig.

Diese Entwicklung erfordert eine methodische und konzeptionelle Neuausrichtung der Wissen-schaft vom öffentlichen Recht, wie sie etwa die Gründung der Internationalen Vereinigung für öffentliches Recht (International Society of Public Law) im Juni 2014 in Florenz reflektiert.

Die Neuausrichtung sollte drei Elemente beinhalten: eine methodische Europäisierung und Internationalisierung der Wissenschaft vom öffentlichen Recht, eine horizontale Öffnung des öffentlichen Rechts in vergleichender Perspektive sowohl gegenüber dem Recht anderer Staa-

ten als auch gegenüber anderen Sub-Disziplinen (u.a. dem Privatrecht) und die Transformation der disziplinären Identität, um interdisziplinär und theoretisch informierte Forschung zum Strukturwandel des öffentlichen Rechts zu gewährleisten. Der methodische Schwerpunkt der Aufarbeitung europäisierter und internationalisierter öffentlicher Gewalt liegt dabei weiterhin auf der dogmatischen Rekonstruktion als spezifisch juristische Methode im öffentlichen Recht, um die Phänomene europäisierter und internationaler politischer Herrschaft durch dogmati-sche Begriffe und Prinzipien zugänglich zu machen. The China-EU School of Law (CESL) at the China University of Political Science and Law (CUPL) is a unique institution for China EU legal education, research and training and a platform for dia-logue and exchange. CESL is based on an international governmental agreement between the P.R. China and the European Union. It is the first and only China-Foreign jointly run Law School approved by the Ministry of Education in China. As part of a scheme to promote legal academic exchange between China and the EU and the dissemination of knowledge CESL invites Europe-an PhD researchers to study and carry out research at the CESL Research Center in Beijing. Global Colleagues connects poverty-focused researchers from the Global South who are earlier in their careers with more senior academics doing related research at well-resourced universi-ties in the Global South and North.

Through one-year, one-to-one partnerships, the “senior colleagues” provide their partners with support as they develop their research interests and career objectives and introduce them to global research networks. In return, senior colleagues get to learn about the methods and pri-orities of earlier career researchers in their field and to gain insight into diverse research envi-ronments.

Refugee Law Project (RLP), School of Law, Makerere University, Kampala, Uganda, in collabora-tion with the African Transitional Justice Research Network (ATJRN), is now accepting applica-tions to its 6th Institute for African Transitional Justice (IATJ), to be held from 30th May - 3rd June 2016, in Gulu Town, northern Uganda.

Under the theme "Too little too late, or too much too soon? The Time and Timing of Transition-al Justice", the 6th Institute for African Transitional Justice (IATJ), seeks to draw attention to and to explore in some depth two overarching questions, namely: (1) When do transitional justice processes begin and end?; and (2) How long should such transitions last, or how long are they expected and mandated to last?

A number of recent WTO disputes have targeted increasingly important topics in domestic regulation – including consumer (product) standards, and other areas affecting human, animal, or plant health. These disputes can challenge these regulations, raising the question whether they may ultimately lead to mandates for reform. How does the WTO’s dispute settlement process work when it comes to disputes that center on domestic regulation? This executive training seminar (ETS) provides a soup-to-nuts exploration of the law, economics, and politics of how WTO disputes are executed in practice. The three day seminar will provide an in-depth overview of the salient issues using the recent US-Country of Origin Labelling (COOL) case as a focal point. The COOL dispute involves industrialized and developing countries, billions of dol-lars in annual trade, supply chains, special interest politics, WTO authorization of retaliation totaling hundreds of millions of dollars, the existential threat of mad cow disease and a chal-lenge to consumer protection regulation and the consumer’s “right to know.” The case illus-trates the many issues and open questions that arise as for the global trading system as a result of differences in domestic regulation. This ETS is targeted at policymakers, practitioners and students of international economic law who have an interest in the operation of the multilat-eral trading system’s dispute settlement mechanism.

We are now inviting applications for the Jean Monnet Summer School onSecurity and Justice in Europe, which will take place on 20-26 June2016 at the University of Dundee, Scotland, United Kingdom.

The Jean Monnet Summer School is organised with the support of theLifelong Learning Pro-gramme (LLP) of the European Union. It offers an intensive, interactive and interdisciplinary approach to the study of the complex issues of security and justice in Europe,including amongst others the Area of Freedom, Security and Justice(AFSJ) (formerly 'Justice and Home Affairs') and the Common Foreignand Security Policy (CFSP), as well as the impact of these policies on fun-damental rights and liberties. It examines the latest empiricaldevelopments and theoretical approaches, in addition to featuring research methods and general doctoral training sessions.

In addition, all participants will present their research project andwill receive constructive feedback on it. They will also be encouragedto contribute to the two main publications related to the SummerSchool on the basis of their research project.

The University of Nottingham Human Rights Law Centre Summer School on the Rights of the Child will run from 27 June to 1 July 2016. It will consider issues concerning the rights of the child that are a matter of current legal, political and societal attention, both internationally and comparatively: violence against children, refugee children, child participation, child poverty, business and children's rights, and child rights monitoring and advocacy. Backlash against Human Rights?

International and regional human rights systems have witnessed remarkably outspoken cri-tiques that emphasise a movement back towards the nation State and national sovereignty. The European Court of Human Rights is occasionally openly criticised, if not attacked, for over-stepping its competencies and intervening in national affairs. National supreme courts reassert their own status and authority. In addition, fundamental freedoms have been restricted in the name of security and greater national interests. We are also witnessing a new radicalisation of politics that sheds doubts both economically and socially on the viability of the European Union and on other regional integration projects.

The 2016 Venice Academy of Human Rights looks at these developments from an institutional, legal, political and interdisciplinary perspective. Lectures and seminars by the distinguished faculty focus on the expansion and resistance to human rights obligations, counter-terrorist laws and policies, restrictions of civil liberties, processes of exclusion and redistribution in socie-ty, and the legitimacy crisis of human rights courts.

Venice Academy of Human Rights

The Venice Academy of Human Rights is an international programme of excellence for human rights education, research and debate. It forms part of the European Inter-University Centre for Human Rights and Democratisation (EIUC).

The Academy offers interdisciplinary thematic programmes open to academics, practitioners, doctoral and master students with an advanced knowledge of human rights. Participants attend morning lectures, participate in discussion sessions and workshops and can exchange views, ideas and arguments with leading international scholars and experts. This includes the oppor-tunity for a number of participants to present and discuss their own “work in progress” such as drafts of articles, chapters of books or doctoral theses and receive comments from faculty members and peers.

At the end of the programme, participants receive a Certificate of Attendance issued by the Venice Academy of Human Rights.

The 2 Week Summer School Program consists of the participation at the 10 days summer course in the Viadrina Campus in Frankfurt Order. background of a consideration of the philosophical, historical, political, economic and sociologi-cal aspects of human rights, and include practical institutional matters such as complaint pro-cedures as well as developments such as in the area of ‘New Rights’.

Held in English, the summer course will combine lecture and discussion approaches with a max-imum number of 50 participants. Furthermore, at the end of the course, a moot court will be organized. This allows you to practice your skills in relation to a real case study.

Objectives: The 5th Martens Summer School on International Law, organised by the Facul-ty of Law of the University of Tartu in the Estonian coastal resort town Pärnu, will deal with the comparative aspects of international law and human rights, particularly focusing on the issues related to Russia and Eurasia. One of the underlying ideas is to bring together Western, Russian and naturally also Estonian international law scholars, practitioners and students. Each year we invite 4 distinguished lecturers from different countries and each lecturer will present 5 lectures over 5 days of the week.

The programme awards 2 ECTS with the option of 4 ECTS in case the student submits an indi-vidual research paper. This needs to be agreed upon with the programme academic manager Professor Lauri Mälksoo lauri.malksoo@ut.ee prior the course.

Pärnu is the birth town of Friendrich Fromhold von Martens (1845 - 1909), the world-known Tsarist Russian international law expert and hero of a novel by Jaan Kross, "Professor Martens' Departure". Thus, the summer course will be held under the motto: "Those peoples and languages, flags and nations were present and waiting for me in my innermost conscious-ness long before I encountered them in the river harbour of Pärnu." (Jaan Kross, Professor Mar-tens' Departure, Translated from Estonian by A. Hollo, New York: New Press, 1994, p. 34.)

Since 2012, each July approximately 25-30 students from some 10 countries from all over the world attended the Martens Summer School in Pärnu.

Study Fees

In 2016, the administrative fee is 50 EUR and it will be payable to the University of Tartu. In case your application is confirmed, the fee needs to be paid by June 15, 2016.

Successful applicants are responsible for their own travel and accommodation costs. However, we have made a reservation to a limited number of places in Hommiku Hostel in the centre of Pärnu where the price for 5 nights accommodation will be 155 EUR; this needs to be paid directly at the hostel.

Achieving stable peace, building accountable state institutions and (re)establishing trust are core challenges in the aftermath of an armed conflict. While violent conflicts are disruptive, they also offer opportunities for political and social change. However, the passage from conflict to sustainable peace is a complicated process. Formal and informal processes taking place dur-ing the war and in its immediate aftermath can have profound long-term implications. Even in Southern Africa, which has been heralded as a ‘success story’ of peacebuilding, past wars con-tinue to shape politics and societies in many ways.

This event will bring together scholars based in Southern Africa and GIGA researchers in order to reflect on the legacy of conflicts for sustainable peace. We are particularly interested in con-tributions that focus on one of the three following topics and that are either based on intra-regional (between African cases) or cross regional (between Africa and other regions) compari-son or that apply broader theories or concepts to South African or other African cases.

Former armed actors in post-conflict societies

Violence and trust in the aftermath of conflict

Workshop format

The Workshop will feature lectures from two distinguished keynote speakers as well as a roundtable on the legacy of armed conflicts and apartheid in Southern Africa. Participants are invited to present their research in thematic parallel sessions.

Speakers

The first keynote lecture will be delivered by Prof. Timothy Sisk from the Josef Korbel School of International Studies at the University of Denver. Prof. Sisk is a leading peace and conflict scholar. He has authored numerous books and articles on conflict resolution and peacebuilding in South Africa and in many other parts of the world, including Democratization in South Africa: The Elusive Social Contract (1995, Princeton University Press), From War to Democracy: Dilem-mas of Peacebuilding (co-edited with Anna Jarstad , Cambridge University Press, 2008) and The Dilemmas of Statebuilding: Confronting the Contradictions of Postwar Peace Operations (co-edited with Roland Paris, Routledge, 2009).

Other confirmed speakers and panelists include Dr Sabine Kurtenbach, Senior Research Fellow at GIGA and an expert of the comparative study of violence in post conflict societies and Prof. Tim Murithi, Head of the Justice and Reconciliation in Africa Programme at the Institute for Justice and Reconciliation and author of, among others, Ethics of Peacebuilding (Edinburgh University Press, 2009) and The African Union: Pan-Africanism, Peacebuilding and Development (Ashgate, 2005).

We, moreover, aim to estab-lish a research network that will allow for an exchange amongst peers, and potentially open up the opportunity for more formal collaborative work between GIGA and the institutions repre-sented by the workshop participants.

Reimbursement and travel grants

All participants are invited for a joint dinner on the first day of the Workshop. There is no par-ticipation fee, but note that travel and accommodation costs will not be covered. However, limited funding is available to provide five lump sum travel grants of 300 Euro each, which will be awarded competitively to scholars not based in the Gauteng area that will not receive sup-port from their Institution. (IAMO) will host an interdisciplinary summer school on the topic “Legal and Economic Chal-lenges for Sustainable Food Security in the 21st Century” from the 12th to the 16th of Septem-ber 2016. The summer school will be fully funded by DAAD (German Academic Exchange Ser-vice).

We welcome all international alumni from MLU and IAMO who have stayed in Germany for at least three months for study or research purposes, in particular:

The topic of the summer school is the issue of food security, which has become increasingly pressing in recent years. Both the UN as well as the EU have recognised food security as a pri-ority, the UN seeing it as a crucial element of sustainability in its post-2015 agenda and the EU noting it is one of the greatest social challenges within its Framework Programme for Research and Innovation ‘Horizon 2020’.

The subjects for discussion on the five respective days of the summer school are:

Introduction to Economic and Legal Aspects of Food Security Agronomic Mechanisms of Sustainable Food Security Food Security and International Economic Law Human Rights and Food Security Case Studies and Best Practice Models

These issues will be discussed in seminars, workshops and panel sessions. Leading experts in the field and prominent academics, such as Elisabeth Bürgi (University of Bern), Ana Maria Suarez Franco (FIAN International), and Ekaterina Krivonos (FAO), will give insights into a given area and approach each topic from a variety of angles. The programme will be rounded off by excursions, e.g. to the “Rotkäppchen” sparkling wine cellars in Freyburg.

There is no registration fee for the invited Alumni. The following expenses will be covered by the DAAD:

International return ticket (economy class airfare); Transport to the excursion sites and en-trance fees; and Accommodation and living expenses during the official period of stay for the summer school.

The arrival date for delegates in Halle (Saale) will be September 11, 2016. The departure date is September 16, 2016.

Submission of Applications

To take part in the summer school, please apply by sending your CV, a passport photograph, and an informative motivational statement. Also indicate your previous stays in Germany (rea-son and duration), with proof of stay for scientific research purposes, study or work for at least 3 months, wherever applicable.

Submission of Abstracts

We encourage the submission of papers with the length of 4,000-8,000 words on one of the five topics from participants. Selected participants will be given the opportunity to present and discuss their papers. All submitted papers will be published in a collected volume of the sum-mer school material. We also welcome the submission of posters, particularly to illustrate case studies or best practice models. However, this is not a prerequisite for participation or funding.

To submit a paper, please enclose an abstract in English of approx. 5000 characters (including spaces) with your application.

31. Call for participation: Digital surveillance and cyber spying: French-German perspective

Paris, 23 September 2016

As part of the “French-German Doctoral Program in Comparative Law” and “HeiParisMax”, the University Paris 1 Panthéon-Sorbonne is organizing a colloquium for a discussion of the subject: „Digital surveillance and cyber espionage from a French-German perspective“. The colloquium will take place on 23 September 2016 in Paris. We hope to gather junior researchers from vari-ous fields of public law, particularly those dealing with issues related to digital surveillance and cyber espionage. The colloquium is aimed at Ph.D. candidates, young scholars, post-docs, assis-tant professors and research assistants, regardless of their nationality. The working languages are German, English and French.

Issues about digital surveillance and cyber espionage are not new, and have already been dis-cussed extensively in the literature, especially in recent years with respect to the fight against

terrorism. Yet, this is a fast-evolving and dynamic field. Snowden’s leaks and the recent terrorist attacks in Paris and Brussels have given the subject added urgency and opened up dramatic, new lines of inquiry.

1) 1st Topic – French and German legal frameworks applicable to intelligence agencies and law-enforcement authorities in light of international and European law

This first topic constitutes an opportunity to investigate the various legal elements originating from German, French, European and International Law applicable to digital surveillance practic-es. A special focus will be given to the conditions surrounding the authorization of digital sur-veillance practices from a two-fold perspective: one internal to States and the European legal order, and one external to them.

2) 2nd Topic - Control of digital surveillance activities and cyber espionage in Germany and in France

With respect to this second topic, the various concrete modes of control of these activities in Germany and in France are to be discussed, whether already existing or envisaged, taking into account: the political and parliamentarian modes of control, the administrative and constitu-tional mechanisms for oversight, as well as judicial control. National, territorial and temporal criteria that exert an influence on these modes of control could also be treated.

3) 3rd topic - The Franco-German and European cooperation in matters of intelligence and law-enforcement activities: What legal developments and solutions are possible?

The digital sector is an important part of the Franco-German cooperation. It includes the devel-opment of a cooperative project for storing and processing data collected in Europe (“the Euro-pean cloud” or “European Internet”); data protection, via the creation of a database and a monitoring system targeting potential terrorists; and regulation of illegal content on the Inter-net, such as the glorification of terrorism or incitement of hatred and violence against a com-munity. The Franco-German perspective will be contrasted against different elements of Euro-pean law, such as the on-going (to date) negotiations on the Privacy Shield between the United States and the European Union or the European Passenger Name Record (PNR).

Special features of the event and participation premises:

Within the scope of the colloquium, a movie will be showcased on September 22nd. After the screening, a junior researcher will make a presentation about this theme in the cinema, and analyse the perception of digital monitoring and cyber spying in the civil society.
