    Plant biotechnology is one of the significant key technologiesin Saxony-Anhalt. We can rely on internationally well-known,successfully operating research institutes and innovative re-search companies that have competencies in plant genetics,plant biochemistry and breeding research. The networks,which are up and running in the different centres, are also

    examples for an encouraging development. The centres canlook back on a long and impressive experience in the esta-blishment of an innovative growth industry. The positiveimage of the plant biotechnology location shall be further pro-moted by the development of an innovation and competencecentre with international attraction. In particular, the Saxony-Anhalt Government gives positive support to the constructionof the BioPark in Gatersleben. As of 2005, the first nationaland international research biotechnology companies willmove into up-to-date business and laboratory areas facilitatedby greenhouses and open-land areas.

    In the year 2002, the Government of Saxony-Anhalt launchedthe Biotechnology Strategy. Its aim is to harness this branchslarge growth potentials for the economic development ofSaxony-Anhalt. Research and development, training and qua-lification and the establishment of companies play a significantrole in addition to conventional location factors. The

    Biotechnology Strategy rests upon a wide consensus in thelegislative assembly of Saxony-Anhalt. The aim is not only tostrengthen research and development but also to enable pro-duction by closing the value creation chain in the branch.

    We also turn our attention to the numerous synergies arisingfrom the cooperation with the neighboring Free States ofSaxony and Thuringia. The economic region of CentralGermany offers excellent conditions for economic success

    through utilization of synergies. Chances and competenciescan be raised and complement one another. Thus win-winsolutions arise, which will contribute to the economic deve-lopment of Central Germany in the field of biotechnology. Thepublication at hand will illustrate our efforts regarding thedevelopment of innovations and competencies of internatio-nal attraction.

    Biotechnology Strategy

    Since the unification of Germany in 1990, the Land ofSaxony-Anhalt has experienced a huge development of itsentrepreneurial and scientific locations. The focus shifted fromtraditional to innovative capabilities. Saxony-Anhalt is rich inart and culture, science and education, natural beauty, tourism

    and infrastructure. It owns four UNESCO World Heritage sites(e.g. the locations in the town of Wittenberg, where MartinLuthers reformation work began and in Eisleben, where thegreat reformer was born and died, as well as the Dessau-Wrlitz Gardens). During the baroque period famous compo-sers formed the landscape of classical music in Germany (e.g.Georg Friedrich Hndel, Johann Sebastian Bach). Well-knownscientists like Otto von Guericke, poets and philosophers havealso made their mark here.

    The change from tradition to innovation is possible because of

    the outstanding geographic, economic, scientific and socialconditions. Saxony-Anhalt is situated in the middle ofGermany, which is a significant advantage for business. Thetraffic system is one of the densest and most efficient inGermany with top linking to international traffic systems (e.g.highways A9 Munich-Berlin; A2 Hannover-Berlin; A14Magdeburg-Halle). For regional and business traffic Saxony-Anhalt can rely on one international airport (Leipzig/Halle)and five Business Airports throughout the Land.

    The highly-qualified scientific community is placed closely tothe biotechnology locations of Saxony-Anhalt. Two universi-ties and two universities of applied science, together withmore than 9 outstanding research institutes (Max Planck,Frauenhofer and Leibniz institutes) in the correspondent bio-technology centres form the basis for excellent research and

    innovative capabilities. Regional, internationally perceivedoperating networks care for an efficient exchange of informa-tion between all stakeholders and for the continuous impro-vement of co-operation. The regional potential of highly-qua-lified and motivated personnel provides excellent humanresources. In comparison to other national biotechnology clu-sters the marginal costs of manpower are relatively small. Aregional training network, in accordance with theBiotechnology Strategy of the Government of Saxony-Anhalt,will further improve the supply of, amongst others, chemi-cal/biological laboratory assistants.

    The availability of up-to-date business and laboratory areaswith low rental fees ensure favourable conditions for thechoice of location. The access to VC and state funding is gua-ranteed by competent partners. These excellent conditions forinnovative start-ups will be facilitated and encouraged by thepolitical commitment of the governments BiotechnologyStrategy implemented in 2002. One of the aims is to close thevalue creation chains in the corresponding biotechnology cen-tres. It creates credibility and security to resident and futurebiotechnology companies and research institutes.

    Plant Biotechnology is one of the important core centres ofexcellence in Saxony-Anhalt. Especially the Nordharz / Brderegion is regarded as the birthplace of modern plant breedingin Germany. Favourable conditions and fertile soils created thebasis upon which a plant breeding industry with a worldwide

    reputation was able to develop in this area 100 years ago.

    Besides the city of Halle (Saale), Gatersleben, nearby the capi-tal Magdeburg, is the centre of plant breeding in Saxony-Anhalt and in Germany. More than 1.000 employees are loca-ted in this region, around 460 of them at the Leibniz Instituteof Plant Genetics and Crop Plant Research (IPK). Further, theLeibniz Institute of Plant Biochemistry in Halle (Saale) and theFederal Centre for Breeding Research on Cultivated Plants inQuedlinburg form the basis for excellent research. On thisbasis and because of the support of the Biotechnology

    Strategy provided by the Government of Saxony-Anhalt inno-vative and young research companies have grown up in thepast years. Located seed breeders and production companieshelp to close the value creation chain.

    the biotechnology park atGatersleben constitutes anothermilestone along with the con-struction of the biotech newbusiness centre and a close link-up with the InnoPlanta network.The centre for greenbiotechnology in Saxony-Anhaltis exemplified by the Institute ofPlant Genetics and Crop PlantResearch (IPK) in Gatersleben, inclose proximity to the Federal

    The Central German region (comprised of the Free States of Thuringia andSaxony and the State of Saxony-Anhalt) has a clear and distinctive pro-file and essential core competencies with respect to its biotechnology sector.

    With over 130 biotechnology and over 10 big pharmaceutical companies

    the region can rest upon an impressive development in this sector sincethe BioRegion competition by the Federal Ministry of Education andResearch (BMBF) Germany in 1996. Various Small and Medium-sizedcompanies of the production industry are located in the Central Germanregion, which are essential partners for young and innovative biotechcompanies, when it comes to completing the value creation chain.

    The scientific community is rich in Universities (11), Universities of AppliedSciences (31) and renowned R&D institutions (8 Max Planck institutes, 9Leibniz institutes and 5 Frauenhofer institutes, 2 HGF-institutes) withknow-how in Life Sciences. In terms of plant biotechnology the LeibnizInstitute of Plant Genetics and Crop Plant Research (IPK), the Leibniz

    Institute of Plant Biochemistry (IPB) and the Federal Centre for BreedingResearch on Cultivated Plants (BAZ) are located in Saxony-Anhalt besidesthe Max Planck Institute of Chemical Ecology in Jena (Thuringia) and theMax Planck Institute of Molecular Plant Physiology in Golm(Brandenburg).

    7 incubators with total lab space of around 60.000 m2 and state-of-the-art equipment guarantee an excellent infrastructure and service. The addi-tional construction of BioParks will meet further space capacity needs (e.g.Biopark Gatersleben, Biotech Performance Park Leuna).

    Appropriate funds are as always a major bottle neck for bringing goodideas on the market. But the more attractive the region the easier it is toattract investments from VC companies. 13 Venture Capital companies(e.g. IBG Beteiligungsgesellschaft Sachsen-Anhalt mbH, SachsenLBCorporate Finance Holding GmbH (Saxony), Deutsche Effecten- undWechsel-Beteiligungsgesellschaft AG (Thuringia)) contribute to a sustain-able economic development of the biotechnology sector. Finally, the eco-nomic region is encouraged by numerous Government funding programs

    and instruments in the respective region.

    However, backing efforts are necessary in promoting the development ofthe location and further investment incentives in the biotechnology sec-tor. For that purpose the three networks

    have developed common projects within the Biotech Cluster CentralGermany.

    Our major goal is that companies and researchers feel comfortable and

    that they find a climate in which they will develop and grow sustainable.

    Successful companies told us: To make a region attractive we have to linkall related partners of the value creation chain including companies, re-search and other institutions.

    Therefore our major focus is in cooperation with the above mentionednetworks to support all processes, which will lead to a stronger interlinkand expansion of core competencies from different companies and net-works.

    The decision on how to invest is influenced by the kind of qualified per-

    sonnel. We are therefore focusing our attention on a reinforcement ofeducation and qualification. The University of Applied Sciences Anhalt forexample is developing a Master/Bachelor Program Biotechnology witha focus on plant biotechnology.

    We are strongly committed to further push the biotechnology sector inthe Central German region for the purpose of economic growth andlabour.

    Synergies in the Central German Region

    BioInstruments fromJena are biologicalinstruments, i.e. bio-molecules, cells, tissueetc. as well as miniaturi-zed and automatedinstruments for use in

    biotechnology such assensors, biochips,detection equipment orscreening machines.Today 53 members joinforces in the BioRegioJena Association, foun-ded in 1995. Servingthe local and internatio-nal Genomics,Proteomics, Biomaterialsand Functional Analysis

    Market our companiesand R&D facilities close-ly cooperate with sever-al biotechs and researchinstitutions in theCentral German Regionin order to furtherimprove their methodsand devices.

    The Federal Centre for Breeding Research onCultivated Plants (BAZ) encompasses 10 re-search units on seven sites in Germany; itsheadquarters are situated in Quedlinburg(Saxony-Anhalt). The 1000-year-old town ofQuedlinburg, listed by UNESCO as WorldHeritage City, is situated at the northern edge ofthe Harz Mountains. This geographic position

    protects against heavy rainfalls and provides thearea with outstanding climatic conditions forplant breeding and seed production as well as forgrowth of various species of medicinal herbs andspice plants in particular.

    The working fields of the Federal Centre forBreeding Research on Cultivated Plants are breedingresearch on agricultural and horticultural cropsincluding ornamental plants, breeding of grapevi-ne, apple, cherry and strawberry, pathogen dia-gnostics, and quality research.

    Selected Project:Seed treatment based on plant-derived products:

    Seed treatment is the most effective way to con-trol seedborne fungi, viruses or bacteria.Eradicative and protective functions are necessaryin a chemical treatment which is commonly usedin integrated farming. In organic farming theapplication of synthetic pesticides is not allowed,thats why alternative principles and seed treat-ment techniques are necessary.Our intention is todevelop novel products for a biological seedtreatment which have less impact on the environ-ment and can be used in both integrated andorganic farming.

    Plant extracts from different species are evaluatedin vitro and in vivo using extracts themselves and

    standard formulations of them. Our solution, anatural plant-derived product, supports germina-tion and seedling development of cereals. It con-trols fungal growth, for example of Fusarium cul-morum (W. G. Smith) Sacc.,Microdochium niva-le (Fries), Stagonospora nodorum (Berk.)Castellani & E. G. Germano. Testing of treatedseed in field trials has started.

    Institute of Biochemistry and Algal BiotechnologyThe main research field is in the field of algal bio-technology, a growing future technology of the lifescience industry that currently taps only a fraction ofits full potential. Unlike terrestrial organisms themetabolism and the range of secondary metabolitesproduced from algae is widely not investigated. Asignificant focus of our research work lies on theproduction of secondary carotenoids from microal-gae, especially astaxanthin and lutein and further-more on the isolation of biologically active secon-dary metabolites form algae extracts such as com-ponents with antibacterial, antifungal, antiviral,antialgal and cytotoxic activities.     For more than 100 years Saxony-Anhalt has been unique forits traditional network of agricultural breeding, farming andproduction companies working together with a well-estab-lished food industry. The location can rest upon competenciesin vegetable oils market, starch and sugar markets and the

    medicinal and spice plant market.

    For example, the sugar production has its origin in Germany,especially in Saxony-Anhalt. At the end of the 18th century,the chemist Franz Carl Achard selected one white-shelledsugar beet from different animal food beets. Since that time,it is possible to produce sugar from beets.

    As a rule, renewable resources and processing residue are thestarting point for the production of a wide range of products.New industrial applications with continuous innovations ensu-re a competitive starch production market in Saxony-Anhaltand the region of Central Germany. For this purpose, biodeg-radable products are produced (e.g. catering products like cut-lery or plates; packing products like bags and sacks).

    Moreover, new applications are used to produce vegetableoils. For example, renewable resources or processing residueform the basis for the extraction of vegetable oils. Processingresidue of the fruit juice industry serve as preliminary products.

    Because of that, new and innovative companies were estab-lished which help to close the value creation chain in emergingmarkets, such as the functional food or dietary supplementindustries. They are also suppliers for the cosmetic, pharma-
