seit über zwei Jahrzehnten können Sie

sich im Public Sector Parc der CeBIT

über neue technologische Entwicklungen

für Behörden und von Behörden infor-

mieren. In dieser Zeit hat die Informa-

tionstechnik eine rasante Entwicklung

vollzogen und immens an Bedeutung für

die öffentliche Verwaltung gewonnen.

Heute ist jedes politische Großprojekt

immer auch ein IT-Projekt. Die Kommunikations- und Integrations-

technologien ermöglichen neue Arbeits- und Strukturprinzipien.

Durch sie kann die Verwaltung ihre Arbeitsabläufe – auch über

große Entfernungen und nationale Grenzen hinweg – schneller und

effizienter für Bürger und Unternehmen gestalten. Projekte wie zum

Beispiel die Umsetzung der EU-Dienstleistungsrichtlinie und die

Servicerufnummer 115 haben daher einen starken Modernisierungs-

effekt für die Verwaltung und zugleich eine besondere Bedeutung

als Standortfaktor.

Die Bundesregierung hat sich im Bereich des IT-gestützten Bürger-

service das Ziel gesetzt, bis zum Jahr 2010 zu den drei führenden

Staaten in Europa zu gehören. Heute gibt es bereits zahlreiche

exzellente E-Government-Projekte auf allen Ebenen der Verwaltung.

A WORD OF WELCOMEState-of-the-art solutions for public sector modernization

A wide range of ICT applications for

innovative public administration form

the core of Public Sector Parc. This

presentation occupies a massive 11,000

square metres of floor space at CeBIT,

the world’s biggest and most successful

ICT trade fair. Some 200 exhibitors are

presenting their new cutting-edge prod-

ucts to a broad professional public. Not the least impressive part

of the presentation is the wide diversity of themes covered at Public

Sector Parc. As well as an emphasis on better service delivery for

the general public and the business community, there is a strong

focus on more efficient administrative processes and more produc-

tive working conditions for local government employees. In addition

the visitor can expect to find solutions designed to lower energy

costs, ensure the secure transfer of data between one organization

and another, or facilitate the integration of electronic signatures

into the business processes of public administration bodies. A

forum program with lectures, case studies and panel discussions

makes Public Sector Parc a key attraction for decision-makers from

Federal and regional government, local authorities, teaching and

research institutions and industry.

For more than twenty years now Public

Sector Parc at CeBIT has been an invalu-

able source of information about new

technological developments for local

government – and by local government.

During this time information technology

has advanced at an astonishing pace,

and its importance in public administra-

tion has grown immensely. Today every

major political project is also an IT project. Modern communication

and integration technologies allow us to work and organize our lives

in different ways. They make it possible for government agencies to

speed up their work processes and make them more efficient for the

general public and business alike – even when delivering services

over extended distances or across national frontiers. Consequently

projects such as the implementation of the EU Service Directive or

Germany’s national access number (115) have a strong modernizing

effect on public administration, as well as helping to attract inward

investment.

In terms of delivering IT-supported services for the general public,

the German Federal government has set itself the goal of ranking

among the top three European nations by the year 2010. Today there

are already numerous excellent e-government projects at every

level of public administration. You will find many of these projects

showcased at Public Sector Parc 2008. Specialists from adminis-

tration, the business world and academia will be on hand on the

exhibition floor and in the various forums to offer you information

and answer your questions. As patron of this event I am delighted

possibilities opened up by the computerization of procurement

processes in the public sector, business publisher and conference

The lecture section of Public Sector Parc is divided this year into two separate forums. The PUBLIC SECTOR PARC FORUM offers personal case studies plus the latest trends and technical solutions developed for Federal and regio-nal government and colleges and universities. The LOCAL GOVERNMENT FORUM is aimed at city and local government administrators, and provides a platform for reporting on work in progress and comparing notes with fellow profes-sionals. Like last year, both forums offer a mix of technical presentations, case histories and panel discussions.

Below is a brief preview of the program, outlining the major themes

and provisional timings for both Forums:

Plenary opening session: The formal opening of the Forums

takes place on 4 March 2008 at 10.00 a. m. in the PUBLIC SECTOR

PARC FORUM. The speakers are Federal Minister of the Interior

Dr. Wolfgang Schäuble, the official patron of Public Sector Parc;

and Prof. Dr. Dr. August-Wilhelm Scheer, president of BITKOM,

the German trade association representing the IT, telecoms and

new media industries.
