Protokoll der 57. Delegiertenversammlung der FEMA in Stryi, Ukraine am 31.Juli 2008

1. Begrüssung durch den Präsidenten

FEMA Präsident Paul-Otto Ströbel eröffnete die Delegiertenversammlung um Uhr 19:55.

2. Anwesenheitsfeststellung

Folgende Länder waren vertreten: Bulgarien, Deutschland, Estland, Frankreich, Italien, Litauen, Polen, Russland, Schweden, Schweiz, Ukraine und Ungarn. Gesamthaft 12 Länder, die Versammlung ist beschlussfähig.

3. Bestätigung der Tagesordnung

Die Tagesordnung wurde einstimmig genehmigt.

4. Bestätigung des Protokolls der letzten GV von Jaroslavl

Die Versammlung bestätigt einstimmig das Protokoll der letzten DV.

5. Bericht des Präsidenten P.O.Ströbel zu der abgelaufenen Rennsaison 2007/2008

In der abgelaufenen Rennsaison hat es keine Unfälle auf den Pisten gegeben. Dies ist das Ergebnis unserer Sicherheitsverbesserung auf allen Bahnen. Die Vorschrift laut unserem Reglement wurde von den Bahnverantwortlichen alle durchgeführt. Aus sportlicher Sicht war die Saison 2007/2008 hervorragend, denn sieben neue Weltrekorde sind ein Beispiel, dass sich die aktiven Fahrer „leidenschaftlich“ anstrengen um solche Leistungsverbesserungen zu erreichen. Leider wird die Öffentlichkeit über dieses Engagement nicht genug mit einbezogen, bzw. informiert. Der Präsident bat die Veranstalter vor jedem Rennen die Presse zu informieren, und durch auffällige Plakatierung auf die Rennen hinzuweisen. Vor allem muss die Jugend gewonnen werden und auf unseren Wettbewerben sollen sie diese Rennatmosphäre live miterleben und somit einen Anreiz finden. Des Weiteren berichtete der Präsident über die WM 2010 die in Brisbane / Australien vorgesehen ist. Die superschnelle Piste wurde von der Stadt „leider“ schon abgerissen und es entsteht bis im Frühjahr 2009 in einem Park eine neue Bahn. Hoffen wir, dass diese dann genauso schnell wird. Auch ohne Weltmeisterschaft in der vergangenen Saison haben wir und unsere Freunde aus USA und Australien sich auf verschiedenen Rennen getroffen. Dies trägt zu einem menschlichen und Technischen Erfahrungsaustausch bei. Im September nehmen einige FEMA Mitglieder an den USA Nationals teil. Ihnen wünsche ich von hier aus viel Erfolg. Mein Kontakt zu eventuellen Sponsoren baue ich aus. Ein Beispiel ist die Wiedergeburt des FEMA Info Heftes, mit der neusten Adressenliste, das hier in Stryi mitgebracht und verteilt wird, und auch dem Laien einen Einblick über unsere Aktivitäten gibt.

Der Präsident schloss seinen Bericht mit dem Wunsch, dass jeder Teilnehmer seine Bestzeit erreichen soll.

6. Kassenbericht von P. Arlautzki

Wir haben zurzeit €13713.78 in Aktiva der FEMA. Alle Länder haben die Länderbeiträge und die Lizenzgebühren bezahlt. Eine Erfolgsrechnung wird den Delegierten verteilt.

7. Bericht des Kassenprüfers

V.Skorub und J.Lysak aus Ukraine haben die Kasse geprüft. Sie fanden die Buchführung in Ordnung und es konnten keine Fehler und Unklarheiten festgestellt werden. Der Kassenprüfungsbericht wurde einstimmig angenommen.

8. Rücktritt des Präsidenten

Die Entlastung des Präsidiums wurde einstimmig angenommen. Danach folgte der Rücktritt des Präsidenten.

9. Wahl eines neuen Präsidenten

Urs Bach (Schweiz) machte den Vorschlag Herrn Paul Otto Ströbel für weitere 2 Jahre als Kandidat für den Präsidentenposten. Es wurde kein Gegenkandidat genannt. P.O. Ströbel wurde einstimmig wieder gewählt um seine Arbeit für die nächsten 2 Jahre fortzusetzen.

10. Vorschläge aus dem Präsidium zur Abstimmung:

10.1. Der Vorschlag über die amtliche Registrierung der FEMA als die Sportorganisation. Der Name „FEMA“ kann leider nicht eingetragen werden und es besteht auch nicht die Möglichkeit eine Webseite mit diesem Namen zu registrieren. Als mögliche Variante werden ESO oder ESMO – European Speedmodelcar Organisation gesprochen. P.O.Ströbel machte den Vorschlag, dass Präsidium wird die Arbeit in diese Richtung weitermachen. Der Vorschlag wurde einstimmig angenommen.

10.2. Wie der Grand Slam 2009 gewertet werden?

Es wurde einstimmig beschlossen, dass der Grand Slam 2009 wie im Jahre 2008 durch 3 Wettbewerbe im Norden Europas und 3 im Süden Europas ausgefahren wird. Aus diesen 6 Rennen werden die 4 besten Ergebnissen für den Grand Slam gewertet. Der letzte Wettbewerb zählt dabei doppelt (doppelte Punkte). Die EM zählt einfach (einfache Punkte). Grand Slam 2009 Preise müssen mehr Motivation bringen als im Jahre 2008.

10.3. Wahl des besten Sportlers des Jahres (Senior + Junior).

Es wurde einstimmig beschlossen, dass jedes Land die besten Sportler des Jahres wählt. Je einen Aktiven und einen Junior. Der Junior darf max. 20 Jahre alt sein. Die Meldung der beiden Sportler muss bis zum 1. Dezember an den Generalsekretär der FEMA gemeldet werden. Danach entscheidet das Präsidium wer der beste Sportler des Jahres wird.

10.4. Finanzvorschlag für das kommende Jahr

P.O.Ströbel hat einen Finanzvorschlag für das Jahr 2009 vorgeschlagen: Länderbeitrag € 100.-, Fahrerbeitrag € 10.-. Es wird einstimmig beschlossen, dass ein EM-Zuschuss in der Höhe von € 1000.- von der FEMA Kasse gezahlt wird.

11. Festlegen der Austragungsorte und der Veranstaltungstermine:

EM 2009: Schweden machte den Vorschlag die EM 2009 in Örebro vom 31.Juli bis 2.August durchzuführen. Der Vorschlag wurde einstimmig angenommen.

EM 2010: Für die Austragung der EM 2010 schlugen Deutschland und der Schweiz vor. Wahlergebnis war 6 Stimmen für Deutschland und 6 Stimmen für die Schweiz. Danach machte Urs Bach (Schweiz) den Vorschlag, dass die EM 2010 in Deutschland und die EM 2013 in der Schweiz durchgeführt wird. Der Vorschlag wurde einstimmig angenommen.

EM 2011: Estland hat schon den Vorschlag gemacht, dass die EM 2011 in Tallinn durchgeführt wird.

13. Verschiedenes

Daniel Kiechl machte folgende Erklärungen zum technischen Reglement:

- zum Punkte 2.7.1 Länge des Abstellers zählt die Kerze nicht als höchster Punkt des Modells, jedoch zählen die Reifen in der Klasse 3 dazu.

- zum Punkte 2.9 die min. Spornlänge für Klasse 3 ist 80mm,

- zum Punkte 2.8.2 die max Spornhöhe für die Klasse 1 ist 20mm, für die Klasse 2 und 3 ist 25mm, für die Klasse 4 und 5 ist 30mm.

14. Um 21.05 dankte der Präsident P.O.Ströbel für die Mitarbeit und beendete die Delegiertenversammlung.

Minutes of the 57th FEMA General Meeting in Stryi, Ukraine on 31 July 2008

1. Greetings by the President

President of FEMA, Paul-Otto Ströbel opened the meeting at 19.55 hrs.

2. Statement of the Meeting

The following countries were present: Bulgaria, Estonia, France, Germany, Hungary, Italy, Lithuania, Poland, Russia, Sweden, Switzerland, and the Ukraine. In total 12 countries, which made the meeting quorate.

3. Confirmation of the Agenda

Confirmed with 100% of the votes.

4. Confirmation of the Minutes of the last General Meeting in Jaroslavl

Confirmed with 100% of the votes.

5. Report of president P.O.Ströbel about the past racing season 2006/2007.

In the past racing season we had no accidents on our racetracks. This is the result of safety improvements on all our tracks. All track managers see that their track fulfills all of the requirements in accordance with the current FEMA regulations.

Regarding the sport, the 2007-2008 season was outstanding - the seven new world records are an example how top drivers relentlessly work to improve their results. Unfortunately the information about this kind of commitment is not shared with the public well enough. The president asked the organizers to inform the press before each race about the event and to use posters to invite everybody to visit the race. Above all we have to find the young people so that we could show them the atmosphere at our racing competitions and attract them to get engaged in this sport themselves.

Next, the president reported that the 2010 World Championships are held in Brisbane, Australia. Unfortunately, the super fast track has already been dismantled by order of the city council, but a new one will be built in a park in the beginning of 2009. Hopefully it will be at least as good and fast as the previous one.

Even with no world meet in the past racing season we managed to meet our American and Australian friends at different races. This created an opportunity to share knowledge about and experience in this field.

In September some FEMA members will participate in the US Nationals. The president wished them the best of luck.

The president also said that he is working on establishing contacts with possible new sponsors. He considered the rebirth of the FEMA Info booklet with its updated address list a good example of how to make new contacts. The booklet was brought to Stryi for distribution and it should provide a good insight into our activities also for the wider public.

The president closed his report wishing that participants would reach their top results.

6. Cashier's report from P.O. Ströbel

At the moment the cash position is € 13,713.78. All countries have paid for the country and license fees. The cash statement was distributed to all delegates.

7. Auditor's report

V.Skorub and J.Lysak from the Ukraine audited the treasury. They found everything in order; the books were kept clearly and without any recognizable errors. Auditor's report was confirmed with 100% of the votes.

8. Relieve from presidency

The president was relieved with 100% of the votes of his post.

9. Election of new president

Urs Bach (Switzerland) made the proposal and nominated Mr. Paul Otto Ströbel as candidate for the post of president for another 2 years. No other candidates were nominated. P.O.Ströbel was re-elected with 100% of votes to continue his work as president for the next 2 years.

10. Proposals from the presidium for voting

10.1 The proposal to officially register FEMA as a sports organization. Unfortunately it is not possible to use the name “FEMA” nor to register the website under that name. The possible variants could be ESO or ESMO – European Speedmodelcar Organization. P.O.Ströbel proposed that the presidency should continue working with this issue. The proposal was unanimously accepted.

10.2 How will the Grand Slam 2009 races be scored? It was unanimously decided that the Grand Slam 2009 would be held like in 2008 with 3 competitions in Northern Europe and 3 in Southern Europe. However, only 4 best points out of the 6 competitions will be taken into account. The final Grand Slam stage will score double points. The EC will score only the usual amount of points. The 2009 Grand Slam prizes should be more motivational than in the ones in 2008.

10.3 The proposal to elect the best sportsmen of the year (senior + junior). It was unanimously decided that each country would elect the best sportsmen of the year, one active and one junior. Maximum age for junior is 20 years. Names of both nominees must be announced to the general secretary of FEMA by 1 December. After that the presidency will choose the best sportsmen of the year.

10.4 Financial proposals for the coming year. P.O.Ströbel made a financial proposal for 2009: national contribution 100 euros, driver’s fee 10 euros, and for the organizer of the EC a subsidy in the amount of 1,000 euros. The proposal was accepted by the delegates with 100% of the votes.

11. Proposals for the dates of EC and GP + GS competitions.

EC 2009: Sweden made the proposal for organizing the EC 2009 in Örebro on 31 July-02 August. The delegates unanimously accepted the proposal.

EC 2010: Germany and Switzerland applied for organizing the EC 2010. The voting resulted in 6 votes for Germany and 6 votes for Switzerland. Thereafter Urs Bach (Switzerland) proposed that the EC 2010 would be held in Germany and the EC 2013 in Switzerland. The proposal was unanimously accepted.

EC 2011: Estonia has already proposed that they would like to carry out the EC 2011 in Tallinn.

13. Other questions

Daniel Kiechl made the following clarifications to the technical regulations:

- point 2.7.1: glow plug is not considered the highest point of the car from which the shut off lever is measured; however, in class 3, wheels are considered the highest point of the car;

- point 2.9: the minimum tailskid length for class 3 is 80 mm;

- point 2.8.2: the maximum tailskid height from the surface of the track is 20 mm for class 1, 25 mm for classes 2 and 3, and 30 mm for classes 4 and 5.

Änderungen im Technisches Reglement 2008

2.7. Abstellvorrichtung

1. Jeder Wagen muss mit einer Abstellvorrichtung ausgerüstet sein, des-sen Abstellhebel in eingeschaltetem Zustand mindestens 20 mm hoch über den höchsten Punkt des Wagens ragen muss, damit der Wagen jederzeit und ohne Schwierigkeiten abgestellt werden kann. Die Kerze zählt nicht als höchster Punk.

2.8. Sporn

1. Wagen mit Hinterradantrieb müssen mit einem Sporn ausgerüstet sein, der ein Überschlagen des Wagens verhindert. Das Spornende muss gehärtet oder mit einem Hartmetall versehen sein (Verletzungsgefahr). Die Länge des Sporns muss min. 150mm betragen.

2. Bei Neubauten von Modellen muss der Sporn in den Modellen fest integriert sein. (keine Schrauben) Die max. Spornhöhe (A) über Boden muss den Klassen entsprechend eingehalten werden: Klasse 1 = 20mm / Klasse 2+3 = 25mm / Klasse 4+5 = 30mm. Diese Änderung wird ab dem Jahr 2013 für alle Modelle verbindlich.

2.9. Technisches Reglement der Einsteigerklasse (Klasse III)

Beispielzeichnung Rennwagen der Einsteigerklasse (Klasse III).

1. Der Modellrennwagen muss mit vier Räder versehen sein und von einem Verbrennungsmotor (Kolbenmotor) auf die Hinterräder angetrieben werden.

2. Motor: Einzylinder-Zweitaktmotor mit Glühzündung. Das Motorfabrikat ist freigestellt. Der Hubraum darf max 3,50 cm3 betragen.

3. Es muss ein Sporn mit Hartmetall bestücktem Ende vorhanden sein. Die Mindestlänge muss wie unter Punkt 2.8 beschrieben 80mm betragen und ab dem Jahr 2013 im Chassie oder der Carosserie integriert sein.

4. Alle Räder müssen ausserhalb des Wagenkörpers liegen und dürfen nicht verkleidet sein. Sie müssen alle sowohl in der Draufsicht, als auch in der Seitenansicht in voller Grösse sichtbar sein.

7. Die Kraftübertragung vom Motor auf die Antriebsräder muss entweder direkt mit der Kurbelwelle oder mit Hilfe eines Stirnradgetriebes erfolgen. Kegelräder und Riemen sind nicht zulässig.

8. Ein Resonanzrohr oder Schalldämpfer muss innerhalb des Wagenkörpers eingebaut sein. Das Endrohr darf nicht auf die Lauffläche gerichtet sein und nur das kurze Ende darf max 20 mm aus dem Wagenkörper herausragen.

9. Der Wagen muss mit einer Abst ellvorrichtug ausgerüstet sein, dessen Abstellhebel in eingeschaltetem Zustand mindestens 20mm hoch über den höchsten Punkt des Wagens ragen muss. Als höchst er Punkt gelten auch die Räder, aber die Kerze wie unter Punkt (2.7.1) nicht.

10. Die Klasse 3 wird mit dem Kabel der Klasse 2 gefahren. Bei überschreiten der Geschwindigkeit von 273.4 km/h, muss die Klasse 3 am Kabel der Klasse 4 fahren. (siehe Tabelle unter Punkt 4.5.1)

11. Der Rennwagen muss eine technische Abnahmeprüfung durch den Sportkomissar bestehen.

12. Eine FEMA-Nr. muss gut sichtbar aussen am Chassie eingebrannt, graviert oder eingeschlagen sein.

13. Für den Rennwagen der Einsteigerklasse ist ein Fahrzeugschein erforderlich.

14. Darüber hinaus gelten alle Bestimmungen des Technischen FEMA-Reglements und die darüber hinausgehenden Ergänzungen in der neusten Fassung

Teilnahmebedingungen / Competition regulations:

Alle Teilnehmer an den GS Rennen werden automatisch mit in die Wertung aufgenommen und mit einem Auto pro Klasse gewertet. Gezählt wird logischerweise der Schnellste. Jede Klasse wird separat gewertet. Sollten zwei Teilnehmer in der Endwertung die gleiche Punktzahl erreichen, entscheidet die Platzierung die bessere Geschwindigkeit zuerst bei der Europameisterschaften oder danach zweitens bei der GS Endlauf. All competitors of each GS race will be included automatically but only with one model car per class and, naturally, their fastest speed will be counted. Each of the five categories will be counted on its own. In case of two competitors having an equal sum of points after the last race, first, the driver with better speed at the European Championships, or, second, the driver with better speed at the GS final stage will get the better place.
