1. RULES1.1 The regatta will be governed by the rules as defined in The

Racing Rules of Sailing.1.2 The following abbreviations apply:

[SP] denotes a rule for which a standard penalty may be appliedby the Race Committee without a hearing or a discretionary pen-alty may be applied by the International Jury with a hearing.

[NP] denotes that a breach of this rule will not be grounds for aprotest by a boat. Change of RRS 60.1(a).[DP] denotes a rule for which the penalty is at the discretion ofthe International Jury and may be less than disqualification.

1.3 RRS Appendix T, Arbitration, may apply.1.4 RRS Appendix P, special procedures for Rule 42, will apply.

1.5 If there is a conflict between languages the English text will takeprecedence. For the German national prescriptions, the Germantext will take precedence.

1.6 [DP] Competitors are required to wear Personal Floatation Devi-ces at all times other than for brief periods while adding or re-moving clothing. This changes RRS 40.

1.7 Offshore regatta: ORC Special Regulations governing offshoreracing shall apply. The Up&Down and Middle Distance races arerated category 4, Long Distance races are rated category 3. The“Sicherheitsrichtlinien, int. und nat. Richtlinien fu� r Ausru� stungund Sicherheit seegehender Segelyachten“, latest version ofGerman DSV, inclusive „Special Regulations ORC“ will apply.

1.8 Only J24 Class: The class rule C.10.2 will be changed by classrule J.2 spare spinnaker allowed.

2. [DP] ADVERTISING2.1 Boats may be required to display advertising and bow numbers

chosen and supplied by the organizing authority. 2.2 If bibs are provided by the organizing authority, while racing,

competitors aboard the boats ranked first, second and third inthe series at the beginning of that day, shall wear yellow, blueand red bibs respectively.

2.3 Advertising for alcohol or tobacco products in direct or indirectform on the boat and on the person is prohibited by rule 13.2German racing prescriptions for youth classes.

3. [NP] [DP] ELIGIBILITY AND ENTRY

3.1 The regatta is open to boats of the classes as stated in NoR 4.1

1. REGELN1.1 Die Regatta unterliegt den Regeln wie sie in den „Wettfahrtregeln

Segeln“ (WR) festgelegt sind.1.2 Folgende Abkürzungen gelten:

[SP] kennzeichnet Regeln, fu� r welche eine Standardstrafe ohneAnhörung durch das Wettfahrtkomitee vergeben werden kannoder fu� r die bei einer Protestanhörung die Strafe im Ermessender internationalen Jury liegt.[NP] Regeln, deren Verletzung kein Grund für einen Protest durchein Boot sind. Dies ändert WR 60.1(a).[DP] Regeln, für die die Strafe im Ermessen der InternationalenJury liegt und bei denen die Strafe geringer sein kann als eineDisqualifikation

1.3 WR Anhang T, Schlichtung, wird angewendet.1.4 WR Anhang P, besondere Verfahren für Regel 42, wird angewen-

det.1.5 Besteht ein Konflikt zwischen Sprachen gilt der englische Text.

Für die Ordnungsvorschriften des Deutschen Segler-Verbandes(DSV) gilt der deutsche Text.

1.6 [DP] Auf dem Wasser sind jederzeit von allen Teilnehmern per-sönliche Auftriebsmittel zu tragen außer zum kurzfristigen Wech-seln oder Anpassen der Kleidung. Dies ändert WR 40.

1.7 Seebahnen: Hinsichtlich der Sicherheit und Ausrüstung der teil-nehmenden Yachten gelten die „Sicherheitsrichtlinien, int. undnat. Richtlinien für Ausrüstung und Sicherheit seegehender Se-gelyachten“, neueste Ausgabe des DSV, einschließlich der „Spe-cial Regulations“ des ORC. Die Wettfahrten der TravemünderWoche Seebahnen fallen für die Up&Down Wettfahrten und Mit-telstreckenwettfahrten in die Kategorie 4 und für die Langstrek-kenwettfahrt in die Kategorie 3 (ohne Rettungsinsel) dieser Richt-linien.

1.8 Nur J24 Klasse: die Klassenregel C.10.2 wird gemäss der Klas-senregel J.2 Ersatzspinnaker zugelassen geändert.

2. [DP] WERBUNG2.1 Boote können verpflichtet werden, vom Veranstalter gewählte

und gestellte Werbung sowie Bugnummern anzubringen.2.2 Stellt der Veranstalter Trikots, so müssen von den bei Tagesbe-

ginn erst-, zweit- und drittplatzierten Teilnehmern die entspre-chenden gelben, blauen oder roten Trikots an Bord ihrer Bootewährend den Wettfahrten getragen werden.

2.3 Bei Jugend- und Jüngstenklassen ist Werbung in direkter oderindirekter Form für Alkohol oder Tabakprodukte an Boot undKleidung gemäß Wettsegelordnung, Punkt 13.2 untersagt.

3. [NP] [DP] TEILNAHMEBERECHTIGUNG UNDMELDUNG

3.1 Die Regatta ist für Boote der in Absatz 5.1 genannten Klassenausgeschrieben.

3.2 Nur Deutsche Jugendmeisterschaften in den Klassen Laser 4.7,Laser Radial:

3.2.1 Meldeberechtigt zu den Jugendmeisterschaften (Laser 4.7 undLaser Radial) sind Segler/Seglerinnen der Jahrgänge 2001 undjünger.

3.2.2 Sailors who are member of a DSV club must qualify by one ofthe following requirements:

3.2.2.1 Sailors listed in the current German ranking list of the class withat least 25 points and at least 9 ranking list scores.

3.2.2.2 Sailors who are Deutsche(r) Jugendmeister(in) or Jüngstenmei-ster(in) of the previous year (overall standings).

3.2.2.3 Sailors who, due to a stay abroad, did not have the opportunityto qualify, can apply for admission to the championship at theJugendsegelausschuss, if during the stay abroad they have ac-complished performances in their class that are comparable tothe qualification criteria.

3.2.2.4 Sailors listed within the first 10 % of a Jugend- or Jüngstenmei-sterschaftsklasse in the ranking list of the previous year, at leastplaces 1 to 10 though, and in the current ranking list of the classhave at least 5 ranking list scores.

3.2.3 Sailors who are member of a club of another national associationof World Sailing, in order of the date of their application.

3.2.4 Every competitor who is member of a DSV club must be registe-red via the DSV website.

3.3 Each competitor shall be a member of a club affiliated to a na-tional authority of World Sailing.

3.4 Competitors under the age of 18 shall present a signed andcompleted parent (guardian) consent and declaration form at re-gistration. Forms can be downloaded from the event website:www.travemuender-woche.com

3.5 The person in charge shall either have a valid driving license ofthe DSV, "Youth sailor license", "Sport sailor license" or a validofficial license prescribed or recommended for the sailing area.Members of other national federations shall have an adequatedriving license of their national authority.

3.6 Eligible boats shall enter by completing the online entry form onthe event website www.travemuender-woche.com until 5 July2020 and paying the required fees. The organizers shall be aut-horized to collect the entry fee electronically. The OrganizingAuthority may accept late entries until 18 July 2020. Late entrieswill be charged the double amount of the entry fee.

3.2.2 Segler/Seglerinnen, die Mitglied in einem DSV-Verein sind, müs-sen sich über eine der folgenden Voraussetzungen qualifizieren:

3.2.2.1 Steuerleute, die in der deutschen Aktuellen Rangliste der Klassemit mindestens 25 Ranglistenpunkten aus mindestens 9 Rangli-stenwertungen geführt werden.

3.2.2.2 Segler/Seglerinnen, die Deutsche(r) Jugendmeister(in) des Vor-jahres sind (Gesamtwertung).

3.2.2.3 Seglerinnen/Segler, die aufgrund eines Auslandsaufenthalteskeine Möglichkeit hatten im Qualifikationszeitraum die erforder-lichen Qualifikationskriterien zu erfüllen, können beim Jugend-segelausschuss einen Antrag auf Zulassung zur Meisterschaftstellen, sofern während des Auslandsaufenthaltes den Qualifi-kationskriterien vergleichbare seglerische Leistungen in der je-weiligen Klasse erbracht wurden.

3.2.2.4 Seglerinnen/Segler, die in einer Jugend- oder Jüngstenmeister-schaftsklasse in der Jahresrangliste des Vorjahres unter den er-sten zehn Prozent geführt werden, mindestens jedoch die erstenZehn, und in der Aktuellen Rangliste der ausgeschriebenenBootsklasse mit mindestens fünf Wertungen geführt werden.

3.2.3 Segler/Seglerinnen, die Mitglied eines Vereines eines anderennationalen Mitgliedsverbandes von World Sailing sind, in derReihenfolge des Datums ihrer Anmeldung.

3.2.4 Jeder einem DSV-Verein angehörende Teilnehmer muss sich überdie Internetseite des DSV registriert haben.

3.3 Jeder Teilnehmer muss Mitglied eines Vereins seines nationalenVerbandes von World Sailing sein.

3.4 Teilnehmer unter 18 Jahren müssen eine von ihren Eltern (Vor-mund) unterzeichnete Einverständniserklärung vorlegen. Die Vor-lagen stehen zum Herunterladen auf www.travemuender-woche.com zur Verfügung.

3.5 Der Schiffsführer muss entweder einen gültigen Führerscheindes DSV, Jüngstensegelschein, Sportsegelschein oder einen fürdas Fahrtgebiet vorgeschriebenen oder empfohlenen gültigenFührerschein besitzen. Bei Mitgliedern anderer nationaler Ver-bände gilt ein entsprechender Befähigungsnachweis ihres Lan-des.

3.6 Meldeberechtigte Boote müssen sich über das Onlinemeldesy-stem auf www.travemuender-woche.com bis 05. Juli 2020 an-melden und das entsprechende Meldegeld zahlen. Die Organi-sation muss zum Einziehen des Meldegeldes per Online-Zahlungermächtigt werden. Der Veranstalter kann bis 18. Juli 2020 spä-tere Meldungen annehmen. Diese Meldungen werden mit einemAufschlag auf das Meldegeld (Entry Fee) angenommen.

4. MELDEGELD4.1 Die Meldegelder sind wie folgt:

4.2 The entry fee shall be paid after entering, even if the entry iscancelled later on or the boat does not show up. The entry fee isnon-refundable, with the exception of the regatta or class beingcancelled by the organizing authority or if the entry is rejected.

4.3 The entry fee includes benefits listed on the event website.

5. RACE FoRMAT5.1 If a class consists of 60 or more entries, the organizing authority

may split the fleet. Split fleets will sail a qualifying series and afinal series.

5.2 Classes sailing split fleets only: 5.2.1 If a minimum of six races has been completed at the end of the

third scheduled racing day in the qualifying series, the final serieswill begin on the next day of racing. If a minimum of six raceshas not been completed at the end of the third scheduled racingday, the qualifying series will continue until the end of the nextracing day when a minimum of six races has been completed.The final series will begin after the qualifying series has beencompleted.

5.2.2 If at the end of the qualifying series some boats have more racescores than others, the scores of the most recent races will beexcluded, so all boats have the same number of race scores.

5.2.3 Final series:Boats will be assigned to the gold, silver, bronze and emeraldfleets (if deemed necessary by the race committee or organizingauthority). Fleets will be of nearly equal size, based on the rankingof the qualifying series. The gold fleet will not be smaller thanthe other fleets.

6. SCHEDULE6.1 Registration for competitors, coaches and team leaders:

6.2 The race office will be open from Friday 17 July to Sunday 26July 2020 from 0800 to 2000 hrs. For the participating crews ofthe Hanse-Baltic-Challenge the regatta office is additionally openon Thursday 16th July 2020 from 16.00 to 20.00 hrs.

6.3 A first skippers meeting will be held on the first scheduled racingday. Details will be published in the sailing instructions or on theofficial notice board.

6.4 The scheduled time of the warning signal for the first race is asstated in 6.5 and on page 2.

4.4 Zur Meldung ist das Onlinesystem auf www.travemuender-wo-che.com zu verwenden.

5. FoRMAT5.1 Für den Fall, dass eine Klasse 60 oder mehr Meldungen hat,

kann der Veranstalter das Teilnehmerfeld in Gruppen aufteilen.In Gruppen aufgeteilte Teilnehmerfelder segeln eine Qualifikati-ons- und Finalserie.

5.2 Nur Klassen, die in Gruppen segeln:5.2.1 Wenn am Ende des dritten geplanten Wettfahrttages mindestens

sechs gültige Wettfahrten der Qualifikationsserie gesegelt wordensind, beginnt am nächsten Wettfahrttag die Finalserie. Sind amEnde des dritten geplanten Wettfahrttages weniger als sechsgültige Wettfahrten der Qualifikationsserie gesegelt worden, wirddie Qualifikationsserie fortgesetzt bis zum Ende des Wettfahrt-tages an dem mindestens sechs gültige Wettfahrten der Qualifi-kationsserie gesegelt worden sind. Nachdem die Qualifikations-serie vollständig gesegelt worden ist, beginnt die Finalserie.

5.2.2 Wenn am Ende der Qualifikationsserie für manche Boote mehrWettfahrten gewertet wurden als für andere, werden die Wertun-gen der zuletzt gesegelten Wettfahrten ausgeschlossen, so dassalle Boote die gleiche Anzahl an gewerteten Wettfahrten haben.

5.2.3 Finalserie:Boote werden anhand ihrer Platzierung aus der Qualifikationsseriein die Gruppen Gold, Silber, Bronze und Smaragd (wenn diesvom Wettfahrtkomitee oder Veranstalter als notwendig erachtetwird) eingeteilt. Die Gruppen sind von annähernd gleicher Größe,wobei die Goldgruppe nicht kleiner ist als die anderen Gruppen.

6. ZEITPLAN6.1 Die Registrierung für Teilnehmer, Trainer und Mannschaftsführer

findet wie folgt statt:

6.2 Das Regattabüro ist von Freitag, 17. Juli 2020 bis Sonntag, 26.Juli 2020 von 08.00 bis 20.00 Uhr geöffnet. Für die teilnehmendenCrews der Hanse-Baltic-Challenge ist das Regattabüro zusätzlicham Donnerstag 16.Juli 2020 von 16.00 bis 20.00 Uhr geöffnet.

6.3 Am ersten geplanten Wettfahrttag findet eine Steuerleutebespre-chung statt. Näheres hierzu wird in den Segelanweisungen oderan der Tafel für Bekannmachungen veröffentlicht.

6.4 Das geplante Ankündigungssignal für die erste Wettfahrt ist inder Tabelle auf Seite 2 angegeben.

7. [NP] [DP] MEASUREMENTS7.1 Each boat shall produce a valid measurement certificate.7.2 All boats shall be measured during the measurement and in-

spection period as stated in NoR 6.5. During the scheduled timefor measurement controls no initial (first) measurements will becarried out.

7.3 Offshore races only: 7.3.1 A copy of the valid measurement certificate shall be submitted

no later than 13 July. This changes RSS 78. The OrganizationAuthority may reject the entry by RRS 76.1. Only one measure-ment certificate is allowed for the whole Travemu�nder Week.

7.3.2 The Race Committee may subject boats to random measurementchecks. The Technical Committee will check the compliance withthe rules and safety equipment. The locations and times for mea-surement checks will be published in the sailing instructions oron the official notice board.

8. SAILING INSTRUCTIoNS8.1 The sailing instructions will be available at the registration if

10. CoURSES10.1 The courses will be defined in the sailing instructions.

11. PENALTY SYSTEM11.1 Trias class only: Trias Class, F18 Class, 49er / 49erFX Class, 2.4

Class, A-Cat Class:RRS 44.1 and RRS appendix P 2.1 will be changed: the two-turns penalty is replaced by the one-turn penalty.

12. INTERNATIoNAL JURYAn International Jury will be appointed in accordance with RRS91(b). Decisions will be final as provided in RRS 70.5.

13. SCoRING13.1 If less than 5 races have been completed, a boat’s series score

will be the total of her race scores. When 5 or more races havebeen completed, a boat’s series score will be the total of herrace scores excluding her worst score.

13.2 Offshore course only: The “Time on Time TMF Offshore” systemwill apply for the medium distance race Ostsee-Cup from andback to Travemu�nde (July 25 and 26) and for the long distancerace (July 23 and 24). The recommendations of the German RVSwill apply. Time-on-Distance (ToD) or Time-Multiplying-Factor(TMF) system will apply. The scoring will be specified in theSailing Instructions. The recommendations of the DSV and theGerman RVS will apply.

7. [NP] [DP] VERMESSUNG 7.1 Jedes Boot muss einen gültigen Messbrief vorweisen können.7.2 Alle Boote müssen während der Vermessungszeiten, wie in Ab-

satz 6.5 ausgewiesen, vermessen werden. Im Zeitfenster derKontrollvermessungen werden keine Erstvermessungen durch-geführt.

7.3 Für Seeregatten: 7.3.1 Eine Kopie des Messbriefs ist mit der Meldung abzugeben, spä-

testens jedoch bis zum 11.Juli. Dieses ändert WR 78. Der Ver-anstalter behält sich vor die Meldung anderenfalls nach WR 76.1 zurückzuweisen. Nur ein Messbrief ist für die gesamte Tra-vemünder Woche erlaubt.

7.3.2 Die Wettfahrtleitung kann durch das Technische Komitee Kon-trollvermessungen an Booten vornehmen und die Einhaltung derRegeln und Sicherheitsbestimmungen überprüfen lassen. DieOrte und Zeiten der Vermessungen werden in den Segelanwei-sungen oder am Schwarzen Brett bekannt gegeben.

8. SEGELANWEISUNGEN8.1 Die Segelanweisungen werden bei der Registrierung auf Wunsch

11. STRAFSYSTEM

11.1 Nur Trias Klasse, F18 Klasse, 49er / 49erFX Klasse, 2.4 Klasse,A-Cat Klasse:WR 44.1 und WR Anhang P 2.1 sind geändert, sodass die Zwei-Drehungen-Strafe durch die Eine- Drehung-Strafe ersetzt ist.

12. INTERNATIoNALE JURYEs wird eine internationale Jury in Übereinstimmung mit WR91(b) berufen. Die Entscheidungen sind nach WR 70.5 endgül-tig.

13. WERTUNG13.1 Werden weniger als fünf Wettfahrten vollendet, ist die Serien-

wertung eines Bootes gleich der Summe seiner Wertungen inden Wettfahrten. Werden fünf oder mehr Wettfahrten vollendet,ist die Serienwertung eines Bootes gleich der Summe seinerWertungen in den Wettfahrten mit Ausschluss seiner schlechte-sten Wertung.

13.2 Nur Seebahn: Die Mittelstrecke Ostsee-Cup Wertung von undnach Travemünde (25. und 26.07.) und die Langstrecke (23. und24.07.) werden nach „Time on Time Offshore“ gewertet. DieEmpfehlungen der RVS werden angewendet. DasTime-on-Di-stance (ToD) oder Time-Multiplying-Factor (TMF) Wertungssytemfindet Anwendung. Das Wertungssystem wird in den Segelan-weisungen spezifiziert. Die Empfehlungen des DSV und der deut-schen RVS finden Anwendung.

13.3 Classes sailing in split fleets only:13.3.1 All race scores from the qualifying series will be carried forward

to the final series.13.3.2 The discard of the qualifying series at the time of the allocation

to the final series fleets may be substituted by a worse scorefrom the final series.

13.3.3 RRS A4.2 and 44.3 (c) are changed: the scores are based on thenumber of boats of the largest group of the series.

13.3.3 If a qualifying series and a final series are scheduled, the boatsof the higher ranked fleet will always be ranked higher than theboats in the lower ranked fleet, irrespective of their scoring points.

13.4 Deutsche Jugendmeisterschaften oft the classes Laser 4.7, LaserRadial if at least 10 Boats compete in the U-Wertung, only:

13.4.1 Laser 4.7 only:The U-division is an extract of the overall score and only appliesto competitors who are 15 or younger in the year of the cham-pionship.

13.4.2 Laser Radial only:The U-division is an extract of the overall score and only appliesto competitors who are 16 or younger in the year of the cham-pionship.

13.5 Laser und Laser Radial class only, without Deutsche Jugend-meisterschaft:

13.5.1 Laser and Laser Radial will have separate Masters scorings, withseparate award ceremonies. The results of the Masters scoringswill be incorporated into the scoring of the Nordmaster-Cup.

14. [NP][DP] SUPPoRT BoATS14.1 All support boats must be registered with the organizing authority

and are required to comply with local legislation and event sup-port boat regulations. The organizing authority may refuse regi-strations and accept later registrations at her discretion.

14.2 Registration fees according to NoR 4.114.3 Support personnel must wear Personal Floatation Devices at all

times other than for brief periods while adding or removing clot-hing. With the motor running they are required to wear the Quick-Stopp / Kill Cord at all times.

14.3 The race committee may use VHF for race information.

15. [DP] BERTHINGBoats shall be kept in their assigned places while they are in theboat park.

16. HAUL-oUT RESTRICTIoNS

16.1 Exception for 2.4 Class16.2 Keelboats may not be hauled out during the regatta, except with

a written permission of the race committee.

16.2 Cranes: Keelboats arriving by trailer may be launched and hauledout with their own connection wire. One launching and one haul-out is included in the entry fee.

17. DIVING EQUIPMENT AND PLASTIC PooLS

Underwater breathing gear and plastic pools or their equivalentshall not be used around keelboats from the preparatory signalof the first race to the end of the regatta.

13.3 Nur Klassen, die in Gruppen segeln:13.3.1 Alle Wertungen der Wettfahrten der Qualifikationsserie werden

13.4 Nur Deutsche Jugendmeisterschaften in den Klassen Laser 4.7,Laser Radial, wenn mindestens zehn Boote in der jeweiligen U-Wertung teilnehmen:

13.4.1 Nur Laser 4.7:Die U16-Wertung ist ein Auszug aus der Gesamtwertung undbeinhaltet nur Teilnehmer, die im Jahr der Meisterschaft höch-stens das 15. Lebensjahr vollenden.

13.4.2 Nur Laser Radial:Die U17-Wertung ist ein Auszug aus der Gesamtwertung undbeinhaltet nur Teilnehmer, die im Jahr der Meisterschaft höch-stens das 16. Lebensjahr vollenden.

13.5 Nur Klasse Laser und Laser Radial ohne deutsche Jugend- undJüngstenmeisterschaft:

13.5.1 Es finden im Laser Standard und Laser Radial getrennte Ma-sterswertungen mit eigener Siegerehrung statt und die Ergebnisseder Masterswertungen gehen als Teil der Regattaserie in dieWertung des Nordmaster-Cups ein

14. [NP][DP] BEGLEITBooTE14.1 Alle Begleitboote müssen registriert sein, die geltenden gesetz-

lichen Bestimmungen und Auflagen und die Bestimmungen fürBegleitboote der Veranstaltung erfüllen. Der Veranstalter kann Registrierungen zurückweisen und spätere Registrierungennach eigener Einschätzung zulassen.

14.2 Meldegeld gemäß Absatz 4.1.14.3 Auf dem Wasser müssen jederzeit von allen unterstützenden

Personen persönliche Auf-triebsmittel getragen werden außerzum kurzfristigen Wechseln oder Anpassen der Kleidung. Be-gleitpersonen müssen den Quick-Stopp / Kill Cord zu jeder Zeitbenutzen, während der Motor läuft.

14.3 Das Wettfahrtkomitee kann Regattainformationen über UKW zurVerfügung stellen.

15. [DP] LIEGEPLÄTZEBoote müssen, wenn sie an Land sind, auf den ihnen zugewie-senen Liegeplätzen abgestellt werden.

16. RESTRIKTIoNEN ZUM AUS DEM WASSERHoLEN:

16.1 Ausgenommen hiervon ist die 2.4 Klasse 16.2 Kielboote dürfen während der Veranstaltung nicht aus dem Was-

ser geholt werden, außer es liegt eine schriftliche Erlaubnis desWettfahrtkomitees vor.

16.3 Kranbenutzung: Kielboote, die auf dem Landweg anreisen, kön-nen von vorhandenen Kränen mit eigenem Geschirr zu Wassergebracht und wieder an Land genommen werden. Einmal zuWasser und einmal an Land ist im Meldegeld enthalten.

17. TAUCHAUSRÜSTUNGEN UNDPLASTIKABHÄNGUNGEN:Geräte, um unter Wasser zu atmen und Plastik Abhängungenoder vergleichbare Ausrüstung ist für Kielboote nicht erlaubt vomStartsignal der ersten Wettfahrt bis zum Ende der Veranstaltung.

18. [DP] RADIo CoMMUNICATIoNExcept in an emergency, a boat shall neither make nor receiveradio transmissions while racing that are not available to allboats. This restriction also applies to mobile phones.

19. PRIZES19.1 Special prizes and perpetual trophies for the classes are listed in

the sailing instructions.19.3 In case of doubt to the entitlement of claims or to awards of per-

petual trophies or special prizes, a body constituted of the racecommittee chairman, the jury chairman and the officer in chargeof prize giving ceremonies will decide. Their decision will be fi-nal.

19.4 All winners of perpetual trophies (except finally won ones) arerequested to send their trophy back to the organizers at least 4weeks before the beginning of the next Travemu�nder Woche.

19.5 Prizes not claimed at the prize giving ceremony will remain withthe organizers.

19.6 Additional prizes may be awarded by the host clubs, class asso-ciations and DSV.

19.7 Deutsche Jugendmeisterschaften of the classes Laser 4.7, LaserRadial only:

19.7.1 The DSV will give prizes (medals) for the first three competitors.In the overall scoring, as well as in the U-division. The amount ofcertificates will be published.

20. [DP] MEDIA RIGHTS, CAMERAS ANDELECTRoNIC EQUIPMENT

20.1 By participating in the event competitors automatically grant theorganizing authority the right in perpetuity to make, use andshow any motion pictures and live, taped or filmed televisionand other reproductions of the athlete from time to time at theirdiscretion, during the period of the competition without com-pensation.

20.2 Boats may be required to carry cameras, sound and positioningequipment, as specified and supplied by the organizing autho-rity.

20.3 The top three competitors and the individual race winners maybe required to attend a media press conference every day.

20.4 Competitors may be required to be available for interviews atthe regatta.

21. LIMITATIoN oF LIABILITY CoGNoVITS CLAUSE

21.1 The responsibility for the decision to participate in, or to continuethe race, is solely with the skipper; to that extent the skipperalso accepts full responsibility for the crew. The skipper is re-sponsible for the qualification and the correct nautical conductof the crew as well as for the suitability and the transport-safe-condition of the registered boat. In cases of force majeure or ongrounds of administrative orders or for safety reasons, the or-ganizer is entitled to make changes in the realization of the event,or to cancel the event. 19. PREISE19.1 Sonderpreise und Wanderpreise für die einzelnen Klassen sind

der- und Punktpreisen entscheidet ein Gremium aus Wettfahrt-leiter, Jury-Obmann und dem Verantwortlichen für die Siegereh-rungen. Diese Entscheidung ist endgültig.

19.4 Jeder Gewinner von Anrechten auf Wanderpreise (außer denendgültig gewonnenen) hat diese spätestens vier Wochen vorder nächsten Travemünder Woche an den Veranstalter zurück-zusenden.

19.5 Preise, die auf der Siegerehrung nicht abgeholt werden, gehenan die Veranstalter zurück.

20. [DP] MEDIENRECHTE, KAMERAS UNDELEKTRoNISCHE AUSRÜSTUNG

20.1 Durch die Teilnahme an der Veranstaltung übertragen die Teil-nehmer dem Veranstalter entschädigungslos automatisch daszeitlich und räumlich unbegrenzte Recht für die Nutzung vonBild-, Foto-, Fernseh- und Hörfunkmaterial, das während derVeranstaltung von den Athleten gemacht wurde.

20.2 Teilnehmer können aufgefordert werden vom Veranstalter ge-stellte Kameras, Mikrofone oder Positionierungssysteme an Bordmitzuführen.

20.3 Die drei bestplatzierten Teilnehmer sowie einzelne Tagessiegerkönnen aufgefordert werden an einer täglichen Pressekonferenzteilzunehmen.

20.4 Teilnehmer können aufgefordert werden, bei der Regatta Inter-views zu geben.

21. HAFTUNGSBEGRENZUNG,UNTERWERFUNGSKLAUSEL

21.1 Die Verantwortung für die Entscheidung eines Bootsführers, aneiner Wettfahrt teilzunehmen oder sie fortzusetzen, liegt alleinbei ihm, er übernimmt insoweit auch die Verantwortung für seineMannschaft. Der Bootsführer ist für die Eignung und das richtigeseemännische Verhalten seiner Crew sowie für die Eignung undden verkehrssicheren Zustand des gemeldeten Bootes verant-wortlich. Der Veranstalter ist berechtigt, in Fällen höherer Gewaltoder aufgrund behördlicher Anordnungen oder aus Sicherheits-gründen, Änderungen in der Durchführung der Veranstaltungvorzunehmen oder die Veranstaltung abzusagen. In diesen Fällenbesteht keine Schadenersatzverpflichtung des Veranstalters ge-genüber dem Teilnehmer, sofern der Veranstalter den Grund fürdie Änderung oder Absage nicht vorsätzlich oder grob fahrlässigherbeigeführt hat. up and down, Seebahn middle distance, Seebahn long distance(round Fehmarn), must be insured with valid third-party liabilityinsurance, that is suitable for the racing area, with a minimumcoverage of 5,000,000 € per incident, or the equivalent.All other classes must be insured with a minimum coverage of3.000.000 € per incident, or the equivalent.

1 RULES1.1 The regatta will be governed by the rules as defined in The

Racing Rules of Sailing 2017 – 2020 (RRS).1.2 The Prescriptions of the National Authority shall apply.1.3 The racing rules will be changed as follows:

And the complete registration at the venue by:c) Supplying completed Event Consent Form. These forms should

be pre-printed, completed and brought to registrationd)supplying insurance documents for all participating boats and

support boats (see NoR 15).Failure to provide these documents at registration will be groundsfor the Organising Authority to reject the entry as permitted byRRS 76.1 or refuse the registration of a support boat. Competitorsaged under 18 shall submit the entry form signed by parents, tu-tors or any other responsible person, in order to be able to un-dergo to RRS 3.1(b). This person shall be the one responsiblefor their decision to race.

2.2 Entries are limited to 150 boats. The entry of up to 150 boats willbe accepted in order of completed entry. When the limit of 150entries has been reached boats are accepted at the discretionof Organising Authority.

2.3 All sailors must have a full membership status of the RS 500 In-ternational Class Association for 2020 for eligibility to competein this event.

3 FEES3.1 The following fees will be applied to each entry:3.1.1 €320 (students/youth: €290) per boat for entry on or before mid-

night on 15th March 2020.3.1.2 €350 (students/youth: €320) per boat will apply for all entries

received between 16th March and midnight on 1st June 2020.3.1.3 €400 (students/youth: €350) per boat will apply for all entries

received between 2nd June and midnight on 1st July 2020.3.1.4 Any entries after 150 boats or midnight on 1st July 2020, whi-

8 THE CoURSES8.1 The course to be sailed will be outer or inner loop trapezoid, fi-

nishing near mark 3 (the outer loop leeward gate).8.2 Line starts will be used for all starts.8.3 The target time for the first finisher in each race is 35 minutes.

9 SCoRING9.1 Each boat is scored under its own sail number.9.2 16 races are scheduled.9.2.1 For the overall score all sailed races count.9.2.2 Exceptional cases/Discard as follows:9.2.2.1 1-6 sailed races no discard9.2.2.2 7-10 races: one discard9.2.2.3 11-16 races: two discards.

10 SUPPoRT BoATS10.1 All support and coach boats shall register in advance of the

10.2 Upon arrival Support Boats must report to the Regatta Office.They must not launch before this requirement has been met.

10.3 All Support Boats shall register in the Regatta Hub during the re-gistration times and complete the Support Boat Registrationform for the event. In addition, all support boats are required todisplay a sticker identification number from whenever on thewater during the event. Identification stickers will be assignedwhen registering.

10.4 Except when responding to the signal in NoR 10.9, supportboats, coaches and other support persons shall stay at least100 metres outside areas where boats are racing from the timeof the preparatory signal for the first class to start on that courseuntil all boats have finished or retired or the race committee si-gnals a postponement, general recall or abandonment. 10.5 During the event, support boats shall not tow boats participatingin the event unless the race committee have signalled that towingis allowed.

10.6 Kill cords shall be worn at all times whilst engines are running.The Course Safety Leader and RS 500 Class Association Officialswill be looking out for compliance on this issue, there are no ex-cuses and boats will be requested to leave the race area imme-diately if kill cords are not being used appropriately.

10.7 Support boats shall comply with local legislation10.8 All Support Boat drivers shall attend the Support Boat Briefing,

the details of which will be advised at Registration.10.9 All Support Boats will keep a listening watch on the safety chan-

nel, which will be advised at the briefing, and if requested to, bythe race committee displaying flag V and a repeated rapid soundsignals, assist with safety operations under the instructions ofthe Course Safety Leader.

10.10 Support boats members, registered, will undergo the technicaland behavioural rules from race committee and Jury. In case ofinfringement, the Jury could apply RRS 64.4.

10.11 Additional instructions will be stated in the Sis ‘[DP) Supportpersonnel must wear Personal Floatation Devices at all times ot-her than for brief periods while adding or removing clothing.With the motor running they are required to wear the Quick-Stop/ Kill Cord at all times.

11 RADIo CoMMUNICATIoNExcept in an emergency, a boat that is racing shall not makevoice or data transmissions and shall not receive voice or datacommunication that is not available to all boats. [DP].

13 LIMITATIoN oF LIABILITY CoGNoVITS CLAUSEThe responsibility for the decision to participate in, or to continuethe race, is solely with the skipper; to that extent the skipperalso accepts full responsibility for the crew. The skipper is re-sponsible for the qualification and the correct nautical conductof the crew as well as for the suitability and the transport-safecondition of the registered boat. In cases of force majeure or ongrounds of administrative orders or for safety reasons, the or-ganizer is entitled to make changes in the realization of the event,or to cancel the event. 3.4 If a competitor wishes to change fleets during the championship(and therefore have a new entry), they will notify the race officenot later than one hour before the first warning signal for therace affected by the change of rig. The new entry will be coveredby their original entry fee. Only one change of fleet will be per-mitted, and the new rig will then be used for the remainder of thechampionship. The score for all previous races with the new rigwill be DNC. The score for all subsequent races with the originalrig will be DNC.

8 VENUE8.1 The regatta office will be in the camping and dinghy park area

9 THE CoURSES9.1 The course to be sailed will be outer or inner loop trapezoid, fi-

nishing near mark 3 (the outer loop leeward gate).9.2 Line starts will be used for all starts.9.3 The target time for the first finisher in each race is 45 minutes.

10 SCoRING10.1 One race is required to be completed by each fleet to constitute

a regatta.10.2 The total score of each boat will be the sum of her scores as fol-

lows: (a) When fewer than five races have been completed, a boat’s

series score will be the total of her race scores.(b) When from five to nine races have been completed, a boat’s

series score will be the total of her race scores excluding herworst score.

(c) When ten or more races have been completed, a boat’s seriesscore will be the total of her race scores exclude ng the twoworst scores.

11 SUPPoRT BoATS 11.1 All support and coach boats shall register in advance of the

event at:https://www.travemuender-woche.com/race/online-entry.html

11.2 Upon arrival Support Boats must report to the Regatta Office.They must not launch before this requirement has been met.

11.3 All Support Boats shall register in the Regatta Hub during the re-gistration times and complete the Support Boat Registrationform for the event. In addition, all support boats are required todisplay an Sticker identification number from whenever on thewater during the event. Identification stickers will be assignedwhen registering.

11.4 Except when responding to the signal in NoR 11.9, supportboats, coaches and other support persons shall stay at least100 meters outside areas where boats are racing from the timeof the preparatory signal for the first class to start on that courseuntil all boats have finished or retired or the race committee si-gnals a postponement, general recall or abandonment. 11.5 During the event, support boats shall not tow boats participatingin the event unless the race committee have signaled that towingis allowed.

11.6 Kill cords shall be worn at all times whilst engines are running.The Course Safety Leader and RS Feva Class Association Offi-cials will be looking out for compliance on this issue, there are

no excuses and boats will be requested to leave the race areaimmediately if kill cords are not being used appropriately.

11.7 Support boats shall comply with local legislation11.8 All Support Boat drivers shall attend the Support Boat Briefing,

the details of which will be advised at Registration.11.9 All Support Boats will keep a listening watch on the safety chan-

nel, which will be advised at the briefing, and if requested to, bythe race committee displaying flag V and a repeated rapid soundsignals, assist with safety operations under the instructions ofthe Course Safety Leader.

11.10 Support boats members, registered, will undergo the technicaland behavioral rules from race committee and Jury. In case ofinfringement, the Jury could apply RRS 64.4.

11.11 Additional instructions will be stated in the Sis ‘[DP) Supportpersonnel must wear Personal Floatation Devices at all times other than for brief periods while adding or removingclothing. With the motor running they are required to wear theQuick-Stop / Kill Cord at all times.

12 RADIo CoMMUNICATIoNExcept in an emergency, a boat that is racing shall not makevoice or data transmissions and shall not receive voice or datacommunication that is not available to all boats. [DP].

14 LIMITATIoN oF LIABILITY CoGNoVITS CLAUSEThe responsibility for the decision to participate in, or to continuethe race, is solely with the skipper; to that extent the skipperalso accepts full responsibility for the crew. The skipper is re-sponsible for the qualification and the correct nautical conductof the crew as well as for the suitability and the transport-safecondition of the registered boat. In cases of force majeure or ongrounds of administrative orders or for safety reasons, the or-ganizer is entitled to make changes in the realization of the event,or to cancel the event. This does not constitute any liability bythe organizer towards the participant, if the reasons for thechanges or the cancellation do not result from a willful or grosslynegligent behavior of the organizer. In case of a violation of obli-gations that do not constitute primary or material contractualduties (cardinal obligations), the liability of the organizer for fi-nancial and property damages incurred by the participant during,or in connection with the participation at the event, and resultingfrom a conduct of the organizer, its representatives, servants oragents, is restricted to damages that were caused willfully orgrossly negligent. When a violation of cardinal obligations occursdue to minor negligence, the liability of the organizer is limited toforeseeable, typical damages. To the extent that the liability fordamages of the organizer is excluded or restricted, the participantalso relieves the staff - employees and representatives, agents,

servants, sponsors and individuals who provide or drive salvage,safety or rescue vessels or assist with their use - from the indivi-dual liability for damages, as well as all other individuals whowere instructed to act in connection with the realization of theevent. The effective racing rules of World Sailing, the admini-strative regulations regatta-sailing and the articles of associationof DSV, the class rules, as well as the regulations of the invitationto the competition and the sailing instructions are to be compliedwith and are expressly recognized.

16 INSPECTIoNSThe fact that race officials may conduct inspections of a boatdoes not reduce the responsibilities of each competitor set outin this Notice of Race.

17 INSURANCEEach participating boat shall be insured with valid third-partyliability insurance with a minimum cover of € 3.000.000 per inci-dent or the equivalent.

18 RIGHTS AND CoPYRIGHTBy participating in this event, a competitor automatically grantsto the Organising Authority, the National and International ClassAssociations and the sponsors of the event the right in perpetuityto make, use and show at their discretion any motion pictures,still pictures and live, taped or filmed television and other repro-ductions of him/her during the championship, and of all of his/hermaterial related to the championship, without compensation.

1 RULES1.1 The regatta will be governed by the rules as defined in The

Racing Rules of Sailing 2017 – 2020 (RRS).1.2 The Prescriptions of the National Authority shall apply.1.3 The racing rules will be changed as follows:

RRS 40 changed so that RRS 40 applies at all times while afloat.Flag Y will not be displayed.RRS 44.1 is changed so that the Two-Turns Penalty is replacedby the One-Turn Penalty.RRS 63.7 is changed so that in the event of a conflict betweenthe Notice of Race and Sailing Instructions, the Sailing Instructi-ons and subsequent official notices shall prevail.The changes will appear in full in the Sailing Instructions. TheSailing Instructions may also change other racing rules.

1.4 The notation ‘[DP]’ in a rule in the NoR means that the penaltyfor a breach of that rule may, at the discretion of the protestcommittee, be less than disqualification.

1.5 In all rules governing this regatta:1.5.1 [SP] denotes a rule for which a standard penalty may be applied

by the Race Committee without a hearing or a discretionary pen-alty may be applied by the International Jury with a hearing.

1.5.2 [NP] denotes a rule that shall not be grounds for protests by aboat. This changes RRS 60.1(a).

2 ADVERTISINGBoats may be required to display advertising chosen and suppliedby the Organising Authority. If this rule is broken, World SailingRegulation 20.9.2 applies. [DP].

[NP] [DP] ELIGIBILITY AND ENTRY2.1 The regatta is open to all boats of the RS Feva XL Class. Eligible

boats may enter by:a) Completing the online entry form https://www.rsfeva.org/

index.asp?p=enter-online&id=103 and b) Making the required entry fee payment on time.

And the complete registration at the venue by:c) Supplying completed Event Consent Form. These forms

should be pre-printed, completed and brought to registra-tion

d) supplying insurance documents for all participating boatsand support boats. (see NoR 17).

Failure to provide these documents at registration will be groundsfor the Organising Authority to reject the entry as permitted byRRS 76.1 or refuse the registration of a support boat. Competitorsaged under 18 shall submit the entry form signed by parents, tu-tors or any other responsible person, in order to be able to un-dergo to RRS 3.1(b). This person shall be the one responsiblefor their decision to race.

2.2 Entries are limited to 200 boats. The entry of up to 200 boats willbe accepted in order of completed entry. When the limit of 200entries has been reached boats are accepted at the discretionof Organising Authority

2.3 Class Rule ‘3. Class Association Membership’ of the RS ClassRules will apply for eligibility to compete in this event.

3 FEES3.1 The following fees will be applied to each entry:3.1.1 €375 per boat for entry on or before midnight on 1st February

2020.3.1.2 €395 per boat will apply for all entries received between 2nd

February and midnight on 1st April 2020.3.1.3 €450 per boat will apply for all entries received between 2nd

April and midnight on 1st July 2020.3.1.4 Any entries after 200 boats or midnight on 1st July 2020, whi-

3.2 Refunds for cancellation of entries will be as follows:3.2.1 Fifty percent of the entry fee paid before midnight on 31st May

4 QUALIFYING SERIES AND FINAL SERIESIf there are fewer than 130 entries, the fleet will be split into twoequal flights and if there are 130 or more entries the fleet will besplit into three equal flights for the qualifying series, re-flightingeach day. The qualifying series will finish at the end of the day inwhich 6 races are completed for all flights. For the final series,the fleet will be split into two fleets (if fewer than 130 entries –gold and silver) or three fleets if more than 130 entries (goldsilver and bronze) of equal size.

5.4 The race committee reserve the right to modify the programme due to extreme weather conditions or other causes. This may include bringing scheduled races forward, except the first race on the first scheduled day of racing. 5.6 On the last scheduled day of racing on Monday 20th July no warning signal will be made after 15:30. 6 SCRUTINEERING Boats will be selected randomly for scrutineering. They must register where they will be advised if they have been selected and apply any required country flags, advertising, stickers etc. before presenting themselves for scrutineering along with sail, buoyancy aid, whistle, rigging, hull, foils, etc. The scrutineering process is intended to assist in compliance with the RS Tera Class Rules. Scrutineering will happen at the same time as registration. Random checks may happen during the event as well. 7 SAILING INSTRUCTIONS The sailing instructions will be available on the event website. 8 VENUE 8.1 The regatta office will be in the camping and dinghy park area “Grünstrand”, Kaiserallee. Further information is available online at https://www.travemuender-woche.com/home.html 8.2 Racing area will be approximately 1 mile out from the dinghy park 9 THE COURSES 9.1 The course to be sailed will be outer or inner loop trapezoid, finishing leeward of the committee boat. 9.2 Line starts will be used for all starts. In the event that any one fleet (Pro or Sport) reaches an entry of 80 boats or more, then at the discretion of the Race Management team, flights may be used to split the fleet into manageable numbers. 9.3 The target time for the first finisher in each race is 40 minutes. 10 SCORING 10.1 Four races are required to be completed by each fleet to constitute a series. 10.2 The total score of each boat will be the sum of her scores as follows:

(a) When fewer than five races have been completed, a boat ’s series score will be the total of her race scores. (b) When from five to eight races have been completed, a boat ’s series score will be the total of her race scores excluding her worst score. (c) When nine or more races have been completed, a boat ’s series score will be the total of her race scores excluding her two worst scores. 10.3 Points for the Pro and Sport fleets shall be calculated separately 11 SUPPORT BOATS 11.1 All support boats must register in advance of the event at: https://www.travemuender-woche.com/race/online-entry.html 11.2 Support Boats shall register in the Regatta Hub during the registration times and complete the Support Boat Registration form for the event. They must not launch before this requirement has been met. In addition, all support boats are required to display a Sticker identification number from whenever on the water during the event. Identification stickers will be assigned when registering. 11.3 All Support Boats must register in the RS Games Office during the registration times and pay the charge of EUR 80 per boat for the event. In addition, all support boats are required to display an identification flag from whenever on the water during the event. Flags will be assigned when registering and a EUR 20 cash refundable deposit is required for the flag. 11.4 Except when responding to the signal in NOR 11.8, support boats, coaches and other support persons shall stay at least 100 metres outside areas where boats are racing from the time of the preparatory signal for the first class to start on that course until all boats have finished or retired or the race committee signals a postponement, general recall or abandonment. [DP]. 11.5 During the event, support boats shall not tow boats participating in the event unless the race committee have signalled that towing is allowed. 11.6 Kill cords shall be worn at all times whilst engines are running. The Course Safety Leader will be looking out for compliance on this issue, there are no excuses and boats will be requested to leave the race area immediately if kill cords are not being used appropriately. 11.7 All Support Boat driver shall attend the Support Boat Briefing, the details of which will be advised at Registration. 11.8 All Support Boats will keep a listening watch on the safety channel, which will be advised at the briefing, and if requested to, by the race committee displaying flag V and a repeated rapid sound signals, assist with safety operations under the instructions of the Course Safety Leader. 11.9 Support boats shall comply with local legislation.11.10 Support boats members, registered, will undergo the technical and behavioural rules from race committee and Jury. In case of infringement, the Jury could apply RRS 64.4. 11.10 Additional instructions will be stated in the Sis ‘[DP) Support personnel must wear Personal Floatation Devices at all times other than for brief periods while adding or removing clothing. With the motor running they are required to wear the Quick-Stop / Kill Cord at all times.

12 BERTHING Boats shall be kept in their assigned places while whey are in the boat park. 13 RADIO COMMUNICATION 13.1 Except in an emergency, a boat that is racing shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. [DP]. 13.2 Boats may carry fixed video recording equipment attached to any part of the boat, provided this equipment is not remotely controlled. 14 PRIZES Prizes will be awarded as follows: (a) RS Tera Pro as a minimum dependent on number of entries 1st - 6th Overall and 1st - 3rd in Silver fleet if entry numbers dictate 1st - 3rd Ladies (b) RS Tera Sport as a minimum dependent on number of entries 1st - 6th Overall and 1st - 3rd in Silver fleet if entry numbers dictate 1st - 3rd Ladies (c) Titles will be awarded as follows: RS Tera Pro European Champion: 1st RS Tera Pro Overall RS Tera Sport European Champion: 1st RS Tera Sport Overall 15 RISK STATEMENT Rule 4 of the RRS states “The responsibility for a boat ’s decision to participate in a race or to continue racing is hers alone”. Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: (a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves, their crew and their boat to such inherent risk while taking part in the event; (b) They are responsible for the safety of themselves, their crew, their boat and other property whether afloat or ashore; (c) They accept responsibility for any injury, damage or loss caused by their own actions or omissions; (d) Their boat is in good order, equipped to sail in the event and they are fit to participate; (e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; (f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances; (g) It is their responsibility to familiarise themselves with any risks specific to this venue or this event drawn to their attention in any rules and information produced for the venue or event and to attend any competitors briefing held for the event.

16 INSPECTIONS The fact that race officials may conduct inspections of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race. 17 INSURANCE Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of EUR 3.000.000 per incident or the equivalent. 18 RIGHTS AND COPYRIGHT By participating in this event, a competitor automatically grants to the Organising Authority, the National and International Class Associations and the sponsors of the event the right in perpetuity to make, use and show at their discretion any motion pictures, still pictures and live, taped or filmed television and other reproductions of him/her during the championship, and of all of his/her material related to the championship, without compensation. 19 DATA PROTECTION In order to manage the events, information provided by competitors will be held on a database. The management of personal information and images (as in NoR 18) will comply with the new GDPR Legislation that is in effect since May 2018. by the organizing authority on their hull and/or their boom in ac-cordance with WS regulation 20.4.1. The organizing authoritywill supply the stickers/flags and instructions for their use.

On the second and subsequent days’ racing, the three boatshaving the best series score at the beginning of the day may berequired to display stickers on their sail as follows: first placeyellow, second place blue and third place red. 3. ELIGIBILITY AND ENTRY3.1. The Splash European Championship is open for Splash sailors

who have not reached their 21th birthday on the 1st scheduledracing day.

1. Yachts with a valid ORC Club certificate and a GPH of 670 orless.

2. Yachts with a Yardstick factor of 91 or less.3.2 The person in charge shall either have a valid license of the DSV

or a valid official license prescribed or recommended for the sai-ling area. Members of other national federations shall have anadequate driving license of their national authority. The personin charge shall furthermore possess a valid certificate for theoperation of the installed radio equipment aboard the vessel andshall have a valid registration of said equipment.

3.3 Each crew member shall be a member of a club affiliated to anational authority of World Sailing. The crew of each participatingyacht shall consist of at least 2 persons.

11 BERTHING / SAFETY CHECKBoats shall be berthed in the harbour of Travemünde no laterthan 17.07.2020 12:00. Between 12:00 – 14:00 all boats shall beavailable for a safety check with at least one crew member beingaboard to perform the safety check.Fees for berthing and craning are included in the entry fees.

12 SAFETYRegarding the safety and equipment of the participating yachts,the World Sailing OFFSHORE SPECIAL REGULATIONS category3 (without liferaft) shall apply in its most recent edition.

In addition one spare lifejacket in accordance with clause 5.01.1of the OSR shall be carried on board.It is mandatory for each crewmember to wear a life jacket ANDa PLB at all times.AIS-SARTs are permitted, as long as the boat is equipped withan AIS receiver that allows the localization of the MOB.It is highly recommend to attend a personal offshore survivaltraining prior to the race.

The following exceptions from OSR category 3 can be accep-ted:• A permanently installed cooking device is not required (OSR

3.20.1)• Permanently installed drinking water tanks are not required

(OSR 3.21.1)

A crewlist with at least on contact person for emergencies percrew member has to be provided at the Check-in.It is mandatory for all participants to complete a safety checklistand provide it to the organizing authority prior to Check-in. Detailswill be communicated to the participants via email.

13 TRACKING SYSTEMThe organizing authority may provide a tracking system to thecompetitors. Competiros shall operate the tracking system inaccordance with the instructions given by the organizing authorityduring the entire race. The tracking system shall be returned tothe race office promptly after a boat has finished.

In case a boat abandons the race, the tracking system shall bereturned immediately and solely at the risk of the participant to

15 DISCLAIMER oF LIABILITYThe responsibility for the decision of the person in charge toparticipate in a race or to continue with it is solely with him, tothat extent he also takes the responsibility for his crew. Thehelmsman is responsible for the qualification and the correctnautical conduct of his crew as well as for the suitability and thetransport-safe condition of the registered boat. In cases of ForceMajeure or on grounds of administrative orders or for safety rea-sons the organizer is entitled to make changes in the realisationof the event or to cancel the event. 12 SICHERHEITHinsichtlich der Sicherheit und Ausrüstung der teilnehmendenBoote gelten die World Sailing OFFSHORE SPECIAL REGULA-TIONS (OSR), neueste Ausgabe, Kategorie 3 (ohne Rettungsin-sel).Zusätzlich muss eine Reserveschwimmweste mitgeführt werden,die den Anforderungen der Ziffer 5.01.1 der OSR genügt.Das dauerhafte Tragen der Rettungsweste UND eines PLB istfür jedes Crewmitglied zwingend vorgeschrieben.AIS-SARTs sind zugelassen, sofern das Boot mit einem AIS Emp-fänger ausgestattet ist, der eine Ortung des MOB ermöglicht.Die Teilnahme an einem Offshore Survival Training vor der Wett-fahrt wird dringend empfohlen.

Folgende Ausnahmen von den OSR Kategorie 3 können akzep-tiert werden:• Es ist kein fest installierter Kocher erforderlich (OSR 3.20.1)• Es sind keine fest installierten Trinkwassertanks erforderlich

(OSR 3.21.1)

Beim Check-in ist eine Crewliste mit mindestens einem Notfall-Kontakt je Crewmitglied einzureichen.Alle Teilnehmer müssen vor dem Check-in eine Sicherheitscheck-liste ausfüllen und dem Ausrichter zusenden. Die Details hierzuwerden per Email an die Teilnehmer kommuniziert.

13 TRACKERDer Veranstalter kann einen Tracker für die Teilnehmer stellen. In diesem Fall sind die Teilnehmer verpflichtet, den Tracker wäh-rend der gesamten Wettfahrtdauer gemäß den Anweisungen desVeranstalters zu betreiben. Der Tracker ist nach Zieldurchgangunverzüglich im Regattabüro abzugeben.

Bei Abbruch der Wettfahrt ist der Tracker auf Risiko des Teilneh-mers unverzüglich an

15 HAFTUNGSAUSSCHLUSSDie Verantwortung für die Entscheidung eines Bootsführers, aneiner Wettfahrt teilzunehmen oder sie fortzusetzen, liegt alleinbei ihm, er übernimmt insoweit auch die Verantwortung für seineMannschaft. Der Bootsführer ist für die Eignung und das richtigeseemännische Verhalten seiner Crew sowie für die Eignung undden verkehrssicheren Zustand des gemeldeten Bootes verant-wortlich. Der Veranstalter ist berechtigt, in Fällen höherer Gewaltoder aufgrund behördlicher Anordnungen oder aus Sicherheits-gründen, Änderungen in der Durchführung der Veranstaltung

In case of a violation of obligations that do not con-stitute primary respectively material contractual duties (cardinalobligations), the liability of the organizer, no matter because ofwhich cause in law, for material and property damages of allkinds and their consequences that arise to the participant duringor in connection with the participation in the event resulting froma conduct of the organizer, his representatives, servants oragents, is restricted to damages that were caused wilfully orgrossly negligent. When a violation of cardinal obligations occurs,in cases of simple negligence the liability of the organizer islimited to foreseeable, typically occurring damages. To the extentthat the liability for damages of the organizer is excluded or re-stricted, the participant also relieves the staff – employees andrepresentatives, agents, servants, sponsors and individuals whoprovide or drive salvage, safety or rescue vessels or assist withtheir use - from the individual liability for damages, as well asalso all other individuals who were instructed to act in connectionwith the realisation of the event. The effective racing rules ofWorld Sailing, the class rules as well as the regulations of theNotice of Race and the Sailing Instructions are to be compliedwith and are expressly recognised. The German law applies.

16 INSURANCEEach participating boat shall be insured with valid third-partyliability insurance with a minimum cover of 5 million € per eventor the equivalent.

Bei der Verletzung von Kar-dinalpflichten ist die Haftung des Veranstalters in Fällen einfacherFahrlässigkeit beschränkt auf vorhersehbare, typischerweise ein-tretende Schäden. Soweit die Schadenersatzhaftung des Ver-anstalters ausgeschlossen oder eingeschränkt ist, befreit derTeilnehmer von der persönlichen Schadenersatzhaftung auchdie Angestellten – Arbeitnehmer und Mitarbeiter – Vertreter Er-füllungsgehilfen, Sponsoren und Personen, die Schlepp-, Siche-rungs-, oder Bergungsfahrzeuge bereitstellen, führen oder beideren Einsatz behilflich sind, sowie auch alle anderen Personen,denen im Zusammenhang mit der Durchführung der Veranstal-tung ein Auftrag erteilt worden ist. Die gültigen Wettfahrtregelnvon World Sailing, die Klassenregeln sowie die Vorschriften derAusschreibung und Segelanweisung sind einzuhalten und werdenausdrücklich anerkannt.Es gilt das Recht der Bundesrepublik Deutschland.

16 VERSICHERUNGAlle teilnehmenden Boote müssen eine gültige Haftpflichtversi-cherung mit einer Deckungssumme von mindestens 5 Millionen€ pro Veranstaltung oder dem Äquivalent davon haben.
