Der HANIEL Master Course an der NRW School of Governance

Die NRW School of Governance ist eine Initiative zur Exzellenzförderung am Institut für Politikwissen-

schaft der Universität Duisburg-Essen. Zu den zentralen Zielen der Förderung von Nachwuchskräften

gehört es, zukünftige Führungspersönlichkeiten frühzeitig auf die Anforderungen ihrer späteren Berufs-

praxis vorzubereiten.

Exklusiv für die Studierenden der NRW School of Governance am Institut für Politikwissenschaft der Uni-

versität Duisburg-Essen, wird in Kooperation mit der Haniel Stiftung ein Veranstaltungsprogramm ange-

boten, welches diese Praxisorientierung gewährleistet. Der HANIEL Master Course vermittelt Nach-

wuchskräften fundiertes und anwendungsorientiertes Expertenwissen über verschiedene Aufgabenprofi-

le ihres späteren Berufslebens. Es handelt sich um eine wöchentliche Veranstaltungsreihe, die über diese

praxisbezogenen Implikationen hinaus jedes Semester einen neuen thematischen Schwerpunkt setzt.

Zudem veranstalten die NRW School of Governance und die Haniel Stiftung öffentliche Veranstaltungen,

um auch das externe universitäre Publikum in den Diskurs einzubeziehen.

Durch einen personalisierten Gedankenaustausch mit Praktikern aus Politik, Wirtschaft und Zivilgesell-

schaft können die Teilnehmer Einblick in verschiedene Berufsfelder erlangen. Spezielle Veranstaltungs-

formen garantieren die Exklusivität des Kursangebotes. Veranstaltet werden Gastvorträge, Kamingesprä-

che, Panelveranstaltungen, praxisbezogene Übungen, alternative Diskursformen, Exkursionen sowie

Planspiele und Simulationen.

Für die Organisation und Durchführung des HANIEL Master Course konnte die Haniel Stiftung als Pro-

jektpartner gewonnen werden. Die Haniel Stiftung wurde 1988 von der Franz Haniel & Cie. GmbH in Du-

isburg-Ruhrort gegründet. Das Stifterunternehmen ist seit 250 Jahren im Besitz der Familie Haniel, eine

der großen Gründerfamilien im Ruhrgebiet. Eines der wichtigsten Ziele der Haniel Stiftung ist die Förde-

rung der Aus- und Weiterbildung von Führungsnachwuchs in Deutschland und auf internationaler Ebene.

Damit verbunden ist zudem die Thematisierung wirtschaftlicher und wirtschaftspolitischer Fragestellun-

gen in der Öffentlichkeit und - wie im Fall des HANIEL Master Course - im Bildungswesen.

Der HANIEL Master Course im Wintersemester 2013/2014 ist angelegt als Anwendungsmodul mit der

thematischen Ausrichtung: Politikberatung und Wissen als Ressource modernen Regierens - „Lobbying in

the European Union“.

“The rise of Brussels as an important centre of decision-making has had the direct impact that it has also become a

world centre of lobbying and influence, in almost direct proportion of the rise in powers attributed to the European Un-

ion (EU) over time. The fact that almost all policy areas, all civil society stakeholders and all countries around the world

are, to some degree, impacted, has been a strong recipe for the growth of a vibrant and diverse lobbying industry in

Brussels. Two of the reasons why there is such a dynamic lobbying industry are worth exploring: Firstly, the EU is built

on principles of political legitimacy including accountability, information for citizens, and open participation in the polit-

ical process. Lobbying is invaluable for generating dialogue and providing evidence and facts between stakeholders and

EU officials to enhance the quality of the legislation, and decisions, taken at the EU level – and to improve implementa-

tion and compliance at the national level. EU officials need information and evidence from different stakeholders

across the 28 Member States that they cover with their legislation, and from other countries and companies around the

world which are also impacted. In this sense the input of various stakeholders to officials across the institutions is an

important means of creating democratic decision-making in the EU. Secondly, the reason why so many stakeholders

engage in lobbying is that the costs and benefits of EU legislation are rarely shared equally – and they can have very

important localised consequences. This situation generates intense activity as stakeholders try to defend their positions

and create new opportunities, by working with the EU institutions and policy-making.

Fundamental to any attempt to work with the EU is a solid understanding of the complex institutional and decision-

making architecture. The importance of understanding the EU system and how to interact with the institutions is in-

creasingly vital to succeed in defending, or promoting, an interest or position in the EU. This HMC on “Lobbying in the

EU” fills the gap by offering practical assistance on how the EU institutions and policy-making actually work – and how

to work with them.”

Im Folgenden wird ein Überblick über alle Veranstaltungen im Rahmen des HANIEL Master Course im

Wintersemester 2013/2014 gegeben. Das Veranstaltungsangebot richtet sich an die Studierenden des

Masters „Politikmanagement, Public Policy und öffentliche Verwaltung“ am Institut für Politikwissen-

schaft der Universität Duisburg-Essen. Die Veranstaltungen werden exklusiv für diesen Personenkreis

angeboten.

Eine Öffnung von Veranstaltungen für andere Zielgruppen ist explizit ausgewiesen (z.B. öffentliche Ver-

Ausflug zum Düsseldorfer Landtag

“Im Ausschuss für Europa und Eine Welt des Landtags NRW bereiten Abgeordnete die parlamentarische

Willensbildung in europapolitischen Fragen vor. Sie setzen sich mit aktuellen Entwicklungen in der Euro-

päischen Union auseinander, die Auswirkungen auf das Land Nordrhein-Westfalen haben.

Die Mitglieder werden regelmäßig von der Landesregierung über die EU-Politik Nordrhein-Westfalens

informiert. Da die Entscheidungen der Europäischen Union in viele Politikbereiche hineinwirken, sind

auch die Themen im Ausschuss vielfältig. Der Ausschuss für Europa und Eine Welt ist ein Querschnitts-

ausschuss, in dem viele politische Initiativen gemeinsam mit anderen Ausschüssen des Landtags beraten

werden.

Der Ausschuss thematisiert außerdem entwicklungspolitische Fragen im Bereich der Eine-Welt-Politik.

Unter anderem informiert er sich regelmäßig über die internationalen Partnerschaften Nordrhein-

Westfalens mit Entwicklungsländern und über konkrete Entwicklungsprojekte, zum Beispiel auf dem

afrikanischen Kontinent.“
