The Offeror shall provide a proposal, in accordance with all terms and conditions of this RFP, to offer expert consulting services for the efficient administration of the Champaign County Forest Preserve District’s compensation program. The awarding of a contract is contingent on receiving final approval of the award from the Champaign County Forest Preserve District’s Board of Commissioners. The primary scope of services to be rendered includes the following: a. Analyze and recommend position grade classifications and the competitiveness of the salaries for selected full-time and selected part-time positions (see attached list of selected positions). Examine the equity of pay among present selected full-time and part-time employees based on qualifications, experience and tenure. e. Develop recommendations for consistent salary placement of employees who are newly hired from the outside or promoted. f. Recommend alternative pay systems that align with and support operational goals. g. Provide options for compensating employees who are deemed to have met the maximum in their salary range. h. Explain the advantages and disadvantages of implementing a “pay-for-performance” or “performance management” system of compensation and performance evaluation.

This document constitutes a Request for Proposal (RFP), via competitive sealed proposals, from qualified individuals and organizations to perform the Scope of Work set forth herein. This request is an offer by the Champaign County Forest Preserve District to purchase, in accordance with the terms and conditions of this RFP, the services proposed by the successful Offeror. The Offeror shall provide a proposal, in accordance with all terms and conditions of this RFP, to offer expert consulting services for the efficient administration of the Champaign County Forest Preserve District’s compensation program. Project Goals The Champaign County Forest Preserve District expects to achieve the following goals through the selection of a compensation consultant for his project:

1. Maintain a compensation program that is comparable to other East Central Illinois park, conservation, and other public districts; and other not-for-profit agencies. (it may be necessary for some positions to expand comparable market to include Chicago Metro Area park, forest preserve, and conservation districts.)

2. Maintain employee satisfaction by providing a competitive compensation program. 3. Demonstrate fiscal responsibility by managing the compensation program appropriately. 4. Identify any salary inequity issues among Forest Preserve District Personnel. Recommend

strategy for addressing inequities and for the maintenance of future salary equity for employees. 5. Tie compensation increases to performance.

III. Proposal Format Your proposal must be prepared simply and economically in accordance with the format and instructional requirements of the RFP. Your proposal should provide a concise delineation of your organization’s capabilities to satisfy the requirements of the RFP, with emphasis on completeness and clarity of content. Elaborate bindings, displays and promotional materials are neither required nor desired. Incomplete proposals or proposals that are not prepared in accordance with this RFP will be eliminated from the evaluation process. All organizations are required to present proposals using the same headings and categories as outlined in the RFP to ensure a fair, equitable and timely evaluation. The Champaign County Forest Preserve District reserves the right to reject any and all proposals that fail to conform to the requirements of the RFP and to request additional information from any firm submitting a proposal.

Proposal Submission Guidelines You must submit four (4) hard copies of your proposal, one of which must be unbound to facilitate copying. Submission of your hard copy proposal must be made to: John Baker, Director of Business/Finance/HR Champaign County Forest Preserve District PO Box 1040 Mahomet, IL 61853 THE CHAMPAIGN COUNTY FOREST PRESERVE DISTRICT MUST RECEIVE YOUR PROPOSAL BY 12 NOON CENTRAL TIME ON APRIL 18, 2013. BID OPENING WILL BEGIN AT 12:01 P.M. CST ON APRIL 18, 2013 AT DISTRICT HEADQUARTERS, 109 SOUTH LAKE OF THE WOODS ROAD, MAHOMET, ILLINOIS. The Champaign County Forest Preserve District will acknowledge receipt of all proposals submitted prior to the above stated deadline. Acknowledgement will be made electronically via e-mail by John Baker. Proposals received after this deadline will not be considered. Special Instructions All questions regarding this Request for Proposals, including technical specifications, proposal process, etc., must be directed to the individual indicated above.

a. Offerors may not contact members of the selection committee, members of the Champaign County Forest Preserve District Board of Commissioners or any other employee of the Champaign County Forest Preserve District concerning this procurement while the proposal and evaluation are in process. Such contact will cause disqualification of the Offeror’s proposal.

b. After the initial receipt of proposals, discussions may be conducted with Offerors who submit proposals determined to be reasonably likely of being selected for award.

c. No less than four days prior to the submission of offers, the Offeror may submit questions for the sole purpose of clarifying terms, conditions, or scope of work in this RFP. Questions will be accepted in writing or by E-mail only.

d. Answers to all questions will be provided in writing or by E-mail. Answers which make a material difference in the way Offerors may propose their offer will be shared with all Offerors who have indicated an intent to propose. Likewise, answers that may change either the terms and conditions or their interpretation will be made in the form of an amendment issued to all Offerors with an intent to propose.

Supplemental RFP Information All material statements from the Champaign County Forest Preserve District regarding any substantive matter associated with this RFP will be in writing and copies thereof will be forwarded to all firms under consideration. Modification of Request for Proposal After the Champaign County Forest Preserve District’s analysis of proposals submitted in response to this RFP, the Champaign County Forest Preserve District may elect to modify the requirements of this RFP. The Champaign County Forest Preserve District may also request resubmission from some or all of the initial responders. Proposal Validity Your hard copy proposals must be signed by an authorized representative of your organization and shall remain valid for a period of 180 days beyond the proposal due date.

Agreement Please submit a copy of your organization’s standard agreement for the Champaign County Forest Preserve District’s review. Please note, however, that all proposals and agreement terms and conditions are subject to revision and negotiation by the Champaign County Forest Preserve District prior to the execution of a final agreement for the proposed services. Evaluation Criteria The following criteria will be used to evaluate all proposals:

a. Responsiveness: Shall be determined by the Offeror’s demonstration of a method of approach that fully meets all terms and conditions of the RFP and Scope of Work.

b. Expertise and reliability: Shall be determined by the submission of client list, references and positive reference checks demonstrating the Offeror’s success potential for similar projects and by years of experience.

c. Completeness of Proposal: Shall be determined by the content of the proposal, which includes all required documents, signatures, and a work plan that thoroughly meets the scope of work and all terms and conditions.

d. Access and Ease of Use: Shall be determined by the Offeror’s ability to demonstrate the requisite availability, ability to complete projects within required time and material dates, initiative to keep the Champaign County Forest Preserve District informed of material issues, as required to perform all aspects of the scope of work, and the ability to maintain responsive and timely communications with the Champaign County Forest Preserve District as required to meet all aspects of the scope of work.

e. Expertise of Staff: Shall be determined by showing the assigned staff members have the requisite knowledge of the proposal to provide the information required by the Champaign County Forest Preserve District and by demonstrating that the assigned staff members have the requisite authority to agree and act upon Champaign County Forest Preserve District’s direction.

f. Cost: Shall be evaluated for budget constraints, method of costing, method of pricing and comparisons of cost in relation to other competitive proposals.

Agreement Award Following our review of proposals, the Champaign County Forest Preserve District will promptly notify each offeror regarding our desire to conduct (or not conduct) further interviews with their organization. Disclaimers You are hereby advised that the Champaign County Forest Preserve District is not committed to any course of action as a result of its issuance of this RFP and/or its receipt of a proposal from you or other organizations in response to it. Required Criteria The Champaign County Forest Preserve District will evaluate each organization’s proposals in a fair, consistent and objective manner. Responses to questions or requirements identified in this RFP will form the basis of the Champaign County Forest Preserve District’s evaluation. The primary objective of this RFP is to select the organization that most fully meets our requirements for a comprehensive, broad based compensation program analysis in the most cost effective manner. The final decision regarding proposal selection and agreement award will be subject to management review and Champaign County Forest Preserve District Board of Commissioner approval. The Champaign County Forest Preserve District will select the provider based largely on the following criteria: General

State the full name and address of your organization; describe its structure (e.g., publicly held, not-for-profit, etc.), and philosophy, and explain its qualifications and experience.

Provide a brief history of your company and the length of time it has been providing consulting services.

Describe the contractual relationships, if any, with other organizations necessary to your proposal’s implementation (e.g., actuarial services).

Fully describe how your organization can meet our needs. Describe the challenges you believe the Champaign County Forest Preserve District will face

with its compensation program in the coming year and describe how your organization’s expertise can benefit us. What makes your organization different from other organizations who may submit proposals?

Confirm your organization can complete this project and present a detailed report to the Champaign County Forest Preserve District by October 18, 2013.

Provide a list of employees in your organization who will be assigned to complete this project and their expertise. Include the names, titles, mailing addresses, telephone numbers, facsimile numbers and E-mail addresses for all individuals who will be assigned to the project.

Complete the enclosed Disclosure Statement and include it with your Proposal. Provide three (3) government, public sector or not-for-profit references that have used your

organization for similar compensation consulting services. Fees

THE DISTRICT General Information Organized in 1935 by public referendum, the District owns and operates five forest preserves consisting of more than 3,899 acres. The District is located in east-central Illinois approximately 130 miles south Chicago in Champaign County, Illinois (the “County”), and encompasses an area of approximately 1,000 square miles. Neighboring counties include Ford County to the north, Vermillion County to the east, Douglas County to the south and Piatt County to the west. According to the 2010 U.S. Census, the County’s population is 201,081. This is a 11.92% increase over the 2000 Census of 179,669, and a 16.22% increase over the 1990 Census of 173,025. Champaign and Urbana are the two largest cities within the District with 2010 Census populations of 81,055 and 41,250, respectively. Government The Champaign County Board is responsible for appointing the District’s Board for five-year staggered terms. The Forest Preserve Board handles the District business of preparing policies and acquiring and maintaining open space for the citizens of the District. The District employs 34 full-time, 15 part-time and 70 seasonal personnel. Forest Preserve Facilities

Lake of the Woods Forest Preserve site is located in a rolling wooded area near Mahomet, Illinois. The preserve occupies almost 900 acres along the corridor of the Sangamon River. Several attractions at Lake of the Woods Preserve include the Museum of the Grand Prairie, Mabery Gelvin Botanical Garden, and Lake of the Woods Golf Course. Besides the award-winning 18-hole regulation course, there is a 9-hole par 3 course and a practice range. The course continues to maintain its status as a Certified Audubon Sanctuary, one of only two downstate courses to earn this environmentally-friendly distinction. The preserve also offers fishing, boating, hiking, picnicking, cross-country skiing, sledding, the HI-Tower bell carillon and observation area, building rentals, and educational programs.

The River Bend Forest Preserve is located on a 280-acre site and contains approximately 130 acres of water in

two lakes, one of which is the County’s largest lake. The area also includes two and a half miles of forest along the Sangamon River as well as a one mile nature trail and a multi-use trail just over a mile long. Possibility Pier at the preserve is an ideal area for fishing and offers covered picnic tables for eating outdoors.

The 160-acre Sangamon River Forest Preserve offers a variety of natural features. At this preserve, the

District strives to restore and preserve the landscape as closely as possible to its original pre-settlement conditions. The preserve is an ideal setting for low-impact activities, such as picnicking, bird-watching, hiking, and river fishing. The most significant natural features on this property are the Sangamon River and its Wildcat Slough tributary. The Sangamon River flows for over half a mile through the property, and the Wild Slough flows for about an eighth of a mile before entering the Sangamon River.

Homer Lake, an 828-acre preserve, offers sledding in winter months, and fishing and boating during the

summer. The preserve also includes the 28-acre site once known as Homer Park, a popular destination park on the Salt Fork River in the early 1900s. With approximately 10 miles of trails, this preserve is ideal for hiking. Trails cross grasslands, prairies, and woodlands, and hikers can walk along the Salt Fork River or around the secluded Collins Pond. The Salt Lake Fort Center is a frequently rented facility for gatherings overlooking Homer Lake. Nearby is a boat dock, outdoor amphitheater and trail system. The Homer Lake Interpretive Center is located just inside the entrance to the preserve. This facility features live animals, interactive displays, and a wildlife viewing area.

Middle Fork River Forest Preserve contains 1,702 acres composed of old hardwood timer, reforested lowlands,

grassy meadows, prairie restorations and a camping area. The camping site offers a swim beach, fishing, hiking, cross-country skiing, picnicking, building rentals and programs. About four miles of the Middle Fork River run through the preserve and the site also includes three ponds. The Water Fowl Management Area offers more than 130 acres of nesting habitat for migratory waterfowl. An easily-accessible viewing platform allows visitors the opportunity to observe the wetland wildlife. Education, Health Care and Industry Home of the University of Illinois at Urbana-Champaign, Parkland College, and two major regional hospitals (Carle Foundation Hospital and Provena Covenant Hospital), the County is a leader in education, health care, government, high technology, light industry and agriculture. Transportation Champaign County is essentially rural with several small cities and villages. The County is home to 26 municipalities. The County Seat is the City of Urbana. While approximately 90 percent of the land in the County is utilized for agricultural purposes, 80 percent of the County’s population resides in incorporated cities and villages. The District lies within 200 miles of Chicago, St. Louis and Indianapolis and is served by several transportation facilities, including Interstate Highways 57, 72 and 74. Other main highways include U.S. Routes 45 and 150 and Illinois Routes 130 and 10. District residents are also served by several bus line, including C-U Mass Transit, which provides local bus service and Greyhound, which provides inter-city bus transportation. Passenger rail service is provided by Amtrack. Willard Airport of the University of Illinois Urbana-Champaign, approximately five miles south of the City of Champaign, provides daily flight arrivals and departures to and from Chicago’s O’Hare Airport and Dallas Fort Worth Airport.
